BISMARCK, N.D. (AP) — A teenage girl injured in a house explosion north of Mandan that killed her mother and stepfather is in stable condition after undergoing surgery for a broken back.
17-year-old Elianna Vazquez will remain in a Bismarck hospital for at least 10 days and later will have to undergo considerable physical therapy.
Vazquez was injured in the early Wednesday blast that killed her 58-year-old mother, Elizabeth Howe, and 60-year-old stepfather, Clyde Howe. The family’s three dogs also were killed.
Authorities think a propane gas tank might have been the cause of the explosion that scattered debris about 100 feet. The Morton County Sheriff’s Department and the State Fire Marshal’s Office continue to investigate.
BISMARCK, N.D. (AP) — North Dakota’s new governor told state agency leaders that the goal during his administration will be to make state government more efficient and responsive to citizens.
Republican Doug Burgum took office Thursday. The one-time computer software executive turned philanthropist outlined his goals to state agency directors Thursday at the state Capitol in Bismarck.
Burgum touted familiar campaign themes during the 15-minute meeting, such as promises to cut spending and halt property tax increases, and to turn downtown areas into vibrant social and economic hubs that are attractive to live in. He also said the state must find ways to complement the state’s economy that’s largely dependent on oil and agriculture.
Burgum did not take questions from reporters.
BISMARCK, N.D. (AP) — New North Dakota Gov. Doug Burgum says he supports completion of the Dakota Access oil pipeline.
The Republican took office Thursday. He said in a Facebook video that the four-state, $3.8 billion pipeline is a “legally permitted project” that has been stalled by the Obama administration.
The pipeline is on hold while developer Energy Transfer Partners and the Army battle in court over permission to cross under the Missouri River. Opponents who’ve protested for months have been leaving their main camp in southern North Dakota.
Burgum said the pipeline is good for the North Dakota economy and is the safest method to move oil.
He also said he will seek reimbursement from the federal government to cover the $17 million it has cost the state to date in protest-related law enforcement costs.
OMAHA, Neb. (AP) — A monthly survey of bankers suggests the economy has improved in rural parts of 10 Plains and Western states, but it’s still weak because crop prices remain low.
The overall economic index for the region remained in negative territory 42.9 in December even after improving significantly from November’s 36.6.
Creighton University economist Ernie Goss says weaker crop and meat prices continue to slow business in rural areas.
Survey officials say any score below 50 on any of the survey’s indexes suggests a decline in that area.
Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.
Goss says the economy is improving in Iowa, Nebraska and South Dakota while all the other states are trending lower.
WATFORD CITY, N.D. (AP) — Watford City will hold a special election on Feb. 21 to fill the mayor’s seat.
Mayor Brent Sanford began serving as the state’s lieutenant governor on Thursday. City Councilman Phil Riley is serving as Watford City’s interim mayor.
So far, two people have announced they’re running for mayor. Justin Voll is a bank president and former city councilman. Gregg Schuetze is a businessman and a member of the city’s Planning and Zoning Commission.

SEATTLE (AP) — The Seattle Seahawks have become the first team to wrap up an NFC division title after taking advantage of the sputtering Los Angeles Rams.
Russell Wilson threw for three touchdowns and the Seahawks allowed just a second-quarter field goal in a 24-3 rout of the Rams. Wilson hit Tyler Lockett for a 57-yard touchdown in the fourth quarter to clinch the victory and Seattle’s third division title in four years. The quarterback completed 19 of his 26 passes for 229 yards, four days after he was picked off a career-high five times in a loss at Green Bay.
Lockett had seven receptions for 130 yards for the NFC West champions, who allowed just 183 total yards and improved to 9-4-1.
Seattle is 7-0 at home and just 2-4-1 on the road.
The 4-10 Rams lost for the ninth time in 10 games and finished Thursday’s setback without rookie quarterback Jared Goff, who was 13 of 25 for 135 before taking a hard hit near the goal line.
It was the Rams’ first game under interim coach John Fassel (FAH’-sul), who was promoted when Jeff Fisher was fired on Monday.
ROD CAREW-SURGERY
LOS ANGELES (AP) — Baseball Hall of Famer Rod Carew is preparing to receive a new heart and undergo a kidney transplant.
His wife Rhonda confirmed the procedures on Thursday through the American Heart Association News.
The 71-year-old former Minnesota Twins star has struggled with heart issues since September 2015 when he had a heart attack and went into cardiac arrest while undergoing a procedure to open clogged arteries.
A machine has kept Carew alive since he nearly died 15 months ago. Doctors say the kidney transplant will improve his chances for a strong recovery.
VIKINGS-PETERSON
EDEN PRAIRIE, Minn. (AP) — Adrian Peterson’s return to practice has brought much optimism to the Vikings late in the regular season.
Peterson has been wearing a brace supporting the right knee, which underwent meniscus surgery earlier this season.
Peterson and the Vikings (7-6) are tempering any thought of a swift return for this Sunday against Indianapolis.
Speaking on Thursday for the first time since returning to practice, Peterson didn’t hold firm to any return date, but acknowledged his hope of being back on Dec. 24 against the rival Green Bay Packers.
MINNESOTA-BOYCOTT
Minnesota players to boycott all football activity
MINNEAPOLIS (AP) — The entire Minnesota football team says it is boycotting all football activities until it gets satisfactory answers from the university about the suspension of 10 players this week.
The school suspended the players after an internal investigation into a sexual assault case. Police declined to charge any of the players, but the school suspended them based on internal regulations involving sexual assault allegations.
The team’s players said Wednesday that have not ruled out skipping the Holiday Bowl on Dec. 27 against Washington State in San Diego. They asked the bowl’s committee to be patient while they work through the situation.
NORTH DAKOTA-BOESER
GRAND FORKS, N.D. (AP) — University of North Dakota sophomore hockey forward Brock Boeser is expected to return to the lineup in January, after minor surgery on his right wrist.
Boeser attempted to play through the injury during UND’s first 13 games before sitting out the past five. The injury will prevent him from competing in the upcoming IIHF World Junior Championship in Montreal and Toronto.
The Burnsville, Minnesota, native has seven goals and nine assists for the Fighting Hawks this season. He earned All-America honors as a freshman last season.
The UND team is on Christmas break and will return to action December 31st at Union. The Fighting Hawks resume conference play January 6th through 7th at Omaha.
Separately, UND freshman forward Tyson Jost has been named to Canada’s roster for the World Junior Championship.
