Jamestown (CSi) The Jamestown City Council’s Police & Fire, and Public Works Committees met Thursday evening at City Hall. All members were present.

POLICE AND FIRE COMMITTEE BUSINESS:

The committee reviewed approving the Second Reading of an ordinance to amend and re-enact a Section of the City Code pertaining to the definition of Group day care home or preschool facility.The number increases from 12-17 children.

No action was taken, as the item will be on the April City Council meeting agenda.

 

The committee recommends the appointment of James Weight to serve as a member of the Fire Code Board of Appeals for a three year term to expire November 2018.

 

The committee addressed Attorney Joseph Larson’s complaint against Jamestown Police Chief Scott Edinger. The complaint was brought by Larson, himself.

Mayor Andersen stated that city has received the complaint and suggested that the complaint be handled by Deputy Auditor, through Human Resources, and Council Member Brubakken who has the Legal Committee portfolio, and bring back a recommendation following an investigation to the full city council.

Under regular circumstances the police chief would be in charge of the matter.

 

The committee approves the recommendation as proposed by the Mayor.

 

PUBLIC WORKS COMMITTEE

The committee discussed the request from Troy Gunderson, from Youth for Christ, 202 4th Ave. SE, for consideration relative to drainage issues in the alley. Gunderson was not present at the meeting. Beth Dooley from the city stated that the recent addition to the building has worsened the drainage.

The committee suggested to relay options to Gunderson and denied the request for consideration.

The committee recommends approving the request from Jamestown Middle School – Omega House to implement their Storm Drain Stenciling Project on May 13, 2016, with the City providing up to $500 to cover expenses.

The committee reviewed concerns expressed by the City Beautification Committee relative to enforcement action against “unsightly, blighted or dangerous living conditions” within the city. The City has received information on the three properties, and the property owners have been served a notice.

If action is not taken, by the property owners, within a time frame, the city will address the issues. Health related issues need to be addressed to Central Valley Health District, and the Environmental Health Officer. Stutsman County Housing also inspects under rental assistance. The city council will look at ordinances in other cities on the issue, for possible consideration.

 

General discussion was held relative to the Storm Water Utility Feasibility Study being conducted by AE2S and scheduling a date for a presentation to the Committee regarding the project. The committee recommends April 19, 2016 at 3-p.m.,for the presentation.

The meeting was shown live on CSi Cable 67, followed by replays.

 

Jamestown (CSi) The community was treated to a glimpse of the sculptures that will be installed at the Hansen Arts Park in downtown Jamestown, at a noon luncheon and presentation at the Jamestown Arts Center on Thursday.

Arts Center Director Cyndi Wish gave a power point presentation outlining the future look of the Park, including the stage concept that was selected along with the sculpture chosen and the bench designs.

Those attending were invited to share thoughts and ideas for park events.

The launch of the Hansen Arts Park completion is slated for July 21, 22, 2017.

 

Jamestown (CSi) 19 year old Carrie Thu, of Jamestown, was found not guilty of gross sexual imposition after a one-day jury trial Wednesday in Southeast District Court in Jamestown.

Thu was also scheduled to undergo a two-day trial starting Wednesday on a charge of endangerment of a child, a Class C felony. Court documents show that trial was canceled and has not been rescheduled.

Thu’s attorney, Scott Sandness, of Jamestown says his client was happy to have been found not guilty on the Class A felony charge.

Court documents show that Thu had been accused of having sexual contact with a 15-year-old girl along with Demietrius Daniel on August 25, 2015.

The maximum penalty for a Class C felony is five years in prison and a $10,000 fine.

 

 

VALLEY CITY, N.D. (AP) – Valley City State University has placed on administrative leave an assistant professor who’s accused of credit card fraud.

President Tisa Mason also is recommending that people monitor their financial accounts for any suspicious activity.

Thirty-three-year-old Long Man Ram Lau is accused of unauthorized use of personal information and possession of stolen property.

Authorities say searches of his apartment and campus office this week turned up hundreds of credit cards and gift cards under various names, as well as multiple computers, electronic storage devices and suspected counterfeit merchandise.

The half-hour walk will end at New Hope Free Lutheran Church (407 4th St. SE). After a brief devotion, those who are interested are encouraged to carpool east 23 miles to Sanborn for a 7 PM Good Friday Service at Our Savior’s Lutheran Church.

The mime ministry from St. James Basilica will be presenting The Stations of the Cross. The members of New Hope and Our Saviors Steve Berntson and Mark Haines invites the communities to participate in one or both Good Friday observances.

He added that their will be an Easter Breakfast Benefit for Tom Kenna, as the members of New Hope Free Lutheran Church (407 4th St. SE) invite the community to join them for pancakes, eggs, sausage and fruit from 8:45 to 9:45 AM Sunday March 27th.

Funding for the breakfast comes from Thrivent Financial, and the freewill offering will be received to help the Tom Kenna family with ongoing medical expenses for Tom’s cancer treatments. (Checks can be made out to “New Hope”, with “Tom Kenna Benefit” written on the memo line.)

Easter services at New Hope Free Lutheran Church on Easter Sunday are at 7:30 and 10:30 AM, with a children’s Easter Egg Hunt at 10 AM.

 FARGO, N.D. (AP) – A postal worker from North Dakota has been sentenced to home monitoring and ordered to pay back more than $10,000 that was stolen from a registered mail sack.
 
     Ronald Slattery is charged in federal court with mail theft. He pleaded guilty in November.
 
     Authorities say Slattery took money that was intended to be delivered from the post office in Jamestown to the post office in Oakes.
 
     U.S. District Judge Ralph Erickson says the electronic monitoring should not last longer than six months. The judge ordered Slattery to serve three years on probation.
 
     A federal public defender could not be reached for comment.

 

 MINOT, N.D. (AP) – Minot police are investigating the theft of copper electrical wire from a business.
 
     Police say the owner of Gefroh Electric called and reported the theft from their business on Monday. The theft occurred sometime over the weekend.
 
     Police say a hole was cut in a fence and more than $2,500 worth of wire was taken from the company’s yard.
 
     Thieves often sell the copper to scrapyards for cash.
 
     Police say the theft is under investigation.

 

 MINOT, N.D. (AP) – A Minot man faces five felony charges after allegedly invading a home, assaulting three people including a toddler and threatening a woman with a handgun.
 
     Thirty-three-year-old Antwan Baker allegedly entered a mobile home on Tuesday evening and assaulted a man, woman, and toddler inside before leaving and going to his own mobile home. Later, he emerged and allegedly pointed a handgun at the woman.
 
     Baker was arrested later after a vehicle and foot chase.
 
     He’s charged with felony assault, terrorizing, burglary and fleeing and could face up to 30 years in prison if convicted. Court documents do not list an attorney for him, and a home telephone listing could not be found. He could enter pleas at an April 28 court hearing.

 

GRAND FORKS, N.D. (AP) – A University of North Dakota English professor has caused a stir by complaining about ROTC cadet training on campus.

Heidi Czerwiec recently called 911 when she saw two men with guns outside her office. She says the training creates a “terrorized environment.”

Czerwiec says she has nothing against the ROTC but that in the current climate of school shootings she thinks the training should be done somewhere else.

Army Lt. Col. Clarence Carroll says training is simulated, with fake guns and no live ammunition.

University spokesman Peter Johnson says UND will try to do a better job of informing people on campus when the training takes place.

 

 

 

 HARWOOD, N.D. (AP) – Magellan Midstream Partners has shut down a segment of pipeline between Fargo and Grand Forks because of a gasoline leak that prompted the precautionary evacuation of one home. Spokesman Tom Byers says the “pinhole” leak in the Harwood area this week spilled about 4,200 gallons of gasoline. No injuries were reported.
 

 

 BISMARCK, N.D. (AP) – U.S. Sen. Heidi Heitkamp says the first presidential visit to Cuba in nearly a century provides “great momentum” for normalizing relations with the communist nation and boosting agricultural trade. The Democrat from North Dakota accompanied President Barack Obama on his trip to Cuba this month. She says one of the highlights was the announcement by the U.S. Agriculture Department that it will allow the use of producer checkoff dollars to promote trade with Cuba. North Dakota has long looked at Cuba as a potentially big market for farm goods. U.S. Sen. John Hoeven and state Agriculture Commissioner Doug Goehring also have visited the country in recent years.

 

WILLISTON, N.D. (AP) – Williams County commissioners and department heads have ironed out finances for a jail expansion and plan to break ground this spring.
 
     The expansion of the jail and law enforcement center is part of a larger project that also includes courthouse renovations and an addition to the county administrative building.
 
     County Financial Officer Kristi Hanson says more than $38 million will come from reserves, permit fees and sales tax revenues. The remaining $15.5 million likely will be borrowed from the Bank of North Dakota.
 
     Commissioners had been bracing for the possibility of having to borrow up to $28 million. Commission Chairman David Montgomery says costs have come down and bids came in lower than expected.
 
     The current jail can hold 132 inmates; the expanded facility 240.

Valley City (CSi VCSU’s Athletic Dirctor, Jack Denholm has accepted the position of Director of Athletics at Buena Vista University, in Storm Lake, Iowa.

He will start the position at BVU around June 15th.

Denholm has been the Athletic Director at Valley City State University since July 2010, where he oversaw 14 varsity teams.

During Denholm’s tenture at VCSU the University installed a new field turf, scoreboard and video board at Shelly Ellig Field at Lokken Stadium, alongside a new video board inside W.E. Osmon Fieldhouse.

The Beavers compete in Division III and make their home in the Iowa Intercollegiate Athletic Conference.

 

 

 

FARGO, N.D. (AP) – Top-flight NFL draft prospect Carson Wentz naturally owned the spotlight at North Dakota State University’s pro day, but the Bison quarterback hopes there were a few rays left for his teammates. Wentz was one of nearly a dozen players who performed in front of pro scouts Thursday at the Fargodome.

 

 GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team is two wins away from another NCAA Frozen Four. The Fighting Hawks face Northeastern in the semifinals of the NCAA Tournament’s Midwest Regional in Cincinnati on Friday. The other regional semifinal pits Michigan against Notre Dame. The winners of the two games meet Saturday night for the regional title, with the champion advancing to the Frozen Four in Tampa, Florida, next month.

 

SIOUX FALLS, S.D. (AP) – The Augustana University men’s basketball team will play for a national championship this weekend.

The Vikings beat Western Oregon 74-55 in the semifinals of the NCAA Division II tournament on Thursday to advance to Saturday’s title game in Frisco, Texas.

Augustana will take on Lincoln Memorial, which beat West Liberty 103-102 in the semifinals.

 

BISMARCK, N.D. (AP) – The days of hunters and anglers going to the county auditor or the corner gas station to have an official manually write out a paper license have come to an end in North Dakota.

Beginning this spring, license applications can only be made electronically. The state Game and Fish Department says the move is keeping up with the times.

Benefits of getting licenses electronically include that they can be kept on a cellphone rather than in a gun case or tackle box. Outdoors enthusiasts also can simply print a new license if they lose one, rather than pay for a duplicate license. And state officials also have almost immediate access to information on license sales.

New annual fishing, hunting and trapping licenses are required beginning April 1.

The top-seeded Jayhawks won their 17th straight game by beating Maryland, 79-63, to reach the South Regional final behind Perry Ellis’s 27 points.
 
     ANAHEIM, Calif. (AP)- In the West Regional in Anaheim, Jordan Woodard scored 22 points and Buddy Hield (HEELD) had 17 points and 10 rebounds to lead Oklahoma past Texas A&M, 77-63. The Sooners now play West No. 1 seed Oregon, which eliminated Duke, 82-68, behind Dillon Brooks’ 22.

     CLEVELAND (AP) – Robert Griffin III has signed a two-year, $15.75 million contract with the Cleveland Browns. 
 
     The former Heisman Trophy winner was released by Washington March 7 after four seasons.  His star fizzled quickly after a standout rookie season.  RG III didn’t play a single snap last season after being dropped to third string.

BRUSSELS (AP) – A U.S. official says at least two American citizens have been confirmed to be among the people killed in this week’s attacks in Brussels. That word comes as Secretary of State John Kerry visits the city to express his condolences to the Belgian people. Speaking after meeting with Belgian Prime Minister Charles Michel, Kerry said the United States is “praying and grieving” with Belgium. Kerry also said the Islamic State group is resorting to attacks outside the Middle East because, in his words, “its fantasy of a caliphate is collapsing before their eyes.”
 
     DAMASCUS, Syria (AP) – Syrian state media and opposition activists say government troops are engaged in heavy fighting with Islamic State militants on the outskirts of Palmyra (pahl-MEER’-uh).  The historic town in central Syria has been controlled by the extremist Islamic State group since May. The militants have destroyed and blown up some of its most famous archaeological relics. The Syrian army, backed by Russian airstrikes, is pushing to recapture the town. (a0530)
 
     MOSCOW (AP) – Russia is bolstering its military forces from its western border to the Pacific islands. Russia’s Defense Minister says the deployment of NATO’s forces near Russia’s borders merits a response. He says the forces will include two new divisions in the Western Military District, with some 1,100 new weapons systems, including aircraft, military helicopters, tanks and other armored vehicles. 
 
     RALEIGH, N.C. (AP) – Police in Raleigh, North Carolina, say five people are facing charges after staging a protest near the Executive Mansion over North Carolina lawmakers’ decision to overturn a transgender ordinance in Charlotte. Police say the five were arrested after they chained themselves together and sat down in a street last night. In a special session this week, the state legislature approved a ban on local government measures protecting people from discrimination on the basis of sexual orientation and gender identity. 
 
     DAYTON, Ohio (AP) – The man who tried rushing the stage at a Donald Trump rally in Ohio two weeks ago is due in federal court this morning. Thomas DiMassimo was arrested and charged with illegally entering a restricted area after jumping a barricade at a Dayton International Airport hangar. The charge is a misdemeanor count but carries a potential one-year prison sentence. DiMassimo’s attorney says the 22-year-old university student meant only to express his political views.
