The Highway Patrol says 46-year-old Robert Herman Jr. failed to negotiate a curve on a rural road about 12 miles southeast of Devils Lake, and his car rolled in the ditch shortly before 11 a.m. Saturday.
Herman died at the scene. He was alone in the car.

REASNOR, Iowa (AP) — Authorities suspect arson in the latest burning of heavy equipment being used in the construction of the four-state Dakota Access pipeline in central Iowa.
The Jasper County Sheriff’s Office says the blaze late Saturday near Reasnor, Iowa, caused about $2 million damage to an excavator and three bulldozers. The equipment is operated by a contractor for Dakota Access, a subsidiary of Dallas-based Energy Transfer Partners.
Opponents have for months been protesting the $3.8 billion, nearly 1,200-mile project pipeline, warning its construction could jeopardize water supply and damage cultural artifacts.
Another suspected arson of construction equipment happened on Aug. 1 at the same site, about 30 miles east of Des Moines.
No arrests have been made in either fire. The Iowa Fire Marshal Division and the FBI are investigating.
MANDAN, N.D. (AP) — “Democracy Now” reporter Amy Goodman plans to plead not guilty to a riot charge stemming from her coverage of a protest against the construction of the Dakota Access oil pipeline in North Dakota.
Prosecutor Ladd Erickson dismissed a criminal trespass charge against Goodman on Friday. Defense attorney Tom Dickson said Monday that Erickson told him prosecutors plan to charge her with engaging in riot. The charge hasn’t been filed.
Dickson says Goodman will plead not guilty and post bond in court Monday afternoon.
Goodman reported on a clash between protesters and pipeline security at a construction site Sept. 3. Dickson maintains Goodman was doing her job. Erickson has said Goodman went beyond reporting by yelling at security guards.
Opponents worry the pipeline will contaminate water supply and destroy cultural artifacts.
WATFORD CITY, N.D. (AP) — The McKenzie County sheriff says he’ll continue serving despite the county’s pending request to the governor to remove him from office.
County commissioners asked the state’s attorney’s office Thursday to draft the petition to remove Sheriff Gary Schwartzenberger from office, citing a workplace culture of bullying and retaliation.
Commissioners hired Fargo-based consulting firm Village Business Institute to investigate the office after an employee filed a complaint with the county’s human resources department in May.
Schwartzenberger says the action toward him is retaliation. He says he wasn’t aware officials were planning to ask for his removal until the Thursday meeting was announced.
The board also unanimously voted to place Lt. Michael Schmitz on unpaid administrative leave starting Monday. But Schwartzenberger says Schmitz will remain at work.
BISMARCK, N.D. (AP) — Montana-Dakota Utilities Co. is seeking approval from North Dakota regulators to raise residential electric bills by nearly $10 per month.
The Bismarck-based utility lists “significant” investment in facilities to maintain safe, reliable service as the reason for the request to the Public Service Commission.
MDU is proposing a 6.6 percent increase, which would raise an additional $13.4 million per year. It would increase a monthly residential bill by an average of about $9.60.
MDU serves about 100,000 customers in 117 North Dakota communities. The utility hasn’t had a general electric rate increase for five years.

In world and national news…
WASHINGTON (AP) — Donald Trump’s campaign is seizing on newly released FBI records as evidence of collusion within the Obama administration to protect Hillary Clinton. The records show that a senior State Department official asked for the FBI’s help last year to change the classification level of an email from Clinton’s private server. In a proposed bargain, State would have allowed the FBI to deploy more agents in foreign countries. The FBI ultimately rejected the request.
HANOVER, N.H. (AP) — Bill Clinton says once the election is over, his wife’s supporters should reach out to Donald Trump’s voters. The former president said Democrats should not treat Donald Trump supporters the way they and their nominee have treated Hillary Clinton backers. He was speaking Monday at Dartmouth College in Hanover, New Hampshire. Clinton said many Trump supporters have reason to feel alienated, but their anger will not take them where they want to go.
DALLAS (AP) — Hillary Clinton is buying television advertising time in Republican-dominated Texas, hoping to tighten the presidential race in America’s largest conservative state. Clinton’s campaign says a 30-second commercial will air for one week in Austin, Dallas, Houston and San Antonio, while also appearing online. The ad touts the endorsement of Clinton by the Dallas Morning News — the first time the newspaper backed a Democrat for president since 1940.
UNITED NATIONS (AP) — The United Nations says it would welcome any pause in fighting in the besieged Syrian city of Aleppo. This, after Russian media reported that the head of Russia’s military general staff said a “humanitarian pause” in hostilities was being prepared. A U.N. spokesman says he has no confirmation that Russian and Syrian forces are preparing an eight-hour “humanitarian pause” for Aleppo on Thursday.
TAMPA, Fla. (AP) — Amy Schumer’s rant against Donald Trump apparently turned off some fans at her show in Tampa, Florida. The comedian slammed the Republican presidential nominee and brought a fan who supported him onstage to question him about his decision. She responded to people booing in the audience by telling them to leave if they didn’t like her opinions. When some continued to boo, Schumer asked security to escort them out.
