Jamestown (CSi Members of the Jamestown Regional Airport heard a report Wednesday, of the airport having its best month ever with 998 boardings in March.

Chairman Jim Boyd pointed out that the figure represents, an all-time record.

Boyd said the first quarter of 2016 was at a pace to exceed 10,000 boardings for a year. That would be an increase from the roughly 8,500 boardings in 2015 which was the most since airline deregulation in the 1970s.

 

The Airport Authority also approved RTS Shearing, of Jamestown, as the apparent low bidder for a project to repave a taxiway planned for this summer.

The Airport Authority also approved purchasing a 2016 Chevy Silverado 2500HD double cab pickup from Wilhelm Chevrolet, Buick, GMC.

Jeff Wilhelm, a member of the Regional Airport Authority, abstained from the vote on the truck purchase.

 

 

Jamestown (CSi) At a special meeting Wednesday, of the Jamestown City Park Board,members on a 4-0 vote approved the guaranteed maximum price of $28.6 million for phase one of the Two Rivers Activity Center.

Member Ron Olson was absent.

The price from McGough Construction, the construction manager at risk for the project, and secured bids from subcontractors for the project.

The guaranteed maximum price means if TRAC costs more than $28.6 million in its first phase to complete, McGough Construction will be responsible for any costs over that amount.

Zerr Berg Architects, Principal Architect, Brian Berg said, the architects for TRAC, said the guaranteed maximum price was good news for the project.

There is a private fundraising campaign to pay for the second phase of TRAC that would include an outdoor pool and expanding the child care, fitness center and multisport court areas.

The commission also approved changes to the design of TRAC, adding 8 feet to the multisport court and delaying the installation of the indoor waterslide.

The indoor water slide will still be built and the commission can add the slide on toward the end the project.

The Parks and Recreation Commision also approved a joint powers agreement with the city of Jamestown that will allow the city to sell bonds to provide the funding for the construction of phase one of TRAC. The bond will be paid off from the 1 percent sales tax that city voters approved in June of last year.

Sheila Harr said Parks and Recreation has already borrowed $1.5 million to pay for start-up costs on TRAC.

Excavating work at the TRAC site started earlier this month. TRAC will be completed by August 2017.

 

 

Jamestown (CSi) A bone marrow donor registry drive is set for Jamestown on Monday April 25, 2016.

The drive will be from 7:30-a.m., to 1-p.m., at the Knights of Columbus Hall in Jamestown.

The effort is part of the National Marrow Donor Program, aiming to deliver cures to individuals diagnosed with life-threatening blood cancers through marrow transplants.

The process on Monday, is a cheek swab which adds the persons tissue type to the registry. It is NOT a marrow donation at that time.

Every four minutes someone is diagnosed with leukemia or other blood diseases like sickle cell anemia, and a marrow transplant is their only hope.

The age group targeted to be a donor and a potential match, is 18-44 years old.

The donor must meet certain health criteria to become a donor.

 

Jamestown (CSi) The University of Jamestown has announced that the 30th Annual Dine and Bid set an event fund raising record.  The evening was hosted by President and Mrs. Badal, with 360 people in attendance and 200 volunteers supporting the event.  Over $125,000 was raised for the benefit of student scholarships.

Coordinator of Special Events, Morgan Bossman, Coordinator of Special Events, says “We are incredibly appreciative of the outstanding support we receive.” said “Assistance from UJ staff, faculty, alumni and friends plus the Jamestown community is invaluable. Dine and Bid could not be a success without their help through sponsorships, item donations, in-kind donations, or serving on the committee. It takes a community to put forth an event of this kind and we are fortunate to have an outstanding community to partner with.”

The night was filled with events, including both silent and live auctions, student skits by the football, baseball, and basketball teams, along with the student senate, and the science club. In addition to the skits, many students spoke on what it meant to be a Jimmie, and how important student scholarships were to them.

The 31st annual Dine and Bid is scheduled for April 22nd, 2017!

Bismarck (CSi) Non-profit organizations statewide will benefit from housing program dollars that were authorized today by the North Dakota Industrial Commission. North Dakota Housing Finance Agency (NDHFA) will distribute more than $205,000 through its Helping Housing Across North Dakota (Helping HAND) program.

“Helping HAND dollars address the housing needs of lower-income individuals and families by providing the grant recipients with flexible funding that can be used to provide for the greatest local housing needs,” commission members said in a joint statement.

The Industrial Commission, consisting of Gov. Jack Dalrymple as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees NDHFA.

The 2016 funds to be distributed includes:

Community Action Region six in Jamestown at $12,986.

   
   
   

Grant recipients are encouraged to use the program dollars to benefit the largest number of households possible. A local match of 25 percent is required to access the funds. Helping HAND grants are most often used to support housing weatherization and rehabilitation projects. All of the funds must be utilized for projects in North Dakota.

BISMARCK, N.D. (AP) – A group that funds developers of North Dakota farm products will consider grant requests totaling more than $1.1 million at its quarterly meeting next month in Fargo.
 
     The Agricultural Products Utilization Commission will review 15 requests May 18-19 in Fargo.
 
     Among the groups making requests is Maine-based New Energy Investors, which wants $225,000 to develop and construct a commercial scale biomass refinery at the Spiritwood Energy Park in Stutsman County.

 

POPLAR, Mont. (AP) The  Great Falls Tribune reported late Wednesday that   A 26-hour manhunt for a one-year-old Poplar, Montana  girl ended tragically Wednesday when her body was found several blocks from her house.

 The Roosevelt County Sheriff’s Office, reports a suspect is in custody and authorities declined to release further information, according to the office’s Facebook page.  

Lee Allmer, a county spokesman, said a cause of death has not yet been determined. He said the FBI is leading the investigation.

One year old  Kenzley Ava-Lee Olson, , was reported to have been missing at about 12:30 p.m. Tuesday from her home on the 400 block of E Street East.

Kenzley Olson was last seen Tuesday morning, and an Amber Alert was issued early Wednesday.

Officials had originally sought two North Dakota residents they believed responsible for her kidnapping, but later determined they were not involved.

The Billings Gazette reports, the woman, 51 year old Melinda Tweet, and her son, 25 year old Tyler Moulton,  were arrested on firearm and drug charges after police made contact with her in regard to the case about 7:45 a.m. Wednesday.

Police said Tweet and her son were acquaintances of the abducted child’s mother.

Tweet was charged with felon in possession of a firearm, possession of methamphetamine,two counts of drug paraphernalia possession and ingestion of meth. Moulton was arrested on charges of possession of meth and possession of drug paraphernalia.

The two were taken to the Ward County jail.

 

FARGO, N.D. (AP) – A man convicted in one of several armed robberies in Fargo last September has been sentenced to serve 8  1/2 years in prison.
 
     Twenty-eight-year-old Andrew Ford pleaded guilty in January to interference with commerce by threats and violence, and possession of a firearm in furtherance of a crime of violence.
 
     Authorities say Ford and Carlos Bethel took turns robbing two liquor stores within an hour of each other on Sept. 28. The men acted as getaway drivers for each other in the robberies. 
 
     The case was prosecuted under the Hobbs Act, which allows for federal action if the crime involves interstate commerce. The federal system offers stiffer penalties than state court.
 
     Bethel has pleaded guilty and is scheduled for sentencing on Monday.

 

 BISMARCK, N.D. (AP) – North Dakota regulators will continue to pursue $950,000 in fines against a trucking company accused of illegally dumping saltwater on a Williams County road in 2014.
 
     The North Dakota Industrial Commission voted unanimously on Wednesday to move forward with its complaint against Wyoming-based Black Hills Trucking Inc.
 
     An administrative law judge last month ruled the Industrial Commission did not have jurisdiction because the incident occurred on a public road. The judge says jurisdiction belonged to the state Department of Health.
 
     Regulators say the case now likely is headed to district court.
 
     The company is accused of illegally dumping saltwater near Tioga in February and March 2014. Regulators sought the fines after an inspector witnessed illegal dumping.

 

 BISMARCK, N.D. (AP) – Officials say a petroleum tanker laden with 175,000 barrels of North Dakota crude has made its way to Europe.
 
     It’s the first such overseas shipment of the state’s oil since Congress lifted a 40-year ban on crude export in December.
 
     Officials say the tanker was being unloaded in Rotterdam, Netherlands on Wednesday.
 
     North Dakota’s congressional delegation and industry officials hailed Hess Corp.’s shipment as a milestone that could open more markets to faraway refineries where premium prices are typically fetched based on foreign prices.
 
     Hess was formerly was known as Amerada Hess. It was the first company to strike oil in North Dakota in April 1951.

 

 

 CHEYENNE, Wyo. (AP) – The future of federal rules aimed at protecting land, water and wildlife from energy-production practices including hydraulic fracturing now rests with a judge in Wyoming.
 U.S. District Judge Scott Skavdahl last year blocked implementation of rules drafted by the U.S. Bureau of Land Management.
 The states of Colorado, North Dakota and Utah and Wyoming oppose the rules. The states filed arguments this week in Skavdahl’s court arguing that the BLM lacks authority to regulate hydraulic fracturing. The procedure involves injecting substances including water, sand and chemicals underground to increase production from oil and gas wells.
 The BLM and a coalition of environmental groups are arguing that the rules are necessary to protect the environment.
 Skavdahl could now either rule on the case or hold further hearings.

Jamestown (CSi) The Jamestown Marksmanship Education Range Board of Directors has set a fundraising target of $250,000 to start a shooting range in the Jamestown area.

Property being considered is in Seven Mile Coulee and located about 3 miles east of Cavendish Farms or about 6 miles east of Jamestown. the property has some natural terrain that would serve as backstops for the shooting range and has accessible water and electrical service. The property also has a large down-range area with no buildings that is part of the requirements for a shooting range.

 President of the board, Curt Kaseman says if the goals can be reach by August this year, grants could be applied for, with groundbreaking next spring.

The $250,000 goal is toward the first phase of the project and includes the purchase of land and matching funds for a $300,000 grant from the North Dakota Game and Fish Department.

North Dakota Century Code prohibits state money from being used to purchase land for conservation programs, although the grant money can be used for improvements to the property once it has been purchased by a local group.

The previous community shooting range at Pipestem Dam was closed in 2015 after signs and other items at the range were damaged by vandalism and stray bullets struck buildings beyond the shooting range, creating safety concerns.

 

 BISMARCK, N.D. (AP) – The state Game and Fish Department and the University of North Dakota are collecting information from resident deer hunters who either applied for or received a hunting license last year.
 
     UND is mailing a questionnaire to 4,000 randomly selected deer license applicants. Questions focus on hunter satisfaction and experiences, and public perception of recent declines in deer numbers and corresponding licenses.
 
     Game and Fish says the information collected will help with future deer management decisions, and all feedback is confidential.

  MINNEAPOLIS (AP) – The Minnesota Timberwolves are under new management as the team tries to turn a roster of talented youngsters into a championship club.
 
     The Wolves have hired Tom Thibodeau (THIH’-buh-doh) as head coach and president of basketball operations. Thibodeau compiled a .647 winning percentage in five seasons with the Chicago Bulls before he was dismissed last spring. He reached the playoffs each of his five years with the Bulls.
 
     Minnesota also brought in San Antonio Spurs assistant general manager Scott Layden to serve as the team’s new GM.
 
     The Wolves went 29-53 under coach Sam Mitchell, a 13-win improvement over last season. The roster includes youngsters Andrew Wiggins, Karl-Anthony Towns and Zach Lavine (lah-VEEN’), each of whom is 21 or under and combined for 53 points a game this season.

 

HOUSTON (AP) – Golden State Warriors point guard Stephen (STEH’-fehn) Curry says his sprained right ankle is feeling better, though he isn’t sure if he will be able to play in Game 3 of their first-round playoff series against Houston on Thursday.
 
     The NBA’s reigning MVP sat out Game 2 after tweaking the ankle in the series opener. The Warriors managed to win without him to take a 2-0 lead.

     BRISTOL, Conn. (AP) – ESPN has announced that it has fired network analyst and former Boston Red Sox pitcher Curt Schilling following his comments on Facebook about transgender people.
 
     Schilling reposted an item that was apparently referring to laws in several states that restrict bathroom access to transgender people. He defended the post on his blog, saying he was expressing his opinion, and that those criticizing him are frauds.

     WASHINGTON (AP) – A former ambassador and congressman who sat on the 9/11 Commission is urging the release of 28 pages that have been kept secret. Tim Roehmer (ROH’-mer) tells MSNBC the public should be allowed access to the material, which reportedly focuses on Saudi Arabia’s possible role in the Sept. 11, 2001 attacks that killed thousands.
 
     BEIJING (AP) – China’s Defense Ministry appears to have confirmed a test of an intercontinental missile over disputed waters in the South China Sea. In a cryptic statement, the ministry responded to a question about whether such a test had been conducted by saying technological research within China’s boundaries is normal.
 
     ANCIENT OLYMPIA, Greece (AP) – The flame for South America’s first Olympic games was ignited today in the place where the whole thing began: Ancient Olympia in Greece. The flame-lighting ceremony heralded the start of a 15-week journey that will culminate with the August 5 opening ceremony in Rio de Janeiro.
 
     WINDSOR, England (AP) – It’s a birthday party nine decades in the making. Britain’s Queen Elizabeth II is celebrating her 90th birthday with a day at home – home being Windsor Castle – and a short walk to meet her subjects.
