The North Dakota Department of Transportation (NDDOT) and the North Dakota Highway PatrolThursday morning LIFTED the No Travel Advisory for some areas in central and eastern North Dakota including Minot, Devils Lake, Grand Forks, Fargo, Valley City, Jamestown and Bismarck. A Travel Alert remains in effect.
A No Travel Advisory remains in effect in central North Dakota due low visibility, drifted snow, and stranded vehicles on the roadway. Cities included in the No Travel Advisory are: Velva, Harvey, Carrington, Fessenden, McClusky and surrounding areas.
US Highway 52 is blocked from Carrington to Harvey, due to vehicles becoming stuck and stranded on the roadway blocking traffic. DOT services may not be available if you become stranded in this area. Due to high amounts of backed up traffic, there is no parking available in communities surrounding this route.
In addition, a Travel Alert remains in effect for areas in northeastern ND including Grand Forks, Grafton, Pembina and surrounding areas.
Motorists should slow down and drive according to conditions as there are still many areas in the state with severe snow drifts blocking roads and areas of low visibility. Be prepared to adjust your driving with changing road conditions.
All travelers are encouraged to monitor road conditions as weather conditions occur and use caution while traveling. For road information, call 511 from any type of phone or go to the website: www.dot.nd.gov.
Jamestown (CSi) The Jamestown City Engineer’s Office informs residents that due to the recent blizzard conditions, Tuesday & Wednesday garbage pick-up routes were unable to be picked up. If weather conditions allow, curbside containers along these routes may be picked up later this week.
These routes will be picked up as scheduled next week, Tuesday, December 13, 2016 & Wednesday, December 14, 2016.
Reminder: Please make sure garbage containers are clear of snow for safe pick-up.

Jamestown (CSi) As I-94 and I-29 reopened Wednesday morning, the road surfaces remain icy and slippery, with areas of blowing snow and reduced visibilities.
North Dakota Highway Patrol Captain Brain Niewind says during the blizzard west of Jamestown, troopers rescued more than a dozen people who went around the road closure gates and got stuck near Medina.
Other drivers were stuck on state roads in other parts of Stutsman County including the City of Jamestown, including drifted alleys.
Jamestown Street crews went out early Tuesday morning opening arterials and the Snow Emergency Routes.
The crews have begun clearing residential streets, that were snow-clogged, with numerous stuck vehicles in high snow drifts. The city advised no travel during the blizzard.
Niewind adds citations are given to motorists who drive around storm gates to the closed Interstates, pointing out that eight citations were issued in Stutsman County during the recent blizzard that led to the North Dakota interstates being closed .
Each citation is a $250 fine.
Update…
Valley City (CSi) The Valley City Commission met in Special Session this morning to consider and act upon a resignation agreement with Police Chief Fred Thompson.
Commissioners unanimously voted to accepted his resignation.
City Administrator David Schelhoph said the agreement between the city and Thompson has been negotiated over the past two weeks, and was settled on Wednesday. Thompson’s resignation is effective immediately.
The Commissioner concurred that Thompson brought a higher level of professionalism to the Valley City Police Department during his tenure as Chief.
Officer Phillip Hatcher will be the Valley City Interim Police Chief.
The search will begin for Thompson’s permanent replacement.
During the meeting, Mayor David Carlsrud said that internal and external investigation into grievances filed against Thompson have been unfounded.
City Attorney Russ Myhre said it was “An honor to know him (Thompson).
Thompson concluded the meeting by saying that it was “An honor and privilege,” to serve as Valley City’s Police Chief, and wished the department well in the future.
He added that when the Supreme Court hands down new rulings that it changes the job.

Jamestown (CSi) Jamestown Public Schools Superintendent Robert Lech has been named the North Dakota Superintendent of the Year.
Lech was previously named Southeast District Superintendent of the Year and was selected from the four regional winners. Lech will be considered for national Superintendent of the Year in March at the American Association of School Administrators meeting in New Orleans.
Valley City (CSi) The Valley City Commission met in Regular Session Wednesday evening at 6-p.m., at City Hall. The meeting was postponed a day due to the blizzard conditions. All members were present.
A PRESENTATION BY VCSU STUDENTS WAS MADE, DAKOTA UNKNOWN’S ART AND MUSIC FESTIVAL. The students were gauging possible interest, with a possible location at City Park, featuring musicians, and artists, in late spring or early summer.

Approved a request to State Water Commission for funding Phase II Construction of Permanent Flood Protection, to be presented on Friday this week, to the Stat Water Commission.
Approved the terms and conditions set forth in the Commitment letter with the Bank of North Dakota, to Provide $860,614 in Financing for the local share of Phase I Permanent Flood Protection. Principal and interest paid from the City Sales Tax Fund.
Approved a request to concur on bids for NDDOT project for Mill, HMA, Sidewalk and ADA Ramps for Valley City Main Street from 3rd St SW to 5th Ave SW; Central Ave to 5th Ave NE; & 9th Ave SE to City Limits City Engineers. The low bidder was Border States Paving, at$1.1 million.
Approved the renewal of agreement with Valley City – Barnes County with the Valley City Barnes County Development Corporation. Director Jennifer Feist explained some minor change.

Approved a recommendation to accept the bid for refuse load packer from Nelson International in the amount of $111,372.61 as requested by City Engineer, Jeff Differding.
Approved a recommendation to approve the Revised Guidelines for Image Enhancement Grants which include a scoring guide and a map of eligible properties. Bobby Koepplin, chairman of the Visitors Commiittee explained, the maximum grant award is $5,000 with no more than $1,000 available for landscaping and/or signage. The committee also recommended, and approved by the City Commission, that up to 25% of the grant funds may be used by the City annually for three years for Streetscape projects.
Approved a recommendation to approve new Grant Guidelines for a Historic Building Renovations Grant which includes a scoring guide, downtown map of eligible properties for buildings 50 years and older and design guidelines. Grant maximum would not generally exceed $15,000 and require a dollar for dollar cash match. The Committee recommends that up to 25% of the grant funds may be used by the City annually for three years for Streetscape projects. Bobby Koepplin said downtown business owner would like a more historic look to the downtown area.
Approved a recommendation to create a Downtown Streetscape Committee, an ad hoc committee under the Visitors Committee for the next three years. Bobby Koepplin showed a concept concerning such areas of street lighting and other designs. The ad hoc committee is open to the public to join.
Approved purchasing five properties within the city limits that did not sell at the Barnes County November 15, 2016 Tax Deed Sale. Finance Director, Avis Richter, said the agreement to purchase is with Barnes County, to come from the city’ deficiency Fund.

Fire Chief Retterath pointed out that residents should use care in operating heating appliances. He said the river is not solidly frozen, and to stay off it.
Mayor Carlsrud thanked and complemented city staff in working with the public and their service to the community. The Mayor and others pointed out on Pearl Harbor Day the sacrifices made by service members that day in 1941. The Mayor also pointed out the freedoms in America, including, the freedom to burn the American flag. He does not favor the action, but pointed out the right to do so.

BISMARCK, N.D. (AP) — North Dakota Gov. Jack Dalrymple has presented the Legislature with a $13.7 billion proposed budget for the next two years.
The Republican governor offered his blueprint to a joint session of North Dakota’s House and Senate on Wednesday. Dalrymple’s spending plan is $2 billion less than what he proposed two years ago. That budget eventually was whittled down to $14.4 billion for the current budget cycle due to depressed oil and crop prices.
Dalrymple has been North Dakota’s top executive since 2010 but he leaves office in a week.
Dalrymple’s suggested budget almost certainly will be reshaped by Republican Governor-elect Doug Burgum, who has been working on his yet-to-be-disclosed spending priorities.
Burgum is slated to release his spending plan when the Legislature reconvenes on Jan. 3.
BISMARCK, N.D. (AP) — The company building the four-state, $3.8 billion Dakota Access oil pipeline is fighting an effort by North Dakota regulators to fine it $15,000.
The Public Service Commission maintains that a subsidiary of Texas-based Energy Transfer Partners didn’t get proper approval to proceed with construction after American Indian artifacts were found along the pipeline route in southern North Dakota in October.
The artifacts weren’t disturbed.
The company continues to dispute it did anything wrong and has asked the PSC to dismiss the complaint.
Commission Chairwoman Julie Fedorchak declined comment, citing the active case.
The commission eventually will decide whether to grant the company’s motion to dismiss or to schedule a hearing before an administrative law judge.
BISMARCK, N.D. (AP) — A petroleum trade group is monitoring gas supplies in North Dakota in light of the blizzard conditions that have slowed deliveries. The Cannon Ball Pit Stop ran out of gas Wednesday. North Dakota Petroleum Marketers Association President Mike Rud tells the Bismarck Tribune the organization is monitoring the situation closely, but had so far not heard of any widespread problems.

Valley City (CSi) Due to weather, the first round of the Girls High School Basketball Barnes County Tournament in Valley City was postponed.
The tournament will now run today, Friday, and Saturday on the campus of Valley City State University.
Jamestown (CSi) The start of the Stutsman County girls basketball tournament has been postponed until Friday. The schedule for Friday’s games will be the same as the what was scheduled for Thursday.
On Saturday it’s an anticipated 9am start time and they will play eight games.

Jamestown (UJ-CSi) The National Association of Intercollegiate Athletics (NAIA) announced the 2016 Tachikara-NAIA Volleyball All-America Teams
Three University of Jamestown players earned All-American honors for the 2016 season.
The teams were chosen by the NAIA Volleyball All-America Selection Committee, comprised of NAIA-AVCA officers and the championship committee. Three teams are named, plus honorable mention
Nicole Warren was named to the third team. Warren set a single-season Jimmie record with 797 digs and finished with 1612 for her career. She is second all-time on the career digs list, behind Candy Rohwedder’s 1922. Warren also earned NAIA National Defensive Player of the Week honors twice in the 2016 season.
Morgan Hensch and Haley Glasoe earned honorable mention recognition.
Hensch returned after missing the 2015 due to injury and posted 401 kills, the 10th-best single season mark in Jimmie history. She also recorded 103 blocks, the fourth-best mark on the team.
Glasoe totalled 206 blocks in 2016, breaking the previous record of 171 set by Sarah Becker in 2011. She was also one of six Jimmies to record 200+ kills this season.
Jamestown made it to the final site of the NAIA Volleyball Championship for the first time in program history, finishing with a record of 26-14. The 26 wins is just one behind the all-time record of 27, set in 2012, which was the first time UJ qualified for the national tournament.

WHITNEY, Texas (AP) — Former Dallas Cowboys linebacker Dave Edwards has died. He was 76.
Edwards’ brother, Tim Edwards, tells The Associated Press that Dave Edwards died in his sleep Monday night at his home near Lake Whitney, Texas, about 65 miles south of Dallas. Tim Edwards says his brother was recently diagnosed with a heart condition and was set to undergo surgery this week.
Edwards played for 12 seasons in Dallas from 1963 to 1975 and was a key cog in the Cowboys defense. He won one Super Bowl with the team and played in two others.
Before coming to Dallas, the Alabama native was an all-SEC linebacker at Auburn.

FARGO, N.D. (AP) — Geno Crandall scored a career-high 24 points and North Dakota pulled away for a 74-56 win over archrival North Dakota State on Wednesday night.
North Dakota leads the all-time series with the Bison 160-130, which dates back to 1905. However it is the first win for the Fighting Hawks in Fargo since the school moved to Division I in 2012.
Corey Baldwin finished with 13 points and Drick Bernstein added 12 for the Fighting Hawks (5-2).
Dexter Werner scored a career-high 30 for North Dakota State (6-4), but the Bison struggled much of the night offensively, shooting only 41.4 percent and 1 of 20 from 3-point range.
North Dakota led by 10 at halftime and pulled away in the second. A Baldwin free throw gave the Fighting Hawks a 15-point lead and two more by Carson Shanks made it 70-50 with 1:09 left.

TORONTO (AP) — Eric Staal scored yet another goal against the Toronto Maple Leafs, lifting the Minnesota Wild to a 3-2 victory on Wednesday night.
Staal has 47 points in 43 career games against Toronto, and three of his six goals this season have come against the Leafs.
Jason Zucker and Chris Stewart also scored for the Wild, who wrapped a five-game trip 2-1-2.
Ben Smith and Tyler Bozak had goals for the Maple Leafs, who dropped to 8-4-0 at Air Canada Centre.

EDEN PRAIRIE, Minn. (AP) — Neither the Minnesota Vikings nor Adrian Peterson have been willing to put a timetable on his potential return to the field nearly three months after he tore the meniscus in his right knee.
Peterson said Wednesday he’s rehabilitating to put himself in position to return this year, and that he envisions the Vikings (6-6) making the playoffs despite their recent slide. Peterson also said, however, that if the team is eliminated from postseason contention he wouldn’t come back and risk re-injury.
Peterson rushed 31 times for a mere 50 yards in two games before he was hurt. Without the four-time All-Pro pick the Vikings are last in the NFL in rushing with 72.4 yards per game and 3.0 yards per attempt.

John Scott retires, season after improbable All-Star run
TORONTO (AP) — John Scott, the NHL enforcer who made an unlikely run to the NHL’s All-Star weekend last season, has retired.
“It has been a hell of a ride. But I’m done,” Scott said in an article published Wednesday in The Players’ Tribune.
The 34-year-old Scott made headlines last season when he was voted into the All-Star tournament. He played for the Arizona Coyotes for part of the season and still served as Pacific Division captain after being traded to the Montreal Canadiens and demoted to the AHL.
Scott had two goals during the mid-season showcase in Nashville, Tennessee, and was selected the MVP of the three-on-three tournament. The NHL has since taken steps to avoid a similar situation with new fan voting rules.
The 6-foot-8 Edmonton native had five goals, 11 assists and 544 penalty minutes in 285 regular-season games in eight seasons with Minnesota, Chicago, the New York Rangers, Buffalo, San Jose, Arizona and Montreal. He played four seasons at Michigan Tech.

Clemson, Florida State dominate AP All-ACC team selections
UNDATED (AP) — Clemson and Florida State dominated The Associated Press All-Atlantic Coast Conference football team.
The ACC champion Tigers placed nine players on the first team while four Seminoles were unanimous picks — running back Dalvin Cook, offensive tackle Rod Johnson, defensive end DeMarcus Walker and cornerback Tarvarus McFadden.
The other unanimous selections were Pittsburgh guard Dorian Johnson, Clemson receiver Mike Williams and Virginia linebacker Micah Kizer.
A panel of 14 writers and broadcasters from the nine ACC states voted Louisville quarterback Lamar Jackson the offensive player of the year and Walker the defensive player of the year.
Florida State quarterback Deondre Francois and Syracuse receiver Amba Etta-Tawo shared newcomer of the year honors, and Virginia Tech’s Justin Fuente is the coach of the year.

But first, he’ll meet today with victims of last week’s attack at Ohio State University. That’s where a student stabbed people before being fatally shot by police. Later today, Trump heads to Des Moines for his third post-election victory celebration.
CHARLESTON, S.C. (AP) — The prosecution continues presenting its case today in the federal death penalty trial of Dylann Roof. He’s the young man charged with shooting to death nine black parishioners in a Charleston, South Carolina, church. The prosecution has already called seven witnesses. The defense declined to cross-examine five of them.
OAKLAND, Calif. (AP) — Investigators are trying to pinpoint the cause of a warehouse blaze in Oakland, California, that killed 36 people during a party. Federal officials plan to bring in engineers to examine the building’s electrical system. The investigators have not found evidence of arson, but have also not ruled it out.
ATLANTA (AP) — Recent showers and storms across much of the South have eased the severe drought in the region. But experts say it wasn’t enough to make up for months of dry conditions before the rain finally fell. A new national report on drought conditions is expected to be released today by the Drought Mitigation Center.
ACCOMAC, Va. (AP) — Two classic American novels will return to public school library shelves in a Virginia county. News outlets report the Accomack (AK’-ah-MAK’) County school board voted this week to reinstate “The Adventures of Huckleberry Finn” and “To Kill a Mockingbird.” The books were suspended following a formal complaint by a parent over their use of racial slurs.
