…Flood and Water Resources Outlook…

This probabilistic Spring Flood and Water Resources outlook is for

the Missouri and James River basins of North Dakota and covers

the period of late May through late August.

The following message has four sections. The first provides some text

on the highlights of this outlook and conditions affecting the local

hydrology. The second section gives the current and normal/historical

risks of flooding as determined by the Ensemble Streamflow Forecast

model of the National Weather Service. The third section gives the

current probabilities for reaching flood stage at the listed forecast

locations. And finally, the fourth section covers the risk of the

river sites falling below the listed stages.

…Flood Outlook Highlights…

This outlook contains the probabilities for reaching flood stage

at the forecast points within the Missouri and James River basins

of North Dakota. Due to recent widespread and heavy rainfall, what

had been seasonally below normal probabilities for flooding are

now much closer to normal as recent rains now occupy a good

portion of the soil column’s capacity to hold water.

…Current Conditions…

Despite recent widespread and heavy rains, rivers tend to remain near

the low end of normal. Recent rains have brought soil moisture levels

into the normal, but not excessively wet range over the past couple of

weeks.

…Weather Outlook…

The month of May has generally seen scattered rainfall totals with no

really large areas being either exceptionally dry or excessively wet.

In the near term 6-10 and 8 – 14 day outlooks the expectation is for

above normal temperatures and below normal precipitation once the

current wet pattern subsides. This transitions into a generally equal

chance for above normal, near normal, or below normal precipitation and

temperature pattern for June with the three month outlook suggesting a

slightly enhanced chance for above normal temperatures while retaining

the equal chance for precipitation.

 

 

Jamestown  (CSi)  The Jamestown City Fire Department was called to a garage fire early Monday morning.

The fire destroyed a garage and heavily damaged the kitchen of a home  at approximately 12:20 a.m. at 613 14th Street. Southeast.

Jamestown City Fire  Chief Jim Reuther says 21 fire fighters and four units firefighters remained the scene until about 2 a.m.

No injuries were reported.

The cause of the fire is under investigation.

 

Jamestown  (CSi)  Authorities were called to a Southwest Jamestown business late Friday morning where a suspected explosive device was spotted.

Jamestown Assistant Police Chief, Maj. John Johnson says police responded at 11:44 a.m., to GCR Tires & Service at  1819 8th Avenue near Highway 281 South.

Johnson, says an employee of the tire center found “a homemade explosive device” behind the store.

Johnson reported that  officers created safe zone, blocking off access to the area for about a half block. Individuals in the safe zone were apprised of the situation.

The Red River Regional Bomb Squad from Fargo was called,  and arrived on the scene at 2:20 pm,  removing the suspected explosive device from behind the building.

GCR Tires & Service was evacuated when the bomb squad removed the device.

He says the device was a half a football in size, and was wrapped in tape, appearing to have something inside it.

Johnson adds, “There were fuses or something sticking out of it.”

Johnson said the bomb squad took the device back to Fargo where it will be analyzed and the findings will be sent to the Jamestown Police Department.

 

Jamestown (CSi) Wes Anderson, Director, of the Barnes County Historical Society, of Valley City was awarded a plaque from John Andrus of the Bluegrass Association of North Dakota.

The inscription reads: “In appreciation for hosting Monthly Bluegrass Jam Sessions, the Bluegrass Association of North Dakota is pleased to recognize Barnes County Museum as a valued partner in promoting the joys of homemade bluegrass music for musicians and listeners, alike. Presented this 16th day of April, 2016. President John Andrus. Jams are the second Saturday of each month, 1:00-5:00PM.”

Anderson says, “We’re honored to host the monthly Bluegrass jam sessions as it is a wonderful use of the museum facility to celebrate not only history, but the arts. It brings people to the museum and is one more reason to come and participate!”

 

Jamestown (CSi)  Early voting in Stutsman County starts Tuesday and runs through June 10th, at the Stutsman County Courthouse from 8-a.m. to 5-p.m.  A voting area will be set up in the lobby area on the first floor of the courthouse.

The courthouse will not be open for early voting on Saturdays this year, or on Monday June 13th.

Stutsman County Auditor and COO Casey Bradley says, there has not been a large number of early voters on Saturdays the past two elections.  The change also saves the county paying the election staff on those days.

He says on June 13th the staff  converts the data from all the early voting and absentee ballots to final elections data to make sure no one tries to vote twice.

132 absentee ballots have been sent to voters in Stutsman County, and  as of last Friday, 59 have been returned.

The primary election along with Jamestown City Council, City Park Board and Jamestown Public School Board elections will be held June 14.

County Commission candidates will be nominated to run in the November General Election.

Two ballot measures  will be decided in the primary election. State Measure 1 asks voters to approve Senate Bill 2351, the corporate farm law, which if approved will allow corporations to own and operate hog and dairy farms of up to 640 acres in North Dakota.

Stutsman County Measure 1 asks county voters if they would approve changing the county state’s attorney position to an appointed position or leave it an elected position.

Voters  can only vote under one political party on the primary election ballot. If anyone votes for candidates in different political parties on the same ballot, that ballot will be disqualified.

On the non-party portion of the ballot voters will decide on the state superintendent of public instruction, North Dakota Supreme Court justice and Southeast District Court judges.

The state ballot for North Dakota political parties lists candidates for U.S. Senate, U.S. House of Representatives, North Dakota Legislature and governor. Also listed on the political parties portion of the ballot are the state auditor, state treasurer, state insurance commissioner and public service commissioner

Other questions are on the non-party ballot are, whether the City Council should publish its meeting minutes in the official city newspaper. The other question asks if the Jamestown Public School District should publish a record of the proceedings from the School Board in a newspaper of general circulation of the school district for the next two years. Currently the Jamestown City Council and Jamestown Public School Board publish meeting minutes in The Jamestown Sun.

Bradley said primary elections don’t always mean there will be large voter turnouts. He said there was a high turnout in the 2014 general election, the one with eight state measures to vote on.

 

BISMARCK, N.D. (AP) — North Dakota voters will decide next month whether to uphold the 2015 Legislature’s move to loosen the state’s nearly century-old ban on corporate farming.

Lawmakers decided to allow non-family corporations to own hog and dairy operations.

Supporters say the exemption is needed to save the two dying industries by giving them more access to capital and opportunities to expand. They point out that the ban on corporate farming has not stemmed a steady loss of family farms through the years.

Opponents say family farming has served North Dakota well, and there’s no reason to change. They worry about opening the barn door to large, out-of-state corporations that might be less environmentally responsible — and tougher to be held accountable.

 

Binford  (CSi)  The north Dakota Highway Patrol reports a 35-year-old Binford woman was killed in a rollover Saturday morning on N.D. Highway 65, near milepost 2, about 2.5 miles east of Binford.

The report says 34 year old Matthew Bakke, of Binford, was driving a 1993 Jeep Grand Cherokee west on Highway 65 at about 2:27 a.m. The patrol says the Jeep crossed the eastbound lane and entered the south ditch. Bakke lost control of the Jeep, overcorrected back onto the roadway and entered the north ditch. The Jeep’s tires got caught in the ditch, causing the Jeep to roll several times. The rolling Jeep was stopped upright after it struck a tree.

Bakke was injured in the crash. His passenger, the 35-year-old Binford woman, died from her injuries she sustained from the crash.

The patrol said Bakke was not wearing a seat belt. His passenger was wearing a seat belt.

Bakke was transported by Cooperstown Ambulance to Cooperstown Medical Center and later transported by Life Flight to Sanford Medical Center in Fargo.

The patrol said alcohol was a contributing factor in the rollover.

The crash remains under investigation by the patrol.

The Griggs County Sheriff’s Department, Steele County Sheriff’s Office and Binford Fire and Rescue also responded to the scene.

 

WOLFORD, N.D. (AP) – A Rugby man was killed and four other people were injured when the horse-drawn wagon they were riding was rear-ended by a three-quarter-ton pickup truck.
 The crash happened about 4:30 p.m. Saturday on state Highway 17 just west of Wolford, in Pierce County.
 The Highway Patrol says 53-year-old Bradley Cichos, of Rugby, died at the scene, along with the two Clydesdale horses pulling the wagon.
 The four other people who were hurt were from Rugby and Wolford and ranged in age from 4 years to 61 years. Their conditions weren’t released.
 The 75-year-old Wolford man driving the pickup wasn’t hurt.
 No charges were immediately filed. The patrol is continuing to investigate.

 

 WEST FARGO, N.D. (AP) – West Fargo police arrested a motorist who allegedly struck two mailboxes, a road sign and another vehicle, causing minor injuries to two occupants of the other vehicle.
 
     Police responded to four complaints about the driver about 10 p.m. Sunday. They eventually arrested him for refusing a drunk driving test, along with a hit-and-run count and several other driving violations.
 
     The state’s attorney’s office will decide on formal charges against the 36-year-old Fargo man.

 

GRAND FORKS, N.D. (AP) – A teenager was taken to a Grand Forks hospital after being found unresponsive in a swimming pool at an apartment complex.
 
     Police say the 13-year-old girl was unconscious and not breathing when she was pulled from the bottom of the pool shortly after 7 p.m. Sunday. She was given CPR on the scene and began breathing on her own before she was taken to the hospital.
 
     Police said Monday that the girl’s condition was not known.
 
     Authorities say they’re investigating the incident as an accident.
 

 

  BISMARCK, N.D. (AP) – A 19-year-old man is in custody in Bismarck after allegedly firing a gun at a group of people.
 
     Police responded to the scene shortly before 11 p.m. Sunday. People in the group told officers that a man they didn’t know had started a fight, then retrieved a handgun and fired one shot into the air and two shots aimed at them. No one was hurt.
 
     Officers arrested the man for attempted murder, reckless endangerment and criminal mischief. Formal charges were pending.
 

 

WILLISTON, N.D. (AP) – Two weeks after the fatal shooting of two people in Williston, police haven’t made an arrest or identified a suspect.
 
     Friends of the two people who were shot say  they’re frustrated that authorities have released few details about the case.
 
     Twenty-four-year-old Diandre Lott and 23-year-old Donzell Washington were found dead of multiple gunshot wounds in an apartment complex on May 17. Police detained a man and a woman who lived in the apartment for questioning but then released them.
 
     Police say they’re in the process of interviewing people and are still awaiting results of an autopsy and evidence testing.
 
     Lott and Washington came to the western North Dakota oil patch hub from Cleveland. Funerals were scheduled for both men Tuesday in Ohio.
 

MINOT, N.D. (AP) – Authorities have issued an arrest warrant for a man they say sneaked into the Minot zoo and was bitten by a bear.

Twenty-one-year-old David Shepard is wanted on a felony criminal trespass charge that carries a maximum punishment of five years in prison. Court documents don’t list an attorney for him, and a home telephone listing couldn’t be found.

Police allege Shepard and another man climbed the Roosevelt Park Zoo fence late on May 21, while under the influence of alcohol. Shepard allegedly stuck his right arm through the bars of the bear cage and was bitten on the hand.

Twenty-three-year-old Cody Kage faces the same charge. Court documents don’t list an attorney for him, and a home telephone listing couldn’t be found. He could enter a plea June 30.

 

 MINOT, N.D. (AP) – A man was arrested in Minot for allegedly squatting in a home while the owners were away.
 
      Friends of the homeowners were checking on the house recently when they noticed a basement window broken out. They found belongings inside the home indicating that someone had been staying there.
 
     Neighbors alerted police when the trespasser returned, and officers arrested a 42-year-old man.
 
     Authorities say the man had been living in the house without permission, and also had been driving a pickup truck stolen from a local dealership.

 

 GRAND FORKS, N.D. (AP) – A center to help soldiers and veterans is opening in Grand Forks.
 
     The Vet Center opening Tuesday will offer counseling and other services to veterans, service members and their families on weekdays. It will be housed in The Link, a Grand Forks Housing Authority facility.
 
     U.S. Senator Heidi Heitkamp says the U.S. Department of Veterans Affairs is opening the outpost on a trial basis and will evaluate its success after six months.

 BISMARCK, N.D. (AP) – North Dakota’s former state wildlife chief and some Democrats are opposing the potential transfer of public land around Lake Oahe to private landowners. Randy Kreil (kryl) and some Bismarck-area Democratic legislative candidates say the possible transfer of more than 9,000 acres would be unfair to hunters, anglers and outdoors enthusiasts. The governor’s office says the possible return of some public lands to private ownership is being discussed, but preserving public access in a focus.

 

FARGO, N.D. (AP) – The University of North Dakota’s national championship hockey trophy is going on tour.
 
     The Fighting Hawks captured their eighth NCAA Division I men’s hockey title on April 9 with a 5-1 victory over Quinnipiac at the Frozen Four in Tampa.
 
     Coach Brad Berry’s team also won its second straight Penrose Cup as the National Collegiate Hockey Association champs.
 
     The trophy will be on display and available for pictures at Scheels stores in Fargo on Wednesday, Grand Forks on Friday, and Minot and Bismarck on Saturday.

 

High School Softball…

Fargo  (CSi)   The Valley City Hi-Liner Girls Fast Pitch Softball team in 11 innings Saturday in Fargo defeated Fargo Davies 6-5 in an EDC state qualifier game.

Earlier Saturday, Fargo Shanley defeated Valley City 5-3.

The lady Hi Liners now  advance to the state tournament as the Number 3 seed in the east and will play the Number 2 seed in the west, the Jamestown Blue Jays on Thursday, June 2nd. The first pitch will be thrown  between 6-p.m. and 6:30-p.m. in Jamestown.

Minot (CSi)  At Minot’s South Hill Softball Complex on Friday,  the Blue Jays defeated the host team Majettes 6-5 in the quarterfinals of the West Region softball tournament.

Then on Saturday, he Blue Jays defeated  second-seeded Bismarck Century 9-3 in the semifinals of the West Region tournament.

In the conference championship game, they  lost to top-seeded Dickinson 3-0. But the victory over the Patriots locked up the fifth-year varsity program’s second consecutive state appearance.

That means, the Blue Jays will be home to play in the Class A state softball tournament.

The Class A state softball tournament will begin Thursday at Jamestown’s Trapper Field. The Jays play Valley City at approximately 6:30 p.m., in the final game of the day, a rematch of last season’s state quarterfinal, which the Blue Jays won.

 OAKLAND, Calif. (AP) – Coco Crisp homered leading off the game, Khris Davis hit a tiebreaking sacrifice fly in the sixth inning and the Oakland Athletics beat the Minnesota Twins 3-2 on Monday.

 All of the A’s runs came off Twins starter Erwin Santana, who had only lost twice in 12 previous career starts at the Coliseum. Santana (1-4) gave up seven hits in seven innings with five strikeouts.

  OAKLAND, Calif. (AP) – The Golden State Warriors are in the NBA Finals for the second straight year after becoming the 10th team to win a series after trailing 3-1. Stephen Curry hit seven 3-pointers and scored 36 points as the Warriors downed Oklahoma City 96-88 to capture the Western Conference finals. Klay Thompson had 21 points for the Warriors, who trailed by six before outscoring the Thunder by 17 in the third quarter.

  Game 1 of the finals is Thursday as the Warriors take on the Cleveland Cavs.

 PITTSBURGH (AP) – Nick Bonino scored with 2:33 remaining to give the Pittsburgh Penguins a 3-2 victory over San Jose in Game 1 of the Stanley Cup finals. Rookies Bryan Rust and Connor Sheary scored 62 seconds apart in the first period to put the Pens up 2-0, but the Sharks tied it on goals by Tomas Hertl and Patrick Marleau in the second period. Martin Jones kept the Sharks in the game by making 17 of his 38 saves in the final period.

     OMAHA, Neb. (AP) – Florida will have to break the curse of the No. 1 seed to win its first national championship in baseball.
 
     The Gators were awarded the top seed in the NCAA baseball tournament Monday, leading a record four Southeastern Conference teams among the eight national seeds. Florida (47-13) was ranked No. 1 in the polls for most of the season and finished runner-up to Texas A&M in the SEC Tournament.

 

FRENCH OPEN…

PARIS (AP) – With more bad weather expected Tuesday, French Open organizers are trying to get as many matches as possible out of the way before the rain.
 
     After Monday’s complete washout at the clay-court Grand Slam, matches will start at 11:00 a.m. – three hours earlier than initially planned – and be spread over more courts.
 
     Top-ranked Novak Djokovic takes on 14th-seeded Roberto Bautista Agut in the first match on Court Philippe Chatrier, playing for a place in the quarterfinals.
 
     They will be followed by defending champion Serena Williams in her delayed fourth-round match against 18th-seeded Elina Svitolina.
 
     The first men’s quarterfinals are also scheduled: Second-seeded Andy Murray against Richard Gasquet, and defending champion Stan Wawrinka against Albert Ramos-Vinolas.

PHILADELPHIA (AP) – North Carolina has won the men’s NCAA lacrosse championship by nipping Maryland 14-13 on Chris Cloutier’s overtime goal. Cloutier finished with five goals in the title game following his record nine-goal performance against Loyola in the semifinals. Luke Goldstock added four goals to help the Tar Heels claim their first national title in 25 years.

     MADRID (AP) – Chicago Bulls center Pau Gasol (POW guh-SAWL’) says he’s considering not playing for Spain at the Olympics in Rio de Janeiro because of the Zika virus.
 
     The Olympic veteran says there is too much uncertainty about the situation in Brazil, adding that anyone going to Rio for the games should consider the risk.
 
     Gasol says other Spanish athletes have also expressed their concerns about the virus and are considering skipping the games. However, he didn’t give their names.

 

In world and natioanl news…

 FORT WORTH, Texas (AP) – Two years ago in southeast Texas, the Brazos River was bone dry, but today it’s expected to hit a record crest of 53.5 feet in Fort Bend County, raising flood worries in the region. The area has suffered through four days of torrential rain and the deaths of six people in floods. A Brazos River Authority map shows all 11 of the reservoirs fed by the Brazos at 95 to 100 percent capacity.
 
     LISBON, Portugal (AP) – The European Union drug agency is warning today that Ecstasy is making a comeback. The agency says online sales and targeted marketing is helping to drive the revival, making it “a common stimulant of choice for young people.” It’s still dwarfed by marijuana, however.
 
     KABUL, Afghanistan (AP) – The Taliban have staged a bus attack in northern Afghanistan, killing nine people and abducting at least 35. Officials say Taliban wearing Afghan army uniforms forced passengers off the buses in Kunduz province, then killed or abducted them. The Taliban are increasingly active in the area and have been behind previous mass abductions.
 
     GENEVA (AP) – The U.N. refugee agency says it was a grim week on the Mediterranean for refugees and other migrants trying to reach Europe. UNHCR spokesman William Spindler says survivors’ accounts indicate that shipwrecks and capsized boats have claimed at least 880 lives. He says this year is proving to be “particularly deadly” with some 2,510 lives lost.
 
     SEOUL, South Korea (AP) – South Korea’s military says North Korea’s latest rocket fizzled today. It’s the fourth in a series of high-profile failures that somewhat temper recent worries that the North is pushing quickly toward its goal of a nuclear-tipped missile that can reach America’s mainland. South Korea’s Yonhap news agency said the missile was a powerful mid-range vehicle which could potentially reach U.S. military bases in Asia and the Pacific.
