I-94 from Mandan to Dickinson now OPEN and the No Travel Advisory has been LIFTED for the Bismarck area
The North Dakota Department of Transportation and the North Dakota Highway Patrol has OPENED the eastbound and westbound lanes of I-94 from Mandan to Dickinson. A Travel Alert is now in effect for the Bismarck/Mandan areas and speeds are reduced due to compacted snow and ice on the roadway.
A Travel Alert is in effect for Williston, Dickinson, Minot, Valley City and surrounding areas.
All travelers are encouraged to monitor road conditions as weather conditions occur and use caution while traveling. For road information, call 511 from any type of phone or go to the website: www.dot.nd.gov.
I-90 in South Dakota is closed from Spearfish to Rapid City due to white-out conditions.
National Weather Service forecasters say in central North Dakota, snowfall amounts of 10-18 inches will be common by the time the storm ends today. Northwestern South Dakota could see a foot or more.
The storm dumped 12.5 inches of snow on Bismarck by Tuesday afternoon.
Some schools in North Dakota remained closed for another day, while schools in South Dakota delayed the start of classes.
The National Weather Service in Bismarck says the winter storm will gradually wind down Wednesday, although a winter storm warning remained in effect until evening.
On Tuesday the official precipitation was .05 inches. Bringing the total precipitation of November 2016 to 1.05 inches, as of 8:25 a.m., Wednesday.

Jamestown (CSi) Stutsman County officials are asking that visitors to the Stutsman County Law Enforcement Center check in at the Jamestown Police Department or Stutsman County Sheriff’s Office counters before going to the downstairs area.
The lower level of the LEC houses the communications center, conference rooms and the Stutsman County Emergency Manager and Veterans Service Offices.
The request stems from increased security, due to possible protests there by those opposed to the Dakota Access Pipeline on social media.
Stutsman County Auditor/COO Casey Bradley, says, a DAPL protester is be held at the Stutsman County Correctional Center, downtown, 37 year old Redfawn Fallis, of Colorado, arrested on a federal charge of Possession of a Firearm, or ammunition by a felon.

our hats, mittens, scarves and other warm clothes out of storage. To help
those who may not have those necessary items during this cold weather
season, the James River Valley Library System has placed a Mitten Tree in
the Adult Section of the Alfred Dickey Library. We are asking the community
to help us decorate our Mitten Tree by donating new or gently used hats,
gloves, mittens, and scarves for all ages. All donations will be given to
the Salvation Army, which will give these items to those who need them.
Last year we received an outstanding amount of donations from our generous
community, and we want to thank all those who helped make our Mitten Tree a

BISMARCK, N.D. (AP) — The hundreds of arrests during the months of protests against the Dakota Access oil pipeline in North Dakota have created an unprecedented burden for the state’s court system.
Police have made nearly 575 arrests since August. State Court Administrator Sally Holewa (hoh-LEHV’-uh) says there aren’t enough judges, lawyers and clerks to handle the workload.
The state judicial system will ask the Legislature next year for an additional $1.5 million to cover protest-related costs. The organization that provides public defenders in North Dakota might seek an additional $670,000 from the Legislature.
Leaders of both organizations say such requests are highly unusual.
Holewa says the sheer volume of cases also raises concerns about the defendants’ right to a speedy trial and due process.
BISMARCK, N.D. (AP) — A spokesman for North Dakota Gov. Jack Dalrymple says the governor has no intention of blocking food and supplies from coming into a camp where people have gathered to protest the Dakota Access pipeline.
Dalrymple on Monday issued a “mandatory evacuation” for the camp “to safeguard against harsh winter conditions.”
Dalrymple spokesman Jeff Zent says the evacuation order has been “misconstrued” by some as giving authorities the ability to block food and supplies from coming in or out of the encampment. Zent says that is “not the governor’s intent.”
The 1,172-mile pipeline is nearly complete except for a small section beneath a Missouri River reservoir near the encampment, which is about 50 miles south of Bismarck.
BILLINGS, Mont. (AP) — A defense attorney says a mentally-disabled Colorado man serving 100 years in prison for killing a Montana teacher should be transferred to the custody of state mental health officials.
Attorney Wendy Holton said in arguments filed Tuesday with the state Supreme Court that Michael Keith Spell needs treatment he won’t receive in prison.
Spell’s 2012 killing of Sherry Arnold in the once-quiet town of Sidney highlighted a significant spike in crime following an oil boom that swept the Northern Plains.
He was convicted last year of murdering the popular math teacher after attempting to abduct her as she was jogging near her home in 2012. An accomplice received 80 years in prison.
Spell was spared a potential death sentence when state health officials agreed that he was mentally disabled.
FARGO, N.D. (AP) — The harvest of late-season crops has wrapped up in North Dakota, in time for the first big snowstorm of the season.
The Agriculture Department in its final weekly crop report for the 2016 growing season says the corn and soybean harvests ended on pace with the five-year average.
The report says three-fourths of North Dakota’s winter wheat crop is in good to excellent condition. Only 4 percent is rated poor or very poor.
Pasture and range conditions statewide are rated 48 percent good to excellent. Stock water supplies are 74 percent adequate to surplus.

Jamestown (CSi) The snow storm this week that included large amounts of snow dumped on Bismarck has affected the sports schedule into later this week.
Jamestown High School basketball teams were slated to play in Friday’s season opener at Bismarck Legacy.
The games have been postponed, after school in Bismarck was canceled on Tuesday due to weather.
That, prevented Legacy’s basketball teams from holding practice.
Legacy now will not have the mandated number of nine practices before Friday.
The JHS basketball games with Bismarck Legacy have been rescheduled for Thursday, December 22, 2016 with the same game times.
(CSi-VCSU) Valley City State University juniors Rashad Satahoo and Jayden Ferguson have been selected for the North Star Athletic Association Men’s Basketball Preseason All Conference Team, the conference office announced Tuesday.

VANCOUVER, British Columbia (AP) — Sven Baertschi scored his second of the night with 2:35 left in regulation Tuesday as the Vancouver Canucks beat the Minnesota Wild 5-4.
Brandon Sutter and Ben Hutton each had a goal and an assist, and Loui Eriksson also scored for Vancouver. Henrik Sedin and Troy Stecher had two assists each and Ryan Miller stopped 38 shots.

CINCINNATI (AP) — Trevon Bluiett scored 15 of his 23 points during Xavier’s dominant first half, and the seventh-ranked Musketeers remained unbeaten with an 85-55 victory over North Dakota State on Tuesday night.
The Musketeers (7-0) opened with a decisive run for the second straight game. Sean O’Mara added 12 points and five rebounds, and Malcolm Bernard had 10 points and eight rebounds.
Xavier got up 30-10 during a 64-42 win over Northern Iowa on Saturday, giving up only 12 points in the first half — the fewest it has allowed in any half since the shot clock was introduced for the 1985-86 season. Against North Dakota State (5-3), the Musketeers opened with a 30-11 run and were never challenged.

MLS-MINNESOTA UNITED-COACH…
MINNEAPOLIS (AP) — Minnesota United has hired Adrian Heath as the coach to usher the franchise into Major League Soccer next season.
United made the announcement on Tuesday. Heath coached Orlando City during its inaugural MLS season in 2015 and United sporting director Manny Lagos says that experience played a role in his hiring in Minnesota.
Heath went 16-18-1 in one and a half seasons leading Orlando City, but was fired in July.
Heath guided Orlando City from the USL to the MLS, and now will be tasked with taking Minnesota United from the North American Soccer League to MLS.
United is building a new stadium in St. Paul and will play its inaugural season at TCF Bank Stadium on the University of Minnesota campus.

UNDATED (AP)— Oregon has fired coach Mark Helfrich after a disappointing 4-8 season.
Helfrich was head coach of the Ducks for four seasons, leading the team to the first College Football Playoff championship game two years ago. But this season the Ducks faltered with a five-game losing streak and the team finished at the bottom of the Pac-12 North with just two conference wins.

UNDATED (AP) — The Chicago Cubs and outfielder Jon Jay have agreed to an $8 million, one-year contract, likely signaling the end of free agent Dexter Fowler’s time with the World Series champions. Jay batted .291 with two homers and 26 RBIs in 90 games with San Diego last season.
The Cubs have an opening in center after Fowler turned down a $17.2 million qualifying offer two weeks ago. Fowler also rejected a qualifying offer from Chicago last November and then returned to the Cubs during spring training. But that same scenario seems even less likely this time around.
Jay could platoon in center with righty-hitting Albert Almora Jr. Or Cubs manager Joe Maddon could move Jason Heyward over from right for Chicago’s first title defense since it won it all in 1908.

— The New York Mets are reportedly going to retain the services of Yoenis Cespedes (yoh-EHN’-ehs SEHS’-peh-dehs). The outfielder has agreed to a $110 million, four-year contract, a person familiar with the deal told The Associated Press. Cespedes settled on the Mets after testing the free agent market for the second straight year.
The two-time All-Star gets $22.5 million in 2017, $29 million in each of the following two seasons and $29.5 million in 2020.
He had 31 homers and 86 RBIs in 132 games this year but was slowed after injuring his right quadriceps on July 8. He hit one home run after Sept. 11.
MLB-COMEBACK PLAYERS…
NEW YORK (AP) — Boston Cy Young Award winner Rick Porcello has won the AL Comeback Player of the Year award, while Washington third baseman Anthony Rendon (rehn-DOHN’) has received the NL honor.
Porcello posted a major league best 22 wins this season, after going 9-15 in 2015. He finished with a 22-4 record and a 3.15 ERA over 33 starts to help the Red Sox capture the American League East title
Rendon hit .270 with 20 home runs and 85 RBIs in 156 games. He had a .348 on-base percentage and a .450 slugging percentage to help the Nationals win the NL East for the second time in three seasons. Rendon was limited to 80 games in 2015 because of injuries.
The awards are voted on by the 30 team beat writers from MLB.com.

Colombian team offers title to ill-fated opponents…
MEDELLIN, Colombia (AP) —The Colombian soccer team that was scheduled to play the ill-fated Brazilian club in a South American championship says it’s offering the title to the rivals whose plane has crashed.
The Medellin (meh-deh-YEEN’)-based team says it’s asked the South American soccer confederation to award the title in honor of the Brazilian team that was aboard a plane that went down with the loss of 71 of the 77 people aboard.
Three team members were among the six that survived.
One of them, goalkeeper Jakson Follmann, had to have his right leg amputated as a result of injuries suffered in the crash.

WASHINGTON (AP) — Donald Trump says he’ll be leaving his businesses in order to focus on running the country as president. Trump tweets, “I will be leaving my great business in total in order to fully focus on running the country in order to make America great again.” Trump says, “While I am not mandated to do this under the law, I feel it is visually important, as president, to in no way have a conflict of interest with my various businesses.” Trump says he and his children will hold a news conference on Dec. 15.
NEW YORK (AP) — President-elect Donald Trump is tapping conservatives with deep ties to Washington and Wall Street to fill out key Cabinet roles. Trump is moving forward with nominations, including former Goldman Sachs executive Steven Mnuchin (mih-NOO’-chin) as secretary of the Treasury. Trump also has chosen billionaire investor Wilbur Ross as his commerce secretary. Both men have confirmed that they’ve been nominated.
HAVANA (AP) — Fidel Castro’s ashes have begun a four-day journey across Cuba from Havana to their final resting place in the eastern city of Santiago. The remains of the 90-year-old leader were taken out of Cuba’s Defense Ministry and placed in a small coffin covered by a Cuban flag to begin a more than 500-mile procession. His ashes will be interred Sunday.
HARARE, Zimbabwe (AP) — Police in Zimbabwe have been firing tear gas and water cannons on activists in the capital, Harare (hah-RAH’-reh), who are protesting the introduction of a new currency, the first since 2009. The protesters fear that the bond notes will become worthless because of economic mismanagement by President Robert Mugabe’s government. Zimbabwe had been using the U.S. currency as its main medium of trade.
BRUSSELS (AP) — UNESCO is adding Belgian beer to the list of the “Intangible Cultural Heritage of Humanity.” Belgium is known throughout the world for its wide array of tastes, and its beer is produced in just about every city and village across the west European nation of 11 million people. Brussels regional leader Rudi Vervoort says beer “has been a part of our society since time immemorial.”
