Jamestown (CSi) A 23 year old Jamestown man has been charged in connection with a Jamestown Police traffic stop on Monday afternoon, near Lincoln School that allegedly uncovered drugs and weapons after a search of the vehicle.

Jamestown Police Chief Scott Edinger on Wednesday said, Levi Guthmiller was charged with driving under suspension, in connection with the stop.

He also had two arrest warrants out on him for failure to appear in court.

Chief Edinger said that no complaints have been issued yet from the Stutsman County State’s Attorneys office on other possible charges, stemming from the search of Guthmiller’s vehicle during the Monday traffic stop.

On Monday Jamestown Police Officer Logan Hord said the vehicle was stopped near Lincoln School, as Guthmiller was wanted under two outstanding warrants for failure to appear in court on a previous charge of possession of a concealed weapon violation.

Monday afternoon, a search of the vehicle turned up three automatic handguns, that were loaded, a Taurus .45 caliber, a Taurus .40 caliber and a Smith & Wesson 9 millimeter, and narcotics.

Two Jamestown Police officers and one Stutsman County Sheriff’s Office deputy made the traffic stop and apprehended him. A second individual in the vehicle was released.

On Monday Guthmiller was arrested for Driving While License Suspended.

He was also arrested for Possession of a Controlled Substance, Marijuana, and Possession of Drug Paraphernalia Marijuana and Possession of Meth.

Following his arrest he was transported to the Stutsman County Jail.

As of Wednesday afternoon, no additional formal charges were lodged against Guthmiller on the weapons and narcotics.

The State’s Attorney’s Office on Wednesday was still reviewing the police report.

Jamestown (CSi) The Jamestown City Fire Department was called out at 4:50am Wednesday morning, to a utility pole on fire in the 300 block of 2nd Avenue Southwest.

Three city fire units were called to the scene.

Otter Tail Power Company’s Jeff Hoff at the Jamestown office says, the fire itself did not cause a power outage, however the power was turned off about 7-a.m., until 8:50-a.m, to allow crews to disconnect the power to repair the pole’s cross-arms and replacement the insulator.

He says the power outage was limited to the small area of the fire.

The cause was a faulty insulator, as the morning rain entered the equipment causing it to fail.

Valley City (CSi) The Barnes County Sheriff’s Office reports, that two male juveniles, ages 16 and 17, have been charged with committing eight burglaries.

The charges followed an investigation of the burglaries that occurred in the southeast corner of Barnes County between October 2015 and March. The juveniles reportedly entered vacant farmsteads and stole various items.

Most of the stolen items have been recovered, according to the Sheriff’s Office. Some of the stolen items were recovered from a pawn shop in Fargo.

Neither of the two juveniles are residents of Barnes County.

Jamestown (CSi) A reminder, Jamestown city officials say that the Sales Tax Division of the North Dakota State Tax Department has notified the City Administrator’s Office that the 1% City Sales Tax for the construction of Phase 1 of the TRAC Facility as approved by city voters in 2015 will be effective April 1, 2016, rather than January 1, 2016 as provided in the ordinance adopted by the City Council in September of 2015.

The total Sales Tax in the City of Jamestown will return to 7%.

An additional 1% Sales tax is imposed for restaurant food and lodging.

The Tax Department revealed that no one at the Tax Department recalled receiving the letter and enclosed ordinance mailed by the City to the tax department on September 22, 2015. The state tax department’s deadline for increasing or lowering a local sales tax effective January 1, 2016 was September 30, 2015.

Bismarck (CSi) U.S. Senator, Heidi Heitkamp will join U.S. Senator Kirsten Gillibrand (D-NY), in Jamestown on Friday April 1, 2016, to discuss the need for Paid Family Leave with North Dakota Working Families, at Jamestown Day Care Facility

The senators will meet with working families and community leaders at a daycare facility in Jamestown to talk about how a strong federal paid family and medical leave policy as the senators’ FAMILY Act would create would enable working families to get the paid leave they need to care for a newborn, a sick child, or an elderly parent.

Heitkamp says about half of the private sector workforce in North Dakota can’t earn a single paid sick day to care for a loved one. And only about a third of North Dakota’s working adults are eligible for let alone able to afford unpaid leave.

The roundtable will be held at the James River Family Fitness Center Facility, at 3:45-p.m.

DICKINSON, N.D. (AP) – Dickinson police are searching for a man who robbed a convenience store at gunpoint.

Authorities say the man entered Lucky’s Express Tesoro about 8:30 p.m. Tuesday, warned the clerk to stay back and jumped over the counter to take money from cash registers.

The  man fled on foot, and a Highway Patrol police dog wasn’t able to track him down. It wasn’t clear how much money he got away with.

WILLISTON, N.D. (AP) – Authorities say a Williston man who died in a camper fire at a truck stop near the city was overcome by smoke and gas fumes while trying to rescue a pet.

Twenty-three-year-old Phillip Unnerstall Jr. died March 21 in the fire behind the Pilot truck stop. The state medical examiner’s office determined that he died of smoke inhalation, and authorities ruled the death accidental.

The Williams County Sheriff’s Office says the fire is believed to have been caused by a small propane heater that was being operated inside the camper.

County Fire Marshal Chris Nelson  says  Unnerstall tried unsuccessfully to save his pet dog. Nelson says, “it was a heroic effort (but) unfortunately it was a foolish effort.”

WILLISTON, N.D. (AP) – A judge has refused to accept a plea agreement for a Tucson, Arizona, woman accused of causing a crash in the western North Dakota oil patch that killed three men.

The deal between 20-year-old Kayla Ciha and prosecutors called for a day in jail, which she has already served, 300 hours of community service, three years of probation and restitution.

Judge Robin Schmidt rejected the deal Wednesday. Ciha then changed her pleas from guilty to not guilty on charges of negligent homicide and reckless driving. A trial date wasn’t immediately set.

Authorities say Ciha caused a July 2015 crash on a McKenzie County road while trying to pass in a no-passing zone. The crash killed men from North Dakota, Michigan and Idaho. Ciha wasn’t hurt.

STANLEY, N.D. (AP) – A Powers Lake man accused of killing his older brother and leaving the body in a camper for nearly six months has until early June to decide whether to enter into a plea agreement with prosecutors.

Aaron Larson is accused of killing 46-year-old Terry Larson during a fight in March 2015. A Mountrail County sheriff’s deputy conducting a welfare check found Terry Larson’s body.

Aaron Larson recently got a new public defender who wants more time to review the case. A June 2 pretrial conference has now been scheduled.

Larson could get up to 20 years in prison if convicted of the Class A felony murder charge against him.

FARGO, N.D. (AP) – A law enforcement report says a man who shot and killed a Fargo police officer during a standoff last month was brought to a hospital earlier in the winter after telling police he was violent.

The North Dakota attorney general’s office on Wednesday released law enforcement reports on the Feb. 10 incident that left Fargo police officer Jason Moszer dead. Authorities say Marcus Schumacher later killed himself after he was wounded by a police sniper.

A report on the incident filed by Fargo police officer David Cochran says Schumacher had “called himself in as a homicidal person” earlier in the winter. Cochran says Schumacher was transported by police to a hospital for an evaluation.

Another Fargo police report says Schumacher told dispatch during the standoff that he overdosed on pills.

MINOT, N.D. (AP) – A defense attorney says a federal civil rights complaint against the former director of the Minot airport has no merit.

Eva Lucke (LUCK’-ee), formerly known as Eva Rojas, accuses airport director Andrew Solsvig and the city of Minot of demanding unfair lease terms because she’s a Latina woman. She says in her lawsuit that there are other tenants at the airport’s industrial park that have more favorable lease agreements than her.

Attorney Scott Porsborg represents Solsvig and the city. Porsborg says in his response that other tenants have been offered lease terms “identical in all material respects” to the contract offered to Lucke. Porsborg says Solsvig is immune from legal action and the complaint should be dismissed.

Solsvig resigned shortly after a new $43 million terminal opened at the airport.

North Dakota Republicans are holding their three-day convention in Fargo. The convention begins Friday.

BISMARCK, N.D. (AP) – Fargo businessman Doug Burgum says he will not accept pay or a state pension if he’s elected North Dakota’s governor, though state law does not allow that move, and similar ones have drawn past criticism.

Burgum says North Dakota has tough spending decisions ahead and forgoing a $130,000-a-year governor salary is a start.

Burgum made the promise ahead of the state Republican convention in Fargo this weekend. But opinions by two North Dakota attorneys general have been critical of potential officeholders, during campaigns, promising to take less money for doing the job.

Burgum also this week sent campaign contributions of $200 to several GOP lawmakers, though it has caused some criticism.
