Jamestown  (CSi)  The Jamestown City Council’s Police & Fire, and Public Works Committees met Thursday evening at City Hall.  Council Member Gumke was not present.

 

POLICE AND FIRE COMMITTEE BUSINESS:

 

The committee heard from Tom Tracy relative to concerns with using local resources at Dakota Access Pipeline site(s), protests, specifically on private land.

He said Governor Dalrymple told him the National Guard is not equipped in Riot Control.

He requested that the city and county write a letter to the governor to ask him to have the National Guard control the protestors who are law breaking.

City Administrator Jeff Fuchs said seven Jamestown Police officers have been at the protest site, out of 29 officers.  He pointed out that the city is being reimbursed for the cost of the officers on the site.

The Stutsman County Sheriff Chad Kaiser has been on the scene.

No action was recommended by the committee.

 

Informational: Application for appointment to the Fire Code Board of Appeals has been received from Scott Roemmich.

 

PUBLIC WORKS COMMITTEE BUSINESS:

 

The committee received updated information from AE2S regarding progress and web-site preliminary information on the Stormwater Utility Feasibility Study.

City Administrator Jeff Fuchs said GPS and other information is being put together.

He added that as more information is received, the city will post it on its web site.

Later, informational handouts will be available, followed by a series of public meetings.

 

 

Darrell Hournbuckle, from Interstate Engineering, Inc., reported on 2nd Avenue and 19th Street Southeast, which is located south of the Frontier Fort.

He said drainage issues along 19th Street are being addressed.

He added that 2nd Avenue will not be reopened at this time.

The committee recommends not taking action on a request to open 2nd Avenue between 19th and 22nd Street until more concrete issues are addressed.

 

 

The committee considered  declaring an emergency and authorizing the immediate purchase of a 2017 Freightliner with a 20 YD New Way Cobra Rear Load Body from Northland Truck Sales, in the amount of $142,900.00.  The packer body on a truck was significantly damaged, with the repair costs estimated at between $25,000 and $70,000.

City Administrator Jeff Fuchs said the garbage route pick ups will be readjusted to accommodate a unit no longer in service.

The committee took no action.

The meeting was shown live on CSi 67 followed by replays.

 

Jamestown  (CSi)  Jamestown Police is continuing with its investigation into what appears to be a threat against the District 12 Republican endorsed candidate for the North Dakota State Senate, and Jamestown Mayor, Katie Andersen.

Last Saturday, an employee of her Downtown Jamestown business, discovered a defaced campaign mailer outside the business which showed a target and an apparent bullet hole drawn over her face.

Andersen decided to report it to police, which has started a file on the case.

Andersen indicated she’ll continue her campaign.

She is challenging the incumbent  District 12 Democratic State Senator, John Grabinger, of Jamestown.

 

Jamestown (CSi)  The Jamestown Area Chamber of Commerce will hold a ribbon cutting and dedication at the “The Prairie Grass Ballet” sculpture at the Hansen Arts Park in Downtown Jamestown,  on Wednesday November 9, 2016, at 4:30 p.m.

The sculpture captures the essence of how grasses work together as communities to withstand, and thrive, in the vigorous North Dakota environment. It is a reflection of our community told through our native prairie grass surroundings. As in most plant and animal groups the strength and beauty of the whole is composed of a multitude of individual traits, all unique.

The public is encouraged to attend.

 

EDGELEY, N.D. (AP) — Authorities say a 59-year-old man has died in a farm accident in Dickey County.

Sheriff’s officials say the man was working on a stock trailer Wednesday when the trailer shifted, trapping the victim and fatally injuring him.

The sheriff’s department and Edgeley Ambulance responded to the accident.

The man’s name and hometown were not immediately released.

 

CANNON BALL, N.D. (AP) — Authorities have updated to 141 the number of people arrested when law enforcement officers evicted protesters from private property in the path of the Dakota Access oil pipeline.

Donnell Hushka, a spokeswoman for the Morton County Sheriff’s Department, says most of the protesters were arrested for conspiracy to endanger by fire or explosion, engaging in a riot and maintaining a public nuisance.

The nearly six-hour operation to evict the protesters began at 11:15 a.m. Thursday.

Hushka says protesters started numerous fires during the course of the day, including setting three pieces of construction equipment on fire.

 

BISMARCK, N.D. (AP) — An analysis for The Associated Press shows people in counties across North Dakota who buy health coverage through the federal insurance marketplace will have more choices among insurers than residents of many other states.

The analysis by Avalere Health and the AP shows that North Dakota’s 53 counties all will have two or more participating insurers next year, the same as the Affordable Care Act’s 2016 open enrollment period. Next year, four counties will have two participating insurers, while 49 counties will have more than that.

About one-third of U.S. counties will have only one health marketplace insurer next year. That’s more than 1,000 counties in 26 states — roughly double the number of counties in 2014.

The 2017 sign-up season starts Tuesday and ends Jan. 31.

 

BILLINGS, Mont. (AP) — The state of Montana and U.S. Department of Interior say they’ll seek compensation for environmental damages caused by a 30,000-gallon pipeline spill into the Yellowstone River.

Most of the oil from Bridger Pipeline Company’s 2015 spill near the North Dakota border was never recovered. The river was frozen when the break occurred.

The spill temporarily contaminated water supplies for 6,000 people.

Montana Attorney General Tim Fox says it’s too early to say how much money will be sought from Bridger.

Exxon Mobil recently agreed to pay $12 million in environmental damages for a 2011 spill into the Yellowstone near Laurel, Montana.

In both cases, the broken lines had been installed just a few feet beneath the riverbed. Federal regulators have rejected a requirement for companies to bury pipelines more deeply.

NASHVILLE, Tenn. (AP) — The Tennessee Titans were just 2-8 in home games started by Marcus Mariota (mar-ee-OH’-tah) until he and DeMarco Murray shredded the Jaguars’ defense on Thursday.

Mariota was 18 of 22 for 270 yards and two touchdowns as the Titans whipped Jacksonville, 36-22. He compiled a 148.1 passer rating and engineered an offense that gained a season-high 494 total yards.

Murray ran for 123 yards and a touchdown for the Titans, who scored on six straight possessions bridging the first and third quarters.

Tennessee is 4-4 following its third win in four games.

 

WORLD SERIES…

CHICAGO (AP) — The Cubs and Indians held their workouts at Wrigley Field Thursday in preparation of Game 3 of the World Series the following night.

The teams enjoyed an off day after splitting the first two games in Cleveland.

Friday’s contest will be the first World Series game at Wrigley since 1945, when the Cubs extended their championship drought by falling to the Tigers in Game 7.

Josh Tomlin gets the starting assignment for the Indians, while the Cubs will go with major league ERA leader Kyle Hendricks.

Cubs star Kyle Schwarber won’t be in the starting lineup for the three World Series games this weekend after he was denied medical clearance to play the outfield following his return from knee surgery. Schwarber is 3-for-7 with two RBIs in the series, including a pair of RBI singles in Game 2 on Thursday.

The change of venue also means Indians manager Terry Francona will use Carlos Santana in left field instead of his usual DH role. Santana is a defensive liability but an offensive upgrade over left fielders Coco Crisp or Brandon Guyer (GY’-ur) after providing 34 home runs and 99 RBIs during the regular season.

SHANGHAI (AP) — Sweden’s Rikard Karlberg has the lead after the opening round of the World Golf Championships HSBC tournament in Shanghai. He opened with an 8-under-64, one shot better than Rickie Fowler and two in front of Daniel Berger.

All four major champions are in the field of the HSBC Champions for the first time since 2011.

 

PGA-SANDERSON FARMS CHAMPIONSHIP

JACKSON, Miss. (AP) — Kevin Streelman is the leader through 18 holes of the Sanderson Farms Championship in Mississippi.

Streelman fired a 9-under 63 for a two-shot edge over Trey Mullinax, Carl Pettersson and Seamus Power. Streelman had 10 birdies, including eight in an 11-hole stretch.

Lucas Glover, Camilo Villegas and Graham DeLaet are among seven players at minus-6.

KUALA LUMPUR, MALAYSIA (AP) — South Korea’s Amy Yang has the lead after the first round of the LPGA event in Malaysia. She opened with an 8-under-63 with American’s holding down the next three spots. Alone in second is Marina Alex at 6-under while Michelle Wie (WEE) and Mo Martin are tied at 5-under with several other players.

The score for Wie was her best in more than a year. Winless in 57 tournaments since the 2014 U.S. Women’s Open, she’s coming off a season-best 10th-place tie last week in China in the Blue Bay LPGA.

BAGHDAD (AP) — As Iraqi forces continue to capture villages near Iraq’s second largest city, reports are emerging that the Islamic State group, which controls Mosul, appears to be using tens of thousands of civilians as “human shields.” A spokeswoman for the United Nations human rights office says “credible reports” suggest IS has been forcing tens of thousands, including women and children, from their homes.

BEIRUT (AP) — The fighting is intense today around the northern Syrian city of Aleppo where rebels have begun what they say is a large-scale offensive to break the government’s nearly two-month siege of opposition-held areas. The area has been subjected to a ferocious campaign of aerial attacks by Russian and Syrian government warplanes, and hundreds of people have been killed in recent weeks according to opposition activist.

PORTLAND, Ore. (AP) — An environmentalist says the acquittal of the leaders of an armed takeover of an Oregon wildlife refuge will embolden extremists. Ammon Bundy and six others were found not guilty yesterday of conspiracy and possession of firearms at the Oregon federal facility. Kieran Suckling, executive director at the Center for Biological Diversity, says Bundy and his followers were radicals who want to take over public lands.

LONDON (AP) — There’s an early court victory for Brexit. A judge in Northern Ireland has dismissed one of the legal challenges to Britain’s decision to leave the European Union. A group of politicians in Northern Ireland had sued, arguing that lawmakers in the Stormont Assembly should have a say on whether to trigger negotiations with Europe. It’s separate from a landmark legal challenge which argues Parliament needs to act before Brexit talks can be triggered.

LONDON (AP) — Ride-sharing service Uber’s business model could be on the line as it awaits a British employment tribunal’s ruling about whether drivers are employees or independent contractors, as the service claims. The decision today could affect as many as 30,000 drivers. Uber argues it is a technology company that links self-employed drivers with people who need rides.
