Jamestown, ND (KCSi-T.V. News Dec 21, 2012) — The Stutsman County Sheriff’s Office is asking for the public’s assistance looking for Pete Koble.
The 45 year old Kolbe is a white male, 5 feet 11 inches tall with blue eyes and brown hair.
His last known address was Kathyrn, North Dakota.
Authorities say, Koble has bench warrants for his arrest for possession of a controlled substance with intent to deliver, and two possession of drug paraphernalia charges.
Anyone with information on Koble’s whereabouts is asked to call the Stutsman County Sheriff’s Office at 701-252-9000.
Jamestown, ND (KCSi-T.V. News) — The Jamstown City Council’s Police, and Public Works Committees, met Thursday evening (Dec 20, 2012) at City Hall. Council Member Gumke were not present.
With Police Committee business:
Discussion was held, relating to a weapons replacement policy for officers.
Police Chief Scott Edinger said, the weapons are purchased from the city through payroll deduction.
The Chief proposed Thursday a new written policy on the purchase and replacement will be based on manufacturers recommendations, every five years. He said the proposal is a safety issue, in changing weapons, under stress without appropriate training.
City Administrator Jeff Fuchs said upfronting the costs by the city is fairly costly to the city.
The Chief proposes purchasing weapons every five years, with certain limitations or exceptions.
Another option is continuing with payroll deductions, or have the officer pay for the weapon.
The committee voted to pass the information along to the City Council without recommendation, pending review of the proposed policy as written by the Chief.
Discussion then concerned a new Police patch. The Chief said the current patch is generic with the state seal, and Edinger suggested a different, more geographical patch.
Mayor Andersen said the plan sounds “expensive.” Edinger said when the patch needs replacement the new look could be phased in, with two different styles of patch possible during the changeout…a two year period.
The Mayor had concerns with two styles in use concurrently relative to someone trying to impersonate an officer.
A compete switchover would cost about $1,200.
The committee voted to recommend having local art students design the new patch, possibility as a contest for proposed designs.
Public Works Committee:
The panel recommends approval of a proposal from CPS, Ltd. relating to the 2013 Annual Groundwater Quality Assessment.
A bid award recommendation was heard, relating to the Cold Storage Buildings (one for the Sanitation Department and one for the Street Department).
The City Engineer’s Office suggested re-bidding the project, due to the bids being hiring than estimated…about $100,000 over the estimate.
The committee recommends rejecting all bids, and re-bidding.
The committee considered truck quotes obtained for the Engineering Department.
The committee recommends purchasing a used 2003 truck from Dales –A-1, at a cost of $3,490.
The committee recommends returning dollars to North Dakota Department of Emergency Services FEMA Project items in the amount of $9,908. The city was not entitled to the money.
An agreement letter from AE2S was reviewed, and recommended for approval , for the backwashing process at the Waste Water Treatment Plant.
Proposals were discussed relating to traffic engineering services, specifically for the replacement of 12 traffic signal controllers.
The city solicited firms to perform the work, in light of the business originally looked at, not being able to perform the work.
Phase One of the project is evaluation of existing equipment.
The committee recommends, the item be sent to the City Council without recommendation, pending like comparisons.
Discussion relating to Business Loop East Project.
Steve Windish with Ulteig explained the situtation on the project concerning work, in connection with the completion date, liquidated damages, and two items involved with the project contractor Sellend Brother.
Specifically the issue being countered is for the project work entailing an asphalt patch, and bypass pumping for the sanitary sewer system.
City Engineering Reed Schwartzkopf said the city and Sellend have been negotiating the costs. He said he feels the issue is at impasse, in his opinion.
Arbitration is possible, if the issue can not be settled though other negotiated means, which is recommended by Schwartzkopf.
The committee recommends reconfirming the original settlement by the city, and reviewed by Ulteig Engineering, before being sent to Sellend Brothers for consideration.
The committee discussed a request from Marvin Altendorf relating to guard rails, about 300 feet, being placed on the road leading to the business, at, or in the city limits. Schwartzkopf said in his opinion, the area is actually a long driveway, and the city would take ownership if it installs guard rails.
Schwartzkopf says a survey will be done as to where the road/driveway is relative to the section line between the city and township.

RTU Upgrades were discussed, concerning remote telemetry readings and was recommended for approval, with with AE2S.
The committee discussed an Invoice from Midwest Curb Grinding, LLC

MINOT, N.D. (AP) – Minot Public Schools have cancelled classes today following rumors surrounding the Mayan calendar and concerns about student safety. Superintendent Mark Vollmer announced that all classes and school-related activities will be cancelled on Friday. More than 7,000 students will make up the day in March.

NEW TOWN, N.D. (AP) – A man who barricaded himself into a North Dakota home prompting the lockdown of several local schools is in police custody. Thirty-two-year-old Michael Jason Smith came out of the house shortly before 10 a.m. yesterday. Schools in the community went on lockdown Thursday during the incident.
FARGO, N.D. (AP) – A judge has ordered more mental health treatment for a 50-year-old Fargo man accused of murdering his wife.
Henry Leo Deniger has been at the State Hospital in Jamestown since September, after Judge Steven McCullough ordered that he spend up to 90 days there until he’s fit to proceed with the case. Wednesday marked the end of the 90-day period.
Deniger faces up to life in prison without parole if found guilty of fatally stabbing his 52-year-old wife, Kathye Deniger. Her body was found in the couple’s south Fargo apartment on March 6.
BISMARCK, N.D. (AP) – A California man has been sentenced to more than four years in prison for breaking into a North Dakota residence.
Raymond LaRue, of Wasco, Calif., pleaded guilty in September to a federal charge of burglary.
The 31-year-old LaRue is accused of breaking into a residence near New Town and used a knife to damage floors, walls and furniture.
Authorities say LaRue was under the influence of methamphetamine at the time of the break-in.
U.S. District Judge Patrick Conmy sentenced LaRue to four years and three months in federal prison.
FARGO, N.D. (AP) – Authorities say a Wahpeton man has been fined more than $7,500 for illegally trapping a bald eagle.
U.S. Attorney Timothy Purdon says Jay P. Schuler was sentenced on Wednesday. He pleaded guilty to a charge of taking and trapping a bald eagle in violation of the Federal Eagle Act.
Authorities say the eagle was caught in a spring trap one year ago. Authorities say a turkey carcass was used to lure the bird.
The eagle has permanent damage to a talon but has been released to the wild.
GRAND FORKS, N.D. (AP) – Health officials have identified more people diagnosed with an outbreak of tuberculosis in Grand Forks.
Officials say two more people have been diagnosed with the potentially fatal lung infection. This brings the total number of active cases identified from the outbreak to 15- five children and 10 adults.
Health officials have linked the outbreak to homeless visitors who exposed a family who gave them shelter.
NEW TOWN, N.D. (AP) – Students from a North Dakota town with an understanding of the sorrow felt in Newtown, Connecticut are making handmade sympathy cards for students in that city.
Students in New Town are sending the cards this week to students at Sandy Hook Elementary School, where 20 children and six adults were killed by a gunman last week.
The North Dakota students shared a similar heartbreak and loss last month when a grandmother and three of her young grandchildren were shot to death in their home just a block from the city’s middle school.
The North Dakota students began crafting the cards on Wednesday while their schools were on lockdown due to a barricaded situation in a neighborhood near the city’s high school.
BISMARCK, N.D. (AP) – U.S. census data released Thursday shows North Dakota is the leading the nation in population growth and the state’s population is at an all-time high.
The Census Bureau’s data shows North Dakota’s population is pegged at nearly 700,000 residents. That’s up almost 15,000 from last year.
Census data show North Dakota’s total population jumped 2.17 percent over the past year and it’s growing nearly three times faster than the national average.
Governor Jack Dalrymple (DAHL’-rimp-ul) says he welcomes the growth in North Dakota, which had suffered decades of population decline. The state’s strong economy led by its booming oil patch has attracted thousands of new residents in the past few years.
The state’s population has increased by almost 67,000 residents from a decade low of 632,809 reported in 2003.
BISMARCK, N.D. (AP) – A Louisiana man has turned down an offer to be the new Bismarck police chief.
West Monroe, La., Police Chief Christopher Elg declined the offer by the Bismarck City Commission on Thursday.
Bismarck Deputy Police Chief Dan Donlin has been named as an alternate candidate. Commissioner Parrell Grossman says he will recommend Donlin for the post.
Donlin says he would accept.
BISMARCK, N.D. (AP) – A state Health Department official says agencies have agreed on a cleanup plan where an estimated 1,500 barrels of fluid blew out of control at an oil well near Parshall.
Environmental health chief David Glatt says Slawson Exploration Co. will scrape up snow that’s holding the oily mist.
Several state and federal agencies are involved because the spill was about a half-mile from Lake Sakakawea and near a state wildlife management area.
Glatt says the mist covered a fairly large area, but was thin and didn’t result in a high concentration of contamination.
Slawson spokesman Kyle Waliezer says his company already has removed several tons of snow from the well site.

DURHAM, N.C. (AP) – Top-ranked Duke was a winner on and off the court last night. On the court, the top-ranked Blue Devils ran their early season mark to 11-0 by beating Elon (EE’-lahn) 76-54 for their 100th straight nonconference victory at Cameron Indoor Stadium.

SAN DIEGO (AP)- The BYU Cougars won the Poinsettia Bowl with defense last night. Linebacker Kyle Van Noy forced a fumble in the end zone and recovered it for a touchdown, and scored on a 17-yard interception return, both in the fourth quarter, to lead BYU to a 23-6 victory over San Diego State.
ST. PETERSBURG, Fla. (AP) – Tonight it’s the Beef O’Brady’s Bowl, which pits 9-3 Ball State against 9-4 Central Florida. Ball State of the Mid-American Conference is seeking its first bowl victory while the Knights of Central Florida are seeking their third 10-win season since stepping up to the Football Bowl Subdivision.

MINNEAPOLIS (AP) – The Timberwolves have waived forward Josh Howard after he torn the ACL in his right knee. Howard was injured last Friday against New Orleans. Howard averaged 6.7 points in 11 games for Minnesota this season.
DALLAS (AP) – Dallas Mavericks point guard Derek Fisher will miss at least three games because of a strained right knee. He didn’t play against Miami Thursday night and will skip a two-game trip to Memphis and San Antonio. The team says there is no timetable for his return and Fisher will be re-evaluated next week.

MINNEAPOLIS (AP) – Right-hander Mike Pelfrey and the Minnesota Twins have finalized a one-year, $4 million contract. The 28-year-old made three starts for the New York Mets last season before undergoing elbow surgery. Pelfrey’s deal includes $1.5 million in performance bonuses.

INDIANAPOLIS (AP) – Colts coach Chuck Pagano has been medically cleared to return to the team by his physician and could be back as soon as Monday.
Dr. Larry Cripe tells The Associated Press it’s up to Pagano and the Colts to figure out when he’ll be back and how much he’ll do.
Pagano was diagnosed with leukemia Sept. 26 and took an indefinite leave from the team to undergo three rounds of chemotherapy. Cripe says that while the cancer remains in remission, Pagano will continue to take oral medication and will be closely monitored for the next couple of years.
Indy (9-5) has gone 8-3 since Pagano left and is on the cusp of clinching a playoff berth.

UNDATED (AP) – Michael Phelps has added another triumph to his list of accomplishments: The Associated Press male athlete of the year.
The retired swimmer edged out LeBron James in voting announced in a fitting payoff for winning four golds and two silvers at the London Games. Phelps is the most decorated Olympian ever.
Phelps finished with 40 votes in the media balloting, winning the award for the second time. James had 37, followed by track star Usain Bolt with 23.
Carl Lewis is the only other Olympic-related star to capture AP male athlete of the year more than once, taking the award in 1983 and ’84 for track and field. The only men honored more than twice are golf’s Tiger Woods, cyclist Lance Armstrong and basketball’s Michael Jordan.
In world and national news…
CHICAGO (AP) – As the season’s first widespread snowstorm moves on, holiday travelers hope that means they can, too.
The storm heads across the Great Lakes after dumping more than a foot of snow in parts of the Midwest and prompting airlines to cancel more than 1,000 flights.
Two people were killed in a 25-vehicle pileup in Iowa. The storm was also blamed for traffic deaths in Nebraska, Kansas and Wisconsin.
Most of the canceled flights were at Chicago’s O’Hare and Midway international airports. Aviation officials said more than 350 flights were canceled at O’Hare and more than 150 at Midway.
Southwest Airlines was anticipating normal operations Friday morning in Chicago. United Airlines also planned a full schedule, though both airlines cautioned travelers to check their flight status before heading to the airport.
WASHINGTON (AP) – President Barack Obama says gun owners are among those encouraging his administration to push stricter gun control. In a video released today by the White House, Obama responded to an online petition signed by hundreds of thousands by saying “We hear you.” He will observe a moment of silence this morning to mark the passage of a week since the mass shooting in Newtown, Connecticut.
WASHINGTON (AP) – After staying below the radar for a week, the National Rifle Association will reemerge today with a reaction to last Friday’s massacre at a Connecticut elementary school. The gun-rights group took down its Facebook page and kept silent after the shooting. After previous mass shootings, it put out statements of condolence for the victims while defending the rights of gun owners. It has said it will announce “meaningful contributions” during a news conference today.
WASHINGTON (AP) – The White House has issued a statement saying President Barack Obama “will work with Congress” to reach a deal that averts automatic tax hikes and spending cuts set to begin in January. The statement didn’t say whether Obama would work with House Speaker John Boehner. Boehner’s Republican colleagues won’t line up behind his alternative tax plan that had been dubbed “Plan B.”
ALEXANDRIA, Egypt (AP) – There’s more unrest in Egypt over a contentious draft constitution pushed by Islamists. Police in Alexandria have fired tear gas to break up fights between supporters and opponents who hurled rocks at each other. The clashes come on the eve of the second leg of voting on the draft charter.
CHICAGO (AP) – One of the two bank robbers who managed to get out of a 20th floor cell in Chicago has been captured. The FBI says Joseph Banks was arrested without incident last night in Chicago. Banks and Kenneth Conley, who is still at large, used a makeshift rope on Tuesday to climb down the high-rise lockup.
