Jamestown (CSi) Jamestown Tourism wants to talk over with City of Jamestown officials, the process by which funds are used from the 1 percent local restaurant tax in regards to local tourism sites.
In his report to the Jamestown Tourism full board Monday, Tourism Executive Director, Searle Swedlund said a city ordinance directs 20 percent of that restaurant tax revenue toward capital construction projects for tourism sites in the city. A committee currently decides on where to allocate that funding, and Jamestown Tourism is approaching the city with the idea of partnering to develop a more appropriate process.
Tourism propose a different approach or process that is more accessible….an application process with criteria that would show how it would influence the visitor experience.
There is now a completed draft printing of the Talking Trails project. It contains the language that will be used in a smartphone audio self-tour to 70 area historical and cultural sites around Jamestown.
Swedlund noted that he initiated informal dialogue with a video producer to look at creating a brief video on the National Buffalo Museum. The company had done similar videos for other North Dakota tourism sites.
Board member Lisa Barnick, encouraged Swedlund to reach out to local video media companies to compare with other proposals.
Jamestown (CSi) The James River Valley Library System Board heard a report Monday from Development Director Bill Kennedy who said the bookmobile campaign has raised $44,000 so far, with 51 new donors. The bookmobile costs nearly $231,000, and the board approved the bookmobile bid in November from OBS Inc., a company that makes specialty vehicles based in Ohio.
Director, Joe Rector reported that the children’s library will be having new lights put in this week, most likely on Thursday or Friday. The children’s section of the library will be closed during this installation, which will be from 7 a.m. to 3 p.m.
In other business, the of Directors unanimously elected a new secretary and treasurer.
Char Freeberg, former board member, served her last meeting as secretary on Monday. Gary Rife, who was absent, also served his last meeting as a board member. Rife and Freeberg are no longer a part of the board because their terms ended.
Board member Jim Nyland will be the board’s new treasurer, and board member Sue Anderson is the board’s new secretary.
The board also unanimously approved a motion that allows all board members to sign financial documents, such as paychecks on Monday.
Cooperstown (CSi) The Griggs County States Attorney and Special Assistant Barnes County State’s Attorney, Jayme Tenneson, has told the North Dakota Bureau of Criminal Investigation that he has declined prosecution of Valley City Attorney Russell Myhre concerning an allegation of serving alcohol to minors.
Tenneson said after reviewing the materials including the statements, recorded interviews and reports, that he has made the decision to decline prosecution for the reason that “I do not believe there is sufficient evidence to obtain a conviction with the standard of proof beyond a reasonable doubt.”
Myhre’s attorney Joseph Larson said Myhre is gratified that he has been vindicated.
He says the allegation made against Myhre was untrue and politically motivated and that Myhre will have no further comment regarding this matter.
FARGO, N.D. (AP) – A parade of hundreds of law enforcement vehicles lit up the streets of Fargo with flashing lights Monday en route to the funeral of slain Fargo police officer Jason Moszer.
Slain Fargo police officer Jason Moszer was remembered Monday as a hero who was fulfilling his mission when he was gunned down in a downtown Fargo neighborhood.
Fargo Chief of Police David Todd told thousands of mourners at Scheels Arena Monday, which seats up to 6,000 people, that Moszer was a “cop’s cop” who was committed to saving others. Todd says Moszer was helping victims of domestic violence and protecting residents from a dangerous person when he was shot and killed.
Todd says police are keeping an empty seat where Moszer sat during briefings. Todd says Moszer’s call sign, “Edward 143,” will no longer be used by Fargo police.
The funeral for Moszer was officiated by the Rev. Kevin Kloster, a onetime Fargo police chaplain. Kloster also performed the wedding ceremony for Moszer and his wife, Rachel.
Kloster says Jason Moszer was “a warrior, a hero, a husband, a father, a son and so much more.”
Kloster acknowledged the officers who came to support Moszer’s family and called their sight “a moving thing.”
Many of the officers gathered early Monday morning at the Fargodome, where it took 15 minutes for them to clear the parking lot. Other convoys came into the city from different directions.
Police Det. Mario Mora and two other officers drove 12 hours from Elkhart County, Indiana. Mora says he has talked with officers who came from New York and Texas. He says it makes him proud to be part of law enforcement.
Outside Scheels Arena, a huge American flag was hung between two portable cranes. The Patriot Guard Riders, a volunteer group of flag-carrying motorcycle riders, lined the entrance to the arena. Moszer was an avid motorcycle rider.
The 1 hour, 45 minute service ended with both police and military honor guard ceremonies and recreation of officer status checks, the last of which went unanswered from Moszer’s call sign. The recessional song was “Wanted Dead or Alive” by Bon Jovi, which was a favorite among Moszer and his fellow motorcycle enthusiasts.
The funeral was followed by a 21-mile procession through the Fargo metropolitan area.
Hundreds of police vehicles from several states and Canada were leading a procession.
The procession of officers and first responders weaved through Fargo, West Fargo and Moorhead, Minnesota.
Moszer is the first Fargo officer to die in the line of duty in more than 130 years.
FARGO, N.D. (AP) – A man is charged with escape after he walked away from a Fargo halfway house with six weeks remaining on a federal sentence.
Chad Sumner was convicted in 2013 for endangering the health of a baby in Minnesota and ordered to serve 40 months in prison. Last summer he was transferred to Centre Inc. in Fargo with a scheduled release date of March 2.
Prosecutors say Sumner cut the strap from his electronic monitoring device on Jan. 16 and threw it in a garbage bin at a Fargo gas station. He was arrested in Red Lake, Minnesota on Feb. 8.
Court documents do not list an attorney for Sumner.
MINOT, N.D. (AP) – Minot police have made arrests in two weekend burglaries, thanks to footprints in the snow.
Authorities say officers investigating Sunday break-ins at a beverage business and the city’s Public Works building tracked shoe prints from those buildings to a home in a mobile home court.
Police on Monday arrested an 18-year-old woman and a 17-year-old boy on felony burglary charges. The woman was taken to jail and the boy to a juvenile detention center.
Minot police have responded to nearly two dozen business, home and storage unit burglaries this year. Several other suspects were arrested last month.
WILLISTON, N.D. (AP) – Authorities in Williston are now searching for a sixth suspect in a Chicago-based heroin ring that has been linked to a recent string of overdoses in the oil patch hub.
An arrest warrant has been issued for 21-year-old Mariah Slater, of Williston. She’s wanted on a felony drug charge that carries a maximum sentence of life in prison without the possibility of parole.
Authorities have charged five men from Williston and Chicago in the alleged drug ring. One of those suspects is yet to be arrested.
Authorities allege that the ring distributed a pure form of heroin laced with the powerful painkiller fentanyl to make it more potent. Overdoses last month killed one person and sent eight others to the hospital over a six-day period.
WILLISTON, N.D. (AP) – Even as oil’s big plunge has spurred an exodus from the North Dakota oil patch, many people who’ve had tough times elsewhere say they’re determined to stay put in the new lives they’ve made for themselves. The hub of the oil patch, Williston, still teems with newcomers who find work available and the roads still groan with oil traffic. While Williston offered a lifeline for people seeking an economic foothold, it may be those sticking around that save it in return from withering like other post-boom oil towns.
MINOT, N.D. (AP) – Minot-area residents over the weekend got an up-close look at the city’s new airport terminal.
The $43 million facility becomes operational on Feb. 29. Officials held a public open house on Saturday, and thousands of people showed up.
Airport Director Andy Solsvig says the terminal project took about five years. Construction has taken about 2 1/2 years. The terminal has six gates, four with jet bridges.
Minot is on the edge of the western oil patch, and passenger numbers at the airport have tripled in recent years as energy production has boomed. The new terminal will be able to handle about 300,000 annual boardings – three times the number of the current facility.

Jamestown (CSi) The University of Jamestown athletic department has announced that 157 student-athletes have been named to the UJ athletic director’s honor roll.
To achieve this status, student-athletes must maintain a cumulative GPA of 3.4 or have achieved a 3.4 GPA during the 2015 fall semester.
Seventeen student-athletes achieved a perfect 4.0 GPA during the fall semester with an additional 14 achieving at least a 3.9 GPA.
Jamestown (CSi) The NFL Regional combine on March 5th will have two University of Jamestown football players.
Wes Worthen will join Jarelle Miller at the event to be held at the Vikings’ training facility in Eden Prairie.
BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department is urging winter anglers to consider removing their fish houses early this year in areas were ice conditions are deteriorating.
The state deadline to remove fish houses isn’t until March 15 but ice is deteriorating due to recent warm weather, particularly in the south and west regions of the state.
The wildlife agency says the long-range weather forecast predicts temperatures to continue above normal. Education Coordinator Brian Schaffer says mild weather can quickly result in unstable ice.
Schaffer says there have been several reports of vehicles breaking through the ice in recent days.

MINNEAPOLIS (AP) – Karl-Anthony Towns had 28 points, 13 rebounds and four assists as the Minnesota Timberwolves outlasted the Boston Celtics 124-122 on Monday night. Gorgui Dieng had 17 points and 12 rebounds. Jae Crowder had 27 points and nine rebounds for the Celtics.
ATLANTA (AP) – The Golden State Warriors have become the fastest team in NBA history to hit the 50-win mark in a season, improving to 50-5 with a 102-92 triumph in Atlanta. Stephen (STEH’-fehn) Curry hit five 3-pointers and scored 36 points as the Warriors won for the 13th time in their last 14 games. Klay Thompson also drained five threes and finished with 27 points.

UNDATED (AP) – Villanova and Kansas remain the top two teams in this week’s AP college basketball poll. The 24-3 Wildcats received 45 first place votes from the 65-member national media panel, with 23-4 Kansas getting the remaining 20.
Oklahoma and Virginia are tied for third and are followed in the top 10 by Xavier, Michigan State, North Carolina, Iowa, Arizona and Maryland.
And for the 200th time Connecticut is the top team in the AP women’s poll. The Huskies are followed by Notre Dame, South Carolina, Baylor and Ohio State. The big news of this week’s poll is that Tennessee’s 31-year run in the Top 25 is over. The Lady Vols’ streak of 565 consecutive weeks in the poll began Feb. 17, 1985.

The Knicks have signed guard Jimmer Fredette (freh-DEHT’) to a 10-day contract. The former college player of the year has spent most of the season with New York’s Developmental League team after spending time in the NBA with Sacramento and New Orleans.

GLENDALE, Ariz. (AP) – Former National League MVP Jimmy Rollins has agreed to a minor league contract with the Chicago White Sox. The 37-year-old switch-hitter spent last season with the Dodgers, hitting .224 with 13 home runs and 41 RBIs. Rollins was a three-time All-Star and four-time Gold Glove shortstop with the Philadelphia Phillies.

Former Green Bay Packers defensive back Mike C. McCoy has died at age 62. McCoy played his entire eight-year NFL career with Green Bay after being drafted in the third round in 1976 from Colorado, registering 13 interceptions and five fumble recoveries. The Packers said Monday in a blog post that McCoy was diagnosed with dementia in the last decade.

WASHINGTON (AP) – The Pentagon plan for closing Guantanamo’s detention center and moving detainees to the U.S. isn’t expected to get a warm welcome when it’s presented to Congress today. The administration’s last-ditch effort to make good on President Barack Obama’s campaign vow to close Guantanamo may only further antagonize lawmakers who have repeatedly passed legislation against moving detainees to the U.S.
ELKO, Nevada (AP) – Besides the usual speeches there were fighting words as Republican presidential candidates took last-minute appeals for support across Nevada ahead of today’s caucuses. At one rally, Texas Sen. Ted Cruz said he liked the thought of Hillary Clinton behind bars and that with luck, that’s where she’d be when he wins the presidency. Front-runner Donald Trump said he’d like to punch a protester in the face.
BEIRUT (AP) – The cease-fire proposal for Syria is getting support with strings today. Turkey’s deputy prime minister says his country supports the plan but suggests that its military could continue firing on Syrian Kurdish groups in Syria in response to attacks. Syria says it’s on board but operations will continue against the Islamic State group and al-Qaida’s branch in Syria. And the main Syrian opposition says the government must stop airstrikes, release detainees and end sieges.
NEW DELHI (AP) – The weekend disruption of New Delhi’s water supply by protesters highlights the vulnerability of the Indian capital’s 18 million residents. Engineers are working today to restore New Delhi’s full water supply after protesters damaged a key canal in a neighboring state. Some supplies have resumed.
LONDON (AP) – Bill Gates is bucking the trend in Apple’s battle with the government over a locked iPhone that’s part of the investigation into the San Bernardino shootings. Apple has resisted providing a piece of programming that would help the FBI access the phone. Many tech companies, including Microsoft, back Apple’s position. But the Microsoft founder says Apple should help, saying it’s like obtaining phone company records.
