SmartAsset, a New York financial technology company, recently released its second annual study on mortgage refinancing. The study applied the average national pre and post-refinance interest rates to the total balance of refinanced mortgages in each county to see where the most money was being saved. Stutsman County ranked number 8 in North Dakota, in line with their rank of 8 in 2015.
