Jamestown (CSi) The Jamestown Rural Fire Department was called out at 12:08pm Monday for a grass fire along Interstate 94 between mile marker 244 and 245.
The grass fire was on the north side of the interstate and was burning in two locations.
No immediate cause or the amount of land that was burned.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Board of Directors voted for any decisions on membership in the South Central Dakota Regional Council to the Jamestown City Council and Stutsman County Commission.
Regional Council Board, Chairman, Joe Neis asked the JSDC Board to consider requesting that Stutsman County and the city of Jamestown pay the dues owed to the Regional Council.
The membership in the Regional Council belongs to the county although the dues, $34,800 for 2016, are split with Jamestown paying 63 percent and Stutsman County 37 percent.
Mark Klose, chairman of the Stutsman County Commission and a member of the JSDC Board, said the county was not trying to be difficult.
The request is on the Stutsman County Commission’s meeting agenda today.
Jamestown (CSi) The Jamestown City Planning Commission has approved a land use amendment and zoning change.
The action clears the way for residential housing unit.
A driveway location issue has postponed a preliminary replat request until its next meeting.
SRF Consulting Group, Planner, Christopher Clanahan requested an amendment for lot one, block two of the Mill Hill second addition from commercial to medium density residential land use. The commission approved the amendment for property along the 600 block of 11th Street Southwest, where three twin homes are to be constructed on three lots.
The commission also approved Clanahan’s request for a zone change from C-2 (general commercial district) to R-2 (one to six family residential district). He said the client would also be pursuing a subdivision for the immediate area.
Clanahan said the client would ask to continue the Sumac Ridge Addition preliminary replat of a portion of lot one, block two. The property meets all requirements of an R-2 district, he said, but a redesign is underway that would allow lot three access through 5th Avenue or 11th Street, as it is infringed by steep grading and the Jamestown Fire Department’s substation.
Following the commission’s agenda, Joel Onsurez of Fargo said he and wife, Barbara, owners of Babb’s Coffee House, wants a preliminary review of the Masonic Temple building they purchased eight years ago before going forward with a zone change application.
Onsurez said he bought the building to preserve the original woodwork and prevent it from being gutted for multiple apartments. The couple intended to use the large hall for events and dinners.
The building did not sell, and now the couple would like to make it their primary residence. It would be used for an aromatherapy business with one apartment rental on a lower level that would not change the character of the building.
The current C-2 zoning requires development of the building to have a minimum of four apartment units.
The application process will determine if a zone change is appropriate, but a pre-application walkthrough was possible.
Jamestown (CSi) Workers leaving employment at the North Dakota State Hospital topped the 100-per-year mark for the first time in 2015.
State Hospital Human Resources Manager, Lyle Grove says, in his annual report to the State Hospital’s board, that the 116 people who left employment at the State Hospital amounted to a 28 percent turnover rate, the highest recorded at the hospital.
Grove adds that the number of people resigning for other jobs has been consistent over the last three years, but the number of retirements and dismissals was up.
State Hospital superintendent, Rosalie Etherington says, the number of staff openings for nurses is also at an all-time high.
Jamestown (CSi) Friday’s Purses for a Purpose raised almost $18,000 with auctions for designer purses donated by sponsors and organizations in the community.
Funds in conjunction with the Wounded Warriors Project goes to Service Dogs for America, in Jud, which matches veterans or other disabled individuals suffering from post-traumatic stress disorder or other mental issues with a service dog.
The cost to sponsor a service dog with a client is $20,000, which covers training that takes two years or longer to complete.

Fargo (CSi) Troopers conducted alcohol saturation patrols in Barnes County and surrounding counties on March 5, 11 and 12. The efforts resulted in:
- 60 warnings
- 71 citations
- Six drug charges, including one felony
- Three DUI charges
- Two minor in possession/consumption charges
- One delivery of alcohol to a minor
- Four driving under suspension
There were no fatality, injury, or alcohol-related crashes during the saturation patrols.
OAKES, N.D. (AP) – A fire has destroyed a pickup truck and a pump at a gas station in the southeast North Dakota community of Oakes.
The truck’s engine caught fire when the vehicle was being refueled around 2 p.m. Monday, and the fire quickly spread to the pump. Nobody was hurt in the incident.
Craig Rhyan is the owner of the gas station. He says the pump will have to be replaced.
Wahpeton (CSi) The North Dakota Highway Patrol reports a man is facing a drunk driving charge after a fiery crash west of Wahpeton Tuesday.
23 year-old Jacob Silvernail of Wahpeton, lost control of his pickup on County 81 just north of Highway 13. Silvernail rolled the vehicle which then caught fire.
Silvernail was buckled in, but was able to get out on his own. He was taken to the Breckenridge hospital for treatment of non-life threatening injuries. He is being charged with DUI.
WAHPETON, N.D. (AP) – Wahpeton police are investigating break-ins at construction trailers.
Police Chief Scott Thorsteinson says thieves last week took tools and equipment from a handful of construction trailers at apartments that are under construction.
Thorsteinson says some garages and cars in the city also were burglarized at the same time.
GRAND FORKS, N.D. (AP) – A Grand Forks woman has been charged with murder in the death of a man whose body was found in a vehicle at a truck stop in the city last week.
Northeast Central Judicial District Judge Lolita Romanick on Monday set a $500,000 bond for 31-year-old Krystal Feist. She was arrested Friday, hours after police found the body of 24-year-old Austin Forsman, also of Grand Forks.
Authorities say Feist drove to the truck stop and shot Forsman, who was sitting in the driver’s seat of another vehicle.
Feist is at the Grand Forks County Correctional Center. She requested court-appointed defense services Monday, but court records do not list an attorney who could comment on the case. She is scheduled to appear in court again April 18 for a preliminary hearing.
WILLISTON, N.D. (AP) – A Williston man accused of stabbing another man with a switchblade and leading police on a chase last summer has been sentenced to serve four years in prison.
23-year-old Anthony Casaus II recently pleaded guilty to aggravated assault, fleeing and possession of drug paraphernalia in an agreement with prosecutors that reduced his potential prison time.
Authorities say Casaus stabbed another man during a fight last July 1, then fled in a vehicle and later on foot, eluding officers in the darkness. Police tracked him to a house and arrested him.
Williams County prosecutor Sandy Jones says the man who was stabbed has recovered but suffered a permanent injury to his right hand.
FARGO, N.D. (AP) – A 40-year-old man has pleaded guilty in federal court to dealing methamphetamine in North Dakota, Minnesota and Arizona.
Jose Alvarado is charged with conspiracy to possess with intent to distribute a controlled substance. He faces a maximum penalty of life in prison and a minimum mandatory sentence of 20 years.
Fargo police arrested Alvarado outside a Fargo gas station on Feb. 5.
Prosecutors say in court documents they plan to recommend a sentence on the lower end of the guideline range because Alvarado accepted responsibility for his actions and offered a timely guilty plea.
Sentencing is scheduled for May 23.
FARGO, N.D. (AP) – A man who broke out of North Dakota jails on two occasions and spent 19 days on the run with a female jailer who helped with the second escape has been sentenced to 16 years in prison.
Wesley Brown III had pleaded guilty in federal court to four charges, including two counts of escape. Authorities say Brown scaled a fence to briefly escape from a Rugby jail in June 2013 and enlisted the help of the prison guard to sneak out of a Devils Lake jail in March 2015.
Brown and jailer Rachel Chapulis were apprehended in Oregon. Chapulis was sentenced last year to more than three years in prison.
Brown was being held on a charge of felon in possession of a firearm when he escaped from the Rugby jail.
MINOT, N.D. (AP) – A spike in burglaries in Minot last year has continued into this year, and police say the rash of break-ins has become “almost overwhelming.”
Authorities are investigating 16 burglaries in seven days, including four that occurred late Sunday or early Monday.
Police say it’s likely the highest count over a week’s time in recent memory. Capt. John Klug (kloog) says it’s “taxing on everybody.”
Burglaries in Minot last year increased about 50 percent from the previous year. Police have said the increase might be tied to the illegal drug trade. Authorities are asking residents to be extra vigilant and report anything suspicious.
ROLLA, N.D. (AP) – State Rep. Marvin Nelson is ready to launch a campaign for governor of North Dakota.
Nelson says he will formally announce on Wednesday that he’ll seek the Democratic nomination. The party so far has no declared candidate.
The 57-year-old Nelson, of Rolla, has been a House member since 2011. He is an agricultural consultant and represents a district in northern North Dakota that includes the Turtle Mountain Indian Reservation.
Republican Gov. Jack Dalrymple announced in August that he wouldn’t seek re-election.
Three Republicans are running for the seat: Attorney General Wayne Stenehjem, Bismarck state Rep. Rick Becker and Fargo businessman Doug Burgum.

FARGO, N.D. (AP) – The North Dakota State University Foundation has established a scholarship in honor of the school’s athletics longtime play-by-play broadcaster who passed away last month.
The foundation has established the Scott Miller Athletic Scholarship Endowment Fund. The scholarship will support student-athletes, with preference given to some students, including members of the varsity football and basketball teams and students pursuing a journalism degree.
Scott Miller died on Feb. 25 after a nearly four-year fight against cancer. He was 57.
The women’s basketball team from United Tribes Technical College is making its first appearance in the National Junior College Athletic Association Division II tournament. The Lady Thunderbirds take on Monroe Community College of Rochester, New York, in a first-round game on Tuesday. The Bismarck school is the No. 16 seed in the 16-team field. Monroe is the top seed, and has five national championships to its credit.
The Associated Press Top25 final Associated Press men’s college basketball poll and the NCAA Tournament don’t agree on the top four teams.
Kansas is No. 1 for the third straight week. and fifth overall, while Michigan State, not one of the NCAA field’s top four seeds, is second followed by North Carolina and Virginia.
The Jayhawks (30-4) received 63 first-place votes Monday from the 65-member national media panel. Michigan State, a No. 2 seed in the NCAA Tournament, got the other two No. 1 votes.
Oregon, the NCAA’s other No. 1 seed, is fifth followed by Villanova, Oklahoma, West Virginia and Xavier. Miami and Kentucky are tied for 10th.
Big East champion Seton Hall is the week’s only newcomer at No. 20, replacing Texas.
There were six No. 1s this season – one off the record set in 1982-83 – and Kansas’ five weeks were the most on top.
There were 44 schools ranked this season and the Atlantic Coast Conference had the most with eight.
WOMEN’S COLLEGE BASKETBALL…
YANKTON, S.D. (AP) – The season for the Mount Marty women’s basketball team has come to an end, one game from a national title shot.
The Yankton school lost 84-55 to Marian University of Indiana on Monday night in the semifinals of the NAIA Division II national tournament in Sioux City, Iowa.
The Lancers finished the season 25-11, including three wins in the national tournament.
Mount Marty was the last of seven teams from the Dakotas that made the field for either the women’s or men’s tournament. Knocked out in earlier rounds were the men’s teams from Valley City State, Dakota Wesleyan and Dakota State, and the women’s teams from Dakota Wesleyan, Jamestown and Dickinson State.

PHOENIX (AP) – Mirza Teletovic made a 3-pointer with 1.2 seconds left to lift the Phoenix Suns to a 107-104 victory over the Minnesota Timberwolves on Monday night. P.J. Tucker scored a career-high 23 points for the Suns. Zach LaVine led the Wolves with 28 points.
OAKLAND, Calif. (AP) – The Golden State Warriors won their 49th straight regular season home game by routing New Orleans 125-107. Stephen (STEH’-fihn) Curry scored 27 on his 28th birthday. The Warriors are now 60-6, including a 31-0 home mark this season.
SALT LAKE CITY (AP) – The Utah Jazz spoiled Cleveland’s attempt for a 4-0 road trip by beating the Cavaliers 94-85 last night despite 23 points and 12 rebounds by LeBron James. Rodney Hood led all scorers with 28 for the Jazz.

COLUMBIA, S.C. (AP) – South Carolina’s run to a second straight Final Four will go through Sioux Falls, South Dakota. The Gamecocks are a No. 1 seed in the NCAA Tournament for a third consecutive season and have been placed in a region with No. 2 seed Arizona State and No. 3 seed Ohio State. The Gamecocks open play Friday night against Jacksonville.
DAYTON (AP) – The annual “play-in” games of the NCAA Men’s Tournament are tonight and Wednesday nights in Dayton, Ohio. The first two of the so-called “First Four” games features Florida Gulf Coast against Fairleigh Dickinson with Vanderbilt going against Wichita State tonight.
The following evening on the same court Holy Cross is playing Southern followed by Michigan against Tulsa.
The winners advance to the main portion of the NCAA Tournament which begins Thursday afternoon.
The Final Four is in Houston this year the weekend of April 2 with the championship game Monday night, April 4.

YOUNGSTOWN, Ohio (AP) – The future of presidential runs by Florida’s Marco Rubio and Ohio’s John Kasich are in doubt today as they press hard to win Republican primaries in their home states. Voters in three other states also head to the polls today in delegate rich contests that also have the potential to give big boosts to the GOP and Democratic front-runners, Donald Trump and Hillary Clinton.
BAGHDAD (AP) – There’s more confirmation of the death of the Islamic State group’s top military commander in Syria. A spokesman for the U.S.-led coalition battling IS in Iraq says it has been able to determine that Omar al-Shishani is dead. U.S. Army Col. Steve Warren described al-Shishani as a “very important figure,” who was hit as part of a stepped-up campaign of U.S.-led airstrikes.
NOME, Alaska (AP) – Son bested father today as the Iditarod Trail Sled Dog Race wrapped up in Nome, Alaska. For Dallas Seavey, it was his third straight win and fourth overall title in the last five years. His only loss was to his father, two-time winner Mitch Seavey, in 2013. Mitch Seavey was poised to finish second. This year’s race was marred by a man who purposely rammed his snowmobile into two mushers’ teams, killing one dog and injuring several others.
BERLIN (AP) – A suspected bomb went off in Berlin today, killing a man who was driving through the German capital. Investigators are still trying to determine the man’s identity and couldn’t immediately provide details about the vehicle. The deputy chief spokesman for Berlin police, Carsten Mueller, says investigators assume a device was inside or on the vehicle.
GENEVA (AP) – In what was once known as southern Africa’s breadbasket, children today face the worst malnutrition rates in 15 years. The U.N. children’s agency says Zimbabwe’s troubles are partly to drought caused by the El Nino phenomenon. Zimbabwe has increasingly relied on food aid due to persistent drought and a struggling economy. A UNICEF spokesman says 33,000 children – mostly 1 to 2 years old – need urgent treatment.
