BISMARCK, N.D. (AP) — Gov. Doug Burgum has presented a preferred spending plan to North Dakota lawmakers that calls for deeper cuts in the state budget than suggested by his predecessor.
The budget statement released Monday night comes a month after the Republican took office, and recommends $4.6 billion in spending over the next two years. That’s about $159 million less than proposed by then-Gov. Jack Dalrymple in early December.
Burgum’s budget plan also predicts lower oil prices than the Republican Dalrymple set in his proposal.
Dalrymple had suggested reducing 583 full-time state employees, while Burgum suggests eliminating about 50 additional full-time positions.
North Dakota state government spending has risen more than $8 billion in the past decade, but low oil and agriculture prices have forced lawmakers to rethink budget plans.
BISMARCK, N.D. (AP) — North Dakota lawmakers say the state needs more time to craft rules to oversee the state’s voter-approved medical marijuana law.
A joint House and Senate meeting was held Monday to consider a proposal to delay the law until the end of July. The measure is supported by both Republican and Democratic leaders.
Republican Senate Majority Leader Rich Wardner says the intent is to ensure the law is regulated correctly. He says it isn’t a move by lawmakers to keep the law from going into effect.
The so-called North Dakota Compassionate Care Act won 65 percent voter approval in November. It allows the use of marijuana as medicine for people who suffer from one of several debilitating illnesses.
Leaders of the Republican-led Legislature also are pushing legislation this that would prohibit state agencies to fill any vacant positions until the end of April.
The Legislature also is slated to take out an additional $8 million loan this week through the state-owned Bank of North Dakota to help pay the policing bill for Dakota Access pipeline protests.
BISMARCK, N.D. (AP) — A new legislative proposal in North Dakota is aimed at parents with children in day care.
Rep. Pamela Anderson says businesses that pay corporate income taxes would get credit for reimbursing employees for their child care costs. Anderson says the bill helps businesses who help employees. She says child care is such a big workforce issue.
The North Dakota Agency of Economics and chamber of commerce representatives have spoken in favor of the bill. But, opponents say that if businesses start reimbursing for child care, could health care be next?
MINOT, N.D. (AP) — North Dakota’s fourth-largest city is looking to tighten its belt.
The Minot Daily News reports Minot has experienced a 30 percent drop in state aid and a 20 percent decline in city sales tax collections.
City Manager Tom Barry says officials have identified $13 million in infrastructure improvements that could be delayed, including design of a new fire station.
The City Council also might re-examine the sales tax structure to possibly provide more money for flood protection work. The tax is estimated to bring in about $4.5 million for that this year. Barry says that might not be enough in coming years.
Another issue the city needs to deal with is debt. The city’s debt has increased about 165 percent in the past four years, due mainly to growth.
FARGO, N.D. (AP) — North Dakota farmers planted 65,000 acres of winter wheat last fall, down from 130,000 acres the previous year.
Winter wheat is planted in the fall and harvested the following summer. It’s not a major crop in North Dakota, and acres fluctuate from year to year.
The Agriculture Department says planted winter wheat acres nationwide totaled 32.4 million, down 10 percent from the previous year.

He says the only people to benefit from stimulus packages during the financial crisis were the top three percent.
NEW YORK (AP) — Wal-Mart is doubling down on brick and mortar, planning 59 new, expanded and relocated Walmart and Sam’s Clubs facilities. PARIS (AP) — Amnesty International is worried that human rights in Europe are being erased by counterterrorism measures, especially the past two years. Amnesty also fears that there’s potential for that erosion to become permanent. It says France, which has been hit with more recent deadly attacks than any other country in Europe, is the most extreme example of a trend that human rights groups are documenting.
