Jamestown (CSi) The Jamestown City Fire Department was called to the Walmart parking lot about 7:10 a.m. today where a vehicle fire was reported.
The fire was put out by individuals at the scene, and the fire call was cancelled.

Fargo A Valley City man was arrested by Moorhead police for ramming his pickup into another vehicle that contained his girlfriend’s ex-boyfriend.
KFGO Radio reports that olice say it happened during a rearranged property exchange in south Moorhead on Tuesday, November 1st.
According to the news release, 43 year-old Tim Lee Johnson of Valley City is facing an assault charge for allegedly using his pickup as a weapon.
A woman in the vehicle that was struck complained of back pain. She was taken to a Fargo hospital for treatment of non-life threatening injuries.

ORDINANCES
An Ordinance was approved, amending Title 9, Zoning for the City of Valley City, North Dakota.
Changes included set backs, under zoning.
NEW BUSINESS:
City Commissioners accepted the 2015 Water Fluoridation Quality Award from ND Department of Health City Administrator Schelkoph read the award, including how fluoridation saves dollars in terms of costs of dental treatment.
He recognized the Valley City Water Treatment Department Staff, and presented Wade Hesch with a plaque.
The City Commission approved appointing Mayor Carlsrud to replace Commission Ross on the Planning & Zoning Board.
Consideration was given to the purchase of 460 3rd St. SE for the appraised value of $53,000, in the Phase Three Permanent Flood Control area .
The City Commission unanimously approved.
The city Commission approved a Master Lift Valve Installation Contract with Swanberg Construction for $161,300. The City Commission previously approved funding under an Emergency Declaration.
Swanberg Construction will start work next week, to take about two weeks to complete.
Commissioners approved funding the replacement costs for Paving 111, with the option selected of $107,000 to be paid for out of the R&R Fund.
The Mill and Overlay includes 6th Avenue Northeast, and 2nd Avenue Northwest.
Mayor Carlsrud declared a conflict of interest.
The Commissioner voted to not allow him to vote.
The Commission then voted to approve the funding.
Approved was the purchase of Street Roller in the amount of $31,203.
Adminisrator Schelkoph explained that the roller in the present machine malfunctioned.
The city leased a street roller last summer.
The cost of the new Street Roller was reduced by 25 percent, with the leased machine going toward the new purchase as a trade in, as supplied by the lessee.
CITY ADMINISTRATORS REPORT
David Schelkoph reported that the city’s Public Works 2017 preliminary budget has been established, with meetings set, and the mid-December City Commission meeting, to address the Final Approval.
Plans are still on hold for a storage building to keep flood control items.

City Attorney Myhre reported on updates to the City Code, one item includes residents parking vehicles in their yards.
Dave Andersen reported that trees earmarked for removal have been removed, and sidewalk cuttings are concluding.
City Assessor Hansen gave a report on reassessments of residential property valuations.
City Fire Chief Retterath reminds residents to check their carbon monoxide detectors.
His office has more information.
Mayor Carlsrud thanked fire fighters for volunteering with trick or treaters on Halloween night, and encouraged consideration of volunteering for the fire department.
He added that Coffee with the Mayor will be next Wednesday at 5-p.m. at City Hall, with the public invited.

Jamestown (CSi) The last day of full operations at James River Family Fitness will be December 30th this year.
The facility is rented from the University of Jamestown at the Larson Lifetime Sports Center.
The University plans to let the present JRFF members to continue to use the Larson Center for a limited period of time until the Two Rivers Activity Center opens, with the University continuing to offer classes held in the building.
Bismarck (CSi) The North Dakota Department of Human Services’ Division of Vocational Rehabilitation (DVR) announced that Bethel Lutheran Nursing and Rehabilitation Center of Williston has been named the 2016 North Dakota State DVR Employer of the Year.
The State Rehabilitation Council and the division selected the nursing facility from among eight regional employer award recipients. Bethel representatives accepted the award during a recognition luncheon at the DVR annual training last week in Bismarck.
The annual award honors North Dakota business owners and employers for their efforts to support, develop, and inspire individuals with disabilities to achieve employment goals and to reach their full potential in their community.
Regional award recipients included: Auto Therapy, Bismarck; Drayton Foods, LLC, Fargo; Big Sioux Cafe, Grand Forks; Valley City Barnes County Public Library, Valley City; K-Mart, Devils Lake; Taco John’s, Dickinson; and Somerset Court, Minot. Award nominees and recipients have established ongoing partnerships with the division and its eight regional offices.
DVR Division Director Russ Cusack. “Award recipients include a variety of businesses who each have demonstrated a commitment to recruiting and retaining individuals with disabilities to meet their workforce needs. Their inclusive recruitment strategies have created outstanding opportunities for individuals with disabilities to become employed and engaged within their communities.”
Paradiso of Fargo received a new award recognizing youth employment. DVR officials presented the “You Make a Difference” award to Paradiso for providing work experience opportunities for students with disabilities and for consistently recognizing ‘ability’ in disability.
Cusack says, “Employers can make a huge difference in the path students will follow as they transition out of school and into the adult world.”.
Vocational rehabilitation services help people with disabilities find meaningful work and also help employers connect with a valuable, often untapped workforce, as well as retain trained workers whose abilities have changed. BISMARCK, N.D. (AP) — North Dakota leaders are criticizing the federal government for not helping pay the policing bill for protests at the Dakota Access pipeline
The state agreed Tuesday to borrow an additional $4 million to cover the escalating law enforcement costs, bringing the total line of credit to $10 million.
Gov. Jack Dalrymple says officials have asked for contributions from the federal government, the pipeline company, an American Indian tribe, “and any entity we can think of.”
So far, North Dakota and the local governments it backs have shouldered most of the law enforcement expenses — even paying for officers from other states that have assisted North Dakota during the protests.
BISMARCK, N.D. (AP) — A North Dakota legislative committee has approved an emergency request to borrow an additional $4 million to cover policing costs for the protest of the Dakota Access oil pipeline.
The state’s Emergency Commission borrowed $6 million from the state-owned Bank of North Dakota in September. Officials say that money’s been spent. Protest encampments have attracted thousands of American Indians and others trying to halt construction of the four-state pipeline.
The commission, headed by Republican Gov. Jack Dalrymple, approved the funding Tuesday.
North Dakota has asked federal officials to reimburse the state for the additional law enforcement costs. Dalrymple says the state also would be open to contributions from tribes and the Texas-based pipeline company.
Some of the emergency appropriations is being used to pay for law officers from other states, including South Dakota, Minnesota, Wisconsin, Indiana, Nebraska, Wyoming and Ohio.
BISMARCK, N.D. (AP) — President Barack Obama says the U.S. Army Corps of Engineers is examining whether the Dakota Access oil pipeline can be rerouted in southern North Dakota to alleviate the concerns of American Indians.
Obama tells the online news outlet NowThis that his administration is monitoring the situation closely but will “let it play out for several more weeks.”
The Standing Rock Sioux tribe worries that the $3.8 billion pipeline from North Dakota to Illinois will threaten its drinking water and destroy sacred sites. Protests that have included clashes with police have gone on for several months in North Dakota.
Obama calls it “a challenging situation.” He says there’s an obligation for protesters to be peaceful and for authorities to show restraint.
The 1,200-mile pipeline is largely complete outside of North Dakota.
BISMARCK, N.D. (AP) — The farm group challenging the constitutionality of North Dakota’s ban on corporate farming and the state official charged with defending the law both are objecting to an environmental group’s request to join in.
The Dakota Resource Council wants to help defend the law that aims to protect the state’s family farming heritage. The nonprofit group works to protect rural areas and the land and says it has an interest in the case.
The North Dakota Farm Bureau sued in June to have the law declared unconstitutional. It classifies DRC’s stance as irrelevant and wants the court to reject the group’s request.
Attorney General Wayne Stenehjem also has objected to DRC involvement in the case, though he says he’s OK with the group submitting its position in a legal brief.
FARGO, N.D. (AP) — Another of the suspects in a fatal beating outside of a Fargo bar last year has been sentenced to 20 years in prison.
Jessy Olson pleaded guilty in March to being an accomplice to murder and to aggravated assault. He was sentenced Monday.
Olson was one of four people charged in the May 2015 death of 35-year-old Joey Gaarsland. All have pleaded guilty, and Olson is the second to be sentenced.
BISMARCK, N.D. (AP) — A Mandan man who was shot by police in Bismarck and then tried to escape from a hospital has been sentenced to eight years in federal prison.
Travis Clark Jr. was shot by two Bismarck police officers on Jan. 31 after authorities say he ignored the officers’ commands and reached for what officers believed was a weapon.
Authorities say that while he was detained at a hospital, he overpowered a private security officer and fled, but later gave himself up without incident.
Clark was sentenced Monday for being a felon in possession of a firearm. The sentence will begin after he finishes serving five years in the State Penitentiary on multiple charges from January including burglary.
BILLINGS, Mont. (AP) — U.S. officials say a program to return land on American Indian reservations to tribal control likely will run out of money before millions of eligible acres are addressed.
The Obama administration is spending almost $1.6 billion on a tribal land buyback program initiated under a 2009 legal settlement.
Officials use the money to purchase parcels of land with multiple owners and transfer them to tribal governments.
A new Interior Department report says more than 4 million eligible acres will remain when the settlement money runs out in 2022.
The report is scheduled for public release Tuesday. It was obtained in advance by The Associated Press.
The buyback program resulted from a lawsuit that alleged U.S. officials for decades mismanaged trust money held on behalf of hundreds of thousands of Indians.

Valley City (CSi) Valley City State’s Nicholas McBeain has been named the North Star Athletic Association Defensive football Player of the week.
Nathan Jones of Presentation (S.D.) was selected as Offensive Player-of-the-Week, while his teammate Dylan Paulson was named as Special Teams Player-of-the-Week. Nicholas McBeain of Valley City State (N.D.) was chosen as Defensive Player-of-the-Week.
McBeain is a 6’1″ – 240 lbs., Senior – linebacker from Shakopee, Minnesota. – McBeain had 21 tackles (5 solo) and a tackle-for-loss in Valley City State’s (N.D.) 27-21 North Star road loss at Jamestown (N.D.). He tied VCSU’s school record with his 122nd assisted tackle this season and just three tackles shy of the school record of 167 tackles. It was the third time this season that McBeain has recorded at least 20 tackles in a game. He is the first Viking ever to top 400 career tackles.

World Series…
CLEVELAND (AP) — The Chicago Cubs and Cleveland Indians have gone a combined 176 seasons without winning a World Series. It seems only fitting for the two clubs to send their Fall Classic to a seventh game.
Addison Russell crushed a grand slam and the Cubs stretched the series to the limit by ripping the Indians, 9-3, in Cleveland, Russell’s blast off reliever Dan Otero (oh-TEHR’-oh) put Chicago ahead 7-0 by the third inning and allowed winning pitcher Jake Arrieta (ar-ee-EH’-tuh) to coast.
The Cubs put together a three-run rally before the Indians took their first swings, doing it after pitcher Josh Tomlin retired the first two hitters. Kris Bryant got things going by homering for the second time in as many games. Chicago later put runners on first and third before the Cleveland outfield turned Addison Russell’s soft fly ball into a two-run double to right center to make it 3-0.
Tomlin was charged with six runs over 2 1/3 innings.
Anthony Rizzo added a two-run homer in the ninth for the Cubs, who trailed the series 3-1 before pulling out a 3-2 win on Sunday.
Arrieta struck out nine while limiting the Indians to a pair of runs and three hits over 5 2/3 innings. Arrieta has two of the Cubs’ three series victories.
Closer Aroldis Chapman entered in the seventh inning for the second straight game, but he wasn’t needed to finish the victory.
Game 7 is tonight at Cleveland’s Progressive Field. Corey Kluber will take the mound in an effort to close out Cleveland’s first championship since 1948. Kyle Hendricks will toe the rubber with the Cubs trying to end a 108-year World Series title drought.

MINNEAPOLIS (AP) — Zach LaVine scored 31 points and hit five 3-pointers, and the Minnesota Timberwolves built a lead too big to give away in a 116-80 victory over the Memphis Grizzlies on Tuesday night, their first win of the season.
Gorgui Dieng scored 17 points for the Timberwolves (1-2), who led by 17 points in the opener against Memphis and 18 against Sacramento before losing both games.
Memphis coach David Fizdale decided to rest Mike Conley and Marc Gasol on the front end of a back-to-back that finishes at home on Wednesday night against New Orleans. Tony Allen made his season debut for the Grizzlies after missing the first three games of the season with a right knee injury.
Memphis shot just 36.5 percent and turned the ball over 22 times.
UNDATED (AP) — The Cleveland Cavaliers changed the start time of Tuesday’s home game so they could head across the street to watch the Indians take on the Cubs. The Cavs left their arena in a good mood after putting together a 43-point fourth quarter in a 128-120 win over Houston.

St. PAUL, Minn. (AP) — Johan Larsson had a third-period goal in his return to Minnesota and Robin Lehner made 27 saves, lifting the Buffalo Sabres over the Wild 2-1 on Tuesday night.
Ryan O’Reilly added his fourth goal for Buffalo, which has won three straight.
Larsson, a 2010 second-round pick by Minnesota, played one career game for the Wild in 2012-13 before being traded for Jason Pominville.
The Swedish forward batted a bouncing puck past goaltender Devan Dubnyk with just over six minutes left. Brian Gionta centered a puck that went off the stick of Minnesota forward Mikael Granlund and Larsson swatted it out of the air with the shaft of his stick.
Dubnyk stopped 22 shots but had his individual scoreless streak end at 183:16. Granlund scored his second goal for Minnesota, which had won three in a row and was unbeaten in four previous home games.

MUNCIE, Ind. (AP) — The 17th-ranked Western Michigan Broncos got a chance to show a national TV audience how good they are, and they didn’t disappoint.
Corey Davis had three touchdown receptions and caught 12 passes for a Mid-American Conference record 272 yards in Western Michigan’s 52-20 pounding of Ball State. Zach Terrell went 23 of 34 for 367 yards in helping the Broncos improve to 9-0 overall and 5-0 in the conference.
Western Michigan’s Darius Phillips went 75 yards for his third interception return for a TD this season.

OKLAHOMA CITY (AP) — The Oklahoma City Thunder have traded Ersan Ilyasova to the Philadelphia 76ers for Jerami (JEHR’-ah-mee) Grant.
Ilyasova has averaged 10.6 points and six rebounds during his NBA career, and Grant contributed 9.7 points and 4.7 boards a game last season.
The 76ers also will get a protected draft pick while the Thunder will get a trade exception, reducing the team’s salary cap.
SALT LAKE CITY (AP) — Utah Jazz forward Alec Burks is out indefinitely after undergoing arthroscopic surgery on his left ankle.
Burks has not played this season as he rehabbed from arthroscopic surgery on the same ankle and left knee in June. He missed 50 games last season with a broken left fibula and 55 games in 2014-15 because of shoulder surgery.
The No. 12 overall pick from the 2011 draft averaged 13.3 points, 3.5 rebounds and 2.0 assists as the sixth man last season when healthy.
MIAMI (AP) — Ray Allen has formally announced his retirement from the NBA, ending a career that saw him make more 3-pointers than any player in league history and win championships with Boston and Miami.
Allen last played with the Heat in 2014. He entertained a comeback but decided against it.
In 18 seasons, he made 2,973 3-pointers, 413 more than anyone else has to date.
Allen averaged 18.9 points in 1,300 career games.

DES MOINES, Iowa (AP) — Police in Des Moines, Iowa, say there is “clearly danger” right now for police officers in the area. Two police officers were killed overnight in ambush-style attacks. Des Moines Police Sgt. Paul Parizek (pah-REE’-zehk) says one officer was shot in the suburb of Urbandale, and about 20 minutes later, another officer was killed in Des Moines. Both officers were sitting in their police vehicles.
WASHINGTON (AP) — The Federal Reserve is expected to leave interest rates alone when it wraps up its two-day meeting today. With voters set to choose a new president and Congress in six days, the Fed will likely keep a low profile, trying to ensure that it doesn’t become part of the political debate. But when the Fed makes a statement later today, it could signal that a rate hike is likely in mid-December.
BAGHDAD (AP) — Iraqi special forces have been going house-to-house in Mosul’s easternmost neighborhood where soldiers are searching roads for explosives and booby traps the Islamic State group could have left behind. The militants were driven out of the city yesterday. Families are being told to stay in their homes for their safety. Mosul had been in the hands of IS for more than two years.
MOSCOW (AP) — Russian authorities have sealed up the Moscow office of human rights group Amnesty International. Sergey Nikitin, the head of Amnesty International in Russia, says when employees “arrived at our office this morning, they found that the door was broken and there were new locks.” Human rights organizations in Russia have complained of official pressure in recent years, including the intimidation of their staff and controversial legislation regulating the operation of non-governmental organizations.
SAN JOSE, Calif. (AP) — San Jose, California has banned sales of recreational marijuana ahead of next week’s vote on whether to legalize the drug in California. Several cities across the state have halted or regulated nonmedical pot sales in the days before Californians decide on Proposition 64 on Tuesday. City leaders tell the San Jose Mercury news that the ban will help stop illegal pot shops from opening, should the measure pass.
