BISMARCK, N.D. (AP) – National Weather Service offices in more than a dozen states are surveying the public online about possible changes to how the agency delivers winter weather hazard messages.
Warning coordinator John Paul Martin in North Dakota tells The Bismarck Tribune that people might not understand the distinction between terms such as “watch,” “warning,” and “advisory.” The weather service wants to know whether its headline messages could be simplified.
The online survey provides side-by-side comparisons of actual weather headlines. During heavy snowfall in western South Dakota on Wednesday, the official headline on the Rapid City weather service website notified the public of a winter weather advisory while an alternative advised caution for snow and blowing snow.
Twenty-six weather service offices in 15 states are taking part in the project through March.
SIOUX FALLS, S.D. (AP) – The new year hasn’t brought any changes to drought conditions in the Dakotas. The latest U.S. Drought Monitor map shows just over half of North Dakota remaining in some form of drought. Another third of North Dakota remains classified as abnormally dry.
Valley City, ND (KCSi-T.V. News) — Valley City Police is asking for the public’s assistance, for additional information into the investigation of a stand off that occurred on New Year’s Day (2013) in Valley City.
Police were called to 636 Valley Avenue, Southeast in Valley City on January 1st about 2-a.m., responding to a call of an armed male, that was apparently suicidal, barricaded in the home.
Neighboring residents were evacuated from their homes, or to seek a safe place in their homes during the stand off as a safety precaution.
The stand off lasted about six hours when 45 year old Douglas Boppre left the home at about 7:40-a.m., without incident.
Valley City Police Chief Fred Thompson says during the stand off, authorities were unable to contact Boppre, either by phone, or response from a sound system.
Also called to the scene to assist Valley City Police were the Barnes County Sheriff’s Office, the James Valley Special Operations Swat Team, and the Valley City Fire Department. Also responding were Montana Dakota Utilities.
No injuries were reported.
After the standoff, recovered from the home were a rifle and ammunition.
Boppre is charged with terrorizing, and felon in possession of a fire arm felonies.
He’s also charge with preventing arrest or discharge of other duties, a Class A misdemeanor.
Those with additional information about the incident are asked to call Valley City Police at 701-845-3110.
Jamestown, ND (KCSi-T.V. News) — Jamestown Regional Airport is seeing increases in boardings.
On Thursday’s (Jan 3, 2013) Wayne Byers Show on CSi Cable 2, Jamestown Regional Airport Manger, Matthew Leitner said, in December of 2012, Jamestown boardings were 300, a 20 percent increase over boardings in November of 2012.
He said that 300 figure, is comparable to average Jamestown boardings in 2010.
Leitner says the last three months of 2012, saw the numbers increasing from earlier in the year, since Great Lake Airlines took over Jamestown air service from Delta.
He pointed out that local officials are still working with Great Lakes Airlines to restart the Sky Miles program, previously with Delta Airlines.
He added that Jamestown passengers are able to work on reservations between the two airlines from a partial co-share program.
Leitner said the airport’s web site: flyjamestown.net has more information, including the revised flight schedule that was implemented on December 1, 2012, between Jamestown and the Twin Cities, plus additional information on making reservations, and getting in touch with local travel agencies.
Leitner said the Jamestown Regional Airport Authority Strategic Planning Session will be held on Saturday January 12, 2013, at 9-a.m., at the Administration Office.
He noted some of topics are expected to include, developing land adjacent to the airport, and hangar development.
In 2013 the airport will look at securing funds for a new beacon, with 90-percent federal funding.
DICKINSON, N.D. (AP) – An out-of-state man faces an attempted murder charge after a New Year’s Eve shooting outside a bar in the western North Dakota oil patch town of Gladstone.
A judge has set bond for 44-year-old Robert York at $250,000. Court documents do not list an attorney for him. Documents list his home as being in Hedrick, Iowa, but authorities say he came to North Dakota from the Phoenix area in Arizona.
Stark County State’s Attorney Tom Henning says York allegedly tried to shoot Gladstone resident Justin Willis in the face with a sawed-off shotgun after an apparent bar fight. Two brothers from Iowa are charged as accomplices. Henning says the three had been doing concrete work in the area.
The prosecutor says Willis suffered only minor injuries and was not hospitalized.
FARGO, N.D. (AP) – Police in Fargo say a group of men forced their way into a home with guns and demanded money. Witnesses said one of the men knocked on the door Wednesday night and asked for someone who didn’t live there before pushing his way inside the house. Three more men followed. No one was seriously injured.
FARGO, N.D. (AP) – Authorities in Fargo say they’ve recovered materials alleged to have been used in the manufacturing of several thousand dollars in counterfeit bills.
Fargo Deputy Chief Patrick Claus says the department and the U.S. Secret Service initiated an investigation into reports of counterfeit currency being distributed within the Fargo-Moorhead area beginning Dec. 31.
Four incidents involving fake bills were reported Wednesday in Fargo, two in Moorhead, Minn., and one in West Fargo.
The Red River Valley SWAT Team executed a search warrant Thursday morning that resulted in equipment used to manufacture the counterfeit $20, $10, $5 and $1 bills.
Claus says 32-year-old Terry Bruce Higdem and 33-year-old Nicholas Tom Seeley, both from Fargo, were each arrested on a counterfeiting charge. Attorney information was not immediately available.
DEVILS LAKE, N.D. (AP) – The commander of a North Dakota National Guard training center is retiring.
Col. Dave Rickford has been in charge of the Camp Grafton Training Center for the last two years. He has served with the Guard for 36 years.
Prior to taking over duties at the camp, Rickford served as director of operations and training, director of manpower and personnel, and mobilization readiness officer.
Camp Grafton has multiple training operations, including cook school, demolition ranges and weapons qualification ranges. The facility has several devices, simulators and other systems to help prepare guard members for duty.
A retirement ceremony for Rickford is planned for Friday at 3 p.m. at the camp’s Military Service Club.
ALEXANDER, N.D. (AP) – A new hotel under construction in Alexander will test a lodging concept in North Dakota’s oil patch.
The 70-room Shut Eye Hotel is slated to open this month. The hotel is a modular, steel structure designed to go up in 90 days. Officials say it can be disassembled just as quickly.
Company officials say the concept is popular in Europe.
BISMARCK, N.D. (AP) – Officials say contributions have been met for a fund aimed at building affordable housing in North Dakota’s booming oil patch.
The North Dakota Housing Finance Agency says more than 600 private investors have successfully capitalized the agency’s $15 million housing incentive fund.
The program gives individual and business donors a dollar-for-dollar tax credit, and they can designate their contributions for specific projects.
The Legislature approved $15 million in state income tax credits in 2011 to subsidize construction of $104 million in low-income dwellings.
BISMARCK, N.D. (AP) – The search for diamonds in northeastern North Dakota has come up dry. But geologists remain optimistic about the potential for mining the precious stones in the state. Kennecott Exploration searched for kimberlites in Pembina County in 2010 but found none. Kimberlites are molten rock formations where diamonds occur.

UNDATED (AP) – Seven NFL coaches vacancies are up for grabs, with three revolving around Andy Reid.
A person familiar with the situation tells the AP that the former Eagles coach is in deep negotiations with the Chiefs to replace Romeo Crennel (kreh-NEL’).
The two sides are working out the details and Reid has canceled plans to interview for other openings, according to the person who spoke to the AP on condition of anonymity because they were not authorized to discuss the negotiations.
With Reid seemingly out of the picture, the Arizona Cardinals have received permission to interview Pittsburgh offensive coordinator Todd Haley for their head coaching job, according to a person with knowledge of the situation.
Haley is a former head coach of the Chiefs and was offensive coordinator for Arizona in the Cardinals’ Super Bowl run in the 2008 season.
Cardinals defensive coordinator Ray Horton and Denver Broncos offensive coordinator Mike McCoy are also pursuing the job.
The Eagles will interview Broncos offensive coordinator Mike McCoy on Sunday in Denver. The Eagles have already interviewed Atlanta Falcons defensive coordinator Mike Nolan and special teams coordinator Keith Armstrong since Reid was fired on Monday following a 4-12 season.

NHL LABOR…
NEW YORK (AP) – The NHL lockout heads into its 111th day without a resolution.
A league spokesman announced shortly before 9 p.m. that federal mediator Scot Beckenbaugh was still working with the sides, but they would not get back to the bargaining table before Friday morning.
After a long night of talks Wednesday, the league and the union returned to the bargaining table Thursday afternoon in New York, talking for about an hour before going their separate ways.
The sides have moved closer to one another while swapping proposals, but key issues remain, including salary cap and pensions.
Commissioner Gary Bettman says he’s told the union a deal needs to be in place by next week so a 48-game season can begin Jan. 19.

BRUSSELS (AP) – The European Union’s official statistics office reports no change in the inflation rate for the 17 nations using the euro. The 2.2 percent figure is above the European Central Bank’s target of keeping the annual rate of price rises “just below 2 percent.”
WASHINGTON (AP) – A $9.7 billion flood insurance measure that’s part of a broader Superstorm Sandy aid package is expected to win congressional approval today. The House votes first and the Senate is expected to follow suit. The other part of the total $60 billion package will be considered Jan. 15.
