Jamestown (CSi) The Jamestown Street Department informs motorists that beginning Monday, October 31, 2016, through Thursday, November 3rd, 2016, 5th St NE and 12th Ave NE will have lane restrictions to through traffic but will be open to local residents who live along this area.
Motorist should use extreme caution in this area and use alternate routes as necessary.
CANNON BALL, N.D. (AP) — A North Dakota sheriff says officials are searching for a missing person after a canoeing incident in the Cannonball River near a Dakota Access pipeline protest camp.
Morton County Sheriff Kyle Kirchmeier said Sunday afternoon that his office had activated its dive team and that the state Game and Fish Department is sending a boat.
Authorities didn’t immediately release identifying details about the person.
The incident occurred near a Dakota Access protest camp where demonstrators have been protesting the nearly 1,200-mile, four-state pipeline.
Kirchmeier says he believes one person involved in the canoeing incident was able to make it out of the water.
WILLISTON, N.D. (AP) — North Dakota has added another step to help ensure the safety of crude transported by rail with the addition of two inspectors.
The inspectors have so far completed a combined 76 inspections covering more than 1,000 miles of the state’s 3,000 miles of track. They’re focusing on track and mechanical issues, which have been identified as the source of the highest number and severity of accidents.
Improving rail transport safety has been a multi-faceted approach. The state first set guidelines for vapor pressure to make Bakken crude more uniform and no more explosive than gasoline.
In the meantime, federal regulators strengthened rail car standards and made grants for training and equipment for first responders available in North Dakota to ensure all departments know how to respond to accidents involving hazardous materials.
MINOT, N.D. (AP) — Minot International Airport officials are looking to update its infrastructure in a plan expected to span 20 years.
The new modern hangars, a redesigned taxiway and a vehicle preparation area for rental car companies are among some of the proposals being considered for inclusion in the plan.
Airport director Rick Feltner says the airport’s new $43 million terminal does not need any change, however the rest of the airport needs some attention. One of their highest priorities is replacing the deteriorating hangars with new ones.
KLJ consultant Kent Penney says not all proposals would require airport spending. Some developments on airport property might include private investment.
Airport officials say they are seeking public input to help guide the process further.
MINOT, N.D. (AP) — Researchers say Ward County and Minot are poised for population growth in the next couple of decades.
Determining the amount of growth comes down to population models that must account for economic activity driven by the unpredictability of oil and gas prices.
Three separate analyses this year show that the region can expect modest growth, even if oil prices remain low.
Analysts say Ward County, with an estimated July 2015 Census Bureau population of over 71,000, could post a population of 91,000 or more in 2040. Minot, with a 2015 population estimate of more than 49,400, could grow to nearly 58,600 by 2029.
The state as a whole could hit a million people by 2035.
WAHPETON, N.D. (AP) — Officials are building a new habitat for zebras at the Chahinkapa Zoo in Wahpeton as part of a levee encroachment removal project and renovating the center where primates are housed.
Because the zoo is accredited with the Association of Zoos & Aquariums, architects had to follow special requirements when designing the zebra building.
Interstate Engineering officials showed Wahpeton’s flood protection committee plans for the project’s second phase Wednesday.
Interstate will advertise bids for general construction, electrical work and mechanical work during three consecutive Sundays. The advertisements for the bids, which will be opened Nov. 15, were authorized with a 3-0 vote.
Interstate officials estimate the cost for the zebra building and renovations of the Roger Jensen Center will cost over $1.6 million.

DULUTH, Minn. (AP) — Karson Kuhlman and Kyle Osteberg scored short-handed goals as No. 2 Minnesota Duluth beat No. 1 North Dakota 3-0 to sweep their National Collegiate Hockey Conference series.
Carson Soucy added a power-play goal on Saturday for UMD (5-1-2, 2-0-0), whose special teams dominated the weekend. In addition to two short-handed goals Saturday, UMD scored on a power play.
UND, the defending NCAA national champion, was last swept Feb. 12-13 of last season when Denver beat the Hawks 6-4 and 4-1.

Jamestown (VCSU) After winning five straight games in the series, the Vikings were snake bit by turnovers Saturday as they dropped a 27-21 game to the rival Jimmies. That ends a VCSU winning streak that spanned the last three seasons. The Vikings had not lost to Jamestown since Oct. 26, 2013.
Despite the loss, the Vikings lead the Paint Bucket series, 38-31, and lead the overall series with Jamestown, 59-53-5.

WORLD SERIES…
CHICAGO (AP) — The Chicago Cubs have earned themselves a return trip to Cleveland by extending the World Series to a sixth game.
Aroldis (ah-ROHL’-dihs) Chapman finished what Jon Lester started as the two were magnificent in the Cubs’ 3-2 victory over the Indians in Game 5. But Chicago also needed a three-run fourth inning to keep alive their quest to end a 108-year championship drought.
Lester was reached for two runs and four hits while striking out five over six innings. He served up a solo home run by Jose Ramirez in the second inning but was otherwise in command during his second start of the series.
Chapman recorded the first eight-out save of his career, and the first in a World Series game since Madison Bumgarner’s five-inning gem in the 2014 Fall Classic. The lefty stranded an inherited runner on third in the seventh and struck out four while limiting Cleveland to just one hit.
The Indians’ early lead was erased when Kris Bryant led off the bottom of the fourth with Chicago’s second home run of the series. Ben Zobrist followed with a double and scored on Addison Russell’s RBI single. David Ross added a sacrifice fly to make it 3-1.
Cleveland got within a run on Francisco Lindor’s (lihn-DOHRZ’) RBI single in the sixth, but the threat ended when Ross threw out Lindor on a stolen base attempt.
Trevor Bauer was lifted after four innings, charged with three runs and six hits with seven strikeouts. Bauer has been tagged with both Cleveland losses in the series.
Game 6 is slated for Tuesday, with a possible seventh game at Progressive Field on Wednesday.

No team is hotter than the Dallas Cowboys, who are 6-1 and riding a six-game winning streak following a 29-23 overtime triumph against NFC East rival Philadelphia. Dak Prescott rallied the Cowboys with a late tying touchdown pass to Dez Bryant and won it by hitting Jason Witten for a five-yard TD in OT. The rookie quarterback was 19 of 39 for 287 yards and two touchdowns. Prescott recovered from a shaky start that included an end zone interception that cost the Cowboys points late in the first half.
The Broncos took turns intercepting and pummeling Philip Rivers in a 27-19 win over the Chargers. Denver picked off Rivers three times and made two stands in the closing minutes to preserve the win. Brady Roby’s 51-yard touchdown return in the second quarter put the Broncos ahead to stay. It came while Denver defensive coordinator Wade Phillips was run over by Chargers running back Melvin Gordon on the sideline. The 69-year-old Phillips was treated and released at a hospital.
Atlanta snapped a two-game losing streak by beating Green Bay 33-32 on Matt Ryan’s 11-yard TD pass to Mahamed Sanu (sah-NOO’) with 31 seconds remaining. Sanu finished with season highs of nine catches for 84 yards. Ryan was 28 of 35 for 288 yards and three touchdowns as the Falcons improved to 5-3. The Packers fell to 4-3 despite Aaron Rodgers’ four scoring passes.

LAKE FOREST, Ill. (AP) — Sam Bradford tries to shake off a six-sack outing in the Vikings’ first loss when Minnesota meets the returning Jay Cutler and the struggling Bears in Chicago tonight.
The Bears (1-6), meanwhile, have struggled through injuries and poor play on offense and defense in their worst start since the 2000 team dropped seven of its first eight. For Cutler, it hasn’t been easy to watch.
Cutler will suit up for the first time since he left against Philadelphia in the second game of the season. The five-game absence will be the longest he has returned from in a season and he’ll be going against the league’s stingiest defense.

MARTINSVILLE, Va. (AP) — Jimmie Johnson earned one of four coveted spots in next month’s title-deciding season Sprint Cup finale by winning at Martinsville Speedway, his ninth on the Virginia track. The six-time NASCAR champion will be racing for his seventh championship, which would tie him for the all-time record with Hall of Famers Richard Petty and Dale Earnhardt Jr.
FORMULA 1…
MEXICO CITY (AP) — Nico Rosberg is closer to clinching the Formula 1 driving championship after finishing second to Lewis Hamilton in the Mexican Grand Prix. Rosberg has a 19-point lead over Hamilton with two races remaining and needs to finish no worse than second and third in his last two events to wrap up the title.
The win in Mexico was Hamilton’s 51st in F1 racing, tying him for second most all-time.

JACKSON, Miss. (AP) — Cody Gribble shot a final round 7-under-65 to finish 20 shots under par for a win in the PGA’s Sanderson Farms Championship. He completed play four shots in front of Greg Owen, Chris Kirk and Luke List.
THOUSAND OAKS, Calif. (AP) — Tom Pernice (pur-NEES’) Jr. has won the first-ever playoff event in PGA Tour Champions history, beating Colin Montgomerie by a stroke in the PowerShares QQQ Championship at Sherwood Country Club.
Pernice closed with a 2-under 70, breaking a tie for the lead with Montgomerie with an 8-foot birdie putt on the par-4 14th and adding a 15-footer on the par-3 15th.
Montgomerie parred the final five holes for a 70.

UNDATED (AP) — The top of The Associated Press Top-25 poll looks a lot like last week’s. Alabama remains the top team following a bye, with Michigan ranked second, Clemson third, Washington fourth and Louisville fifth.
The Crimson Tide received all but one of the 61 first place votes from the media panel. The remaining vote was cast for Michigan.
Ohio State is sixth, followed by Texas A&M, Wisconsin, Nebraska and Florida.
No. 22 Oklahoma State and No. 25 Washington State are poll newcomers, while Houston and Tennessee dropped from the top-25.

WASHINGTON (AP) — There’s more criticism today for FBI Director James Comey over his revelation that more email possibly relating to Democratic presidential candidate Hillary Clinton has emerged. Former Attorney General Eric Holder says Comey unleashed “a torrent of conspiracy theories and misrepresentations.” Holder says Comey’s action was “incorrect.”
UNDATED (AP) — Democratic presidential candidate Hillary Clinton plans to crisscross the battleground state of Ohio today as the final full week of the campaign begins. While Clinton is playing defense once again over her use of a private email system, a newly emboldened Donald Trump heads to Michigan, trying to capitalize on the investigation by campaigning in traditionally Democratic states.
LEEDEY, Okla. (AP) — Oklahoma authorities say their intense manhunt for the person accused of killing two relatives and wounding three law enforcement officers ended in a shootout with police that left the suspect dead. Authorities believe Michael Dale Vance Jr. recorded two Facebook Live videos documenting his run from police. An Oklahoma state trooper shot and killed Vance late yesterday, 130 miles northwest of Oklahoma City.
BAZWAYA, Iraq (AP) — Officials say Iraqi special forces and other troops approaching from the east plan to make their first entry into the Islamic State held city of Mosul later today. The force is taking heavy mortar and small arms fire along with car bombers trying to stop the advance. State television described the operation as a “battle of honor” to liberate the city, captured by IS from a superior yet neglected Iraqi force in 2014.
MALMO, Sweden (AP) — Pope Francis traveled to secular Sweden today to mark the 500th anniversary of the Protestant Reformation. It was a remarkably bold gesture given his very own Jesuit religious order was founded to defend the faith against Martin Luther’s “heretical” reforms five centuries ago. The Vatican and Lutheran church both insist the event is no celebration of Luther’s revolt but rather a rejoicing that relations have improved.
