Jamestown (CSi) Early Voting in Stutsman County closed on Friday November 4, 2016, at 5-p.m., at the Stutsman County Courthouse.
Stutsman County I.T Director Josh Smagge says he total for early voting at 5-p.m. Friday was at 2,395. That’s 12 percent of 19,963 residents eligible to vote in Stutsman County.
With absentee ballots, as of Friday, there were 1,118 received by mail, of 1,312 requested. Absentee ballots must have a postmark no later than Novrmber 7, 2016. Those mailed ballots received after that date will be counted if the postmark is November 7th or earlier.
As of Thursday, Stutsman County reports that 1,926 residents have voted, which is 9.7% of all eligible voters.
Voters casting Early Voting and Absentee ballots, were a majority of them ages 55 and older.
Stutsman County Auditor Casey Bradley stated that he anticipates from 80 to 90 percent of eligible voters to cast a ballot on November 8th
The 2016 Election Day is November 8th and will be held at the Jamestown Civic Center for Jamestown voters from 7-a.m., to 7-p.m.
The normal rural precincts will also be available, at Medina, Pingree, and Kensal.

In order to vote in North Dakota, you must be:
- A U.S. Citizen
- At least 18 years old on election day
- A legal North Dakota resident
- A resident in the precinct for 30 days preceding the election
North Dakota does not currently have voter registration however the State does require you to provide an acceptable form of ID.

Where Do I Vote?

Jamestown (CSi) The James River Figure Skating Club will hold drawings at the local Christmas Recital on December 4, 2016 at 4:30 p.m., at Wilson Arena.
It’s free of charge and open to the public.
On Friday’s Wayne Byers Show on CSi Cable 2 Vice President, Judy Jorgenson said this is such an exciting time for the skaters as they get the opportunity to show the skills they are learning. It is also the only chance the community has to see their competitive skaters doing one of the routines they will be using this season.
The Figure Skating Club is open to anyone age 3 to 103.
Basic skating skills, include freeskate and adult classes, with 3 – 7 week sessions each year beginning in September.
Coach Mark teaches the competitive skaters and prepares them for testing and competition.
They also teach a learn to skate program for Hockey which consists of 4 levels. This is a program that is supported by U.S. Figure Skating, USA Hockey and US Speedskating.
Last year the Club had 13 competitors who attended 5 competitions, entered 113 events and metaled in 108 of them! 15 – 4th place, 19 – 3rd place, 30 – 2nd place, and 44 – 1st place
Also on our show, Katrina Christiansen said the Club has worked very hard this past year to evaluate the needs of our community and make plans for our club to best meet those needs. Some of their goals are to revive their booster club which had been inactive for some time, and also establish scholarship funds for low income families or those going through a time of financial crisis.
The Club hopes to reach out not only to the people in Jamestown but the surrounding communities as well.
Work continues on their adult program and will be trying to include the college in that as well.
They have taken on an amazing fundraising opportunity, raffling off a 2016 Chevy Cruze, that may be seen at the Knights of Columbus Hall.
They will be giving away eight $500.00 cash prizes. Tickets are 25.00 each and only 2000 tickets were printed.

Washington, DC (CSi) Today, November 7, 2016, U.S. Senator Heidi Heitkamp will tour Great River Energy’s Spiritwood Station in Spiritwood to highlight clean-coal technologies that reduce emissions and maintain coal as part of an all-of-the-above energy policy.
She will also participate in a panel discussion at Basin Electric Power Cooperative’s annual meeting in Bismarck to address the outlook for energy issues in the new Congress and the impact of federal regulations on the energy industry.
At 11:45 a.m., today, at the Quality Inn & Suites in Jamestown, Heitkamp will speak with
members of the Jamestown Kiwanis club about her work for North Dakota, particularly her
efforts in the U.S. Senate to build bipartisanship in the new Congress and her priorities in the
U.S. Senate for the upcoming year.
At 2-p.m., Heitkamp will meet with employees and tour the Spiritwood Station, at 3366 93rd Avenue SE Spiritwood a lignite coal plant generating electricity and steam to deliver affordable energy to both homes and businesses in the region. She will get an up-close look at new energy efficient technologies used to generate electricity from coal, while reducing emissions. At this event, Heitkamp will highlight her work in the U.S. Senate for an all-of-the-above energy policy, including a path forward for coal through her legislation to incentivize carbon capture technologies. Heitkamp played a key role in getting Spiritwood Station and the Dakota Spirit AgEnergy plant online.
On Veterans Day, U.S. Senator Heidi Heitkamp will speak at two Veterans Day events in Bismarck to honor the service of courageous North Dakotans who have served and protected our nation. Additionally, Heitkamp will speak with the Jamestown Kiwanis to provide an update of her work in the U.S. Senate for North Dakota and the need for bipartisanship in the new Congress.

Lisbon (CSi) The North Dakota Highway Patrol reports, on November 4th, at approximately 8:57 am, law enforcement responded to a report of a deceased female in the east ditch of Hwy. 32 approximately 1/2 mile north of Lisbon. Through investigation it was learned the 44 year old female identifed as Ilina Valkova of Lisbon was walking northbound along Hwy. 32 when she was struck from behind by a 2001 Chevrolet S10 pickup, driven by Paul Vincent. Vincent fled the scene, but was arrested later in the day in Cooperstown.
Vincent had concealed his vehicle after the crash at a location near Gwinner. Through the cooperation of several law enforcement agencies and witnesses, investigators were able to identify and arrest Vincent without incident. Vincent is currently charged with Felony – Leaving the Scene of a Fatal Crash and is being held at the Barnes County Jail.
The crash remains under investigation. An approximate time of the crash is determined to be between 5:30-6:00 am on November 4th. If anyone has any information that would assist law enforcement with this investigation, please call ND State Radio at 1-800-472-2121 or the NDHP Fargo office at (701) 239-8960.

GRAFTON, N.D. (AP) — Authorities say a 61-year-old North Dakota woman was killed when she crashed her all-terrain vehicle on a gravel road in Walsh County.
The accident happened about 7 p.m. Sunday on a township road near Grafton. The Highway Patrol says in a news release that Gail Marie Osowski was driving northbound on 159th Avenue when she made an abrupt left turn “for reasons unknown” and lost control of the vehicle. The ATV entered the ditch and rolled.
The victim was dead at the scene. The patrol says she was not wearing a helmet or using any safety restraints.
MOORHEAD, Minn. (AP) — Authorities are investigating the death of an inmate at the Clay County Jail in Moorhead.
Sheriff Bill Bergquist says 19-year-old Abby Lee Rudolph, of Fargo, North Dakota, experienced a medical emergency Thursday afternoon and life-saving efforts were not successful.
Rudolph had been jailed on drug-related offenses.
Bergquist says no other details will be released until the investigation is completed.
BISMARCK, N.D. (AP) — Bismarck police arrested several people on outstanding warrants after a weekend incident in which shots were apparently fired at a house. Officers responded to reports of gunshots in a residential neighborhood shortly after 6 a.m. Sunday and found nine small-caliber casings in the street in front of a home, as well as holes in the side of the residence. Neighbors were told to stay in their homes for about four hours while authorities investigated.
Bismarck (CSi) Public Service Commissioner Brian Kalk is raising concerns about Xcel Energy’s latest statements concerning wind power.
Xcel has said it plans to build four new wind farms. Three would be built in Minnesota, but one of them would be in Dickey County, North Dakota.
Kalk also takes issue with Xcel’s claims that customers would save “millions of dollars” over 20 years with these projects.
Kalk wants to have the company come before the Commission – and further explain what its vision is.
The Dickey County wind farm is dubbed “Foxtail Wind.” It would be built by NextEra Energy.
BISMARCK, N.D. (AP) — Supporters of a proposal to increase North Dakota’s tobacco tax for the first time in nearly a quarter century believe the move could cut down on smoking rates while also boosting health care for military veterans.
But they might be smoked out by tobacco industry money and uncertainty about how the additional tax collections would be spent.
Voters on Tuesday will decide whether to raise the state’s cigarette tax from 44 cents a pack to $2.20. The money would go to health programs, with spending overseen by governor-appointed boards.
Opponents worry about accountability. They’re getting help from the tobacco industry, which has pumped more than $3.7 million into fighting the measure.
Supporters say the money is needed because lawmakers who pledge not to raise taxes won’t help their causes.
WILLISTON, N.D. (AP) — Oil-impacted regions in North Dakota have seen a rise of domestic violence, dating violence, sexual assault and stalking amid the recent energy boom.
A new study showed “significant increases” for sexually-based crime in oil-impacted communities, but observed an opposite effect outside the Bakken region.
Many residents have quickly drawn conclusions that the crime rate was dependent on the influx of transient workers to the region, but the study found complex factors caused the situation.
University of North Dakota assistant professor of sociology Elizabeth Legerski told the Williston Basin Resource Coalition on Thursday that conditions ripe for aggression and violence were created by the male to female ratio imbalance, strenuous work schedules in the oilfield and disposable income in an isolated region that lacks recreational outlets.
MINOT, N.D. (AP) — Moose Lodge officials say the group will continue to have a presence in Minot despite a proposed buyout for a floodwater storage area under the city’s national disaster program.
Administrator Mike Stenvold tells the Minot Daily News he expects the lodge to remain open in its existing building for the foreseeable future because the facilities are used by a number of different community groups and are booked as far out as 2018.
He says the lodge hasn’t made any plans yet because the buyout process is still in the initial stages.
Minot city finance director Cindy Hemphill says the city hopes to finish the buyouts as soon as possible but realize that members of the local fraternal order and the international organization would have to give approval.
ROCKWELL CITY, Iowa (AP) — Some Iowa landowners are raising concerns about construction of the Dakota Access oil pipeline, saying crews have left behind debris and disrespected their land.
The Des Moines Register reports that complaints have been filed with local or state officials, including by several landowners who oppose the project. One farmer says crews burned a pile of branches worth $10,500 in firewood.
Pipeline supporters say the complaints don’t represent major problems. A civil engineer hired by 13 of the 18 counties along the pipeline route says a lot of the complaints aren’t construction agreement violations.
The Iowa Utilities Board is in various phases of investigating 22 official complaints filed as of late October, but dismissed three complaints this spring.
A spokeswoman for the pipeline’s builder says it takes construction commitments seriously.

DULUTH, Minn. (AP) — Don’t look for any major shakeups this week in the USCHO.com college hockey poll.
Top-ranked Minnesota-Duluth swept its weekend series against 8th-ranked St. Cloud State and is likely to stay atop the men’s poll this coming week.
In other college hockey action over the weekend, No. 13 Minnesota shut out third-ranked north Dakota 2-0 Saturday while seventh-ranked UMass-Lowell swept two games from No. 19 Vermont.

Matthew Stafford threw a 28-yard touchdown pass to Golden Tate, who vaulted into the end zone in overtime to give the Detroit Lions a 22-16 victory over the Minnesota Vikings on Sunday.
After Matt Prater kicked a 58-yard field goal as time expired to force overtime, Tate finished the opening drive when he ran through arm tackles by Xavier Rhodes and Harrison Smith and leaped in for the winning score.
Stafford completed 23 of 36 passes for 219 yards, two touchdowns and an interception for the Lions (5-4), who have won four of their past five games. Tate had 11 catches for 79 yards.
Sam Bradford completed 31 of 40 passes for 273 yards and a touchdown for the Vikings (5-3), who started the season 5-0 but have imploded since coming out of the bye. Stefon Diggs had a career-high 13 catches for 80 yards.
The Vikings took a 16-13 lead with 23 seconds to play on a 1-yard run by Rhett Ellison, but Stafford hit Seth Roberts for 27 yards to set up Prater’s game-tying kick.
The Vikings will visit Washington on Nov. 13.
GREEN BAY, Wis. (AP) — The Indianapolis Colts marched into Lambeau Field and upset the Green Bay Packers 31-26 to head into their bye week at 4-5. Andrew Luck completed 23 of 36 for 281 yards and one TD for the Colts. The Packers are 4-4 after losing their second game in a row.

UNDATED (AP) — In perhaps the biggest NFL game in Oakland since the team went to the Super Bowl following the 2002 season, the Raiders came up big.
Latavius Murray ran for 114 yards and three touchdowns and the Raiders showed they were ready for prime time, beating the defending Super Bowl champion Denver Broncos 30-20.
The 7-2 Raiders took over sole possession of first place in the AFC West. The loss dropped the 6-3 Broncos into third place in the division, a half-game back of Kansas City. Derek Carr threw for 184 yards with no interceptions.

UNDATED (AP) — The top six spots in the weekly Associated Press poll remain the same this week as last.
That means Alabama remains No. 1 with Michigan ranked second, Clemson third, Washington fourth, Louisville fifth and Ohio State sixth.
Texas A&M had been ranked fourth in the first College Football Playoff rating released last week. The Aggies were losers to Mississippi State and have dropped from No. 7 to No. 10 in the AP poll.

FORT WORTH, Texas (AP) — Because of a lengthy rain day of nearly six hours, the NASCAR Sprint Cup race at Texas turned into a night race. When it was over, Carl Edwards got the checkered flag. The race was shortened by 41 laps because of the delay
With his fourth career win at Texas, Edwards joined Jimmie Johnson as drivers locked into championship-contending spots in Homestead.
That leaves two spots up for grabs next Sunday at Phoenix.The title-deciding race is at Homestead in two weeks.
CHICAGO (AP) — The Chicago Cubs have declined 15-game winner Jason Hammel’s option for the 2017 season, opening a spot in their rotation and making the right-hander one of the top starters on the free-agent market. The World Series champions declined the $12 million option, and Hammel gets a $2 million buyout.
The 34-year-old Hammel went 15-10 with a 3.83 ERA in 30 starts this year. The 6-foot-6 right-hander is 33-22 with a 3.59 ERA in 78 starts over two stints with the Cubs.
Hammel did not pitch in the playoffs. Mike Montgomery will likely fill Hammel’s spot in the Cubs rotation.

LAS VEGAS (AP) — Rod Pampling won for the first time in 10 years on the PGA Tour when he closed with a 6-under 65 for a two-shot victory in the Shriners Hospitals for Children Open.
The 47-year-old Australian last won on the PGA Tour at Bay Hill in 2006.
Brooks Koepka (KEHP’-kah) closed with a 67 to finish second.

RICHMOND, Va. (AP) — Scott McCarron defeated Tom Byrum in a playoff to claim the Champions Tour Dominion Charity Classic in Richmond, Virginia. They finished regulation tied at 13-under and on the first playoff hole McCarron shot a birdie to Byrum’s par.
The top 36 in the tournament advance to the Charles Schwab Cup Championship next week.
LPGA TOUR…
IBARAKI, Japan (AP) — China’s Shanshan Feng edged South Korea’s Ha Na Jang by a stroke to win the LPGA event in Japan. She has won the last two stops on the tour. The 27-year-old Chinese star closed with a double-bogey 6 to win by the one shot. The event was the last of six straight tournaments in Asia.
TENNIS-PARIS OPEN…
PARIS (AP) — Andy Murray celebrated his rise to No. 1 in the world rankings by beating American John Isner (IHZ’-nur) 6-3, 6-7, 6-4 to win the Paris Masters for the first time. The win is his career-best eighth title in a season and 14th in Masters play overall.
When the new rankings are released on Monday he will replace Novak Djokovic (NOH’-vak JOH’-kuh-vich) at the top.

PHILADELPHIA (AP) — The transit strike in Philadelphia has ended, nearly a week after some 4,700 union employees walked off the job. The union and the transit agency reached a tentative contract agreement overnight that SEPTA says includes wage increases and pension improvements. City officials were concerned that without public transportation running in the city, voters wouldn’t be able to get to the polls tomorrow.
MANCHESTER, N.H. (AP) — Donald Trump’s campaign manager says the Republican presidential candidate plans to keep up the breakneck campaign pace through Election Day tomorrow. Today he’ll travel to Florida, North Carolina, Pennsylvania and New Hampshire. And after Trump votes tomorrow in New York, he’ll travel to several states. Democrat Hillary is also going full force. She’ll be joined by her husband, President Barack Obama and the first lady at a rally this evening in Philadelphia. Clinton will also be campaigning in Grand Rapids, Michigan; Pittsburgh and Raleigh, North Carolina.
UNDATED (AP) — Voters throughout the United States will be casting ballots tomorrow for more than a new president of the United States and local and U.S. lawmakers. Arkansas voters decide whether to legalize medical marijuana. And in Arizona, voters could legalize recreational marijuana use and in a separate ballot measure, raise the minimum wage to $12 an hour by 2020. Voters in the District of Columbia will decide whether they want their city to become the 51st state. Congress would need to approve such a change.
HELSINKI (AP) — Swedish prosecutors say that WikiLeaks founder Julian Assange will be interviewed on Nov. 14 at the Ecuadorian Embassy in London, where he has been holed up for four years. The prosecutors say that Ecuador has granted Sweden’s request for legal assistance in questioning Assange over a rape allegation stemming from a visit to the Scandinavian country in 2010. Assange denies the accusation and fears that he’ll be sent to the United States to face espionage charges if he leaves the embassy.
HANOI, Vietnam (AP) — Fifteen people are dead and six others are missing in flooding from torrential rains in central Vietnam. Disaster officials say flood waters have largely receded, but some 41,000 homes had been inundated and damage was done to the regions infrastructure, agriculture and livestock. Last month, flooding killed 31 people.
