Jamestown (CSi) Water was restored in a section of Northwest Jamestown about 4:30-p.m., Thursday, after the Jamestown Water Department and city crew, Thursday afternoon worked on water main breaks.
Engineering Department spokesperson Justin Lievig says the area was along First Avenue North between 10th Street and 13th Street Northwest.
He says the initial break was banded and when water was turned back on another break occurred about 100 feet north of the first break. After the water was turned back on, another small leak was detected and banded, before the water was again turned on, and the excavation was back-filled.
He says the cold weather is not necessarily a factor in the breaks, as much as age is, with the pipes installed in the 1950’s.
Jamestown (CSi) Starting January 3, 2017, Sanford Clinic in Jamestown longer has a walk-in clinic. Instead they are offering same-day appointments for anyone with an illness or injury who needs to be seen right away.
On Thursday’s Wayne Byers Show on CSi Cable 2, Jamestown Sanford Clinic’s, Director Jon Lillejord said while the same-day appointments are new, patients for the most part are receptive to the plan, and are positive.
He said patients have indicated their displeasure with not knowing who the health care provide is at walk-in appointments and that they could not see their regular health care provider, at the walk-in clinic, in addition to long waits.
With same-day appointments, patients now know who they will see for the examination.
He said same Day appointments must be scheduled on the day that you wish to be seen or can be schedule Monday through Thursday afternoon for the following morning. To schedule a same-day appointment, please call 701-253-4000 or 701-251-6000. You may be able to see your primary care provider, but if that is not possible, there will be opening with at least one of our providers each day.
The Same Day Clinic is not for routine visits such as physicals, well child visits, sports physicals, diabetic checks, medication refills and so on. These types of appointments should be scheduled in advance in with your provider.
He said, if you wake up in the morning and are not feeling well, call right away to schedule your same day appointment. If illness hits later in the day, call right away, if we can’t fit you in that day, we’ll get you on the schedule for the next morning.
Lillejord pointed out that Sanford Clinic is hoping that the change to same day appointments will eliminate the long wait times that were sometimes experienced at the walk-in clinic.
He added that presently one same-day physician is seeing patients with 15 minute appointments with 32 daily appointments.
When Dr. Johnson returns next week there will be two same-day appointment physicians taking 64, 15 minute daily appointments.
There will be three health care providers seeing patients on a rotational basis, in conjunction with routine scheduled appointments.
Lillejord added that the clinic has not had Saturday hours for some time, noting not many walk-ins were seen then, plus services such as X-Rays and blood tests were not available on Saurday’s
He added that over the weekend, or anytime, Jamestown Regional Medical Center’s Emergency Department is available.
Bismarck (CSi) The North Dakota Senate Government and Veterans Affairs Committee is studying a bill to take the name and location of the Jamestown State Hospital out of the state’s Constitution.
The committee held a hearing on that proposal. No one showed up to speak either for or against the measure.
North Dakota Hospital Association President Jerry Jurena questioned why lawmakers were considering taking the step and raised concerns that it could eventually lead to shuttering the facility.
State Hospital Superintendent, Dr. Rosalie Etherington says,the hospital has 85 beds for mentally ill and addicted patients who have failed treatment elsewhere. She says there are 106 separate addiction treatment beds and there are 52 individuals who are treated in a sex offender treatment unit.
The Committee took no immediate action.
BISMARCK, N.D. (AP) — North Dakota’s Republican-led Legislature is less bullish on the state’s economy than the former governor, and have lowered expectations on tax collections by more than $170 million.
That’s for the next two-year budget cycle.
Members of the appropriations committees are to adopt the fresh state revenue estimates Thursday. They’ll use the data to write the two-year budget that starts July 1.
Former GOP Gov. Jack Dalrymple presented his $13.4 billion spending plan last month, right before leaving office.
The Legislature’s budget plan predicts lower oil prices than Dalrymple set in his proposal.
Republican Gov. Doug Burgum says he won’t give lawmakers a budgetary starting point until late January.
BISMARCK, N.D. (AP) — North Dakota’s biggest industry was also the biggest contributor to Gov. Doug Burgum’s inaugural celebration.
That’s according to a review of a list of sponsors provided by the governor’s office in response to a request by The Associated Press. Wednesday’s event in Bismarck drew more than 3,000 people.
Beau Bateman, a spokesman for the private committee that organized the event, says Whiting Petroleum was the lead sponsor. Whiting is the largest producer in the state’s oil patch.
Bateman says $215,000 was raised for the event from 37 sponsors — almost twice the cost of Jack Dalrymple’s 2012 inaugural.
Burgum spokesman Mike Nowatzki says the donations won’t influence the governor.
MINOT, N.D. (AP) — The U.S. Air Force is investigating after a B-52 bomber dropped an engine over western North Dakota.
The Minot Air Force Base says the engine fell off the plane during a training mission Wednesday. KFGO-AM reports the bomber was not carrying weapons and no one was hurt.
The Air Force says the engine fell in the J. Clark Salyer National Wildlife Refuge, a remote area about 25 miles northeast of the Minot air base.
The cause is being investigated.
MINOT, N.D. (AP) — A McKenzie County sheriff’s deputy who was scheduled for a disciplinary hearing this week has been terminated after county officials uncovered new information they say isn’t related to his suspension in October.
Human resources manager Amanda Willis says interim Sheriff Matthew Johansen fired Lt. Michael Schmitz on Friday.
Schmitz had been ordered to appear before the County Commission on Tuesday for a hearing over alleged bullying and retaliatory behavior.
Willis says the reason for termination is related to something that happened during his three years at the sheriff’s office and that an investigation is ongoing.
Schmitz told the newspaper last week that he didn’t know he’d been fired, and he didn’t respond to requests for comment.
The newspaper couldn’t reach Johansen for comment Tuesday.
FARGO, N.D. (AP) — North Dakota State University President Dean Bresciani (bruh-SHAW’-nee) is one of four finalists to lead Ohio University.
The school in Athens, Ohio, announced its presidential search finalists Thursday. Bresciani is to take part in an open forum at the school on Jan. 12.
Bresciani’s tenure in Fargo has been rocky at times. The state Board of Higher Education last June declined to extend his contract over complaints about his communication, teamwork and decision-making skills. The board gave Bresciani six months to show improvement, and voted in November to give him another year.
Bresciani was named NDSU president in May 2010. He makes about $355,000 annually.
Other finalists for the Ohio University job are officials with that school, Texas Tech and the University of New Mexico.
SIOUX FALLS, S.D. (AP) — A South Dakota law firm claims a Minnesota couple is trying to duck out of paying attorney’s fees from the sale of their land to the Dakota Access pipeline.
The lawsuit says the pipeline company initially offered Bradley and Kerry Williams, of Mendota Heights, $101,000 for an easement on 3.41 acres in South Dakota. Meierhenry Sargent LLP says the price jumped to $750,000 after the couple hired it.
The Sioux Falls Argus Leader reports the firm alleges the couple later fired it to get out of $216,000 in fees. That’s a third of the extra money the firm says it secured for them. The lawsuit, which was moved to federal court last week, seeks arbitration.
The Williamses attorney, Edward Sheu (shoo), says they’ll respond in court and declined further comment.

Bismarck (CSi) The North Dakota Game and Fish Department is seeking information through the Report All Poachers hotline on an apparent deer poaching that occurred this past fall near the ND Highway 1806 bridge over the Cannonball River in Morton County.
Chief Game Warden Robert Timian said Game and Fish obtained a video of the incident recently, and is releasing it to the public and media in an effort to get more information on this event, and to try to identify the individuals involved in an apparent illegal killing of a whitetail buck. The video is available for viewing and download on the Game and Fish Department’s YouTube channel.

SAN JOSE, Calif. (AP) — Mikko Koivu scored back-to-back goals midway through the third period and the Minnesota Wild overcame a late two-goal deficit to beat the San Jose Sharks 5-4 Thursday night.
The teams combined for five goals in the third, with Joel Ward and Patrick Marleau putting San Jose ahead 4-2 in the first five minutes before Eric Staal scored once and Koivu twice to bring the Wild back. Koivu scored twice in 1:55, with the go-ahead goal coming with 9:42 left.
Minnesota got its seventh straight victory on the road. Staal also had two goals and Zach Parise scored for the Wild, who were playing their first game since their 12-game winning streak was snapped by Columbus.
Devan Dubnyk saved 30 shots in his first appearance in San Jose in over two years, when he was with the Phoenix Coyotes.
Joonas Donskoi and Joe Pavelski also scored for the Sharks, who lost their third straight, matching a season high. Martin Jones made 21 saves.

TOP-25 COLLEGE BASKETBALL
UNDATED (AP) — Fifth-ranked Gonzaga remains one of the two unbeaten teams in men’s college basketball.
Nigel Williams-Goss scored a career-high 36 points and the Bulldogs improved to 15-0 by whipping San Francisco, 95-80 on the road.
Bryce Alford scored 16 of his 24 points in the first half and finished with five 3-pointers in fourth-ranked UCLA’s 81-71 victory over California.
Dusan Ristic scored 18 points and 17th-ranked Arizona improved to 14-2 with a 66-56 downing of Utah.
No. 19 Saint Mary’s was an 81-68 winner over BYU behind Jock Landale’s 24 points and eight boards. Calvin Hermanson scored 15 points in the Gael’s seventh straight win and 13th in 14 games.
Caleb Swanigan capped his 16-point performance by hitting a free throw with five seconds left to push No. 20 Purdue past Ohio State, 76-75.

MENS BASKETBALL…
FARGO, N.D. (AP) — Khy Kabellis scored 21 points, A.J. Jacobson had 20, including the clinching free throw with 5.6 seconds left, and North Dakota State edged IUPUI 93-89 Thursday night.
Paul Miller added 18 for the Bison (11-5, 3-0 Summit) and Dexter Werner had 15.
IUPUI took its last lead, 76-75 on a 3-point play by Kellon Thomas with 6:51. Kabellis, who matched his career high, quickly answered for the Bison, who never trailed after that but were never up by more than five.
The Jaguars made it 90-87 on two free throws by Darell Combs with 36 seconds to play but Kabellis and Jacobson each made 1 of 2 free throws around an IUPUI miss. T.J. Henderson’s layup made it 92-89 before Jacobson made the second of two free throws.
Thomas scored 21 points for the Jags (7-9, 1-1), who shot 30 percent in the second half to 56 percent for the Bison.
GRAND FORKS, N.D. (AP) — Quinton Hooker had 20 points, Conner Avants scored 17 on 7-of-12 shooting and North Dakota beat Northern Arizona 68-63 Thursday night.
Avants added nine rebounds, three steals and two blocked shots. Corey Baldwin scored 10 points for North Dakota (7-6, 2-1 Big Sky).
Baldwin and Billy Brown each hit a 3-pointer during an 11-1 run that made it 51-45 and the Fighting Hawks led the rest of the way.
Mike Green and Marcus DeBerry sandwiched 3s around a jumper by Hooker to pull Northern Arizona (3-12, 0-2) within two with 42 seconds left, but Geno Crandall hit two free throws 28 seconds later to make it 67-63. JoJo Anderson missed a 3 and DeBerry, after grabbing the offensive rebound, missed another before Hooker made the second of two foul with two seconds remaining.
DeBerry made five 3s and finished with 19 points, both career highs, for the Lumberjacks.
EVANSTON, Ill. (AP) — Amir Coffey scored 17 points, and Nate Mason hit eight free throws in the final 26 seconds to lead Minnesota to a 70-66 victory over Northwestern on Thursday night.
Coffey nailed three 3-pointers. Mason came through at the line near the end to finish with 12 points, and the Golden Gophers (14-2, 2-1 Big Ten) picked up another impressive road win after beating then-No. 15 Purdue in overtime on Sunday.
WORLD JUNIOR HOCKEY…
MONTREAL (AP) — Troy Terry scored the lone shootout goal, Tyler Parsons stopped all five shots he faced in the tiebreaker and the United States outlasted Canada 5-4 Thursday night to win the world junior hockey title.
The game was decided in the five-round shootout after a 20-minute overtime period.
On Wednesday in the semifinals, Terry scored on all three of his shootout attempts to give the United States a 4-3 victory over Russia. The University of Denver forward is an Anaheim draft pick.
The United States won its fourth title and first since 2013. The teams met for the fourth time in the championship game, with the Americans also winning in 2004 and 2010 and Canada in 1997. Canada won the last of its record 16 titles in 2015.
The Americans overcame two two-goal deficits to force overtime.
Thomas Chabot and Jeremy Lauzon opened the scoring for Canada in the first period, and Charlie McAvoy and Kieffer Bellows countered for the U.S. in the second. Canada’s took a 4-2 lead in the third on goals by Nicolas Roy and Mathieu Joseph, but Bellows cut it to one with his second of game and Colin White tied it with nearly 13 minutes left.
Parson made 46 saves, and Carter Hart stopped 31 shots for Canada.
The U.S. also beat Canada 3-1 on Saturday in their group finale.

CLEVELAND (AP) — The Cleveland Indians have introduced Edwin Encarnacion (ehn-kahr-nah-see-OHN’) at a news conference after finalizing a three-year, $60 million contract with the slugger.
Encarnacion averaged 39 homers and 110 RBIs over the past five seasons with Toronto. The three-time All-Star hit 42 homers and drove in 127 runs last season while helping the Blue Jays make the playoffs for the second straight year.
The package includes a $25 million option for 2020 and a $5 million buyout.
MLB-BLUE JAYS
TORONTO (AP) — The Blue Jays have retained Gavin Floyd by signing the 33-year-old reliever to a minor league contract.
Floyd was 2-4 with a 4.06 ERA in 29 appearances last year before suffering a season-ending shoulder injury in late June. He made his big league debut in 2004 with Philadelphia.

KAPALUA, Hawaii (AP) — Jimmy Walker is the first-round leader at the PGA’s SBS Tournament of Champions at Kapalua.
Walker opened with an 8-under 63 for a two-stroke advantage over Jim Herman, Justin Thomas and Ryan Moore. Herman was 6-under through 13 holes before fading.

CHARLOTTE, N.C. (AP) — Schools are closed and states of emergency are in effect in parts of the South which are under a winter storm warning. People cleared out grocery store shelves in an attempt to stock up ahead of the weather. The National Weather Service issued a winter storm warning from eastern Alabama through north Georgia, including Atlanta, and into the Carolinas and part of Virginia.
WASHINGTON (AP) — The nation’s top intelligence officials come calling on President-elect Donald Trump today. They’ll bring detailed, secret information intended to persuade Trump that Russia interfered in this year’s U.S. political process. Since winning the election, Trump has repeatedly questioned intelligence officials’ assessments.
WASHINGTON (AP) — The last business of the 2016 presidential election is to be finalized today. A joint session of Congress is set to count the Electoral College votes and barring anything bizarre, Republican Donald Trump will be declared the winner and will be sworn in at his inauguration on Jan. 20.
BERLIN (AP) — A poll finds most Germans believe the country is a safe place despite the truck attack in Berlin that claimed 12 lives shortly before Christmas. A poll published late Thursday by public broadcaster ARD found that 73 percent of respondents said they felt secure. By contrast, 66 percent of those backing the nationalist Alternative for Germany party said they feared for their safety. AfD is expected to receive more than 10 percent of the vote in this fall’s general election.
LONDON (AP) — The Bank of England’s chief economist says the sky didn’t fall on Britain as predicted after the Brexit vote. Andy Haldane says the country’s strong economic performance since the June referendum has been a surprise, and the economic forecasting profession “is to some degree in crisis.” Forecasters had predicted a sharp economic downturn if Britain voted to leave the European Union.
