Valley City  (CSi) The Valley City Commission Wednesday, in Special Session approved a Resolution, officially declaring an emergency to allow the City Council to contract for the construction a public improvement.

City Attorney Russell Myhre outlined the procedure, adding that the situation qualifies for the City to install a knife valve at the Master Sewage Lift Station, without seeking bids.

KLJ reports that Swanberg Construction will be supplied with information,  for the design phase, with materials then ordered, and replacement work to start within a week or two, which includes the installation of two man-holes.

City Administrator, David Schelkoph added that the knife valve will permanently enable the city to maintain the Master Lift Station, a critical piece of infrastructure.

He said the project cost, estimated at $150,000 will come from funds available.

The City Commission then approved appropriating the funds.

The meeting was shown live on CSi Cable 68..

Jamestown  (CSi)  The Jamestown Tourism Board invites the community to a ribbon cutting  today  at 4:30-p.m., at Jack Brown Stadium in Jamestown for the Talking Trail program

On Wednesday’s Wayne Byers Show on CSi Cable 2, Tourism Director Searle Swedlund said, in Jamestown Talking Trail is an audio tour that uses any cell phone to access recordings related to places, events and personalities of Jamestown. There are 70 locations throughout Jamestown, each location is a story unique to that place.  At this time another 5-10 locations are to yet have signs posted.

On Thursday, October 13th, there will be four points  featured, relating to Jack Brown Stadium and it’s rich history, as well as some firsthand recollections from Darin Erstad and Travis Hafner and their memories of Jack Brown. More details related to the 70 locations will be provided at the event.

He pointed out that the brochures listing the locations, and more information will be available for distribution, and on the Tourism website.

Bismarck  (CSi)  North Dakota Agriculture Commissioner Doug Goehring has announced a new hotline available for farmers and ranchers affected by the Dakota Access Pipeline protests.

Goehring says, “Many farmers and ranchers near the protest area urgently need assistance to finish their seasonal work before inclement weather sets in.  There is frustration with trying to hire local truckers to haul livestock, grain and hay; as well as in hiring custom silage-chopping services. We are appealing to those who can provide these services to contact the hotline.”

Goehring adds that farmers and ranchers who need help, or individuals available for hire should call the Farm/Ranch Emergency Assistance Hotline at 701-425-8454 to be matched up with other callers.

North Dakota Department of Agriculture employees will answer calls to the hotline weekdays from 8 a.m. to 5 p.m. Callers can also leave a message on evenings and weekends. The service is free of charge.

Goehring says, “Those in need of assistance in conducting their normal agricultural activities should call the Morton County Sheriff’s Department at 701-667-3330. They will do their best to assist in providing safe passage to get the work done.”

The Farm/Ranch Emergency Assistance Hotline is modeled after the Harvest Hotline, a free service for farmers and combiners that has been in place since 1992.

MITCHELL, S.D. (AP) — Engine problems forced a turboprop plane flying from Minot, North Dakota, to Sioux Falls, South Dakota, to make an emergency landing in the South Dakota city of Mitchell.

BISMARCK, N.D. (AP) — The U.S. Army Corps of Engineers says in its response to a lawsuit over the Dakota Access pipeline that it followed proper procedure in evaluating permits for water crossings and did not violate any federal laws.

The Standing Rock Sioux Tribe filed the federal suit in July after the Corps granted permits at 200 crossings, including one in North Dakota that’s less than a mile upstream from the reservation. The tribe says the pipeline would impact drinking water and disturb sacred sites.

The Corps says in its response filed Tuesday that its process was not flawed, as the tribes have alleged, and it meets all the requirements of the Clean Water Act, National Historic Preservation Act and the National Environmental Policy Act. The Corps says that neither the state nor the tribe have identified “cultural resources of significance” within the permit area.

A judge has scheduled a status hearing on the case for Nov. 10.

FARGO, N.D. (AP) — Harvesting of late-season crops is progressing in North Dakota, though some are behind the long-term average pace.

But the corn, potato and dry bean harvests all are behind average, at 10 percent, 64 percent and 76 percent completed, respectively.

Winter wheat seeding is 85 percent complete, with 55 percent of the crop emerged.

Pasture and range conditions in North Dakota are rated 56 percent good to excellent. Stock water supplies are 77 percent adequate to surplus.

BISMARCK, N.D. (AP) — Gov. Jack Dalrymple is bestowing North Dakota’s top honor on the late entrepreneur and business leader Eugene Dahl.

The Gwinner native is the 43rd recipient of the North Dakota Theodore Roosevelt Rough Rider Award, the state’s highest commendation for citizens.

Dahl is credited with leading the growth of several equipment manufacturing businesses in North Dakota, including Bobcat and Steiger, and creating thousands of manufacturing jobs in the state. He also co-founded North Dakota’s first venture capital firm, and served as the first chairman of the Center for Innovation at the University of North Dakota. He died in 2008.
