Update:

Jamestown (CSi) The Jamestown City Fire Department was called out at 4:50am Wednesday morning, to a utility pole on fire in the 300 block of 2nd Avenue Southwest.

Three city fire units were called to the scene.

Otter Tail Power Company’s Jeff Hoff at the  Jamestown office says, the fire itself did not cause a power outage, however the power was turned off about 7-a.m., until 8:50-a.m, to allow crews to disconnect the power to repair the pole’s cross-arms and replacement the insulator.

He says the power outage was limited to the small area of the fire.

The cause was a faulty insulator, as the morning rain entered the equipment causing it to fail.

 

 

 

Valley City (CSi) Rafael Cruz, the father of Republican presidential candidate spoke to a gathering Sabir’s in Valley City on Tuesday morning and later at a noon luncheon at Sabir’s in Jamestown.

During his Valley City presentation Rafael Cruz spoke to the importance of electing a candidate who will bring America back to the conservative roots as Ronald Reagan of the early 1980′s.

Cruz spoke about his son being well read on the constitution, compared to the current president or the GOP front runner (Donald Trump.)

Cruz urged North Dakota party leaders to make a difference and support his son Ted Cruz as Republican delegates meet this coming weekend to select their candidates.

In 1957 he immigrated to the United States with little more than $100 to his name and barely able to speak English, he studied math and chemical engineering at the University of Texas and earned a degree, worked in the energy industry before becoming a pastor.

Rafael Cruz was born in Cuba, and as a teenager in the 1950’s, he supported the overthrow of the oppressive Batista regime which landed him in prison, where he was tortured.

Senator Ted Cruz will be speaking at the North Dakota Republican Convention at 1 p.m. Saturday, at the Scheels Arena in Fargo.

Former GOP presidential hopeful Ben Carson will also address convention attendees. His speech is scheduled for Sunday.

 

Jamestown (CSi) The Stutsman County State’s Attorney’s Office Tuesday afternoon said it was not prepared to release the name of the 23 year old Jamestown  male arrested in a traffic stop Monday afternoon in Jamestown. The office is still reviewing the paperwork, and is awaiting more information from the police investigation until possible charges are lodged against the man. His name will be released when any formal charges are made, possibly by Wednesday morning.

Following his arrest he was transported to the Stutsman County Jail.

The man  faces possible charges stemming from items allegedly found in his vehicle after the traffic stop.

Jamestown (CSi) The Jamestown Park Board has made an offer of $500,000 to the Jamestown Regional Medical Center to purchase 8.61 acres adjacent to the 15.3 acres of property set aside for the Two Rivers Activity Center in northeast Jamestown.

Jamestown Parks and Recreation Department Director, Doug Hogan, says the Park Board approved the offer at its rescheduled meeting on March 16. City Attorney Leo Ryan, who is assisting the Board during its negotiations with JRMC to purchase the property, says the deal isn’t finalized awaiting finalization of the paperwork. Ryan adds, that information in that paperwork, including the appraised value of the 8.61 acres owned by JRMC, will be available to the public once the paperwork is finalized, possibly by the end of this week.

Hogan says 15.3 acres are needed to build the activity center. Jamestown Public School District gave Jamestown Parks and Recreation 7.5 acres to the east of Jamestown High School. The total size of the school district-owned property that TRAC would be built on is 15.3 acres. Jamestown Parks and Recreation plans to give the school district the 8.61 acres it is in the process of purchasing in exchange for the rest of the school district property.

Hogan says its expected by April 20 that the Park Board should have the guaranteed maximum price for phase one of TRAC. In June 2015 Jamestown voters approved a 1 percent sales tax that will pay back bonds the commission will have sold to fund up to $28.6 million for phase one of TRAC. Hogan said depending on the final bids McGough receives, the first phase of TRAC could be less than the $28.6 million estimate.

 

 

 

Valley City (CSi) Valley News Live in Fargo reports that officials in the City of Lisbon have confirmed that raw sewage was recently pumped into the Sheyenne River for approximately 12 hours because a pump station had failed.

Officials say the main lift station with two pumps failed on March 18, 2016. The pump station is where all the sewage in town ends up. That had to be bypassed and the sewage was pumped into the river from about 11:40 p.m. to roughly 11 a.m. the next day. The City has been in contact with the North Dakota Department of Health regarding what happened.

Authorities add if this bypass wasn’t used, the sewage would have backed up into homes. There’s an alarm system in the lift station that went off just before 10 p.m. Electricians determined that it was not an electrical issue that caused the failure. Officials said because of past floods, they have an idea of how long they can let a situation like this go before having to act.

City officials say luckily it occurred at night so the flow was much lower than if it had occurred during the daylight hours. Authorities say some emergencies are unavoidable and sometimes things just break. It’s unclear at this point if there are any health or environmental concerns because of pumping raw sewage into the river.

 

Kensal (CSi) The Kensal Public School Board will hold a special meeting at 7 a.m. Thursday at Kensal school to consider the tentative merger between Kensal Public School and Midkota Public Schools. Superintendent of Kensal school Tom Tracy says, an agreement has already been approved by the Midkota School Board.

Tracy said if approved, the agreement would send Kensal students in grades seven through 12 to Midkota High School at Glenfield. Kensal area students in preschool through sixth grade would continue to attend school at Kensal.

This year, Kensal has 53 students in prekindergarten through 12th grade with 16 in high school.

Midkota has 165 students in prekindergarten through 12th grade and 65 high school students.

The special school board meeting will also include the initial steps toward not renewing four high school teacher contracts at Kensal.

 

 

Bismarck (CSi) The NDDOT reports that construction begins Monday, April 4, 2016, on ND Highway 3, between Napoleon and Dawson. Work will consist of widening the shoulders and paving the roadway.

During construction:

· Speeds will be reduced through work area

· Flaggers and pilot cars may be present when required

· Motorists may experience delays

· Gravel surface may be present

The project is expected to be complete this fall.

 FARGO, N.D. (AP) – A Cass County sheriff’s deputy was treated for minor injuries after authorities say he was assaulted by an inmate, who also suffered minor injuries.
 
     The sheriff’s office says the inmate struck and head-butted Deputy Sean Brekke during morning cell inspections on Saturday. Brekke was able to fend off the inmate until other deputies came to his aid.
 
     The deputy and the inmate both were treated by the on-site nursing staff.
 
     Formal charges of assault on a peace officer are pending against the inmate.

 

 WILLISTON, N.D. (AP) – Authorities have identified a Williston man who died in a camper fire at a truck stop near the city last week.
 
     The Williams County Sheriff’s Office says the death of 23-year-old Phillip Unnerstall Jr. has been ruled accidental. The state medical examiner’s office determined that Unnerstall died of smoke inhalation.
 
     The fire was reported shortly after 7 a.m. on March 21 near the Pilot truck stop. A Williston woman who also was in the camper was able to escape through a window. Fifty-seven-year-old Patty Fouse was treated at a hospital for undisclosed injuries and released.
 
     The sheriff’s office says the fire is believed to have been caused by a small propane heater that was being operated inside the camper.

 

MAPLETON, N.D. (AP) – Voters in the Mapleton School District have approved a $7.2 million bond referendum to build a new elementary school.
 
     There were two measures on the ballot Tuesday, and both passed by more than the required 60 percent. One measure raised the district’s debt limit, and the other approved the bonds.
 
     The same referendum lost by a narrow margin last October.
 
     The new school will replace the existing 92-year-old building, which district officials say has outdated infrastructure and doesn’t meet safety standards. Ground-breaking is expected in several months, with the new school ready by the fall of 2017.
 
     About 85 students attend classes in Mapleton. Administrators expect enrollment to climb in coming years.
 
     The bond measure will increase property taxes on a $100,000 home by about $300 annually.

 

 

BISMARCK, N.D. (AP) – A new lottery game that began in North Dakota less than two months ago has its first big winner.
 
     The game is called Lucky for Life. State officials say a ticket that was purchased for the draw on Monday matched five numbers to win $25,000 a year for life, or a lump sum cash payment of $390,000.
 
     The ticket was sold at the Utter Stop on Highway 5 East in Belcourt. The winner has yet to come forward.
 
     Lucky for Life was launched in North Dakota on Jan. 31.

 

FARGO, N.D. (AP) – North Dakota Governor Jack Dalrymple says he’s willing to talk to Democrats about ways to deal with the state’s projected budget shortfall, but doesn’t think a special session is necessary. Senate Minority Leader Mac Schneider asked the Republican governor on Tuesday to convene a brief session that would help tackle money problems due primarily to low oil and crop prices.

 

BISMARCK, N.D. (AP) – North Dakota Secretary of State Al Jaeger has approved for circulation a petition to put on the ballot a measure that seeks to increase the state’s tobacco tax.
 
     Jaeger on Tuesday said the measure’s backers must gather about 13,500 qualified signatures by July 11 to put it to a statewide vote in the November general election.
 
     The Raise It For Health North Dakota coalition wants to raise the state’s 44-cent cigarette tax to $1.76 per pack.
 
     Tax on other tobacco products would increase up to 58 percent.
 
     North Dakota ranks 47th among states in the amount of tax paid by smokers. Retailers have successfully fought off several attempts to raise the state’s tobacco tax in the past two decades. The last increase was imposed in 1993.

 

 FARGO, N.D. (AP) – Mild March weather in North Dakota has been a boon for the state’s ranchers. The Agriculture Department says in its latest crop report that warm conditions during the month limited livestock losses and hay usage. Cattle, calf, sheep and lamb losses are rated mostly average to light. The condition of North Dakota’s winter wheat crop is rated 65 percent good to excellent.

 

 FORT YATES, N.D. (AP) – Members of the Standing Rock Sioux and other tribes are protesting a planned pipeline to carry oil from western North Dakota’s Bakken oil fields to Illinois.
 
     Tribal officials are planning a protest ride Friday across the Standing Rock Reservation, which straddles the North Dakota-South Dakota border.
 
     The Standing Rock tribe opposes the $3.8 billion pipeline planned by Dallas-based Energy Transfer Partners because it fears a spill could contaminate its drinking water.
 
     Energy Transfer Partners maintains the pipeline will be a safe and cost-effective way to transport crude oil, and also will create jobs and boost the economy.
 
     The  20-mile ride will go from Fort Yates to Cannon Ball. Spokeswoman Dakota Kidder says the protest will be conducted “in a respectful manner.”

FARGO, N.D. (AP) – North Dakota State University football games will continue to be broadcast on NBC affiliates in North Dakota.

NDSU announced it has reached a three-year, $1.2 million deal with KVLY-TV, CSi 11, in Fargo and other NBC affiliates. That continues a partnership that has existed since 2007.

The Bison Football Show will continue to air live statewide in North Dakota on Sundays at 10:30 a.m.

All KVLY-produced games will be provided to the ESPN3 cable network for national coverage.

NDSU is the five-time defending champion in the NCAA’s Football Championship Subdivision.

 

MINOT, N.D. (AP) – Two schools from southeastern North Dakota took top honors in the recent National Archery in the Schools Program state tournament.
 
     About 530 archers competed in the event earlier this month in Minot. The state Game and Fish Department reports that Hankinson claimed top honors in the elementary and middle school divisions. North Sargent took first place in the high school division.
 
     Overall individual winners were Spencer Brockman of North Sargent and Kate Loewen of Hankinson.
 
     Winning teams and the top 10 individuals qualify for the national tournament in May in Louisville, Kentucky. Game and Fish and the North Dakota Youth Archery Advisory Council help fund the trip. The council also provides college scholarships to top archers.

 

Vikings stadium…

 MINNEAPOLIS (AP) – The purple seats are in at the Minnesota Vikings’ new stadium. Construction of the $1.1 billion U.S. Bank Stadium in downtown Minneapolis has reached another milestone. Irwin Seating Company has installed more than 58,000 fixed seats and nearly 6,000 retractable seats. The closest seats will be just 41 feet from the sideline.

 NEW YORK (AP)- It’s Valparaiso (val-pur-AY’-zoh) against George Washington in Thursday’s NIT final. Dave Skara came off the bench to score a season-high 15 points and hit the go-ahead 3-pointer in Valpo’s 72-70 win over BYU. George Washington beat San Diego State 65-46 behind Tyler Cavanaugh’s 20 points and 11 rebounds in the other semifinal.
 
     UNDATED (AP)- College basketball is losing two of its brightest stars from the NCAA tournament. Kansas guard Wayne Selden Jr. and Demetrius Jackson, who helped Notre Dame advance to the NCAA Tournament Elite Eight in back-to-back seasons for the first time in 37 years, are entering the NBA draft.

     UNDATED (AP) – The Associated Press has announced its 2015-16 All-America team. Michigan State’s Denzel Valentine and Buddy Hield (HEELD) of Oklahoma were unanimous picks, having been chosen on every first-team ballot from the 65-member national media panel that selects the weekly poll.
 
     Tyler Ulis of Kentucky was next with 43 first-team votes, while Brice Johnson of North Carolina received 39 and Malcolm Brogdon of Virginia had 36.
 
     Ulis, a sophomore, was the only non-senior selected to the team.
 
     The voting was done before the NCAA Tournament.

     The Americans routed Guatemala 4-0 in a must-win game for Team USA in World Cup qualifying after their embarrassing 2-0 loss in Guatemala last Friday.

 Chris Paul won’t play for the U.S. basketball team in this summer’s Olympics, passing up a chance for a third gold medal. Paul played for the U.S. in 2008 and 2012 and could have joined LeBron James and Carmelo Anthony in trying to become the first players to win three Olympic basketball gold medals.

 

In world and national news…

WASHINGTON (AP) – The U.S. is trying to lend optimism to allies in Eastern Europe who are increasingly concerned about a more aggressive Russia. The Army plans to announce today the deployment of an armored combat brigade along with their equipment to Eastern Europe next February as part of the ongoing effort to rotate troops in and out of the region. Training equipment pre-positioned in the region would be removed and refurbished.
 
     WASHINGTON (AP) – As of now, no one can mistake the three Republican presidential candidates for members of a mutual admiration society. All now say they won’t commit to support whoever the party chooses as its standard-bearer in the fall campaign. That contradicts the stance that Donald Trump, Ted Cruz and John Kasich took early in the campaign.
 
     LONDON (AP) – Economic confidence in the Eurozone has hit a 13-month low. A survey from the European Union’s executive arm finds its economic sentiment indicator fell 0.9 points to 103.0 in March. That was a bigger fall than anticipated and has reinforced worries that the economic recovery is losing pace. Lowered confidence is everywhere, with Italy and France faring especially badly. Germany, the region’s biggest economy, held up better.
 
     ISLAMABAD (AP) – Nearly 7,000 Pakistani security forces are awaiting a government order to move in on hundreds of radical Islamists rallying outside the parliament building in Islamabad. The protesters have been warned that the government will use force if they don’t go quietly. They’re upset that a man was hanged for killing a secular governor and they want the government to impose Sharia (shah-REE’-yuh), or strict Islamic law. The government is ignoring the demands.
 
     PARIS (AP) – A recent international crackdown on a multi-billion dollar criminal industry is giving up some stomach-churning results. A statement today by Interpol says that roughly 11,000 U.S. tons of toxic and counterfeit food has been recovered across 57 countries the past three months — a record. A sampling includes Italian olives painted with copper sulphate solution, Sudanese sugar tainted with fertilizer, and hundreds of thousands of gallons of bogus alcoholic drinks.
