Jamestown (CSi) Jamestown Police is warning residents regarding a convicted sex offender who has changed his Jamestown address.
35 year old Jamal Joel Anderson now resides at 915 4th Avenue, Northeast, Jamestown, ND
He presently has no vehicle.
Anderson is a black male, 5 feet, 7 inches tall, weighing 160 pounds with brown eyes and black hair.
Anderson has been assigned a High Risk Assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.
Anderson’s conviction include in 1999 aggravated assault, and sexual assault, and in 2001 corruption of a minor and violated a sex offender registration requirement.
Anderson is currently on probation with North Dakota Parole and Probation.
Anderson is on GPS monitoring.
Anderson is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) The Jamestown City Engineer’s Office is informing Motorists, that beginning Tuesday, April 12, 2016 – the traffic signals at 1st Ave & 1st St S will be inoperable due to maintenance/repairs. Four way Stop signs will be in place at the intersection until the necessary repairs have been completed. The maintenance work is contingent upon changing weather conditions.
Motorists and other traffic should use extreme caution in this area. The public should consider alternate routes if possible.
Jamestown (CSi) The James River Humane Society had a large turnout for the The Voice of Elvis, impersonator show, fundraiser, on Saturday April 2nd.
On Friday’s Wayne Byers Show on CSi Cable two JRHS, Vice President Matt Opsahl said, that about 92 tickets were sold, amounting to around $7,000 raised, and when expenses are subtracted it still should turn a nice profit for the shelter.
He added that Kaye John who won the dog house, donated back to the shelter.

A Meet and greet is planned at Deer Ridge Apartments on April 16th from 10am to 2pm.
A Bake sale at the Buffalo Mall April 23, 2016, from 10am to 2pm.
The shelter welcomes dog volunteers, with duties including, cleaning and feeding of dogs in the evening.
Currently the shelter has 15 dogs, and 8 cats available for adoption.
The James River Humane Society shelter is open everyday from 9-a.m., to noon and 5:30-p.m., to 6:30-p.m., or by appointment.

Bismarck (CSi) April is Child Abuse Prevention Month. The North Dakota Department of Human Services’ Children and Family Services Division and Prevent Child Abuse North Dakota are partnering to award grant funding to 19 coalitions representing 43 counties for projects that strengthen communities and build awareness about child abuse prevention.

Kindred (CSi) The North Dakota Highway Patrol report, a 15 year-old girl was not injured after losing control on an icy Highway near Kindred Friday morning, just before 8-O’Clock.
15 year-old Karli Brakke of Hickson, was westbound on Highway 46 two miles east of Kindred when she attempted to pass another vehicle. Ice-covered roadways caused Brakke to lose control of the vehicle. The F-150 slid into the north ditch, rolled and came to rest on its wheels.
The icy conditions were caused due an earlier snow fall that had melted. Brakke was wearing her seatbelt.
Cass County Sheriff’s Department, and Kindred Fire and Rescue assisted at the scene.
The crash remains under investigation.
LaMoure (CSi) LaMoure County Commissioners have issued a fire emergency burn ban, that prohibits all open burning when the Fire Danger Rated in Very High.
Also when the rating is Extreme, and or a Red Flag Warning is in effect.
Dickey, Logan and McIntosh Counties have also issued a fire emergency and burn ban.
Burn bans between each county vary slightly.
Residents in each county should call local officials with any questions.
Also, all open burning must be attended to and supervised at all times.
LaMoure County Emergency Manager Kim Robbins says, the Fire Danger Rating is typically issued by 6-a.m., daily on line at www.nd.gov/des or www.lamourecountynd.com.

BELCOURT, N.D. (AP) – A Dunseith female is dead after a pickup truck crash in Rolette County.
The Highway Patrol says the driver lost control of the pickup on a BIA road northwest of Belcourt, and it rolled twice in the ditch about 1 a.m. Friday.
The driver was ejected and died at the scene. Three passengers were able to get out of the pickup and call for help.
Authorities did not immediately identify the victim.
MINOT, N.D. (AP) – Authorities say they’ve arrested a 23-year-old Burlington man on suspicion of tying up a woman in her Minot home during an armed robbery.
The Ward County Sheriff’s Office says police officers responded to the home on Friday morning and talked to a 21-year-old woman who told officers she found the man on her house’s main floor and was ordered back to the basement. She said the man tied her up, stole items from the home and fled. She was able to free herself 30 minutes later and called police.
Ward County sheriff’s deputies tracked the victim’s cell phone, and McLean County deputies stopped the suspect’s vehicle in Underwood.
The man was arrested on suspicion of felonious restraint, terrorizing and armed robbery. Formal charges are pending.
FARGO, N.D. (AP) – A judge has approved a new legal team for the death penalty appeal by a man who killed a University of North Dakota student in 2003.
Lawyers for Alfonso Rodriguez Jr. say the change is needed because of staffing and personnel changes in the federal system and the Minnesota federal public defender office.
Rodriguez, of Crookston, Minnesota, sits on death row for kidnaping and killing Dru Sjodin (shuh-DEEN’), of Pequot Lakes, Minnesota. Rodriguez filed what is considered his final appeal more than five years ago.
U.S. District Judge Ralph Erickson says the Minnesota public defender office doesn’t have enough money to pay the attorneys. The case will now be handled by the Federal Community Defender Office in Pennsylvania.
Federal prosecutors argued against the change, calling it a “disguised delay tactic.”
FARGO, N.D. (AP) – More than 150 members of a Fargo-based Army Reserves unit are heading for duty in the Middle East.
The 461st Engineer Company will travel to Fort Bliss, Texas, this weekend for final training before deploying to Kuwait. The soldiers also might see duty in Jordan, Afghanistan and Iraq.
A send-off ceremony was held Friday on the North Dakota State University campus.
The unit has members from North Dakota, South Dakota, Minnesota, Montana and Wisconsin.
BISMARCK, N.D. (AP) – American Bank Center is donating $1 million to the University of Mary’s proposed Campus Center and will open a branch inside.
The branch will open for the 2017-18 school year after construction wraps up on the $21 million Campus Center in August 2017. University students will staff the branch, which also will serve as a testing site for new banking technology.
The 80,000-square-foot, two-story building overlooking the Missouri River Valley will include a book and retail store, student lounges, a coffee shop, a bank, a clinic, a Hall of Fame concourse, conference rooms and a hall that can accommodate more than 600 people. Construction is to start in May.
BISMARCK, N.D. (AP) – Former North Dakota University System Chancellor Hamid Shirvani has a new job in Iowa.
Shirvani has been hired to be the 10th president of Briar Cliff University, a private Catholic liberal arts college in Sioux City that has about 1,150 students.
North Dakota’s Board of Higher Education bought out Shirvani’s contract three years ago after receiving complaints from some students, faculty and school presidents about his leadership style. Shirvani had spent about a year in the position. He said he was given a mandate to improve graduation rates and was merely doing his job.

FARGO, N.D. (AP) – North Dakota State University assistant men’s basketball coach Freddy Coleman has resigned.
Bison head coach David Richman announced the move Friday, saying Coleman is pursuing opportunities outside of coaching.
Coleman had been a part of the NDSU staff for three years. A national search is underway to fill his position.

Fifty-five percent of Americans surveyed say they have a negative opinion of Hillary Clinton. But nearly 70 percent of those in the Associated Press-GfK survey said the same about Donald Trump. Democratic strategists say Trump’s deep unpopularity is helping ease some of their concern over the negative views of Clinton.
DALLAS (AP) – Officials say Friday’s shooting at an Air Force base in Texas wasn’t an act of terrorism. They believe an airman shot his commander and then himself in a murder-suicide. The bodies were found at Joint Base San Antonio-Lackland.
WASHINGTON (AP) – Legislation being drafted in the Senate would effectively outlaw unbreakable encryption. And it would require companies to help the government access data on a computer or mobile device with a warrant. The draft is being finalized by the senior Democrat and Republican on the Intelligence Committee. They say they want to make sure government agents can obtain unscrambled information that might help an investigation. The effort follows the Justice Department’s battle with Apple over access to an encrypted and locked iPhone used by a San Bernardino, California, gunman.
BURKEVILLE, Va. (AP) – A man has been released from a Virginia prison after serving more than three decades for crimes authorities now say he didn’t commit. Keith Harward walked out of the Nottoway Correctional Center Friday after the Virginia Supreme Court agreed that DNA evidence proves he’s innocent of the 1982 killing of Jesse Perron and the rape of his wife in Newport News. Harward was a sailor on the USS Carl Vinson, which was stationed close to the victims’ home. The prosecution leaned heavily on the testimony of two experts, who said Harward’s teeth matched bite marks on the woman’s leg.
PHILADELPHIA (AP) – Thousands of cheering fans have lined the streets in downtown Philadelphia today to celebrate Villanova’s NCAA championship. The parade carried the winners of the men’s basketball tournament, the school band and cheerleaders along five downtown blocks before ending at City Hall for a rally. The Wildcats got the win Monday against North Carolina thanks to a buzzer-beating 3-pointer.
