Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. All members were present.
APPROVAL OF CONSENT AGENDA ITEMS INCLUDED
Blocking off Street for the Debbie Gable Memorial Cancer Ride on July 22, 2015, 3rd Avenue SE from Main Street to 2nd Street SE.
A Special Alcohol Beverage Event permit for Boomer’s Corner Keg for Debbie Gabel Memorial Cancer Ride on July 22, 2016, to serve alcohol in closed off street.
A Game of Chance Raffle Permit for El Zagal Shrine Sheyenne Valley Flag Corps.
A new Electrical License for Engle’s Electric.
PUBLIC FORUM – Lloyd Nelson spoke and talked about Special Valley City Commission meetings, saying the public advertising comes to late for citizens to attend. He said 7-a.m. meeting times are too early. He said no meeting should be held without the mayor present.
He asked what the February 11, 2016, 7-a.m. meeting was about. Madline Luke explained the meeting concerned addressing grievances brought against the mayor.
Mayor Werkhoven asked for a moment of silence for the family of Fargo Police Officer Jason Moszer who was fatally wounded, and for the family of the alleged shooter, Marcus Schmacher, that occurred February 11, 2016 in downtown Fargo
A Public Hearing was held for Application for Commercial Property Tax Incentives (PILOT) for New or Expanding Businesses for VC Lodging, LLC dba GrandStay Hotel & Suites, 271 Winter Show Road.
RESOLUTIONS
The City Commission approved a Resolution approving the Missouri River Energy Services S-1 contract until 2057. City Administrator Schelkoph noted some changes.
Approved a Resolution approving Commercial Property Tax Incentive (PILOT) to VC Lodging, LLC dba GrandStay Hotel & Suites. Auditor Richter explained the payment in lieu of tax formula, over 10 years. Commissioner Pedersen abstained, citing a conflict of interest.
Approved a Resolution creating Paving Improvement District No. 110, 6th St NE (Central Ave – 8th Ave NE) and 2nd Avenue NE (2nd St NE – 4th St NE), mill and overlay. KLJ explained the need for the project.
Approved a Resolution approving preliminary engineering report and directing preparation of detailed plans, specifications and estimates of probable cost for Paving Improvement District No. 110.
Approved a Resolution Declaring the Necessity for Paving Improvement District No. 110.
Approved a Resolution creating Paving Improvement District No. 111, 6th Ave NE, 12th St NE and Chautauqua Boulevard, mill and overlay. Public information meetings will be held for input in mid March.
Approved a Resolution approving preliminary engineering report and directing preparation of detailed plans, specifications and estimates of probable cost for Paving Improvement District No. 111.
Approved a Resolution Declaring the Necessity for Paving Improvement District No. 111.
Approved a Resolution creating Water Main Improvement District No. 98, Central Ave S to 5th Ave SE, (E Main St – 4th St SW), Central Ave S (2nd – 3rd St SW), 2nd Ave NW (7th St – 8th St).

Approved a Resolution creating Sanitary Sewer Improvement District No. 61B, 2nd Avenue NW from 7th Street NW to 12th Street NW.
Approved a Resolution approving engineers report and directing preparation of detailed plans, specifications and estimates of probable cost for Sanitary Sewer Improvement District No. 61 and 61B.
ORDINANCES
The City Commission approved the second and final reading of an Ordinance Amending Title 17, Offenses. Attorney Myhre explained the Ordinance brings the city in compliance with the North Dakota Century Code, in regard to offenses of domestic violence.
Approved the first reading of Ordinance 1002, an ordinance amending Title 9, Zoning. City Attorney Myhre said the changes and clarifications are being worked, as requested by the city zoning board.
NEW BUSINESS
City Commissioners approved the Renaissance Zone application for Jerry and Edith Schmidt for a 5 year property tax exemption, limited and capped at a $250,000 property valuation and 5 year income tax exemption for a new residential purchase, and designate it as VC-100. RZ Authority Board approved. The area is in Northwest Valley City.
The City Commission approved the Memorandum Of Understanding for Hi-Line Orchard and Garden. Casey Williams, Beautification Committee noted the project includes the planting of trees and other vegetation.
The City Commission approved a Project, the 9th St NE Shared-Use Path for final acceptance.
Then the Commissioners approved an Amendment to the Engineering Agreement with KLJ for the Main Street Shared Use Path in an amount not to exceed $22,000.

CITY UPDATE & COMMISSION REPORTS
City Building and Fire Inspector Dave Andersen said that he has presented the City Commission with documentation, noting the city has over 700 acres in the 100 year flood plain.
Andersen told the city commission that FEMA flood insurance rates for homeowners are expected to increase this year.
He pointed out that a national program called Community Rating System explains the criteria and how the city can earn credits to help lower those flood insurance rates.
Andersen is working on the CRS plan for the city.
He says the city commission would have to approve the plan before implementing it.
Mayor Werkhoven reminded drivers of snow piles that are blocking the line of site a some corners.
And, Mayor Werkhoven apologized for any statements he may have made in the past, that may have offended any City Commission member, or anyone in the public.
