Jamestown (CSi) The Jamestown Police Department is warning the public that a high-risk convicted sex offender who has changed his Jamestown address.
53 year old Timothy Alan Taxis, is now living at 814 9th Avenue SE Jamestown, ND.
Taxis vehicle is a gray 1997 Buick LeSabre with North Dakota license GRN442, and a black 1985 Dodge Ram 2-door, with North Dakota License with GEA 590.
Taxis is described as a white male, 5 feet 6 inches tall, weighing 140 pounds, with hazel eyes and blond hair.
Taxis was convicted for indecent exposure in 1998 and 2001 in municipal court in Stutsman County. He was also convicted of gross sexual imposition in 1994 in Stutsman County District Court in 1994.

Valley City (CSi) Following Wednesday’s canvass, the September 15, 2016 Mayor Special Election has been certified.
The final official vote totals were:

Tower City (CSi) Absentee ballots will determine the outcome of the Special Election, held Tuesday for the Maple Valley School District.
The vote was too close to call as the ballot asked voters to if they supported a $14.3 million dollar bond issue for an addition to the existing school building to centralize Maple Valley School District at one building location.
Superintendent Brian Wolf says the canvassing of all the ballots will be held on Monday, September 26, 2016 to determine the final outcome of the vote.
Previously in April of 2015, voters defeated a $10.3 million school bond issue.
The measure, then was two votes shy of passing with 59.60 percent in favor, shy of the 60 percent or more is needed to pass a school bond issue.
Jamestown (CSi) North Dakota District 12 State Representative (D) Jessica Haak has been selected to serve on the Great Plains Food Bank board. Haak completed orientation earlier this year and attended her first meeting as a board member in September 2016. She was elected to a two-year term and serves on the Strategic Planning standing committee.
Haak says, “It is an honor to be a part of the Great Plains Food Bank, the state’s largest hunger-relief provider. I look forward to working with community leaders in Jamestown, and beyond, that donate to the GPFB. A huge thank you to everyone who has and/or continues to contribute.”
The Great Plains Food Bank provides over 11 million meals through private contributions, church contributions, United Way, and grants. The Great Plains Food Bank helps reduce food waste and has over 5300 volunteers help out at the food bank each year.

FARGO, N.D. (AP) — The brother of a man accused of attacking 10 people at a central Minnesota mall before being killed by an off-duty police officer won’t be released from a North Dakota jail to attend the funeral.
East Central Judicial District Judge Thomas Olson on Wednesday refused to temporarily release from jail 27-year-old Abdullahi Adan, of St. Cloud, Minnesota. He is the brother of Dahir Ahmed Adan, who authorities have accused of going on a knife attack Saturday at the mall in St. Cloud.
Court records show Abdullahi Adan pleaded not guilty to two felony drug counts in July. He is being held at the Cass County Jail.
Abdullahi Adan’s attorney did not immediately return a call Thursday seeking comment on the case.
BISMARCK, N.D. (AP) — A federal judge in North Dakota has ruled that the state must let voters without identification cast a ballot by filing an affidavit.
U.S. District Judge Daniel Hovland issued the order Tuesday. The Bismarck-based judge in August blocked the state’s voter identification law after it was challenged by a group of Native Americans.
The lawsuit was filed in January by seven members of the Turtle Mountain Band of Chippewa. They alleged that the state’s voter identification requirements “disproportionately burden and disenfranchise Native Americans.”
Prior to 2013, a voter could sign an affidavit attesting to his or her eligibility to vote in the precinct but the state Legislature removed that provision.
BISMARCK, N.D. (AP) — Authorities have taken a man into custody without incident after a reported bank robbery in Bismarck.
The Bismarck Police Department says formal charges are pending in the case.
Authorities responded Wednesday afternoon to the robbery. Officials say the suspect didn’t show a weapon, and nobody was injured.
Roughly 20 Bismarck police officers searched the area and found the suspect under the Bismarck Expressway Bridge.
MINOT, N.D. (AP) — Police in Minot say about five Dakota Access pipeline protesters briefly interrupted North Dakota’s top oil regulator at an industry conference.
Police say it happened Wednesday during the final day of the North Dakota Petroleum Council conference. Police say the protesters did not display “violent or aggressive acts” and no arrests were made.
The protesters identified themselves as elders of the Oglala Lakota Nation and took the stage while Department of Mineral Resources Director Lynn Helms was speaking to conference attendees.
The protesters called the pipeline that would run from North Dakota to Illinois a “black snake” that would harm water and land.
Minot police had said earlier that they had taken extra precautions to prepare for the possibility of protesters at the three-day meeting.
BISMARCK, N.D. (AP) — A former North Dakota attorney general and retired district court judge is leading an effort opposing a ballot measure that would incorporate victims’ rights provisions into the state constitution.
Robert Wefald says changing the constitution will do nothing to strengthen crime victim laws in the state. Wefald is chairman of a campaign committee that includes groups representing crime victims and defense attorneys and prosecutors.
Supporters believe the so-called Marsy’s Law will bolster the rights of crime victims.
The law is named after Marsalee “Marsy” Nicholas, who was killed by her ex-boyfriend in 1983. Her brother, Henry Nicholas, is bankrolling a national effort to expand the law into more states, including the Dakotas.
Records show the California businessman has given more than $1 million toward the effort in North Dakota.
MINOT, N.D. (AP) — Officials say construction on the nearly $40 million expansion of the Ward County Jail is two months ahead of schedule.
Even though the project is ahead of schedule, the county is still trying to address costs that were unaccounted for in the design. The county has a contingency fund for unexpected expenses, but commissioners are cautious about using those funds too freely.
Additional spending for construction was approved Tuesday.
The expanded portion of the jail is expected to open in 2018, increasing the jail’s capacity from 104 to 300 beds.
The North Dakota Department of Corrections declared the jail to be in compliance with state laws following a September inspection. A late 2014 noncompliance report cited inadequate medical care and failure to have adequately trained staff.

EDEN PRAIRIE, Minn. (AP) — Adrian Peterson will undergo surgery on his right knee to repair a torn meniscus and Minnesota Vikings coach Mike Zimmer says the star running back could return this season.
Peterson was injured in Sunday night’s victory over Green Bay.
The 2012 league MVP made a fast recovery from a torn ACL in his left knee suffered at the end of the 2011 season, then rushed for more than 2,000 yards in 2012.
Minnesota (2-0) on Wednesday signed running back Ronnie Hillman, who was with the Broncos when they won the Super Bowl last season. Jerick McKinnon will start at Carolina.
The Vikings also placed starting left tackle Matt Kalil on injured reserve with a hip problem that will require surgery.

TORONTO (AP) — Henrik Lundqvist made 45 saves and Sweden wrapped up the top seed in Group B and a spot in the World Cup of Hockey semifinals by reaching overtime in a 4-3 loss to Team North America on Wednesday.
Nathan MacKinnon scored the winner after back-and-forth 3-on-3 play. But Sweden got the point it needed to advance to the semifinals, while North America needs Finland to beat Russia on Thursday.

LAS VEGAS (AP) — Nevada Gov. Brian Sandoval says he intends to call state lawmakers into a special session early next month to consider a public financing plan for an NFL stadium. The Republican governor said he spoke with Oakland Raiders owner Mark Davis this week and thought Davis was “committed and resolute in the team’s interest in relocating to our state.” The Southern Nevada Tourism Infrastructure Committee last week recommended raising hotel taxes in the Las Vegas area to help put $750 million toward a 65,000-seat stadium.

Truex won the race and Johnson finished 12th before both cars failed the laser inspection with infractions that should have drawn 10-point penalties. NASCAR executive vice president Steve O’Donnell said not penalizing either driver was the fair decision.

DAMASCUS, Syria (AP) — Syrian President Bashar Assad says the U.S. is to blame for a collapse of the cease-fire deal. Assad tells The Associated Press that U.S. airstrikes on Syrian troops in the country’s east were “definitely intentional,” lasting for an hour. And he says the war, now in its sixth year, is likely to “drag on” because of what he says are continued external support for his opponents. Assad says his government is not preventing emergency aid from entering the city of Aleppo.
WASHINGTON (AP) — The nation’s top military officials are expected to face sharp questions on Capitol Hill today from Republicans angry that the Obama administration is not taking more aggressive steps to end the civil war in Syria. Defense Secretary Ash Carter and Gen. Joseph Dunford, the chairman of the Joint Chiefs of Staff, are scheduled to testify before the GOP-led Senate Armed Services Committee.
KABUL, Afghanistan (AP) — An Afghan warlord designated by the U.S. as a “global terrorist” has signed a draft peace deal with the Afghan government. Lengthy negotiations with Gulbuddin Hekmatyar (gool-boo-DEEN’ hek-mat-YAR’) could pave the way for a similar accord with the Taliban, who’ve been waging war on Kabul for 15 years.
CHARLOTTE, N.C. (AP) — Charlotte, North Carolina, is on edge this morning following the fatal police shooting of a black man and two nights of violent protests. The governor has declared a state of emergency and the National Guard has been called in. Police say 43-year-old Keith Lamont Scott ignored orders to drop a gun. Neighbors say Scott had a book in his hand, not a gun.
PARIS (AP) — The heir of a New York art-dealing empire is going to court in France on criminal charges over an alleged massive tax fraud. Guy Wildenstein is accused of concealing much of his inherited fortune in trusts held in offshore tax havens. French authorities have demanded a staggering 553 million euros ($621 million) in back taxes. He faces up to 10 years in prison if convicted.
