North Dakota Will Cause Hazardous Travel…
An intense Alberta Clipper is forecast to move across North
Dakota today. This will bring westerly winds with gusts around 40
mph to western and central North Dakota this afternoon and
evening.
These winds will cause drifting snow on roadways over much of
western and central North Dakota. Roads will be warm enough during
the day that snow will melt, but roads will refreeze overnight as
temperatures drop.
Some light snow is likely over portions of northern North Dakota
Those with travel plans should remain aware of the latest road
conditions and be prepared for the possibility of changing
visibility and icy roads. The winds should diminish from west to
east by daybreak Saturday morning.
THE NEXT CHANCE FOR SIGNIFICANT SNOWFALL ACCUMULATION WILL BE MONDAY INTO TUESDAY.

Jamestown (CSi) 33 year old Troy Alan Elhard of Jamestown was charged Thursday in Southeast District Court in Jamestown with aggravated assault domestic violence, along with preventing arrest, or discharge of other duties, all Class C Felonies.
Elhard was allegedly involved in an eight hour standoff with local law enforcement officers that began Monday evening into early Tuesday morning in Jamestown.
He appeared before Judge John Greenwood, and is being held in the Stutsman County Correctional Center, on a $10,000 cash bond.
No preliminary hearing date has been set.
Jamestown (CSi) The Jamestown Rescue Squad was called about 11:55 a.m. Thursday for an extrication, from a van traveling on I-94 eastbound, near mile maker 254, near the rest area, west of Jamestown.
The North Dakota Highway Patrol Sgt Hendrickson says, 28 year old Rawuf Issaka, of Dickinson, was driving a 2005 Kia Sedona minivan and was exiting I-94 to a rest area. The minivan lost control on a section of compacted snow and ice and struck a light pole, causing extensive damage.
The Jamestown Fire Department was dispatched to the scene to extricate Issaka from the vehicle. Lt. Sheldon Mohr says 10 firefighters, a rescue truck and a mini pump truck, responded to the scene.
Issaka, who wore a seat belt, was transported by Jamestown Area Ambulance to Jamestown Regional Medical Center. He was then transported to Sanford Medical Center in Bismarck for treatment of non-life-threatening injuries.
The Stutsman County Sheriff’s Office also responded to the scene.
On Thursday morning, about 10-O’Clock, Barnes County Fire and Rescue responded to a one vehicle rollover in the westbound lane of I-94 near the Oriska Rest stop.
The driver refused treatment of injuries at the scene.

FARGO, N.D. (AP) — Prosecutors in an appeal of the first federal death penalty case in North Dakota are asking a judge to let them interview a West Fargo attorney who helped defend Alfonso Rodriguez Jr. in the 2006 trial.
The Crookston, Minnesota man was sentenced to death for killing of University of North Dakota student Dru Sjodin (shuh-DEEN’), of Pequot Lakes, Minnesota. Rodriguez in 2011 filed what is considered his final appeal.
Prosecutors say defense attorney Robert Hoy has intimate knowledge of the case, especially issues pertaining to the autopsy. One of Rodriguez’s complaints is that his trial attorneys failed to properly challenge forensic evidence.
Prosecutors say Hoy isn’t responding to them about appearing for a deposition.
Hoy did not immediately respond to a request for comment.
FARGO, N.D. (AP) — The Diocese of Fargo and other Catholic employers in North Dakota have filed a federal lawsuit opposing federal health care coverage requirements that include abortion and gender-changing surgeries.
The diocese and the Catholic Benefits Association say the coverage requirements conflict with the Catholic faith.
In a statement, Bishop John Folda says the Catholic Church does not discriminate based on orientation, but it should have the freedom to make faith-based coverage decisions.
The association said Pope Francis has reiterated that Catholic teachings oppose abortion and theories that gender is alterable.
FARGO, N.D. (AP) — The Minnesota Department of Natural Resources is asking a federal judge to allow it to join a lawsuit seeking to delay action on Red River flood diversion project.
The proposed project would redirect floodwaters around the Fargo-Moorhead area via a dam and diversion channel but would aggravate flooding upstream.
The DNR seeks to join a lawsuit against the project filed by the Richland-Wilkin Joint Powers Authority in 2013.
Although the DNR declined to issue the necessary permits for the project in October, the Army Corps of Engineers recently awarded a contract for some construction work on the North Dakota side of the river, and asked for proposals for building the diversion channel.
Minnesota will be asking the court to prohibit construction because it hasn’t issued the necessary permits.

PORTLAND, Ore. (AP) — Calaen Robinson had 18 points and seven assists, De’Sean Parsons scored 16 and grabbed seven rebounds and Portland State beat North Dakota 99-62 in the Big Sky opener for both teams Thursday night.
Zach Gengler and Deontae North each scored 14 while Traylin Farris, Brandon Hollins and Bryce Canda added 10 points apiece.
Parsons hit a jumper 15 seconds in and Portland State (8-4) never trailed. Six Vikings scored during a 16-0 run that made it 34-10 with eight minutes left in the half. A 3-point play by Quinton Hooker pulled North Dakota within 13 but Portland State scored the next 19 to make it 75-43 with nine minutes remaining.
Conner Avants scored 16 on 8-of-9 shooting and Hooker added 12 points for North Dakota (5-6). The Fighting Hawks made just 4 of 22 from 3-point range and 6-of-19 (32 percent) free throws.
Portland State has had at least five players score in double digits in nine of its 12 games. The Vikings shots 56.5 percent from the field, including 13 of 28 from 3-point range. They have won five in a row and seven of their last eight.

ST. PAUL, Minn. (AP) — Erik Haula scored midway through the third period to help the Minnesota Wild hold off the New York Islanders 6-4 on Thursday night for their 12th victory in a row.
Marco Scandella, Chris Stewart, Jared Spurgeon, Jordan Schroeder and Mikael Granlund also scored for Minnesota, which had a franchise-record three goals in 80 seconds in the second period.
The Wild’s Devan Dubnyk allowed more than three goals for the first time this season but made 23 saves to win his 10th straight start.
Haula put Minnesota ahead 5-4 with his sixth goal after Nino Niederreiter’s shot deflected off Haula’s leg. New York’s Brock Nelson scored twice in 42 seconds early in the period to tie it.
The win sets up a showdown on New Year’s Eve against the Columbus Blue Jackets, who have won 14 straight games. It’s the first game in NHL history featuring two teams on such long winning streaks.

Hokies win with record-setting rally…South Florida works overtime in Birmingham Bowl
UNDATED (AP) — Virginia Tech has closed out a 10-win season by pulling off the biggest comeback in the program’s 124-year history.
The 18th-ranked Hokies trailed 24-0 at halftime before dominating the remainder of a 35-24 triumph over Arkansas in the Belk Bowl at Charlotte. Razorbacks quarterback Austin Allen threw three interceptions to fuel the rally as Virginia Tech scored on five of its first seven possessions of the second half.
Jerod Evans scored on a 4-yard run and threw touchdown strikes to Sam Rogers and Chris Cunningham to cut it to 24-21 In the third quarter. Travon McMillan put the Hokies ahead for good with 12:03 left in the game when he scored on a 6-yard run.
Allen was spectacular in the first half for the 7-6 Razorbacks, completing 13 of 16 passes for 215 yards and two touchdowns.

— No. 13 Oklahoma State rolled to victory in the Alamo Bowl as Mason Rudolph completed 22 of 32 passes for 314 yards and three TDs in a 38-3 romp over 10th-ranked Colorado. Justice Hill had 100 yards rushing and a touchdown for the 10-3 Cowboys, who racked up 527 yards of offense and blanked the Buffaloes until the fourth quarter.

TORONTO (AP) — Colin White and Troy Terry scored second-period goals and Tyler Parsons made 25 saves to help the United States beat Russia 3-2 on Thursday in the world junior hockey championship.
The United States and Canada, a 10-2 winner over Latvia on Thursday night, are 3-0-0 in Group B play and have wrapped up quarterfinal spots before their showdown Saturday in the pool finale.
VIKINGS-BRIDGEWATER
EDEN PRAIRIE, Minn. (AP) — The Minnesota Vikings have named quarterback Teddy Bridgewater as the team’s recipient of the Ed Block Courage Award.
The Vikings announced the results of the team-wide voting on Thursday. The award is given to one player on every team to recognize their ability to overcome adversity and their commitment to sportsmanship and courage.
Bridgewater suffered a major knee injury just before the season started and has spent the year going through an exhaustive rehabilitation process.
He has also quickly established himself as active in the Minnesota community, with a particular focus on raising awareness for breast cancer.
Bridgewater says it’s an honor to win the award and he has worked hard to stay positive through a trying season.

Russia says it’s considering what its retaliation would be, but is also mindful that President-elect Donald Trump will soon be in charge.
PORTLAND, Ore. (AP) — The brother of a wounded Oregon State Police trooper says he is “amazing the doctors and nurses with how his recovery is going.” The family says Trooper Nic Cederberg is out of the intensive care and in a regular room after being shot Christmas night. The family says he has one more big surgery for now to fix a broken arm. The suspect was killed by other officers.
CLEVELAND (AP) — The U.S. Coast Guard says it’s come up empty so far in the search for a small plane that disappeared after taking off from a small Ohio airport on the shores of Lake Erie. Coast Guard official James Cox in Buffalo, New York, says the search continues today for the Cessna Citation 525 with six people aboard. He says there’s been no sign of bodies or debris and no emergency beacon was detected.
ANCHORAGE, Alaska (AP) — An aviation alert is in effect in the area of an erupting volcano on a remote island in Alaska’s Aleutian chain. The Alaska Volcano Observatory says the Bogoslof (BOH-goh-slawf) volcano has erupted again, sending an ash plume about 20,000 feet in the air this morning. Flights were rerouted around the plume during an eruption last week.
BEIJING (AP) — The Chinese government says it will ease restrictions on foreign investment in sectors ranging from banking and internet services to rail equipment and motorcycles, in response to mounting complaints from foreign business groups and governments who say China’s current rules are unfair. An official with China’s economic planning agency says a number of services sectors will be open to foreign investment.
