Bismarck  (CSi)  North Dakota Attorney General Wayne Stenehjem issued a Cease and Desist Order, banning Krystle Lester and her business Elite Supplies, of Anaheim, California, from doing business in the state due to alleged violations of the consumer fraud law and refusal to cooperate with the Attorney General’s investigation.

Lester, is believed to be engaged in a so-called “invoice scam” or “toner pirate scheme” designed to deceive businesses into overpaying for copier toner that they never ordered or received.

The Attorney General has received complaints indicating that Lester has specifically targeted libraries in the state.  However, there is reason to believe that she may also have been targeting health care facilities, professional offices and other businesses across the state.

After receiving complaints against Lester, investigators from the Consumer Protection Division made contact with Lester, who, after vague promises to cooperate and provide information, responded by informing investigators that she had simply deleted all records pertaining to the North Dakota businesses that had filed complaints.  Lester subsequently refused to cooperate with the Attorney General’s investigation.

BISMARCK, N.D. (AP)  Police in Bismarck made about 40 arrests when opponents of the Dakota Access oil pipeline protested at a busy mall on Black Friday.

Authorities say protesters gathered for a prayer at Kirkwood Mall, and some refused to leave the entrance to a Target store when ordered to leave the private property.

Black Friday, the day after Thanksgiving, is one the busiest shopping days of the year.

The $3.8 billion pipeline is to carry North Dakota oil through South Dakota and Iowa to a shipping point in Illinois. The Standing Rock Sioux tribe and others fear it will threaten the tribe’s drinking water and American Indian cultural sites.

Pipeline developer Energy Transfer Partners disputes that and says the pipeline will be safe.

A New York woman who suffered a serious arm injury while protesting the Dakota Access oil pipeline in North Dakota is still recovering in a Minneapolis hospital.

A spokeswoman for Hennepin County Medical Center says 21-year-old Sophia Wilansky is in satisfactory condition, which she’s been listed in since being upgraded Tuesday from serious condition.

Wilansky was injured when something exploded during a violent clash between protesters and police late Sunday and early Monday near the main protest camp along the pipeline route in North Dakota.

Authorities and protesters disagree on what caused the explosion. State and federal authorities are investigating.

The leader of the Cheyenne River Sioux in South Dakota is urging all opponents of the Dakota Access oil pipeline to boycott businesses in North Dakota’s capital city.

The tribal council voted in September to not spend money in Bismarck, and Chairman Harold Frazier at the time called on all tribal members to join the effort.

Frazier wrote a letter to other tribal leaders and supporters on Tuesday hoping to broaden the boycott.

Bismarck City Administrator Keith Hunke (HUHNK’-ee) says that’s disappointing because Bismarck isn’t involved in the dispute over the $3.8 billion pipeline that’s to carry North Dakota oil to Illinois.

The Cheyenne River and Standing Rock Sioux tribes are fighting the project, saying it threatens reservation drinking water and cultural sites.

BISMARCK, N.D. (AP) — Shoppers were streaming to stores around North Dakota, Friday, as the holiday shopping season kicks off.

Black Friday, the day after Thanksgiving, vies with the Saturday before Christmas as the biggest sales day.

For many shoppers, the season gets underway a little earlier. Many flocked to stores on Thanksgiving night to snatch up deals.

The Best Buy store in Minot was one that opened its doors Thursday night. Shopper Bryan Lampman says it bothers him a little that stores open on the holiday, but since his family wasn’t around it was nice to get out and do something.

In world and national news…

PALM BEACH, Fla. (AP) — President-elect Donald Trump has filled two more top administration posts. The incoming president has tapped Fox News analyst K.T. McFarland to serve as deputy national security adviser, and campaign attorney Donald McGahn as White House counsel. Trump confirmed the picks in a statement from his transition team. He cited McFarland’s “tremendous experience.” He had already tapped retired Army Gen. Michael Flynn as his national security adviser.

NEW YORK (AP) — Some of the fake news that Americans have been seeing on Facebook and elsewhere may have come from Russia. A Washington Post says a group of independent researchers found that a “sophisticated” Russian propaganda effort may have been aimed at hurting Hillary Clinton and helping Donald Trump, while weakening faith in U.S. democracy. Just on Facebook, they found that the stories were viewed more than 200 million times.

CHICAGO (AP) — Black Friday has brought protesters to Chicago’s Magnificent Mile shopping district. They’re calling for an elected civilian police review board. One speaker criticized Republican President-elect Donald Trump in the same breath as Democratic Chicago Mayor Rahm Emanuel. Others expressed shock over two fatal shootings by Chicago police that occurred Wednesday night and Friday morning. Activists have called for a shopping boycott in Chicago’s downtown on the busiest shopping day of the year.

DETROIT (AP) — Wayne State University says it is accepting donations in the memory of a campus police officer who was killed in the line of duty. The school says the gifts will be used to support the university’s police department. Officer Collin Rose was shot in the head Tuesday while investigating possible thefts of navigation systems from vehicles near the Wayne State campus on Detroit’s west side. The suspect, DeAngelo Davis, was arraigned today on charges including first-degree murder.

PARIS (AP) — Police in France have arrested a suspect in the fatal knife attack on a woman at a retirement home for Catholic missionaries. They say the 47-year-old suspect doesn’t have any apparent links to Islamic extremism. He was arrested after a vast manhunt, near his home in a town not far from the scene of last night’s attack.
