BISMARCK, N.D. (AP) — North Dakota regulators are issuing a formal complaint that could result in stiff fines against the company building the Dakota Access oil pipeline. Regulators believe the company may have mishandled the reporting of American Indian artifacts that were found along the route. The state’s Public Service Commission held a hearing on the issue today. The chairwoman said Energy Transfer Partners could face up to $200,000 in fines, though she said such a high amount is unlikely. The company will have an opportunity for a hearing.

BISMARCK, N.D. (AP) — Documents show that American Indian artifacts found in North Dakota along the route of the Dakota Access oil pipeline last month weren’t reported to state regulators for 10 days.

Public Service Commissioner Julie Fedorchak says she’s disappointed regulators weren’t notified earlier. The matter was to be discussed during a commission meeting Wednesday.

North Dakota Chief Archaeologist Paul Picha says he was notified of the discovery in a timely manner but didn’t report it to the commission because he thought the pipeline company would. He says the site was properly handled.

In an Oct. 27 letter, Texas-based Energy Transfer Partners detailed the finding of stone cairns and other artifacts. Consultants for the pipeline company determined there was “a low likelihood” for buried artifacts but recommended avoiding the site.

RAPID CITY, S.D. (AP) — The American bison has been designated the National Mammal of the U.S. during a ceremony at Wind Cave National Park in South Dakota.

The Rapid City Journal reports Congress approved the designation last spring, and it became official Tuesday.

Kelly Aylward, director of the Wildlife Conservation Society’s Washington, D.C., office, says it worked with Congress for about six years to make the designation happen.

Aylward says she hopes the designation will help bring more awareness and support to the cause of conserving and reviving bison herds across the country.

InterTribal Buffalo Council executive director Jim Stone says he hopes greater awareness will lead to education about the importance of the buffalo to Native Americans.

The ceremony was scheduled to coincide with Native American Month in November, and National Buffalo Day, which is the first Saturday in November.

EDEN PRAIRIE, Minn. (AP) — Minnesota Vikings offensive coordinator Norv Turner has resigned. He’s been replaced on an interim basis by Pat Shurmur.

The Vikings announced the news on Wednesday, two days after their second consecutive defeat. They’ve scored only 10 points in each of those games.

Coach Mike Zimmer picked Turner to run his offense when he was hired by the team in 2014. After two seasons of unremarkable production, Zimmer hired Tony Sparano as offensive line coach and Shurmur as tight ends coach to work with Turner. That put three former NFL head coaches on the offensive staff.

The Vikings (5-2) host the Detroit Lions on Sunday.

MIAMI (AP) — The focus is still on Florida with less than a week remaining until Election Day. Donald Trump has campaigned relentlessly in the battleground state, and Wednesday he’s launching his third multiple-day visit to the state in recent weeks. In Miami, Trump touted his rise in Florida polls, but warned supporters not to take anything for granted. Hillary Clinton can deliver a knockout blow if she captures the state’s 29 electoral votes.

WASHINGTON (AP) — The Federal Reserve is leaving interest rates unchanged just days before Americans choose a new president, but it hints again that it will likely raise rates at an upcoming meeting. The Fed says that the case for rate hike has “continued to strengthen” but that the panel decided to wait “for the time being” for further evidence of progress. Analysts and financial markets anticipate a rate hike in December. The Fed had been expected to leave rates alone, in part to avoid any perception of affecting next week’s vote.

DES MOINES, Iowa (AP) — The suspect in the ambush shooting deaths of two Iowa police officers is said to have a history of racial provocations and confrontations with police. Scott Greene, who is white, is suspected of killing an officer in Des Moines and another officer a couple of miles away early today. Attorney General Loretta Lynch says the killings are the latest in a “series of senseless attacks.”

WASHINGTON (AP) — The Pentagon says a U.S. airstrike in Syria last month killed what the Defense Department describes as a senior al-Qaida leader who once had ties to Osama bin Laden. A Pentagon spokesman identifies the target as Haydar Kirkan (HY’-dur kur-KAHN’). The spokesman says Kirkan oversaw the planning of attacks against Western targets outside of Syria, including in Turkey.
