Jamestown (CSi) Jamestown Public Works informs motorists, that beginning Wednesday morning, September 14, 2016 :
16th ST SW and 16th AVENUE is closed to through traffic due to the water main replacement project. Traffic/Detour signage will be posted as necessary.
Motorists and other traffic should use extreme caution when entering detoured areas. The public should consider alternate routes if possible.
The Road Closure is contingent upon changing weather conditions.
Jamestown (CSi) Jamestown Police investigated a possible car, bicycle accident in the 3-O’Clock hour, on Tuesday afternoon.
A bicycle could be seen laying in the southbound lane of 1st Avenue near the intersection of 8th Street and 1st Avenue South. The male bicyclist was observed getting up from the pavement under his own power and walking to the sidewalk.
Emergency personnel were summoned to the scene.
The bicyclist did not appear to be seriously injured and was treated at the scene by Jamestown Area Ambulance Service.

Valley City (CSi) Valley City State University has retained its No. 1 ranking among public regional colleges in the Midwest according to the 2017 U.S. News & World Report Best Colleges rankings.
VCSU was the No. 1 ranked public regional college in the Midwest in the 2016 rankings, and also in the 2012 and 2013 rankings. The university was ranked No. 2 in the 2010, 2011, 2014 and 2015 rankings.
This marks the 19th consecutive year that VCSU has been ranked a U.S. News “Best College.”
VCSU President, Tisa Mason says, “The No. 1 ranking among our peer institutions is a reflection of the good things we have going at Valley City State. The tenet that a VCSU education is special runs strong and deep throughout the history of the university, and the consistent top rankings we’ve received over the years affirm that belief. The U.S. News rankings are based on a number of criteria, including graduation rate performance, first-year student retention, class sizes, academic profiles of entering freshmen, admission acceptance rates, faculty resources, financial resources and support, graduation rate performance, alumni giving rates, and academic excellence assessments by administrators at peer institutions.
The “Regional Colleges in the Midwest” rankings include 80 colleges and universities, with 14 public institutions, in 12 states: North Dakota, Minnesota, South Dakota, Iowa, Wisconsin, Michigan, Illinois, Indiana, Ohio, Nebraska, Kansas and Missouri.

Jamestown (CSi- UJ) The University of Jamestown has again received the highest ranking of all North Dakota institutions in any category of U.S. News and World Report’s “Best Colleges 2017” edition, released Sept. 13. For the tenth consecutive year, the University is ranked in the top tier of Best Regional Colleges, moving up twelve places from its 2016 rankings.
President Robert S. Badal commented on this new ranking, saying, “University of Jamestown is now recognized as a ‘top 25’ regional Midwest college, as we continue as the leader in North Dakota.”
U.S. News and World Report’s “Best Colleges” is the most recognized and popular of all college rankings. The report evaluates colleges and universities annually by assessing criteria such as peer assessment, graduation rate, student/faculty ratios, class size, alumni giving, and student testing scores. Categories are Regional Colleges, Regional Universities, National Universities, and National Liberal Arts Colleges.
In addition to its U.S. News and World Report ranking, the University of Jamestown was once again named a “Best in the Midwest” college by Princeton Review and ranked number one in North Dakota as a “Best College for the Money” by College Factual.
Bismarck (CSi) Drivers License offices, statewide, will be temporarily closed on Wednesday, September 28. The closure will allow North Dakota Department of Transportation Drivers License employees to receive required annual training.
The Grand Forks Drivers License office, located at 1951 N. Washington Street in Grand Forks, will be closed September 26-28, 2016, for a construction project.
All Drivers License sites will resume normal business hours on Thursday, September 29.
Motor Vehicle offices will remain open as scheduled, and will process vehicle registrations, vehicle titles, vehicle license plates and tabs, and associated work as usual.
FARGO, N.D. (AP) — The last person charged in connection with a robbery at a Fargo fast food restaurant has been sentenced.
Twenty-nine-year-old Tommy Trent, of Fargo, has been sentenced to two years in prison to be followed by three years of supervised release. He was one of five people charged in federal court for the September 2015 robbery at a Taco John’s restaurant.
The incident was one of a rash of armed robberies in Fargo that convinced federal prosecutors to take on some of the cases. The Hobbs Act allows for federal prosecution if the crime involves interstate commerce. Taco John’s gets food from Minnesota and uses payroll services from South Dakota.
The man who authorities say shot an employee in the leg was sentenced earlier this month to 12 years in prison.
MANDAN, N.D. (AP) — Hundreds have gathered in front of the White House to protest the four-state Dakota Access pipeline as part of a wider “Day of Action.”
A cheerful, determined crowd gathered Tuesday afternoon in Washington to listen to speakers, including Sen. Bernie Sanders.
A couple of members from the Standing Rock Sioux tribe, which has filed a lawsuit against the pipeline and is leading a large protest near its reservation in North Dakota, were in attendance. One of them was a girl who joined about a dozen people from the reservation in running from North Dakota to Washington to deliver a 140,000-signature petition this summer.
Speakers called on President Barack Obama, who visited the reservation in 2014, to support their mission.
A federal judge declined Friday to block the pipeline, but the federal agencies stopped work near Lake Oahe while they re-examine their approval of the pipeline on Army Corps of Engineers’ land. They also asked the pipeline company to voluntarily stop work on a 40-mile (64 km) stretch, though it isn’t clear whether Energy Transfer Partners has complied.
FARGO, N.D. (AP) — More than 120 representatives from more than 10 countries are in North Dakota this week to learn about the state’s agribusinesses.
The international farmers are participating in the annual Big Iron International Visitor’s Program, which is aimed at helping promote North Dakota manufacturers, producers and supplies. The program is part of the Big Iron Farm Show at the Red River Valley Fairgrounds in West Fargo.
This year’s entourage includes the largest-ever delegation from Africa, including representatives from Angola, Benin, Ethiopia, Liberia and Nigeria.
North Dakota Lt. Gov. Drew Wrigley says that farmers around the world need equipment that will produce food faster and more efficiently to feed an expanding population.
The Big Iron Farm Show includes hundreds of exhibit booths showcasing farm equipment and other agribusiness products and services.
BISMARCK, N.D. (AP) — North Dakota’s congressional delegation says Richland County is getting federal funds for a drug court program.
The delegation says the county will receive about $219,000 from the U.S. Justice Department.
The funds are aimed at supporting the county’s drug court program, which includes mental health, family support, educational, job training services.
DEVILS LAKE, N.D. (AP) — The airport in Devils Lake is seeing a record high number of passengers this year.
Airport manager John Nord tells the Devils Lake Journal that the facility is on track to hit 6,500 boardings. But he would like that number to increase by 3,500.
The facility currently gets $150,000 a year in federal funds for improvement projects. The assistance, however, jumps to $1 million if the facility hits 10,000 boardings.
Nord says the airport’s crosswind runway is in dire need of being milled and resurfaced. He says that project would cost around $2 million.
Nord says that before 2016, the airport had never seen more than 600 boardings in a given month. That changed in February, when it saw 612 boardingss, up from 307 in 2015.
FARGO, N.D. (AP) — North Dakota farmers are close to wrapping up spring wheat harvest.
The Agriculture Department says in its weekly crop report that spring wheat is 95 percent completed, ahead of the 82 percent five-year average. Durum wheat was 77 percent harvested, ahead of the 65 percent average.
Corn and soybean conditions were rated mostly good to excellent.
The report says that most harvest activities in the northeastern part of the state were halted due to rainfall. Persistent moisture in that area has led to drowned out acres and disease in unharvested crops.
Pasture and range conditions were rated 55 percent good to excellent, 28 percent fair, and 17 percent poor to very poor.
DES MOINES, Iowa (AP) — Seven Midwest governors have sent a letter to the Environmental Protection Agency seeking regulation changes intended to increase sales of gasoline blended with a higher percentage of ethanol.The governors of Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota and South Dakota sent a letter Tuesday to EPA Administrator Gina McCarthy requesting new standards that would allow stations to sell more gasoline blended with 15 percent ethanol rather than the current standard of 10 percent ethanol.
The letter says the current setup “is stifling the widespread adoption” of E15 ethanol blends.
The governors — five Republicans and two Democrats — are all from leading ethanol-producing states. The letter was also sent to President Barack Obama.
A telephone message seeking a comment from McCarthy was not immediately returned Tuesday.

DETROIT (AP) — Jorge Polanco homered and drove in four runs, Brian Dozier added three more hits to his torrid second half and the Minnesota Twins beat the Detroit Tigers 8-1 on Tuesday night.
The Tigers lost for the third time in 14 games against Minnesota, costing them precious ground in a crowded race for the second AL wild card.
Kennys Vargas homered for the Twins, and Robbie Grossman drove in two runs.
Kyle Gibson (6-9) dominated, allowing one run and five hits in eight innings. The win ended a four-start winless streak, including when Gibson allowed five runs in five innings to Detroit on Aug. 23.

ROSEMONT, Ill. (AP) — Courtney Vandersloot hit two free throws to force overtime and Cappie Pondexter made a go-ahead layup with 21.3 seconds left to help the Chicago Sky beat the Minnesota Lynx 98-97 on Tuesday night.
The Sky (17-15) moved into fourth in the WNBA standings, which comes with a first-round bye in the playoffs. Chicago has two games left this season.
Minnesota (26-6) took an 86-83 lead with 6.1 seconds left in regulation and the Lynx fouled Vandersloot intentionally in the backcourt. She made the first free throw and purposely missed the second. She grabbed the rebound, was fouled again and hit two free throws with 2.7 seconds left. Janel McCarville’s shot was blocked at the buzzer.

World Cup Hockey…
WASHINGTON (AP) — T.J. Oshie, Ryan Kesler and Derek Stepan scored, Jonathan Quick made 30 saves and the United States beat Finland 3-2 Tuesday night in each team’s final exhibition game before the World Cup of Hockey.
The U.S. was the better team for more than two periods but needed stops from Quick in the final seconds to preserve the victory. Patrik Laine and Jussi Jokinen scored for Finland, which finished strong.
Despite the late goals, the Americans almost certainly will have Quick in net for their World Cup opener against Team Europe after the Los Angeles Kings goaltender stopped 63 of the 66 shots he faced in exhibition play.
Finnish goalie Pekka Rinne stopped 26 of 29 shots. Finland must decide between Rinne and the Boston Bruins’ Tuukka Rask before its opener Sunday against Team North America.
MINNEAPOLIS (AP) — Resale ticket prices for the Minnesota Vikings game against the Green Bay Packers at U.S. Bank Stadium have hit new highs, prompting a warning from the home team about scammers.
Sellers say the average price for the game Sunday night is $447, surpassed only by the resale price of tickets to Major League Baseball’s All-Star Game at Target Field in 2014. The new stadium has been sold out for the entire season.
Only three outlets are authorized to resell Vikings’ tickets — the team’s ticket office, the NFL Ticket Exchange and Ticketmaster. Team spokesman Jeff Anderson says that with any other source, you’re purchasing at your own risk.
Only digital tickets and printed PDFs are accepted for games at the new stadium.
ST. CLOUD, Minn. (AP) — Fans will be able to buy beer or wine at men’s hockey games at St. Cloud State this year.
On Monday the St. Cloud City Council approved selling wine and 3.2 beer at all SCSU athletic facilities and adjacent properties.
Chartwells, the university’s food and beverage provider, applied for the licenses.
FARGO, N.D. (AP) — Philadelphia Eagles quarterback and former NDSU Bison Carson Wentz got a mention from President Obama Tuesday.
Obama mentioned Wentz during a speech in Philadelphia, where he was campaigning for Hillary Clinton.
Obama said vice president Joe Biden had told him “Barack, you gotta get on the Wentz wagon.” Obama said he told Biden he is a Bears fan. The crowd then laughed and booed.
Wentz, who hails from Bismarck, had 278 yards passing and two touchdowns in a stellar NFL debut and the Eagles beat the Cleveland Browns 29-10 Sunday.
Obama said he is going to stick with his team, but will check out what all the “fuss” is about regarding Wentz.

CHICAGO (AP) — A federal racketeering trial begins in Chicago today for six people prosecutors say murdered, maimed and tortured their way into controlling the most lucrative drug markets on Chicago’s South Side. It’s the biggest street-gang trial in recent Chicago history. The suspects on trial are believed to be leaders of the Hobos gang. One defendant is alleged hit man Paris Poe, who prosecutors say killed a government witness in 2013, shooting the man 25 times while the man’s young children screamed.
MIAMI (AP) — Tropical Storm Julia is expected to weaken later today, but forecasters warn that the northeast coast of Florida and southeast Georgia could get heavy rain in some areas. The National Hurricane Center says Julia could bring 3 to 6 inches of rain through Friday. And an isolated tornado is possible across coastal Georgia and southern South Carolina today.
LONDON (AP) — A British parliamentary committee is slamming former Prime Minister David Cameron for his 2011 decision to intervene militarily in Libya. The committee’s report says Cameron and his National Security Council were misguided, and that their plans, which included removing Libyan dictator Moammar Gadhafi, helped give rise to Islamic extremism in North Africa.
PARIS (AP) — A French official says counterterrorism police have arrested a teenager who has links to a French Islamic State member tied to at least four plots to attack France since June. The official says the teen is 14 or 15 years old, but she wouldn’t comment on the links between the teen and French IS member Rachid Kassim. Interior Minister Bernard Cazeneuve (ka-zeh-NUV’) says the arrest was part of French authorities’ efforts to target people vulnerable to “calls to carry out killings, led by a certain number of Syrian actors.”
NEW YORK (AP) — The man who started a fire that killed 87 people at a New York City nightclub 26 years ago has died at an upstate prison. A state corrections spokesman tells the Daily News that 61-year-old Julio Gonzalez died yesterday at Champlain Valley Physicians Hospital in Plattsburgh. He had been serving a 25-years-to-life sentence for setting the fire at the illegally-operated Happy Land social club in the Bronx after getting into an argument with an ex-girlfriend.
