FARGO, N.D. (AP) — The National Transportation Safety Board says a pilot who died in an airplane crash south of Fargo last week reported an onboard fire shortly before the plane went down.

The twin-engine Cessna 340 was owned by Weather Modification of Fargo, a cloud-seeding company. Fifty-five-year-old Hans Ahlness on Dec. 1 was returning to Fargo from Carrington, where he had taken air samples for the National Weather Service. His plane crashed in a field about 10 miles south of Fargo.

The preliminary report from the NTSB says the plane was at 1,700 feet when it lost altitude rapidly. The cause of the onboard fire is being investigated.

MINOT, N.D. (AP) — Attorneys for suspended Ward County Sheriff Steve Kukowski are asking a state judge to dismiss criminal charges against him.

Kukowski faces trial in early January on misdemeanor charges of refusing to perform a public duty and reckless endangerment in the October 2014 death of a jail inmate. Kukowski maintains he did nothing wrong. He faces up to three years in prison if convicted.

Kukowski’s attorneys say in their motion to dismiss that the sheriff is not solely responsible for duties he is alleged to have neglected. They also say that the same state Corrections Department officials who accuse him of wrongdoing earlier had given him advice.

A hearing is scheduled Dec. 23. Gov. Jack Dalrymple suspended Kukowski in June while the criminal case proceeds.

BISMARCK, N.D. (AP) — Protesters fighting the Dakota Access pipeline are getting conflicting messages from the Standing Rock Sioux reservation.

The tribal chairman tells demonstrators that it’s time to leave their camp and go home. Another leader implores them to stay through the bitter North Dakota winter.

The rival requests show how the camp’s purpose has widened beyond the original intent of protecting the tribe’s drinking water and cultural sites into a broader stand for Native American rights.

Jade Begay is an organizer with the Indigenous Environmental Network. He says camp occupants are working through the confusion.

The camp is on federal land near the reservation and the pipeline route. Since August, it has been home to thousands of protesters fighting the four-state $3.8 billion pipeline designed to carry oil to Illinois.

BISMARCK, N.D. (AP) — North Dakota regulators say winter weather is affecting cleanup of a “significant” pipeline break that leaked crude oil into a tributary of the Little Missouri River.

State environmental scientist Bill Suess (sees) says a landowner discovered the spill Monday near Belfield in western North Dakota. Suess says the cause is under investigation, and the amount of the spill is unknown.

Suess says the spill migrated about 2½ miles from the spill site along Ash Coulee Creek. Suess says the spill appears to be contained and no drinking water sources were affected.

The pipeline is operated by Belle Fourche (foosh) Pipeline, which is part of Wyoming-based True Companies.

Spokeswoman Wendy Owen says the pipeline was shut down immediately after the leak was discovered and crews are cleaning it up.

DEVILS LAKE, N.D. (AP) — A send-off ceremony has been scheduled this weekend for a North Dakota National Guard unit based in Devils Lake that has been called to duty overseas.

About 60 members of the 136th Combat Sustainment Support Battalion will serve a year in Afghanistan. The soldiers will deploy early next year.

A public send-off ceremony is scheduled for 1 p.m. Sunday at the Devils Lake High School Sports Center. Gov. Jack Dalrymple and state Guard commander Maj. Gen. Alan Dohrmann are to speak.

Soldiers in the unit come from more than 25 communities across North Dakota, Minnesota and Kentucky.

BISMARCK, N.D. (AP) — A petroleum trade group is monitoring gas supplies in North Dakota in light of the blizzard conditions that have slowed deliveries.

The Cannon Ball Pit Stop ran out of gas Wednesday. Its owner, Standing Rock Sioux Chairman Dave Archambault II, says the adverse weather has so far prevented gas deliveries.

North Dakota Petroleum Marketers Association President Mike Rud says  the organization is monitoring the situation closely. Rud says truckers are behind schedule after a difficult week of weather, but he had so far not heard of any widespread problems.

A blizzard this week dumped more than a foot of snow on some parts of the state and temporarily closed hundreds of miles of interstate. The National Weather Service says another system is expected to hit the southern half of the state late Friday.

FARGO, N.D. (AP) — North Dakota State’s run of five straight Football Championship Subdivision titles has included four playoff victories over teams the Bison played in the regular season. Now the Bison have a chance to go 5-0 in second-chance meetings.

The 11-1 Bison host an FCS quarterfinal game Saturday against 8-3 South Dakota State, the only team to beat North Dakota State this season. The Jackrabbits edged the Bison 19-17 in October on a touchdown pass from Taryn Christion to Jake Weineke on the final play from scrimmage.

The Bison previously won repeat games against South Dakota State in 2012 and 2014 and Montana and Northern Iowa in 2015.

In world and national news…

SEOUL, South Korea (AP) — South Korea’s first woman president has been bounced by an overwhelming parliamentary vote for her impeachment in a corruption scandal. President Park Geun-hye (goon-hay) has handed over power to Prime Minister Hwang Kyo-ahn, at least until a court review. Park will be formally removed from office if at least six of the Constitutional Court’s nine justices support her impeachment. An election would follow in 60 days.

WASHINGTON (AP) — Supporters of President Barack Obama’s health care law plan to announce today that they’re organizing to fight a promised move by congressional Republicans to repeal the Affordable Health Care Act after President-elect Donald Trump takes office. The initial goal is to stop Congress from repealing the law without simultaneously passing a replacement for some 20 million people covered under its provisions.

MADISON, Wis. (AP) — A federal judge is set to consider halting Wisconsin’s presidential recount during a hearing today in Madison. Donald Trump defeated Hillary Clinton by more than 22,000 votes in the state. Green Party presidential candidate Jill Stein requested the recount to determine if election machines were hacked. There’s a hearing in Pennsylvania to determine if the recount there can begin. There’s no suggestion of widespread tampering.

LONDON (AP) — The scandal over Russian doping of athletes is expanding. A new report has found that more than 1,000 Russian athletes from summer and winter sports were involved in or benefited from an organized conspiracy over a four-year period. World Anti-Doping Agency investigator Richard McLaren released the second part of his report, particularly involving the 2014 Winter Olympics in Sochi (SOH’-chee).

TOKYO (AP) — A Japanese government panel says cost estimates for the cleanup and decommissioning of the Fukushima nuclear power plant continue to spiral upward. The cleanup estimate has doubled to nearly 22 trillion yen ($190 billion), with decommissioning costs expected to increase to 8 trillion yen ($70 billion) from the current 2 trillion ($17.5 billion) because of surging labor and construction costs.
