Bismarck (CSi) North Dakota Attorney General Wayne Stenjehem has found that the City of Cooperstown didn’t violate the Open Records Law by charging excessive fees for copies of requested records for the time it took to locate records.
Stenejhem’s findings come after a May 12th incident when Ron Dahl requested a copy of “all the meeting minutes” of the Cooperstown renaissance Zone Committee along with “all the applications, both those approved and disapproved.”
The Cooperstown City Auditor gathered meeting minutes and explained that since the creation of the committee, the meeting minutes had been filed by individual projects, causing her to search through 19 paper files on numerous projects. The auditor informed Dahl that he would be billed for the records and it was explained that the process to find the records was difficult. Dahl requested an opinion.
BISMARCK, N.D. (AP) — The company developing the four-state Dakota Access oil pipeline has purchased a North Dakota ranch where a violent protest occurred earlier this month due to what tribal officials said was construction crews destroying burial and cultural sites. Morton County records show the deal between Texas-based Energy Transfer Partners and David and Brenda Meyer of Flasher was finalized Thursday. Energy Transfer Partners confirmed the purchase but declined to provide further details.
BISMARCK, N.D. (AP) — The Obama administration has invited leaders from 567 federally recognized tribes to participate in a series of consultations aimed at getting input on infrastructure projects. The consultations were spurred by the federal government’s decision this month to step into the Standing Rock Sioux’s fight over the Dakota Access oil pipeline. The meetings are scheduled in six regions of the country, from Oct. 25 through Nov. 21.
BISMARCK, N.D. (AP) — Bismarck Police Department officials say they’re concerned about the city’s 25.5 percent increase in serious crime.
On Thursday, the department released a report analyzing crime and traffic in 2015.
Serious offenses in both personal and property crimes were up 25 percent from 2014 as the city saw an estimated population increase of 2.78 percent. The number of 2015 reports is above the five-year average.
Total calls for service increased by more than 9 percent, from over 34,000 in 2014 to over 37,000 in 2015.
Donlin says the Bismarck City Commission has approved the hiring of eight additional police officers in 2017 to prevent crime due to more visibility.
Police Chief Dan Donlin says that Bismarck is a safe community overall.
BISMARCK, N.D. (AP) — North Dakota officials say there’s no longer a health risk due to blue-green algae in the Des Lacs River in Ward and Renville counties. The state Department of Health says follow-up monitoring earlier this week on the river northwest of Minot showed that concentrations of the bacteria were well below threshold guidelines. The production of blue-green algae, also known as cyanobacteria, often happens during hot weather in bodies of water that are used by people, pets, and livestock.
WILLISTON, N.D. (AP) — A residential airpark by Lake Sakakawea is one step closer to reality.
Williams County officials have approved restricting access to a site, a move that will allow the group of farmers behind the airpark to make progress on building the 3,500-foot runway. The approval was granted under the condition that the runway becomes public.
The farmers envision turning neighboring fields into a community with homes and hangars adjacent to the runway.
Bill Sheldon is among the people contributing land to the project. He says the runway will benefit “anyone who wants to enjoy the marina and the golf course.”
Bryan Lee with Red Mike Airpark LLC says some small jets and propeller planes will be able to use the runway.

The video was recorded by the wife of Keith Scott, the man who was shot. Officers tell Scott to drop a gun, but it’s unclear from the footage whether he has a weapon. Police have said he was armed, but witnesses say he held only a book. In the video, Rakeyia Scott tells officers her husband doesn’t have a gun, has a traumatic brain injury and won’t hurt them. WASHINGTON (AP) — The White House says it’s not certain that President Barack Obama would sign a budget bill unveiled by the Senate’s top Republican. Spokesman Josh Earnest says Obama is disappointed the bill doesn’t include money to help Flint, Michigan, and other cities deal with lead in their water. He says Obama also has concerns about a provision that would protect the ability of special interests to fund political campaigns without being required to disclose the donations. The measure that would prevent the government from shutting down next weekend would provide more than $1 billion to battle the Zika virus, and $500 million for Louisiana to rebuild after recent flooding.
CAPE CANAVERAL, Fla. (AP) — SpaceX says a breach in its rocket’s helium system may have caused the devastating explosion three weeks ago at Cape Canaveral. The Falcon rocket and a satellite were destroyed in the Sept. 1 explosion, which occurred on the pad during prelaunch testing. Most of the wreckage has been recovered and is being analyzed. The company said launches could resume as early as November.
