BISMARCK, N.D. (AP) – The National Weather Service says the risk of noticeable flooding across North Dakota continues to drop.
The outlook for the Missouri and James river basins says there is “little risk of widespread high water due to melting snow,” though spring rains could produce localized flooding.
An updated report shows that the threat of significant and impactful snowmelt flooding is “very low” and any risk of high water would be the result of rainfall. Forecasters are calling for near-normal precipitation through May.
The report says the chance for moderate flooding along the Red River in Fargo is 13 percent. There is no remaining snowpack south of Oslo, Minnesota, which is 25 miles north of Grand Forks.
Officials say Devils Lake is down a foot and half from this time last year.
Valley City (CSi) The Country Hoedown at the North Dakota Winter Show in Valley City features Dakota Drifters, Raw Sugar and Judge Mike Cummins on Tuesday, March 8th from 10 – a.m. to 5- p.m. at the Valley City Eagles Club.
The admission is $10.
Acts include The “Dakota Drifters” with Dick and Brenda Johnson, from the Turtle Mountains, Carl Kannianen from the Stanley area and Toby Nelson from Minot. All four band members are self-taught musicians, who enjoy playing a variety of music, including country, gospel, rock-a-billy and even some rock and roll. Dick plays guitar, handles most of the vocals and even includes a few Norwegian jokes in the performance.
Brenda plays the stand-up bass and is always looking for new “old” material. Toby is the newest member of the Dakota Drifters and is excited to help them keep traditional country western music alive. He plays the drums and, in addition to the Dakota Drifters, has been performing with the band Tin Star, for the past 20 years. Carl plays guitar as well, sings harmony on several songs and also does vocals. The music is in the tradition of Johnny Cash, Merle Haggard, Chet Atkins and other similar old time country music.
The Raw Sugar a two piece band, comprised of Doug Adam and Brian Kramvik takes the stage. They formed in 2000 and play a variety of music, from old country, like Johnny Cash, Waylon and Willie, to Elvis and classic rock and roll. They perform in the tri-state area for weddings, fairs, anniversaries and other events and, depending on the venue, may hire other musicians to make a three or four piece band. If you love to dance, you will enjoy this band.
Classic Country Troubadour: Judge Mike Cummins entertains, a former judge, retired from the Superior Court of California. After spending years as a top-rate attorney and ultimately becoming a highly respected jurist, Mike decided at age 60 that he wanted to follow his dream and spend the rest of his time singing and bringing joy to audiences. So his life now is music – the songs of the great Johnny Cash, Merle Haggard, Willie Nelson, Hank Williams, Kris Kristofferson and many other classic country stars, plus a good dose of Mike’s own original brand of music.

Valley City (CSi) At the North Dakota Winter show, contestants will vie for the Crown of Miss Rodeo North Dakota, and the Junior Miss Rodeo North Dakota title.
Miss Rodeo North Dakota Winter Show pageant and coronation will be held during the 79th annual North Dakota Winter Show.
The pageant will be held on Friday, March 11th and the coronation will be held at 6:30m on Saturday, March 12th.
Three contestants will run for the Queen title:
22 year old Deann Berntson the daughter of Neal and Marla Berntson. She is originally from Kulm, ND and currently lives in Scraton, ND. Deann graduated from the North Dakota State University with an Agronomy Bachelor of Science Degree specializing in crop and weed science.
18 year old Amy Landsiedel is the daughter of Jay and Kerry Landsiedel. She was originally from Regan, ND and is currently living in Bismarck, ND. She hopes to graduate from North Dakota State University with a Bachelor of Science degree and a Minor in Therapeutic Horsemanship.
19 year old Cassidy Rasmusson is the daughter of Todd and Norma Rasmusson. She is from Fort Ransom, ND and is currently attending North Dakota State University. She is working towards a Bachelor of Agriculture Education with a minor in Animal Science.

16 year old Samantha Bergrud attends Lisbon High School. Her parents are Ken and Beth Wobbema and Vaughn Bergrud. Her future plans are to attend NDSU for Elementary Education. She is an Honor Student and a member of the National Honor Society and has been LHS student of the month.
15 year old Eva Vangsness attends Kindred High School. Her parents are Dianna Hersch and Gerald Vangsness. In her future she sees herself in nursing or education as she has always had a passion to help others. She is an active member of her local FFA and speech teams. Eva is also a member of the North Dakota High School rodeo association and competes in many rodeos. Her free time as she says is anything and everything horses and making leather tack and belts.
Bismarck (CSi) The committee that advises the North Dakota Department of Human Services (DHS) on programs and services to meet the needs of people with brain injuries and their families will meet Wednesday, March 16, from 1:30 to 4:30 p.m., Central Time, by video conference.
The Brain Injury Advisory Committee meeting agenda includes a review of bylaws and the North Dakota Brain Injury website, a subcommittee update, and updates on the needs assessment, budget, and Brain Injury Awareness Month activities.

Bismarck (CSi) State Senators and Representatives have planned a meeting in Jamestown on March 8 and 9, 2016 at the State Hospital in Jamestown for their Human Services Committee.
The legislative group will be touring the State Hospital and James River Correctional Center their studies studies. Department of Corrections and Rehabilition, Judicial Branch and other organizations members will be in attendance of the meeting as well. Representatives of the Department of Human Services will also present on the effectiveness of the adult protective services program.

Jamestown (CSi) The Stutsman County Relay For Life, this year has a fundraising goal this year of $100,000 by June, to benefit cancer patients and their families, with all funds raised by Stutsman County Relay For Life participants.
The Stutsman County Relay for Life participants has currently raised $10,000 in fundraising efforts and sponsorships from the community since January.
The annual Relay for Life will take place from noon to midnight on June 10 at the University of Jamestown Taylor Stadium.
Those interested in forming a team can attend a dinner meeting at 6 p.m. Tuesday March 8, 2016, at Alpha Opportunities Inc.,at 1521 Business Loop E in Jamestown.

On April 30, 2016, a group will host a “Color Fun Run,” a new fundraiser that’s hoped will be a big financial boost for the group while having some fun as a community. Anyone who registers for the run before March 28 will receive a free T-shirt and sunglasses.
MAPLETON, N.D. (AP) – The North Dakota Highway Patrol says it seized more than 17 pounds of methamphetamine during a recent traffic stop.
The patrol says it stopped an SUV heading east on Interstate 94 at Mapleton last Friday for speeding. During the course of the traffic stop, the trooper searched the vehicle and found the meth and more than $26,000 in cash.
The patrol estimates the street value of the drugs at more than $340,000.
Troopers arrested 34-year-old Francisco Torrez of Palmdale, California on charges of possession of a controlled substance with intent to deliver or manufacture and possession of drug paraphernalia.
Torrez pleaded not guilty to the charges on Tuesday.
BISMARCK, N.D. (AP) – Police have filed charges in the alleged assault of a woman carrying a 2-year-old child in a Bismarck mall.
Authorities say the woman was attacked by four females whom she knew on Feb. 21 at Kirkwood Mall. She was not seriously hurt, but video of the incident has been shared hundreds of times on social media.
Disorderly conduct charges have been filed against two adult women. Two juvenile girls are charged with disorderly conduct, simple assault and criminal trespass. More charges might be filed.
GRAND FORKS, N.D. (AP) – A Grand Forks Central High School teacher accused of having a sexual relationship with an underage student has posted $500 bond and been released from jail.
Police allege that 41-year-old James Whalen, of Grand Forks, engaged in sex acts with the teenager at the school and in his home between November and February.
Whalen resigned on Tuesday. He made his initial court appearance on Thursday but did not enter pleas to two counts of corruption of a minor. A judge set bond at $5,000, with Whalen needing to post 10 percent. He’s due back in court on April 6.
Whalen had joined the Grand Forks school system as a science teacher in August 1998.
BISMARCK, N.D. (AP) – North Dakota’s three Republican governor hopefuls say the state has become too dependent on oil and must diversify its economy. Attorney General Wayne Stenehjem, former Microsoft executive Doug Burgum and Bismarck state Representative Rick Becker traded rhetorical jabs on the economy, tax policy and other issues in a party-sponsored debate Thursday in Bismarck. The state is faced with a dramatic drop in tax collections due to a decrease in oil drilling and depressed farm commodity prices.
BISMARCK Four communities around North Dakota are coming to grips with bad news from the North Dakota National Guard.
Guard units in Mott, Rugby, Bottineau and Grafton will be dissolved, and it fell to recently appointed Adj. Gen. Alan Dohrmann to tell community leaders this week that their long relationship with guard detachments will end in August 2017.
Dohrmann said the cutbacks are necessary because North Dakota lost federal authorization for 300 guard positions as part of a national strategy to decrease overall guard numbers. With slightly fewer than 3,000 guardsmen and women, North Dakota is more than 400 below its authorized strength anyway and it was tough to argue for positions it hasn’t been able to fill, Dohrmann said.
In addition to the four announcements this week, the Guard dissolved units in Oakes and Cando, effective in February, and Dohrmann said two more communities will soon learn that units stationed there are being relocated.
Bottineau, Rugby and Grafton are part of a 132nd Quartermaster Co. trained in water purification.
Dohrmann said he’ll focus on building North Dakota Guard numbers to the newly authorized force of 3,080 to prevent more closures.
North Dakota’s Guard peaked at 4,423 in 1997.
Bismarck (CSi) The North Dakota Department of Transportation has reminds motorists that most state highways and roadways in the state will undergo load restrictions beginning Friday, March 4, 2016.
In Stutsman County load restrictions on roads is under the county’s jurisdiction will take effect on Monday, March 7, 2016.
NDDOT says the only exception to the load restrictions are highways in the northeast region of the state.

Bismarck (CSi) At the North Dakota high school West Region basketball tournament in Bismarck Thursday, the Jamestown Blue Jays boy’s team defeated Dickinson, 78-66 in West Region action.
The Jays will take on Bismarck Century on Friday at 5:30-p.m., at the Bismarck Event Center.
The Jamestown girls go to the consolation bracket, stemming from Thursday’s loss to Bismarck Legacy 79-71.
The Jays play St. Mary’s, today at 4:30-p.m., and will now need back-to-back wins to get to the state tourney.

Jamestown (CSi-UJ) University of Jamestown head coach Dean Stork announces the signing of forwards Bryan Kromm and Destin Robinson. Both are currently playing for the English River Miners of the Superior International Junior Hockey League and will join the Jimmies for the 2016-17 season.
Kromm, who is from Penticton, British Columbia, has scored one goal and nine assists in 45 games this season.
Stork says, “Bryan Kromm is a relentless worker on and off the ice. He possesses extraordinary character and a very high hockey IQ which is revealed every time he touches the ice. He plays with desperation and is willing to sacrifice his body to help his team win hockey games. A strong power forward up and down the wing who makes opponents hurt. He captained the English River Miners this year due to his courageous leadership skills on the ice and in the locker room. He is the son of Richard Kromm who played several years in the NHL. The University of Jamestown Jimmies hockey team is very pleased to welcome Bryan Kromm to the family.”
Robinson, who is from Ponoka, Alberta, has three goals and five assists in 46 games played this season.
Stork adds, “Destin Robinson is another outstanding person. Character is a very important trait in order to be a successful hockey team and that’s the #1 key I look for when recruiting hockey players, and this individual is full of it. He is a smooth skating centerman that can really skate and will definitely increase our team speed. He is a smart player with outstanding hockey sense and will be an excellent addition to our penalty kill units. Destin has a strong stick in the faceoff circle which will help our team possess a lot of pucks and that is key to winning hockey games. BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department has held its spring wild turkey hunting license lottery, and 883 licenses remain in 10 units.
Game and Fish offered 5,815 turkey licenses for the spring season, the same as last year. Hunters can apply for a second license, and hunters who did not apply in the first drawing also are eligible.
The remaining licenses will be issued on a first-come, first-served basis beginning March 16. Only North Dakota residents are eligible to apply.
The spring turkey season opens April 9 and continues through May 15. Hunting Unit 21 in Hettinger and Adams counties will remain closed to hunting this year due to a low number of turkeys there.

MINNEAPOLIS (AP) – Two people with knowledge of the discussions tell The Associated Press that Memphis Grizzlies minority owner Steve Kaplan’s pursuit of a minority stake of the Minnesota Timberwolves has hit a wall. League rules prohibit ownership stakes in two teams. Kaplan’s inability to remove himself from Memphis has prevented a deal from being completed to this point.

SINGAPORE (AP) – There is a two-way tie for the lead after the first 18 holes of the LPGA event in Singapore. Australian teenager Minjee Lee and Taiwan’s Candie Kung each opened with a 5-under 67. Defending champion Inbee Park is among a group of four players tied for third at 4-under 68, while world No. 1 Lydia Ko and American Lexi Thompson both shot rounds of 1-under 71.

NEW YORK (AP) – Tom Brady may still have a steep price to pay for his role in “Deflategate.”
The 2nd U.S. Circuit Court of Appeals in Manhattan has started hearing arguments on whether or not the NFL’s attempted ban of the Patriots quarterback should be reinstated. Three federal appeals judges heard from lawyers from the league as well as the players union.
The odds that the four-game suspension is restored reportedly rose considerably after the first day of arguments.
The judges gave a players’ union lawyer a tough time, with one saying evidence of ball tampering was compelling, if not overwhelming. He noted that there was evidence Brady encouraged it and supported it.
The appeals court did not immediately rule and a decision may be weeks away.

WASHINGTON (AP) – The trend of steady U.S. job growth will be put to the test today when the Labor Department releases employment data for February. Ahead of that, economists surveyed by FactSet are upbeat, forecasting 195,000 new jobs and another month of 4.9 percent unemployment.
DETROIT (AP) – Donald Trump’s Republican presidential rivals came out swinging at the 11th GOP debate, echoing earlier characterizations of the businessman by party establishment figures as a “phony” and a “con man.” But Marco Rubio, Ted Cruz and John Kasich all said at the end of the debate that they’d support the nominee, Trump included.
SANAA, Yemen (AP) – A retirement home for the elderly in southern Yemen was turned into a place of slaughter today in an attack claimed by the Islamic State group. Yemeni security officials say gunmen in Aden (AY’-duhn) killed 16 people, including 4 Indian nuns. Officials say the gunmen raided the home and separated the nuns from the others and then shot them. They later handcuffed the elderly people and opened fire.
TEHRAN, Iran (AP) – With sanctions lifted as part of the Iran nuclear deal, Tehran may buy American soon. Iranian state television is reporting that the Islamic Republic has invited Boeing Co. to Tehran to negotiate a possible aircraft purchase, just after the country signed a major deal with its rival Airbus. Officials gave no timeline for the visit, but said U.S. officials gave Boeing “the green light” for commercial talks with Iran.
PARIS (AP) – The European Union’s head office estimates that the cost of fully restoring border controls between EU member states would be as high as 18 billion euros ($20 billion) a year. It could hit countries with major exports especially hard. Temporary controls have been implemented to stop the refugee flow. Meanwhile the EU’s statistics agency says more than 1.2 million people applied for asylum last year, more than double the number in 2014.
