POLICE AND FIRE COMMITTEE

PUBLIC WORKS COMMITTEE

The committee recommends awarding the bid for the 2016 Seal Coat, Patching, Construction & Reconstruction District #16-41 to Border States Paving, Inc., in the amount of $1,841,367.55.

 

The committee recommends awarding the bid for a new motor grader to RDO Equipment, Inc., in the amount of $270,000.00 with a guaranteed buyback of $169,000.00, and including a $0 cost of repairs for 4500 hours or six years, for a net cost of $100,900.00.

 

The committee recommends awarding the bid for the 2016 Sidewalk, Curb & Gutter District # 16-11 to LD Concrete, Jamestown, ND, in the amount of $58,127.05.

Moved to the City Council without recommendation accepting the plans & specifications for the Cavendish Water Tower Interior Recoating Project and to authorize the Advertisement for Bids for the project. More information was needed.

 

The committee to approve a resolution to authorize the submission of a DWSRF loan application to the ND Public Finance Authority to fund the Southwest Water main Replacement Project District #16-62.

 

The committee considered the request of Prentice Kollman regarding the possibility of extending the frontage road on the west side of 281 South, south of 25th St SW, having purchased lots. The area is near the Chinese Restaurant.

The committee, pending a formal proposal and information from the NDDOT on costs, tabled the matter.

 

Discussion was held to determined possible action necessary regarding the Solid Waste Study including recycling, performed by HDR Engineering.

Mayor Andersen said with recycling,  costs of containers, and surveys of the existing customer base is needed, concerning container size,  and  she suggests a “pay as you throw,” fee schedule, and later, implement an automated equipment system.

She said a request for proposals to hire a contractor would come next.

Joan Morris from the City Beautification Committee asked about a time line.

Mayor Andersen said information and public meetings should be in place by budgeting for 2017, in July this year, including requests for proposals.

Morris indicated a willingness of the CBC to assist with a draft for the RFPs.

 

The committee recommends authorizing the CBC to draw up the draft.

Jamestown Area Chamber of Commerce, Executive, Becky Thatcher-Keller said the Chamber of Commerce, and CBC is willing to spearhead a public education effort including what items can be recycled.
