BISMARCK, N.D. (AP) — The Latest on protesters trying to halt construction of the Dakota Access oil pipeline in North Dakota (all times local):
12:10 p.m.
Someone has splashed oil on North Dakota’s Capitol in Bismarck.
The North Dakota Highway Patrol, which provides security at the building, says security footage caught two people dressed in black carrying the oil at the west entrance about 9:30 p.m. Monday. A small amount of oil was splashed on a wall and nearby sidewalk.
A sign placed at the entrance said, “You can’t drink oil.”
Troopers say no arrests have been made. The entrance was reopened Tuesday morning after it had been cleaned.
Protesters have been demonstrating for months against the Dakota Access oil pipeline being built in the southern part of the state. Patrol Lt. Tom Iverson says the sign suggests the vandalism is related to the protest.
Bismarck (CSi) The North Dakota Department of Human Services’ Division of Vocational Rehabilitation (DVR) announced that Bethel Lutheran Nursing and Rehabilitation Center of Williston has been named the 2016 North Dakota State DVR Employer of the Year.
The State Rehabilitation Council and the division selected the nursing facility from among eight regional employer award recipients. Bethel representatives accepted the award during a recognition luncheon at the DVR annual training last week in Bismarck.
The annual award honors North Dakota business owners and employers for their efforts to support, develop, and inspire individuals with disabilities to achieve employment goals and to reach their full potential in their community.
Regional award recipients included: Auto Therapy, Bismarck; Drayton Foods, LLC, Fargo; Big Sioux Cafe, Grand Forks; Valley City Barnes County Public Library, Valley City; K-Mart, Devils Lake; Taco John’s, Dickinson; and Somerset Court, Minot. Award nominees and recipients have established ongoing partnerships with the division and its eight regional offices.
DVR Division Director Russ Cusack. “Award recipients include a variety of businesses who each have demonstrated a commitment to recruiting and retaining individuals with disabilities to meet their workforce needs. Their inclusive recruitment strategies have created outstanding opportunities for individuals with disabilities to become employed and engaged within their communities.”
Paradiso of Fargo received a new award recognizing youth employment. DVR officials presented the “You Make a Difference” award to Paradiso for providing work experience opportunities for students with disabilities and for consistently recognizing ‘ability’ in disability.
Cusack says, “Employers can make a huge difference in the path students will follow as they transition out of school and into the adult world.”.
Vocational rehabilitation services help people with disabilities find meaningful work and also help employers connect with a valuable, often untapped workforce, as well as retain trained workers whose abilities have changed. Rehabilitation counseling and consultation is available at no cost to qualifying individuals and businesses, non-profits, and government agencies.

BISMARCK, N.D. (AP) — The farm group challenging the constitutionality of North Dakota’s ban on corporate farming and the state official charged with defending the law both are objecting to an environmental group’s request to join in.
The Dakota Resource Council wants to help defend the law that aims to protect the state’s family farming heritage. The nonprofit group works to protect rural areas and the land and says it has an interest in the case.
The North Dakota Farm Bureau sued in June to have the law declared unconstitutional. It classifies DRC’s stance as irrelevant and wants the court to reject the group’s request.
Attorney General Wayne Stenehjem also has objected to DRC involvement.
FARGO, N.D. (AP) — Another of the suspects in a fatal beating outside of a Fargo bar last year has been sentenced to 20 years in prison.
Jessy Olson pleaded guilty in March to being an accomplice to murder and to aggravated assault. He was sentenced Monday.
Olson was one of four people charged in the May 2015 death of 35-year-old Joey Gaarsland. All have pleaded guilty, and Olson is the second to be sentenced.
WATFORD CITY, N.D. (AP) — A Montana woman faces sentencing early next year after pleading guilty to exploiting her mentally impaired uncle in North Dakota.
69-year-old Sandra Potter of Worden, Montana, entered Alford pleas last week to two charges of endangering a vulnerable adult. That means she doesn’t admit guilt but acknowledges there’s enough evidence to convict her. The court treats it like a guilty plea.
Authorities accused Potter of bilking her elderly uncle with dementia out of everything he owned. She reached a plea deal with prosecutors and faces up to 20 years in prison when she’s sentenced Jan. 10.
A judge a year ago restored the 87-year-old uncle’s assets by reversing transactions that authorities say he was forced into by Potter.

In world and national news…
WASHINGTON (AP) — The renewed focus on Hillary Clinton’s emails may be rallying her supporters. In the past three days, Clinton has raised $11.3 million online — the most since she became the nominee. Clinton campaign manager Jennifer Palmieri says, “The race has tightened in a way we thought it would tighten” — but that there’s no indication that the FBI story is having an impact.
WASHINGTON (AP) — With one week to go until the election, the Clinton campaign has announced it will expand the states in which it airs TV ads. Clinton’s campaign has confirmed it will be advertising in Colorado for the first time since July, and that it’s also deploying ads in Virginia for the first time since early August. And just after Donald Trump Tuesday announced he would be advertising in Michigan and New Mexico, the Clinton campaign said it planned to spend more than $100,000 on ad buys in the two typically Democratic states.
WASHINGTON (AP) — Some Republican lawmakers are signaling they would be fine with having the Supreme Court operate with just eight justices for the next four years if Hillary Clinton is elected. Republicans including North Carolina Sen. Richard Burr, Arizona Sen. John McCain and Kentucky Sen. Rand Paul have suggested they’ll block any Clinton nominees. The Supreme Court has operated with eight justices for most of the year following the death of Justice Antonin Scalia. Republicans controlling the Senate have blocked confirmation hearings for President Barack Obama’s nominee Merrick Garland.
HELENA, Ala. (AP) — People in the Southeastern U.S. are bracing for what could be another round of gas shortages and price increases following a deadly gasoline pipeline explosion in Alabama.
