Valley City (CSi) Valley City Police continue to investigate a felon in possession of multiple firearms in Valley City with the arrest on Saturday afternoon.
Valley City Police Chief Fred Thompson, says the man was arrested stemming from a call about 4:10-p.m.,
Valley City Police Lt. David Swenson and Officer Wade Hannig observed Glenn Leeds as the driver of a white pickup truck exiting the parking lot of Moe’s Eats in Valley City. The police were familiar with Leeds from prior contacts and a check with Barnes County Communications Center revealed Leeds’ Nebraska license was revoked.
They followed Leeds to his destination at 324 6th Avenue, Southwest and placed him under arrest for driving with a suspended or revoked license. While still at the scene Leeds requested the officers contact a friend at his apartment to obtain his wallet and cellphone before being transported to Barnes County Corrections for booking.
Lt. Swenson went to the apartment where a man answering the door identified himself as someone fixing Leeds’ computer. While obtaining Leeds’ possessions, Swenson observed two AR-15 type rifles on a desk with the barrels pointing toward the apartment entry.
A criminal history records check revealed that Leeds’ has a “Nebraska Convicted Felon – No Gun Sale” court order. Leeds provided a consent to search the apartment where officers located eight firearms and ammunition that were impounded as evidence for additional charges of felon in possession of a firearm.
The Valley City Police Department is requesting that anyone with information related to this case call (701) 845-3110.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Board of Directors, Monday, discussed plans for a $150 million cellulosic ethanol plant at the Spiritwood Energy Park Association industrial park that are underway.
That, according to Thomas Corle, founding partner of New Energy Investors, of Pennsylvania.
If built, the ethanol plant would directly employ about 40 people with another 60 people working indirectly for the plant.
The Board approved recommending a $75,000 match to a $225,000 grant that New Energy Investors has applied for from the Agricultural Products Utilization Committee.
If the APUC grant is approved in May, the money would be used to continue the planning and engineering work for the project.
The planned plant would process corn stover, corn stalks and leaves removed from the field after the grain is harvested and wheat straw to produce ethanol for fuel and lignin, a solid fuel that can be burned by coal-fired generating plants reducing carbon emissions.
It would be the first use of Danish technology to produce cellulosic ethanol in the Midwest.
Construction of the plant will require two years of work with a crew of about 400 people with the plant beginning operations in late 2019 and fully operational by the end of the year.
Jamestown (CSi) The Jamestown Parks and Recreation Commission Monday, tabled consideration of seeking an increase in the bond for the Two Rivers Activity Center, a move that could save the commission on the overall cost of the bond.
Jamestown Parks and Recreation Department director, Doug Hogan said the idea for including more funds in the bond was suggested by John Shockley.
The Parks and Recreation Commission was going to have a $28.6 million bond sale to finance the first phase of the Two Rivers Activity Center. Hogan said the commission was also considering using a letter of credit, a financial mechanism used to set funds aside for a specific purpose, to be used as an emergency fund in case there were any problems with the project.
Hogan said the bond company, Dougherty & Co. recommended increasing the bond amount to $30.8 million, then taking $2 million to establish a debt-service fund.
Hogan did not have any final numbers on how much money the Parks and Recreation Commission would save by putting more money in the bond.
Hogan said the plan for increasing the bond amount came from discussions with Jamestown City Administrator Jeff Fuchs and Mayor Katie Andersen at a meeting that included Hogan, City Attorney Leo Ryan and Shockley on Friday. The two sides are in the process of working out a joint powers agreement on how the bond sale will be handled and how funds from a 1 percent city sales tax, which went into effect of April 1, will be used to pay back the bond for TRAC.

Jamestown (CSi)– Across the state, police departments and sheriffs’ offices will be cracking down on underage drinking during prom season, graduation and other spring activities for North Dakota high school students.
Sgt. Dana Rustebakke of the Valley City Police Department, says,”We hope the extra patrols will convince young people to make the smart decision not to celebrate with alcohol. If we find a minor consuming or in possession of alcohol, they could end up in court and ordered to pay fines. The primary goal of added enforcement is to prevent them from drinking.”
Drinking among youth can have many negative consequences, from damage to brains that are still developing—to poor choices like driving after drinking resulting in injury or death.
Alcohol use among teenagers is not unavoidable. With the positive influence of parents, schools, law enforcement and the community, young people can learn that the celebrations in their lives don’t need to include alcohol.
Funding for enhanced enforcement of underage drinking laws is provided by the North Dakota Department of Transportation. Learn more about the efforts to prevent teen driver crashes at
ndcodefortheroad.org or join the conversation on the Code for the Road Facebook or Twitter page. Families are invited to create memorials to young drivers and passengers who have died in crashes in North Dakota at ndcodefortheroad.org/memorial.

BISMARCK, N.D. (AP) – Gasoline prices continue to hover just under the $2 mark in North Dakota.
GasBuddy.com says the average retail price is $1.95 per gallon, unchanged in the past week. The national average is $2.04 a gallon, down about a penny over the week.
Senior Petroleum Analyst Gregg Laskoski says it’s rare in April for gas prices to drop or stay stable. But he says unfortunately it’s more of an anomaly than a trend.
Laskoski says a healthy gas inventory in advance of demand has helped flatten prices, but experts don’t expect that to last when summer travel kicks into high gear.
BISMARCK, N.D. (AP) – Republican gubernatorial candidate Doug Burgum has filed a petition to be placed on the June 14 primary ballot.

North Dakota Attorney General Wayne Stenehjem won the endorsement of Republican convention delegates for governor earlier this month though Burgum vowed to stay in the race.
Primary challenges are rare, although anyone may run against an endorsed candidate by collecting petition signatures from 300 voters.

Jamestown (CSi) University of Jamestown head hockey coach Dean Stork announces the signing of Garrett Browning of Winnipeg, Manitoba, who will join the Jimmies in the 2016-17 season.
Browning is a 6’7″, 230-pound defenseman who played for the Winnipeg Blues in the Manitoba Junior Hockey League in 2015-16. In 54 games, he recorded six goals and eight assists along with 131 penalty minutes. In 11 playoff games, Browning was credited with one assist.
Stork says, “Garrett is a very tough competitor. His long reach and excellent stick positioning make him a monster on the ice. He has worn a letter at the junior level and I can see him being a very valuable part of our leadership group in Jamestown.”
