The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then slowly lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. On Memorial Day the flag should be displayed at half-staff until noon only, then raised to the top of the staff.

BISMARCK, N.D. – In accordance with a proclamation signed by President Barack Obama, Governor Jack Dalrymple has proclaimed Memorial Day, Monday, May 30, a day of prayer in North Dakota, and has directed all state government agencies to fly the American and North Dakota flags at half-staff from sunrise until noon on that day.

 

In addition, Dalrymple calls on North Dakotans to observe the President’s request that Americans unite in prayer at 11 a.m. local time on that day, and that a moment of silence also be observed at 3 p.m. local time for the National Moment of Remembrance.

 

“On Memorial Day, we honor the patriots who, since our nation’s founding, have performed incredible acts of valor that shaped the course of history and preserved the liberties of this great country for future generations,” said Dalrymple. “We remember those who laid down their lives in the name of freedom, heroes who willingly stepped forward to defend all we hold dear as Americans. For that extraordinary measure of devotion, we will forever be grateful, and forever be proud.”

 

Dalrymple and First Lady Betsy Dalrymple will commemorate Memorial Day by attending a ceremony at the North Dakota Heritage Center in Bismarck beginning at 10 a.m. They will also attend a ceremony at the North Dakota Veterans Cemetery, south of Mandan, beginning at 12 p.m.
