VALLEY CITY, N.D. (AP) – The man who died from injuries suffered in a house fire in Valley City, on Sunday has been released.
Fire Chief Gary Retterath says it appears the blaze broke out shortly before 3 a.m. Sunday in the home’s basement.
Retterath says the body of Art Kirschenman has been sent to the State Forensic Examiner’s Office for an autopsy to determine his cause of death.
Kirschenmann’s wife Arlene, was injured in the fire, and was reported in fair condition in a Fargo hospital, Monday.
The North Dakota State Fire Marshal’s Office is investigating the fire.

Valley City (CSi) – The Barnes County Sheriff’s Office reports, a man was killed and a woman was injured in a 3-a.m. Sunday fire in a two story single family home in the 200 block of Sixth Street Northwest in Valley City.
Fire Chief Gary Retterath says a male occupant was found dead in the basement. A woman who lived in the house was able to get out and knock on neighbors’ doors until someone answered and called to report the fire.
Retterath says, a retired couple was in the home. The husband died, and his the wife was taken to Mercy Hospital and reportedly is listed in fair condition, on Sunday afternoon.
Authorities haven’t yet identified the victims.
Retterath says the man’s body has been sent to the North Dakota State Forensic Examiner’s Office for an autopsy to determine his cause of death.
The preliminary investigation, indicates that it appears the fire started in the basement and the man most likely went downstairs to check on it but didn’t make it out. The fire spread quickly throughout the home, spreading to the attic.
Retterath and a deputy state fire marshal will continue the investigation in the home on Monday to look into possible causes.
No pets occupied the home, and the house was heavily damaged beyond repair.
No other buildings were damaged.
Retterath says about 20 firefighters and five units responded to the call. He says the firefighters had the fire under control within about 45 minutes of arriving on scene.
Fire crews cleared the scene by the early Sunday afternoon.
Retterath says this was the first time he had a fatality at a house fire. He says after all the firefighters returned to the station from the scene, they had a debriefing with the Valley City Fire Department’s chaplain.
The Valley City Police Department was at the scene to help handle traffic near the home. The Red Cross was provided additional aid.
Jamestown (CSi) Jamestown Tourism discussed the possibility of seeking an alternate vendor to provide this year’s public 4th of July fireworks display.
Tourism Director Searle Swedlund said in talks with the Canadian vendor who performed the show last year, that due to preparations for a Canadian celebration next year, his availability for this year’s show is limited, in terms of equipment necessary to put on the display. He will not do the display in 2017. The board decided it would be cost prohibitive to spent another $5,000 to provide the equipment.
Tourism, which funds the fireworks at $10,000, is to inquire with other vendors to replace this one, if possible.
A final decision on the 2016 fireworks display is pending finding a replacement vendor.
In other business, the Grant/Executive Advisory Board on Friday, voted to ask the City of Jamestown for dollars from the Capital Construction Fund, toward costs of refurbishing the World’s Largest Buffalo, at Frontier Village.
Swedlund indicated the contract with Talking Trails project, to start this spring, as been signed, as the board decides additional funding, to possibly come from grants in hand, and possibly using dollars in the City Fund, reserves.
Swedlund pointed out that discussions have started with the National Buffalo Museum to establish a new video presentation in conjunction with Prairie Public Television.
He added the new Tourism Source Guide will be published soon, with some changes from the last publication.
The board also approved applying for a grant through North Dakota Parks and Recreation for recreational trails, and approved providing a 20-percent local match of $2,540, if the remaining 80 percent is approved by the state agency.
The trail enhancement includes a large mower, two message centers, one each at Pipestem Trail and Overlook Trail, signs at all five trails, and a bike repair station at Overlook Trail. The total request is $12,700.
Also at Friday’s meeting, the Grant Request from Dakota Anglers of $1,600 was approved to bring in fishing professional Bob Probst, for a fishing seminar at the Sport & Recreation Show scheduled for February 5,6 & 7 at the Jamestown Civic Center. The amount covers Probst’s motel and fuel costs.
The Show sponsored by Ingstad Family Media, has an estimated economic impact of $100,000 for 1-2 days attendance, with an anticipated attendance of 2,000.
In other business, the board approved adding a “conflict of interest,” statement to the Jamestown Tourism policies, and a board member to abstain from voting if a conflict exists in approving funding requests.
The board also accepted the Jamestown Arts Center, and Stutsman County Museum ‘s county mill level approval for 2015, for additional funding.
The meeting was held at the CSi Technology Center, at Historic Franklin School.
Valley City (CSi) The Barnes County mapping system, will be revamped, in order to provide 9-1-1 emergency services to residential addresses.
The Barnes County Commission, Emergency Manager, and 9-1-1 Supervisor have partnered with Duane Kaul of Kadrmas, Lee and Jackson to review and update the county mapping system.
Barnes County Emergency Manager Sue Lloyd says upon completion of this review, it was discovered that many addresses around the county are not correct.
All addresses in Barnes County will be reviewed for accuracy and changed if necessary.
The changes and revamping of the system are set to begin the week of January 25, 2016. Anyone with questions should call (701) 845-8510.
WEST FARGO, N.D. (AP) – Authorities say a fire in a West Fargo hotel appears to have started when the occupants of a room became impaired, started cooking and then passed out.
Firefighters responded to the Roadway Inn about 2:30 a.m. Sunday. Before they arrived, hotel managers were able to help the three occupants of the second-floor room get to safety. One person was taken to a hospital with unknown injuries.
Firefighters extinguished a stove fire in the room and ventilated the building. No other injuries were reported.
HILLSBORO, N.D. (AP) – Authorities in eastern North Dakota say a former water district manager swindled more than $100,000 from his employer.
Former Traill County Rural Water District manager Jerome Olson is facing two felony counts of misapplication of entrusted property. He is accused of misappropriating funds over a period of time by manipulating expenditures.
Olson appeared in court this week for a restitution hearing and to enter a plea. But the hearing ended abruptly after new paperwork suggested Olson had misappropriated over $100,000. Investigators initially said Olson took about $50,000.
Attorney Blake Hankey told WDAZ that he and his client need more time to review the new figure. He said there was no misappropriation of funds and that his client “acted in his due diligence.”
DEVILS LAKE, N.D. (AP) – A man accused of killing another man by running him over with his SUV on the Spirit Lake Indian Reservation in northeastern North Dakota is now facing three charges.
Lance Robertson was originally charged with murder in the death of 18-year-old Larse Azure Jr., of Fort Totten. An amended complaint adds two counts of assault with a dangerous weapon.
Authorities say Robertson was drinking with five other people in his Dodge Durango early on Dec. 19 when several occupants argued with Robertson about his erratic driving and then left the vehicle when he parked on a reservation road.
One of the witnesses allegedly heard Robertson yell “you’re all dead,” before he ran over Azure, who was waving his arms at Robertson to stop.
Arraignment for Robertson is scheduled on Wednesday.
BUFFALO, N.D. (AP) – Some residents of the small Cass County town of Buffalo are worried that a proposed livestock operation with 9,000 hogs will disrupt their lives.
The group of more than 20 people held a petition-signing event over the weekend at the Buffalo Community Center to show opposition and demand more information on potential impacts.
Minnesota-based Pipestone Holdings LLC is planning the $15 million Rolling Green Family Farms hog facility. It needs a permit from the North Dakota Health Department.
Rolling Greens Family Farms spokesman Barry Kerkaert says the hog farm would create jobs, boost the local economy and not pose risks to the environment.
But some of the town’s 200 residents worry about problems such as odor. Judith Von Bank says it’s “kind of frightening.”
BISMARCK, N.D. (AP) – The state Department of Agriculture and the North Dakota Organic Advisory Board say grants are available to help producers transitioning land to certified organic production.
Officials say the program will has limited funds of $5,000 and approval is on a first-come, first-serve basis.
Producers need to be transitioning the land to certified organic production for the first time. Farms that were certified in the past but have since lost certification are not eligible.
BISMARCK, N.D. (AP) – A state advisory council is meeting to address problem gambling in North Dakota.
The Problem Gambling Advisory Council is meeting Wednesday in Bismarck at the state Department of Human Services building.
Council members are slated to review progress toward goals including raising awareness about treatment services for problem gamblers.
Most of North Dakota’s lottery profits go to the state’s general treasury, with smaller portions set aside to provide counseling for gambling addicts and for drug enforcement.
WILLISTON, N.D. (AP) – More students, more housing on campus and more traffic associated with both has prompted Williston State College officials to take a closer look at security measures.
Campus Security Officer Darryl Whitecloud says the school is seeing a lot of issues with traffic and parking, but not a lot of crime.
The college recently received a grant of more than $370,000 to help in a yearlong project to add lights and cameras on campus. It’s expected to be completed this summer.
BISMARCK, N.D. (AP) – School officials in Bismarck and Mandan expect student enrollment to continue growing despite a slowdown in oil production. Planning firm RSP and Associates estimates that Bismarck Public Schools will exceed 14,200 students in four years. The Bismarck Tribune reports this school year started with 12,400 students enrolled in the district.
WILLISTON, N.D. (AP) – An oil industry company has started its own ombudsman program to help it address pipeline problems.
Representatives from the Hess Corporation presented information about its Hess Community Connection program to Williams County commissioners at a meeting Jan. 19, since commissioners also sometimes get calls on pipeline problems.
The company launched the program last year in an effort to take a more proactive approach to reclamation issues related to the 1,200 miles of pipeline it owns and operates.
BISMARCK, N.D. (AP) – Former Notre Dame football coach Lou Holtz is the keynote speaker for the Williston Basin Petroleum Conference at the Bismarck Civic Center. The 24th annual conference scheduled for will bring together experts of the oil industry to talk about innovative technologies, regulations and other key issues affecting the market. More than two dozen industry leaders are set to speak at the event.

Hi-Lites dance coach Megan Gilbertson was nominated for coach of the year and she also received her 5 year service award with the NDADD.
The Hi-Lites now head to the UDA nationals in Orlando, Florida next weekend.

Brian McManus hit two field goals, a 52-yarder with 33 seconds remaining in the first half and a 31-yard kick that gave Denver a 20-12 lead with about 10 minutes left. But closed schools and government offices underscore the difficulty of getting back to normal. Hundreds of airline flights are canceled today and transit service is expected to be spotty. There were at least 30 deaths, including snow shoveling and carbon monoxide fatalities.
LANSING, Mich. (AP) – Michigan’s attorney general is announcing steps today to prevent potential conflicts of interest during the investigation of the water crisis in Flint. A former prosecutor and a retired head of the Detroit FBI will play key roles. The attorney general’s office represents both the people of Michigan and state government. Attorney General Bill Schuette says the appointments will prevent conflicts between investigators and those charged with defending the state in lawsuits.
WASHINGTON (AP) – A recent national survey finds most voters pessimistic about the federal government’s ability to tackle important issues. The Associated Press-NORC Center for Public Affairs Research poll, conducted in December, found more than 6 in 10 respondents expressed only slight confidence in the government – or none at all. UNDATED (AP) – The upcoming Super Bowl between the Denver Broncos and Carolina Panthers features many contrasts — especially the quarterbacks. Peyton Manning is the only five-time MVP in NFL history and, at 39, the oldest starting quarterback to lead a team to the Super Bowl. It could even be his last pro game. Cam Newton is at the opposite end of his career, just 26 and making his big game debut. Denver beat New England and Carolina overwhelmed Arizona in the conference championships.
