Bismarck (CSi) The North Dakota State Tax Department in its third-quarter 2016 report showed that North Dakota had a 19.9 percent decline in taxable sales and purchases compared to the third quarter of 2015.
The Jamestown taxable sale and purchases declined 2.2 percent, down from $68.3 million in the third quarter of 2016, and $69.8 million in the third quarter of 2015.
However, Jamestown saw a 1.9 percent increase in retail sales in the third quarter, rising from $37.5 million in 2015 to $38.2 million in 2016.
In the area, Ellendale saw an increase of 27.5 percent with taxable sales and purchases from $2.7 million in 2015 to $3.5 million in the third quarter of 2016.
Valley City (CSi) On Wednesday, January 18, 2017 at 6:00 P.M. in the Hi-Liner Activity Center (HAC), 460 Central Avenue North, the City of Valley City will hold a public hearing regarding the proposed changes to the Zoning Map.
The proposed zoning map is available online and for inspection and copying at the office of the City Auditor.
BILLINGS, Mont. (AP) — Authorities have identified a North Dakota man who died in a head-on crash on U.S. Highway 12 in northeastern Montana as a railway worker who was in a company vehicle.
The Billings Gazette reported Thursday that Robert Walter Vann IV, of Minot, North Dakota, died in Tuesday’s crash near the small town of Brockton.
Roosevelt County Undersheriff John Summers says Vann worked for the BNSF Railway Co.
The Montana Highway Patrol says Vann was one of two occupants in a sports utility vehicle that crashed into an oncoming pickup. The SUV driver was trying to pass a snowplow when the accident happened.
Vann was wearing a seat belt and died at the scene.
Three other people were injured.
BISMARCK, N.D. (AP) — North Dakota transportation officials say tests of a bridge damaged during protests of the Dakota Access pipeline show the span is structurally sound.
The Backwater Bridge north of Cannon Ball has been the site of several clashes between protesters and police. It has been closed since October, when protesters blocked it with burning vehicles. In December, core samples were taken to see if the fires caused damage.
State Department of Transportation Director Grant Levi says Thursday that the bridge is sound, but needs repairs. Authorities say they won’t reopen the bridge until they are assured that “no criminal activity” will take place.
Protesters worry about the pipeline’s effects on drinking water and on Native American artifacts. Texas-based Energy Transfer Partners says the pipeline will be safe.
BISMARCK, N.D. (AP) — North Dakota’s Republican-led and largely oil-friendly Legislature is quickly introducing a raft of bills spurred by the bitter dispute between Dakota Access protesters and law enforcement.
Faced with protest-weary constituents, lawmakers have introduced several bills during the young biennial session — and more may be coming.
One bill would make it a crime for adults to wear masks in most cases. Another would require the state attorney general to sue the federal government to help cover costs for policing a protest.
No Democrats have introduced protest-related measures and one state representative called the bills “knee-jerk legislation.”
North Dakota has been the center of protests against the $3.8 billion, four-state pipeline, in large part because of objections of the Standing Rock Sioux tribe in the southern part of the state.
ALBUQUERQUE, N.M. (AP) — A new federal lawsuit says U.S. Bureau of Indian Education schools are chronically understaffed, lack systems to provide special education and have a deficient curriculum.
Advocacy groups said Thursday the lawsuit was filed on behalf of Havasupai students at an Arizona school within the Grand Canyon. Lawyers say the lawsuit potentially could impact other BIE schools.
The 95-page complaint filed in U.S. District Court in Phoenix faults the federal government for physically excluding Havasupai students with special needs and only teaching math and writing to students.
Alexis DeLaCruz, an attorney for the Native American Disability Law Center, says similar problems exist at many Bureau of Indian Education schools.
The U.S. Department of Interior did not immediately respond to an email from The Associated Press.
The bureau oversees 183 schools in 23 states.
WILLISTON, N.D. (AP) — A man who once said he was HIV positive is charged in Williams County with failing to tell his sexual partner he has the disease that causes AIDS.
Forty-one-year-old Angel Miguel Rodriguez is charged with a felony, since North Dakota is one of many states that have statutes criminalizing potential HIV exposure.
The Williston Herald says a 54-year-old woman told investigators she had dated Rodriguez for several months and had unprotected sex with him. The woman tested positive for HIV in October. She says Rodriguez never told her he had the virus. Records from the Williams County Correctional Center show he told officers in 2015 that he was an HIV carrier.
Investigators say they expect at least one additional accuser to come forward. A phone listing for Rodriguez could not be found.

Jamestown (CSi) More meetings are planned in the future concerning building a gun and rifle range in the Jamestown area.
As of now, the project is at a stand-still as a location is still be sought.
The Jamestown Marksmanship Education Range organization had approached landowners near the State Hospital and Woodbury Township for potential locations for an outdoor range.
Board President Curt Kaseman says the Woodbury land, owned by Rueben Lichtey, and the State Hospital land were the two prime spots.
Kaseman feels that the only way he would see the range being built is if Game & Fish intervened.
Kaseman has also announced he would be resigning as the board president effective May 1st.

ST. PAUL, Minn. (AP) — Eric Staal and Jordan Schroeder scored 39 seconds apart in the second period, Nino Niederreiter had two goals, and the Minnesota Wild overwhelmed Carey Price and the Montreal Canadiens on their way to a 7-1 victory Thursday night.
Devan Dubnyk stopped 20 shots, missing the shutout by 9 seconds on Tomas Plekanec’s power-play rebound, but he beat Price for the second time in three weeks. What began as a matchup of two All-Star goalies became an all-out blitz by the surging Wild.
Christian Folin, Jason Zucker and Ryan Suter also scored, Matt Dumba had three assists and Staal and Jared Spurgeon each set up a pair of goals. Price, who made 17 saves, was taunted by the “Sieve!” chant after Niederreiter’s second score.
The last time Price allowed seven goals was against Pittsburgh on March 2, 2013.

BOZEMAN, Mont. (AP) — Quinton Hooker scored 24 points and Geno Crandall and Conner Avants added 22 and 20 points, respectively, as North Dakota won for the fourth time in five meetings at Montana State, 90-85 Thursday night.
Zach Green hit a pair of free throws to pull Montana State within four points, 76-72, with under five minutes to play. Avants hit two free throws to push the lead to six, and added two more from the line and a layup to help close out the win.
North Dakota (9-6, 4-1 Big Sky) won its first three games on the Bobcats’ home floor before Montana State won last year’s season finale. The Fighting Hawks now are 8-5 all-time in Bozeman and lead the all-time series with Montana State, 13-11.
The Fighting Hawks shot 30 of 60 from the field (50 percent).
Tyler Hall scored 23 points for Montana State (6-12, 1-4) in Bozeman.

Bronson Koenig scored 21 points and 18th-ranked Wisconsin bounced back from Sunday’s loss to Purdue by hammering Ohio State, 89-66. Nigel Hayes had 15 points for the Badgers, who hit 12 of their 22 3-point attempts in winning for the ninth time in 10 games.
Fifth-ranked Gonzaga still owns the distinction of being the only unbeaten team in Division I men’s basketball.

No. 16 Arizona whipped Arizona State, 91-75 behind Lauri Markkanen’s career-high 30 points and Kadeem Allen’s 18. The Wildcats scored the game’s first 12 points, shot 57 percent and had 25 assists on their 34 baskets.

UNDATED (AP) — It was quite a day for Los Angeles football fans. It began with the return of the Chargers before the Rams made Sean McVay the youngest head coach in NFL history.
The Chargers announced that they are leaving San Diego after 56 years and coming back to the LA market, where they began as an AFL franchise. The Chargers plan to play their home games at a 27,000-seat stadium in suburban Carson before joining the Rams at a new facility in Inglewood.
The Chargers’ departure comes less than three months after San Diego voters resoundingly rejected a team-sponsored measure that would have financed a new stadium in the area through an increase in hotel occupancy taxes. Chargers owner Dean Spanos had spent 2015 trying to get approval for a stadium in Carson that the Chargers would share with the rival Oakland Raiders. That plan was voted down by fellow owners who eventually granted the Chargers the option to move to L.A.
Hours after the Chargers made their big splash, the Rams butted in by naming McVay their head coach, 12 days before his 31st birthday. McVay spent the past six seasons as an assistant with the Washington Redskins, the last three as offensive coordinator under Jay Gruden (GROO’-dehn).
McVay replaces John Fassel, who became interim head coach when Jeff Fisher was fired 13 games into the Rams’ return season in Los Angeles.
The Rams reportedly hired a defensive coordinator as well. ESPN.com says Wade Phillips has accepted the job.
PGA-SONY OPEN…
HONOLULU (AP) — Justin Thomas has become the seventh player to shoot a 59 on the PGA Tour, doing it four days after winning the SBS Tournament of Champions at Kapalua.
Thomas capped his 11-under 59 with a 15-foot eagle on his final hole, giving him the first-round lead at the Sony Open in Honolulu. The round included two eagles, eight birdies and a bogey.
Hudson Swafford is alone in second at minus-8.
Jim Furyk (FYOOR’-ihk) was the last player with a sub-60 round when he closed with a record 58 at the Travelers Championship last summer. Furyk also has a 59, along with Al Geiberger, Chip Beck, David Duval, Paul Goydos (GOY’-dohs) and Stuart Appleby.

WASHINGTON (AP) — The House is voting on a measure today that would make it harder for Democrats in the Senate to filibuster the repeal of the Affordable Care Act. The timetable for the upcoming repeal measure is uncertain, but Republicans want to pass it as quickly as possible. There’s still anxiety about whether a replacement bill would be ready to be acted on in the same time frame.
WASHINGTON (AP) — It’s more time on the hot seat for FBI Director James Comey. He’s facing a new internal investigation into whether he and the Justice Department followed established protocol in the email server case. The Justice Department’s inspector general will focus in part on Comey’s decision to announce the findings of the FBI’s probe and in two letters he sent to Congress in the days before the election.
OKLAHOMA CITY (AP) — The Southern Plains states are hunkering down as a winter storm that brought heavy snow and rainfall to northern California is descending upon them, bringing the possibility of a devastating ice storm. The National Weather Service has issued an ice storm warning for northwestern Oklahoma and a winter storm watch is in effect for much of the rest of Oklahoma, Kansas and Missouri along with parts of Illinois and Texas. Forecasters say the potential for a significant ice storm is increasing.
CAPE CANAVERAL, Fla. (AP) — The International Space Station is getting a second round of battery upgrades today. It’s the same type of job that was conducted last Friday 250 miles up. Two astronauts will plug in three lithium-ion batteries, the latest in space tech. That’s on top of three hooked up last week. NASA says the lithium-ion batteries are critical long-term upgrades to the station’s solar power system.
FORT LAUDERDALE, Fla. (AP) — Authorities say a suspected drug dealer is being held without bail on second-degree murder charges after neglecting to tell arresting officers that two people were inside the car he was driving when it crashed into a South Florida canal. Police say 30-year-old Robert Goldsmith got out of the car through a window. Goldsmith had sped away to try to escape a drug sting.
