Jamestown (CSi) The Jamestown Police Department is warning residents of a convicted sex offender who is living out of the county, but working in Jamestown.
Ramon Martinez, Jr., is living at the Parkhurst Campground and working in Jamestown.
Has presently has no vehicle.
He is a 37 year old male, five feet six inches tall, and 150 pounds, with brown eyes and black hair.
He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.
He has been convicted of Corrupt/Solicitation of a minor involving a 15 year old girl at his Fargo residence.
Convicted in December of 2007 in Cass County District Court.
Disposition, five years, one year suspended, 10 years supervised release.
He has been convicted of Corrupt /Solicitation of a minor providing alcohol to a 16 year old girl and then had sex with her.
He was convicted in October of 2001 in Richland County District Court.
Disposition, one year-359 days suspended for one year.
He is currently on probation with North Dakota Parole and Probation, is on GPS monitoring.
Martinez is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) The Jamestown City Fire Department was called out at 9-a.m., on Tuesday to 1012 10th Street Northeast.
Lt. Sheldon Mohr says a lawn chair outside the building was on fire, with the likely cause, smoking materials.
No other damage, and no injuries reported.
The five city fire units and 21 firefighters cleared the scene at 9:13-a.m.
Jamestown (CSi) The Jamestown City Council’s Finance & Legal Committee
Building, Planning & Zoning Committee, and Civic Center & Promotion Committee
met Tuesday evening at City Hall. Council Member Gumke was not present.

The committee recommends approval of JSDC documents and agreement of:

Revised Agreement Between The City of Jamestown and Stutsman County and JSDC
The committee considered the request from JSDC for $154,000.00 from Economic Development Funds to be used along with $56,000.00 from the Stutsman Rural Water District to provide the community share of funds for the next phase of the Red River Valley Water Supply project engineering study, the design phase, with the City Share to be $138,600.00.
Mayor Andersen said that water supply would be more cost effective than and independent means of supplying a large amount of water to the Spiritwood Energy Park for a major industry.
The committee recommends to approve the request.
Also on Tuesday, the Stutsman County Commission unanimously approved committing $15,400 of its 2017 budget to pay its share of $154,000.
Considered the request from Jamestown Tourism for $75,000.00 in matching fund to tourism grants with the City Share to be $60,000.00.
The committee recommends approval of the request.
The committee considered the request from the JSDC to provide $50,000.00, in matching funds from Economic Development Funds, to Spiritwood Ingredients, LLC, (barely processing plant for aquaculture) for a Basic and Applied Research Grant through APUC (approved 100% at $50,000) with the City Share to be $45,000.00.
The committee recommends approval.
The committee recommends allowing the request from the JSDC to approve the transfer of 320 acres (East ½ of Section 28, Spiritwood Township) into the Spiritwood Energy Park Association.
The committee recommends the approval of the JSDC 2017 Budget as presented.
The budget is a 3-percent increase, over 2016.

Valley City (CSi) The Valley City Commission met in Regular Session, Tuesday evening at City Hall. All members were present, City Administrator Schelkopf was not present.

Lloyd Nelson was concerned about increases in the Muncipal Electric Utility bill.
He said the installation of the “smart meters,” was suppose to keep the costs in check.
Commissioner Pedersen said the city had not made increases and is now “playing catchup” with the increases.
He said the city will take Nelson’s feedback into consideration.
ORDINANCES
City Commissioners approved the second and final reading of an Ordinance recodifying Title 7, Buildings, Signs, Streets, Sidewalks, Curbs and boulevards. City Attorney Myhre said the major change concerned signage and permits.
Commissioners approved the second and final reading of an Ordinance recodifying Title 16, Land Subdivision Regulations for new development, and encourages more walking within the city.
From the audience Sharon Buhr thanked the commission for its action on behalf of the On The Move, program.
Commissioners approved the second and final reading of an Ordinance rezoning from R-4 Multi Family District to B-1 Central Business District for real property legally described as the East 39.95 feet of Lot 3, all of Lots 4, 5, and 6, Block 34, Original Townsite to the City of Valley City, Barnes County, North Dakota. Attorney Myhre noted that the Ordinance addresses the owners of the Auditorium building to re-purpose the building for a daycare facility.
RESOLUTIONS
Approved a Resolution Creating Paving Improvement District No. 112. KLJ explained the area includes, three projects on Main Street. The exception is the area near the Rosebud Visitors Center and a section that includes the downtown area, and 5th Avenue Northeast to the Rainbow Bridge area, that were previously improved.
NEW BUSINESS
The City Commission approved appointing Tony Kobbervig, replacement for a resigned member, to the Zoning Board of Adjustments (Variance Committee) for a three year term.
The City Commission approved the Valley City Barnes County Development Corporation’s request of $13,500 to increase child care capacity. Director Jennifer Feist explained that the request is made toward additional expenditures for children under care, to create 50 more slots for additional children. She pointed out a great need in the community for infant care.
From the audience, before the vote, Lloyd Nelson suggested the Commission study the request further before acting.
CITY UPDATE & COMMISSION REPORTS
City Building Inspector Dave Andersen said so far this year new residential building permits issued are at $3,313,118.
He pointed out that Petro Service is planning improvements, and more housing and business addition permit requests are coming in.
He urges residents to clean up and keep yards mowed in the city.
KLJ reported that foundations are going in for the flood walls, under the Permanent flood control project.

BISMARCK, N.D. (AP) – Police say thousands of dollars of tools have been stolen from construction trailers at the site of the new jail for Burleigh and Morton counties.
Authorities say nearly $2,000 in saws and drills were taken from one locked trailer.
Police say almost $6,000 in property was taken from another trailer. Copper wire has also been stolen previously.
MINOT, N.D. (AP) – A former nurse at a Minot hospital has been convicted of stealing prescription drugs to help his girlfriend detox.
Harold Dupriest faces up to five years in prison.
Authorities say the 57-year-old stole prescription drugs from Trinity Hospital between July 2014 and September 2015.
Police accompanied Dupriest to a hotel room in September 2015 after pulling him over and found a woman on a bed in a room containing medical supplies.
Authorities say that Dupriest told police that he met the woman at the hospital and she requested help detoxing after she got out.
Officials who searched the room say they found needles, medicines and empty syringes of morphine and lorazepam.
An attorney for Dupriest didn’t immediately return a request for comment.
BISMARCK, N.D. (AP) – North Dakota Gov. Jack Dalrymple has directed state government agencies to fly the state and U.S. flags at half-staff to respect law officers who were killed in Louisiana.
Dalrymple is encouraging state residents to do the same, until sunset Friday. It’s in accordance with a directive from President Barack Obama.
Two police officers and a sheriff’s deputy were killed in Baton Rouge on Sunday after being ambushed by a lone gunman. Baton Rouge is where police on July 5 fatally shot Alton Sterling, a 37-year-old black man outside a convenience store. Sterling’s death sparked nationwide protests.
Flags have been flying at half-staff to honor the victims of the attack in Nice, France, and were to be raised to full-staff at sunset Tuesday. They’ll now remain lowered for another three days.
FARGO, N.D. (AP) – Storms brought rain to North Dakota over the past week, but they also dropped hail that caused varying amounts of crop damage.
The Agriculture Department says in its weekly crop report that the moisture boosted pastures and replenished water supplies in dams and ponds.
Pasture and range conditions statewide are rated 60 percent good to excellent. Stock water supplies are 77 percent adequate to surplus.
Topsoil moisture statewide is rated 87 percent adequate to surplus, and 82 percent of subsoil moisture is in those two categories.
The report says farmers across the state are busy preparing equipment for the small grains harvest. Spring wheat coloring is at 51 percent, well ahead of the long-term average of 21 percent.
DICKINSON, N.D. (AP) – U.S. Sen. John Hoeven says the federal Department of Transportation has ordered United Airlines not to pull out of Dickinson until a replacement is found to provide subsidized air service to the city in the slumping oil patch.
United recently announced it planned to discontinue service to the city effective Sept. 27. The airline provides twice-daily nonstop service between Dickinson and Denver.
DOT has issued a request for airlines to submit proposals by Aug. 15 to serve Dickinson under the Essential Air Service program.
Hoeven is asking the agency to conduct an expedited review of proposals and swiftly award a new contract.
DEVILS LAKE, N.D. (AP) – District 15 Republicans have chosen retired Towner County farmer Greg Westlind to replace the late Rep. Curtis Hofstad of Devils Lake in the Legislature.
Hofstad died of an apparent heart attack in mid-June, in the middle of his latest term. He had served in the state House since being first elected in 2006.
He will take the oath of office just prior to the start of a special session of the Legislature that begins Aug. 2. Gov. Jack Dalrymple last week called the special three-day session to address state budget shortfalls.
Westlind says he’s honored to have been selected to replace Hofstad. His appointment runs through November. He says he will seek the party’s endorsement to get on the ballot this fall.
WILLISTON, N.D. (AP) – Williston is eliminating extra money paid to city employees to help them with the higher cost of living in the oil patch hub.
As oil activity peaked in the Bakken, rental rates in Williston skyrocketed. In 2014, rates equaled or exceeded rents in New York City and Los Angeles.
The city implemented the program to help retain workers. It’s cost Williston nearly $2 million per year, beginning in 2011.
Activity in the oil patch has slowed due to low crude prices, and there is much more housing available. Mayor Howard Klug says the supplemental income program will be phased out over two years.
A housing program for Williams County employees will continue. It offers rents that are lower than market-rate housing.

CLEVELAND (AP) – Donald Trump’s running mate is comparing the presidential candidate to a hero among conservatives as Republican delegates prepare to give Trump their presidential nomination Tuesday night in Cleveland. Indiana Governor Mike Pence tells the American Conservative Union Foundation “Trump reminds me of Ronald Reagan.” He says the two are similar in character, because like Reagan, Trump “achieved great heights in his career but never lost touch with everyday Americans.”
WASHINGTON (AP) – The White House is staying out of the debate over similarities between Melania Trump’s GOP convention speech and Michelle Obama’s speech to the 2008 Democratic convention. Spokesman Josh Earnest says Mrs. Obama received strong reviews after her speech back then. But he says what matters most is the agenda being put forward to advance the values of integrity and hard work that Mrs. Obama and Mrs. Trump described. He says voters will decide which agenda suits them best in November.
WUERZBURG, Germany (AP) – German investigators say the Afghan asylum-seeker who went on a rampage aboard a train had gotten word a friend of his had died in Afghanistan in the days ahead of the attack. The 17-year-old is said to have vowed to “take revenge on these infidels” in a note wrote before carrying out the ax and knife attack. Five people were injured before the teen was killed by police. The Islamic State group has claimed responsibility.
WASHINGTON (AP) – President Barack Obama is telling the nation’s law enforcement officers “We have your backs.” Obama has penned a two-page open letter to officers, saying the country will get through the aftermath of recent killings of police with the help of “love and empathy of public servants” like those killed. The letter comes as some police officials continue to accuse Obama of fostering a climate that’s led to the intentional killing of law enforcement officers. The White House has also been resisting pressure to illuminate the building in blue light in a show of support.
TOKYO (AP) – Pokemon Go’s popularity is translating into big money for Nintendo shareholders. The Japanese game maker’s stock price on the Tokyo Stock Exchange has more than doubled since the July 6 launch of the augmented reality game. Nintendo shares just today jumped 14 percent, and the company is now valued at $300.
