Valley City, ND (KCSi-T.V. News) — Valley City Police is asking for the public’s assistance, for additional information into the investigation of a stand off that occurred on New Year’s Day (2013) in Valley City.

Police were called to 636 Valley Avenue, Southeast in Valley City on January 1st about 2-a.m., responding to a call of an armed male, that was apparently suicidal, barricaded in the home.

Neighboring residents were evacuated from their homes, or to seek a safe place in their homes during the stand off as a safety precaution.

The stand off lasted about six hours when 45 year old Douglas Boppre left the home at about 7:40-a.m., without incident.

Valley City Police Chief Fred Thompson says during the stand off, authorities were unable to contact Boppre, either by phone, or response from a sound system.

Also called to the scene to assist Valley City Police were the Barnes County Sheriff’s Office, the James Valley Special Operations Swat Team, and the Valley City Fire Department. Also responding were Montana Dakota Utilities.

No injuries were reported.

After the standoff, recovered from the home were a rifle and ammunition.

Boppre is charged with terrorizing, and felon in possession of a fire arm felonies.   He’s also charge with preventing arrest or discharge of other duties, a Class A misdemeanor.

Jamestown, ND (KCSi-T.V. News) — Jamestown Regional Airport is seeing increases in boardings.

On Thursday’s (Jan 3, 2013) Wayne Byers Show on CSi Cable 2, Jamestown Regional Airport Manger, Matthew Leitner said, in December of 2012, Jamestown boardings were 300, a 20 percent increase over boardings in November of 2012.

He said that 300 figure, is comparable to average Jamestown boardings in 2010.

Leitner says the last three months of 2012, saw the numbers increasing from earlier in the year, since Great Lake Airlines took over Jamestown air service from Delta.

He pointed out that local officials are still working with Great Lakes Airlines to restart the Sky Miles program, previously with Delta Airlines.

He added that Jamestown passengers are able to work on reservations between the two airlines from a partial co-share program.

Leitner said the airport’s web site: flyjamestown.net has more information, including the revised flight schedule that was implemented on December 1, 2012, between Jamestown and the Twin Cities, plus additional information on making reservations, and getting in touch with local travel agencies.

Leitner said the Jamestown Regional Airport Authority Strategic Planning Session will be held on Saturday January 12, 2013, at 9-a.m., at the Administration Office.

He noted some of topics are expected to include, developing land adjacent to the airport, and hangar development.

In 2013 the airport will look at securing funds for a new beacon, with 90-percent federal funding.

 

 FARGO, N.D. (AP) – Fargo police say they’re investigating a home invasion-style robbery in the south part of the city.
 
Officers responded just after 10 p.m. Wednesday to a call that three men with guns had entered a home on Seventh Avenue South.
 
     Sgt. Jim Kringlie says three or four young adults who live at the residence told police that one of the suspects knocked on the door and asked for someone who didn’t live there. The man then pushed his way into the residence and was followed by three more males.
 
     Kringlie says the men reportedly demanded money and roughed up some of the people inside. One of the residents was checked out at a local hospital, but no serious injuries were reported.

 

GRAND FORKS, N.D. (AP) – Leaders of Upper Midwest farm groups are upset that Congress has extended the current farm bill rather than pass new legislation.
 
     The one-year extension of portions of the expired 2008 farm bill is part of the legislation to avert the “fiscal cliff” of major tax increases and spending cuts due to take effect with the new year. The extension keeps milk prices from rising but excludes other provisions such as disaster aid for farmers.
 
     Leaders of some farm groups tell Agweek the extension gives Congress more time to cut spending on programs that provide an income safety net for farmers and an affordable food supply for consumers.
 
     North Dakota Farmers Union President Woody Barth says in a statement that Congress is playing politics at the expense of farmers and ranchers.

 

BISMARCK, N.D. (AP) – A mining company’s search for evidence of diamonds in northeastern North Dakota has come up dry.
 
     But geologists remain buoyed by the potential for mining the precious stones in North Dakota. They say rock formations in the eastern part of the state mirror those in diamond-producing regions of Canada, which has the only diamond mines operating in North America.
 
     Kennecott Exploration Co. drilled the exploratory hole in Pembina County in 2010. State geologist Ed Murphy says results of the company’s drilling effort had been listed by regulators in confidential status until late last year.
 
     The company was searching for kimberlites, which are molten rock formations where diamonds may occur. Murphy says much of eastern North Dakota has the potential for kimberlite deposits.

 

 BISMARCK, N.D. (AP) – Officials say contributions have been met for a fund aimed at building affordable housing in North Dakota’s booming oil patch.
 
     The North Dakota Housing Finance Agency says more than 600 private investors have successfully capitalized the agency’s $15 million housing incentive fund.
 
     The program gives individual and business donors a dollar-for-dollar tax credit, and they can designate their contributions for specific projects.
 
     The Legislature approved $15 million in state income tax credits in 2011 to subsidize construction of $104 million in low-income dwellings.

FARGO, N.D. (AP) – U.S. Sens. John Hoeven of North Dakota and John Cornyn (KOHR’-nihn) of Texas have placed a friendly wager on the outcome of the NCAA Football Championship Subdivision title game between North Dakota State University and Sam Houston State.
 
     If NDSU wins, Cornyn will give Hoeven some Texas beef steaks. If Sam Houston State prevails, Hoeven will give Cornyn some North Dakota bison steaks.
 
     The title game is a rematch of last year’s FCS championship game, which NDSU won 17-6. This year’s game is Saturday afternoon in Frisco, Texas.

WASHINGTON (AP) – Embattled Ohio Republican John Boehner has been re-elected to a two-year term as House speaker. Despite open criticism and grumbling, only 10 Republicans voted for someone other than Boehner. In the Senate, Vice President Joe Biden swore in 12 new members and those who were either appointed or won re-election in November.  Illinois Sen. Mark Kirk, who had been absent for the past year while recovering from a stroke, slowly walked up the 45 steps to the Senate.
 
     WASHINGTON (AP) – A private survey out Thursday suggests the official December employment data being released tomorrow by the government could be positive. Payroll processor ADP says employers added 215,000 jobs in December. The survey showed companies added 39,000 construction jobs last month. That was partly in response to Superstorm Sandy but also an indication of a housing recovery.
 
     MONROE, Conn. (AP) – Students who attended Sandy Hook Elementary School in Newtown, Conn., were back in class Thursday, but in a different building in a different town. A gunman killed 20 of their classmates in Newtown and that school is still a crime scene. The more than 400 students are using a refurbished school in nearby Monroe that has been given the same name as their old school.
 
     WHITE PLAINS, N.Y. (AP) – It’s turned into a battle of Second Amendment rights vs. First Amendment rights. The clerk for Putnam County N.Y., is refusing to release the names and addresses of residents with pistol permits to a newspaper. Legal experts say it will be difficult for officials to deny handing over public records to The Journal News. The paper has drawn anger for publishing gun owner records in other nearby counties.
 
     NEW DELHI (AP) – Five men accused of raping a university student for hours on a bus as it drove through India’s capital have been charged with murder, rape and other crimes that could bring them the death penalty. The New Delhi attack on the 23-year-old woman has sparked fierce debate and daily protests. There have been signs of change including calls for tougher laws and reforms in the handling of sexual assaults.
