Jamestown (CSi)  Jamestown Police warns Jamestown residents of a convicted sex offender who has changed his Jamestown address.

Rico Harland has been assigned high risk assessment by the North Dakota Risk Level Committee, of the Office of the North Dakota Attorney General.

Harland is now living at 1610 Business Loop East No. 4, Jamestown, ND

He is a 25 year old white male 5-feet-4-inches tall weighing 105 pounds with Brown eyes and Brown hair.

He presently has no vehicle.

Offense: convict of Gross Sexual Imposition involving a 14 year old female, on more than one occassion.

Conviction Date: July 2013,  in Towner County, ND  District Court.

Disposition: 8-years, 3 years suspended, 214 days credit, 10 years supervised probation.

Offense:  Convicted of Gross Sexual Imposition.  When he was 17 years old involving a 13 year old female.

Conviction Date: March 2009, in Towner County Juvenile Court.

Disposition: Custody of DIS.

Harland is currently on probation with ND Probation and Parole.

He is on GPS Monitoring.

Harland is not wanted by police, at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown  (CSi) The Jamestown Police Department is warning Jamestown residents of a newly registered sex offender living within the city.

52 year old Leroy John Hanson, has been assigned a high risk assessment by the North Dakota risk level committee.

His current residents is  2605 Circle Drive at the State Hospital Transitional Home.

Hanson was charged with Gross Sexual Imposition in 2004 involving  with a 14 year old girl.

Hanson is not currently wanted by police and has served the sentence imposed by the court. This and other notifications are meant for public safety and not to increase fear in the community. Anyone who uses the information to threaten, assault, and intimidate the offender will be turned over for prosecution.

Jamestown  (CSi)  The Jamestown City Fire Department was called to a vehicle fire about 4-p.m., on Tuesday in the 300 block of First Avenue South.

Lt. Sheldon Mohr says the damage was to the car’s driver seat and door.

The most probable cause was smoking materials.

No injuries with two city fire units and 29 fire fighters on the scene about 15 minutes.

 

 

Jamestown  (CSi)  Jamestown Mayor Katie Andersen says plans are moving forward for the construction of the new roadway between Menards, and Jamestown Regional Medical Center.

On Tuesday’s Wayne Byers Show on CSi Cable 2, Mayor Andersen said, the Memo of Understanding between all property owners along the way, The Anne Carlsen Center, John Correll, and Liechty Associates has finished with negotiations, for the road’s right of way.

She added that the legal process is continuing, as the platting and annexation of the land will go before the Jamestown City Planning Commission for a recommendation.

Following that, she said, it’s expected that bids for construction will be advertised at the end of February this year, and bids awarded by March of this year, and construction this summer.

The City Council considered the Health Club Credit program as part of the City’s Blue Cross Bule Shield Group Health Insurance Plan, effect January 1, 2017.

City Administrator Jeff Fuchs said the plan is for city employees who meet minimum participation and receive a $20 benefit..

He said the IRS now consider the $20 per month income, instead of a benefit and is now taxed.

The City Council voted unanimously to discontinue the program.

Commissioners approved the Preliminary & Design Engineering Agreement for Milling, Hot Mix Asphalt Overlay & Incidentals on 7th Street SE in an amount not to exceed $19,500.

Mayor Carlsrud said in response to Lloyd Nelson that there is a formal process to appear and comment at City Commission meetings, in advance of the meetings.

CITY ADMINISTRATOR’S REPORT

David Schelkoph commented on the two recent snow storms and subsequent snow removal.  He expressed his gratitude to the street crews working over the two holiday storms periods.

He added that with the State Legislature in session, he made be called to testify in Committee.

He said those parked on Snow Emergency Routes during the time of snow removal, will have their vehicles towed.

CITY UPDATES & COMMISSION REPORTS:

City Fire Chief Gary Retterath said to make sure fire hydrants, and gas meters are cleared of snow.

Commissioner Ross commented that over the last quarter, only 15 power outages were reported in the city, a very low number.

Commissioner Magnuson also pointed out the street crews snow clearing work during the past two storms.

Mayor Carlsrud reminded residents that the city has many miles of streets to clear of snow.

BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum is calling on lawmakers to control spending with the state facing “revenue uncertainty.”

The new Republican governor gave his State of the State speech to a joint session of the North Dakota Legislature on Tuesday, as lawmakers began their 2017 session.

The budget will be a major topic during the session, with the state experiencing a sharp downturn in tax revenues due to prolonged slumps in oil and agriculture prices.

Burgum has signaled deeper cuts to state government than former Gov. Jack Dalrymple proposed last month, but he hasn’t offered a budgetary starting point yet. He’s said he’ll unveil a spending plan later this month.

The session is likely to run through late April.

OMAHA, Neb. (AP) — Soaring numbers in a monthly survey of business supply managers suggest economic conditions are improving in nine Midwest and Plains states.

The Mid-America Business Conditions Index report released Tuesday says the overall economic index for the region jumped to 53.1 in December from 46.5 in November. The October figure was 43.8.

Creighton University economist Ernie Goss oversees the survey, and he says the December and November increases point to an improving regional manufacturing economy.

The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth in that factor. A score below that suggests decline.

 

BISMARCK, N.D. (AP) — A county in North Dakota is taking a proactive approach to identifying jail inmates with mental health or addiction issues in hopes of cutting down on their time behind bars.

The Bismarck Tribune reports that Burleigh County has hired behavioral health specialist Mark Kemmet to screen people entering jail. He’ll use a federal grant to study incarceration rates of people with mental health and addiction problems.

Maj. Steve Hall of the Burleigh County Sheriff’s Department says jail employees screen inmates using an eight-question form related to mental health. Based on an inmate’s answers, Kemmet may be asked to do further assessments.

The jail also partnered with the Heartview Foundation to create a web-based portal that inmates can use to direct them to services, such as treatment programs.

 

MINNEAPOLIS (AP) — Two people who hung from the rafters during a Vikings game and unfurled a banner in protest of the Dakota Access oil pipeline entered U.S. Bank Stadium with tickets.

A statement Tuesday by the Minnesota Sports Facilities Authority and stadium manager SMG says protesters went through security Sunday with nylon rope, carabiners and a lightweight banner concealed under winter clothing.

Thirty-two-year-old Karl Zimmermann Mayo and 26-year-old Sen Holiday then climbed up to the ridge truss by scaling barriers and hung a banner urging Minneapolis-based U.S. Bank to divest from the $3.8 billion pipeline.

SMG and the MSFA say changes are being implemented to prevent future unauthorized access.

Zimmermann Mayo and Holiday were arrested Sunday. They haven’t been formally charged. They wouldn’t talk about the incident during a news conference Tuesday.

 

BOISE, Idaho (AP) — Interior Secretary Sally Jewell says a new wildfire-fighting plan to protect a wide swath of sagebrush country in the West that supports cattle ranching and is home to an imperiled bird will likely continue after the Obama administration ends.

Jewell spoke Tuesday after getting her last update at the National Interagency Fire Center in Boise where managers oversee the nation’s firefighting resources.

Jewell’s 2015 secretarial order to protect sagebrush steppe is considered by public lands experts, outdoor enthusiasts and scientists as one of the most significant federal land policy changes since 1934.

It directed federal resources for the first time to fight blazes in open sagebrush steppe that supports cattle ranching, recreation and some 350 species of wildlife, including sage grouse.

Western Republican governors have supported the effort.

The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

PHILADELPHIA (AP) — Robert Covington made a fall-away shot off an inbounds pass with 0.2 seconds left to give the Philadelphia 76ers a 93-91 victory over the Minnesota Timberwolves on Tuesday night.

The Sixers needed the late basket after they blew a 26-point lead and seemed headed to overtime. Ricky Rubio, just a 26 percent 3-point shooter, buried one with 1.6 seconds left that tied it at 91.

Dario Saric hit Covington, who had been booed most of the game, for the decisive bucket that sent the crowd into a frenzy.

Joel Embiid scored 25 points and Ersan Ilyasova had 19 for the Sixers.

Embiid again showed that the NBA’s top rookie just might play on one of the league’s worst teams. Embiid has won over Philly with his humor on social media and colorful quotes as he chases A-list celebrities for potential dates.

He’ll be a bigger hit if he helps the Sixers win more games.

BLOOMINGTON, Ind. (AP) — Ethan Happ scored 19 points and Bronson Koenig added 17 on Tuesday night to lead No. 13 Wisconsin past No. 25 Indiana 75-68.

The Badgers (13-2, 2-0 Big Ten) have won nine straight.

De’Ron Davis, Juwan Morgan and Robert Johnson each finished with 12 points to lead the Hoosiers (10-5, 0-2). Indiana has lost three in a row overall, consecutive games on their home court and 16 of the last 18 in this series.

Wisconsin made it look easy early — making its first five shots and four straight 3-pointers to take a 16-2 lead — and got five straight points from Zak Showalter in a late 10-2 run that extended Wisconsin’s lead to 66-59 with 4:30 to play.

The Badgers sealed it from the free throw line in the final minute.

VIKINGS MOVES…

EDEN PRAIRIE, Minn. (AP) — The Minnesota Vikings have signed kicker Marshall Koehn and punter Taylor Symmank to reserve/future contracts, signaling interest in preseason competition for the specialists.

Koehn was in training camp with Miami in 2016 after kicking for Iowa. Symmank was with Minnesota for rookie minicamp last year after punting for Texas Tech. If either of them stays with the Vikings through the summer, there will be multiple specialists at training camp for the first time in several years.

Punter Jeff Locke has never had camp competition after being drafted in 2013. Kicker Blair Walsh never did either after being drafted in 2012. Walsh was replaced this season by Kai Forbath.

The Vikings also signed 10 position players to reserve/future contracts for 2017, including all nine year-end members of the practice squad.

 

MINNESOTA-CLAEYS FIRED…

MINNEAPOLIS (AP) — Minnesota has fired coach Tracy Claeys. The move comes two weeks after the football program became embroiled in a standoff with the administration over the suspension of 10 players in connection with allegations of sexual assault.

The school announced the decision on Tuesday night. Claeys met with athletic director Mark Coyle on Tuesday. Coyle says in a statement that he needed to address “challenges in recruiting, ticket sales and the culture of the program.”

The Golden Gophers went 9-4 this season and beat Washington State 17-12 in the Holiday Bowl. But that was overshadowed by a threatened boycott of the bowl by the entire team just a week before the game. The players ultimately decided not to boycott the game.

 

NFL-HALL OF FAME FINALISTS…

UNDATED (AP) — First-year eligibles LaDainian Tomlinson, Jason Taylor and Brian Dawkins are among 15 modern-era finalists for the Pro Football Hall of Fame.

Morten Andersen, Tony Boselli, Isaac Bruce, Don Coryell, Terrell Davis and Alan Faneca (FAN’-eh-kah) also made the list, as did Joe Jacoby, Ty Law, John Lynch, Kevin Mawae (mah-WY’), Terrell Owens and Kurt Warner.

Previously selected as a finalist by the veterans committee is former Seattle safety Kenny Easley.

WASHINGTON (AP) — President Barack Obama goes today to the Capitol, where he will give congressional Democrats advice on how to combat the Republican drive to dismantle his health care overhaul. Vice President-elect Mike Pence will be meeting with GOP lawmakers to discuss how to accomplish the dismantling.

ATLANTA (AP) — Forecasters say a winter storm system could blanket much of the South with a wintry mix of rain, sleet and snow from Texas all the way east to the Carolinas. Even parts of the deep South — including Louisiana, Mississippi and Alabama — are bracing for the possibility of snow by Friday. Forecasters say it’s too soon to predict snowfall amounts.

CHARLESTON, S.C. (AP) — The sentencing phase of Dylann Roof’s federal trial begins today in Charleston, South Carolina. He faces the death penalty or life in prison for the slayings of nine black churchgoers. The 22-year-old Roof is representing himself but has said he doesn’t plan to call any witnesses or introduce any evidence.

TEL AVIV, Israel (AP) — An Israeli soldier has been convicted of manslaughter in the deadly shooting of an incapacitated Palestinian attacker. The verdict caps a nine-month legal drama that has deeply divided Israel. The defense team says it will appeal the verdict. Sentencing is expected in the coming weeks.

ISTANBUL (AP) — Turkey says it knows who carried out the Istanbul nightclub massacre. The gunman, who killed 39 people during New Year’s celebrations, is still at large. But the Turkish Foreign Minister says authorities have identified the man, without providing details. Turkey’s president is vowing his country won’t surrender to terrorists or become divided.
