BISMARCK, N.D. (AP) — Lawmakers convene today for North Dakota’s 65th legislative session, one that will include tough spending choices amid a sharp downturn in tax revenues.
State government spending has risen more than $8 billion the past decade. The Legislature now faces a drop in tax collections due to prolonged slumps in oil and agriculture prices.
Gov. Doug Burgum is expected to discuss the state’s fiscal health in his State of the State address Tuesday, though he says he won’t give lawmakers a budgetary starting point until later in the month.
Not everything in the session is about money. One proposed bill would increase the speed limit on interstate highways from 75 mph to 80 mph. Another would allow hunters 65 and older to use a crossbow during gun and archery deer seasons.
BISMARCK, N.D. (AP) — North Dakota lawmakers are returning to Bismarck and are faced with depressed crop and crude oil prices that have sent the state’s once enviable economy sliding.
The Republican-led Legislature begins its biennial session at noon Tuesday and it’s expected to last at least until late April. And the state’s budget will take center stage.
Newly elected Republican Gov. Doug Burgum has promised to forgo a salary as an example of the cuts needed to gain control of what he has called runaway state spending.
State spending rose more than $8 billion in the past decade. Though less money is expected in the state treasury for the 2017 session, lawmakers say there will be shortage of ideas on how to spend it, especially on education and human services.
MINNEAPOLIS (AP) — Three people are out of jail after being arrested after opponents of the Dakota Access oil pipeline suspended a large banner inside U.S. Bank Stadium during a Minnesota Vikings game.
Online records for Hennepin County Jail showed the three were released from custody Monday.
A news release says the two climbers — a man and a woman — plan to make a brief statement and answer questions outside of the downtown Minneapolis stadium on Tuesday.
A second woman also was arrested, but police have not released details of her alleged role in the incident Sunday afternoon during the Vikings’ season finale against Chicago.
Formal charges are expected Tuesday.
The pipeline would carry North Dakota oil through the Dakotas and Iowa to a shipping point in Illinois.
Opponents fear it could harm the environment and American Indian artifacts. The pipeline developer disputes that.
DICKINSON, N.D. (AP) — A 23-year-old Dickinson man is in custody in an alleged fatal hit-and-run on New Year’s Day.
Police say the victim was struck by a pickup truck about 2:45 a.m. Sunday, and died at the scene. The suspect fled the scene but later returned and surrendered.
He was arrested for vehicular homicide and leaving the scene of an accident involving death. Formal charges were pending.
Police did not immediately release the name of the 22-year-old man who was killed.
OMAHA, Neb. (AP) — Soaring numbers in a monthly survey of business supply managers suggest regional economic conditions are improving. The Mid-America Business Conditions Index report released Tuesday says the overall economic index jumped to 53.1 in December from 46.5 in November. Survey organizers say any score above 50 suggests growth. A score below that suggests decline. The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.
BILLINGS, Mont. (AP) — Wildlife advocates plan to challenge the approval of a new Yellowstone River dam to benefit farmers that critics say could kill off a dwindling population of a fish dating to the time of dinosaurs.
A bypass channel for the irrigation dam would be built near the Montana-North Dakota border to let endangered pallid sturgeon reach upstream spawning grounds.
But scientists don’t know if the fish would use the channel.
Wildearth Guardians and the Natural Resources Defense Council said in a court filing Friday they are negotiating with officials on how to proceed following last month’s dam construction approval by the U.S. Army Corps of Engineers and Bureau of Reclamation.
The groups have a lawsuit pending over the $57 million project.
U.S. District Judge Brian Morris temporarily blocked it in 2015.

Oklahoma, Wisconsin and Florida have capped their college football seasons with bowl victories.
Joe Mixon rushed for 91 yards and two touchdowns as the seventh-ranked Sooners knocked off No. 17 Auburn, 35-19 at the Sugar Bowl. Baker Mayfield helped Oklahoma finish the year 11-2 by completing 19 of his 28 passes for 296 yards, two TDs and no interceptions. The Sooners led just 14-13 in the third quarter until Mayfield hit Dede Westbrook for a short touchdown and Mixon ran four yards for a score later in the period. Kamryn Pettway had 101 yards rushing for the 8-5 Tigers.
Eighth-ranked Wisconsin ruined Western Michigan’s bid for a perfect season as tight end Troy Fumagalli made a leaping grab for an eight-yard touchdown in the fourth quarter to help the Badgers beat the 13th-ranked Broncos, 24-16 in the Cotton Bowl. Corey Clement and Dare Ogunbowale ran for TDs on Wisconsin’s first two drives to put the Badgers ahead 14-0. Wisconsin finishes 11-3, while the Broncos wind up 13-1.

COLLEGE FOOTBALL CHAMPIONSHIP…
TUSCALOOSA, Ala. (AP) — Alabama coach Nick Saban says Lane Kiffin will not serve as the team’s offensive coordinator for the national championship game with Clemson. Saban says that Kiffin will leave to focus on his new job as Florida Atlantic’s head coach, leaving the offense in the hands of incoming coordinator Steve Sarkisian (sahr-KEE’-zee-en) for the Jan. 9 game against Clemson in Tampa, Florida.
Saban says he and Kiffin spoke following the semifinal game against Washington and determined that in the best interests of everybody concerned it would be better if Kiffin moved on.
NFL-PETERSON…
EDEN PRAIRIE, Minn. (AP) — Adrian Peterson declared himself fit to play several more seasons in the NFL, even if it’s not with the Vikings.
Peterson is uncertain to come back at age 31 with the team’s other needs. He said he’d consider a reduced salary to return, which would probably be the only way for that to happen.
The 31-year-old Peterson finished with only 72 yards on 37 rushes over three games. He suffered a torn meniscus in his right knee during Week 2 of his 10th season with the Vikings.
