The Turtle Mountains into the James River Valley could see a little

higher amounts through the period, but this will also depend upon

when temperatures  support snow.

2-3 inches of snow through the entire period of Friday night through

Sunday.

The potential for any significant ice accumulation looks to be farther east into eastern ND or more likely into northern Minnesota.

 

 

vondalrichardJamestown  (CSi)  The Jamestown Police Department is warning Jamestown residents of a convicted sex offender, who has changed  Jamestown addresses.

Richard Vondal now resides at 1610 Business Loop East, apt #2, Jamestown, ND

His vehicle is a 1997 Silver Ram 1500,pickup, with ND License Plate HXF327.

Vondal is a 68 year old white male, five feet, four inches tall, weighing 165 pounds with brown eyes and brown hair.

Vondal has been assigned a high risk assessment by the North Dakota Level Committee of the office of the North Dakota Attorney General.

He was convicted in September of 1999 in Morton County, ND District Court involving fondling at 15 year old girl.

Disposition: 10 years.

He was convicted of sexual assault in September of 1999 in Morton County, ND District Court.

Disposition:  five years, five years suspended.

He was convicted in July 1996 in Morton County, ND District Court of Gross Sexual Imposition.

Disposition: 30 days, two years suspended.

He was convicted in June 1987 in Grand Forks, ND County District Court of Gross Sexual Imposition involving a 12 year old girl.

Disposition: 15 years, 8 years suspended.

Vondal is currently on GPS Monitoring.

Vondal is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Valley City  (CSi)  Valley City will fill the unexpired term of Richard Ross, who recently resigned his seat.

Ross’ resignation was officially accepted by the Valley City Commission at the January 17, 2017 Regular Meeting.

At that meeting City Attorney, Russell Myhre said within 15 days of Ross’ resignation, petitions to the city commission to hold a Special Election must be received.

An alternative is the City Commission appoint a commissioner, or call for a Special Election on its own.

Meanwhile Valley City residents may see a petition circulating, asking if electing a police chief should be put on an election ballot as an initiated measure. Three Valley City residents have formed a committee to initiate paperwork which has been filed to circulate a petition.

Brian Mindt of  Valley City is reported to saying that he and other residents believe electing a police chief, who is now appointed  is a good idea.

The three members of the sponsoring committee consist of  Mindt, Larry Hetland and Anthony Drake.

At the January 17, 2017, theValley City Commission  unanimously approved Acting Police Chief, Lt. Phil Hatcher becoming the permanent Chief of Police. Which followed the retirement of Fred Thompson in December of 2016.

 

BISMARCK, N.D. (AP) — Multimillionaire North Dakota Republican Gov. Doug Burgum wants to pay for additions such as heated garage floor to a new $5 million governor’s mansion but GOP leaders say no.

House Majority Leader Al Carlson and his Republican Senate counterpart, Rich Wardner, say the design already has been approved by a committee and the new governor doesn’t get to change anything just because he’s willing to pay for it.

Burgum spokesman Mike Nowatzki says the governor wants to add such things as a skylight and a heated garage floor to the new mansion that already is under construction. Nowatzki says all of the additions are energy-efficient items that will save taxpayers money.

The Legislature in 2015 approved construction of governor’s the home, stipulating that $1 million of its cost must be funded by private donations.

 

BISMARCK, N.D. (AP) — The number of arrests related to protests over construction of the Dakota Access oil pipeline in North Dakota has surpassed 600.

The Morton County Sheriff’s Office says 16 people were arrested Monday and Tuesday in confrontations with police near the protesters’ main encampment near the Standing Rock Sioux Reservation. That pushed the number of arrests since August to 603.

The tribe and its supporters say the $3.8 billion pipeline to carry North Dakota oil to a shipping point in Illinois threatens drinking water and cultural sites. Pipeline developer Energy Transfer Partners disputes that.

The pipeline is nearly complete except for a stretch beneath a Missouri River reservoir that’s the tribe’s water source. Whether ETP has permission to lay pipe under Lake Oahe is tied up in the courts.

 

In world and national news…

HOUSTON (AP) —  George H.W. Bush’s spokesman says doctors are happy with how a procedure went to help clear the former president’s airway following his hospitalization for respiratory issues.

Family spokesman Jim McGrath tells The Associated Press that doctors were monitoring the 92-year-old former president on Wednesday to see how his body responds. But he says he doesn’t think “there’s a whole lot of money to be gained betting against George Bush.”

McGrath says former first lady Barbara Bush decided to go to the same Houston hospital Wednesday morning. He says she hadn’t been feeling well for about two weeks and decided to “take it out of committee and have experts check it out.”

McGrath says the move was precautionary and “it’s nothing acute, just a gradual not feeling well.”

The Bushes recently celebrated their 72nd wedding anniversary.

 

DENVER (AP) — An airline passenger has been arrested on charges of planting a note on a plane en route from San Diego to Denver that falsely claimed a bomb was on board.

Authorities said Wednesday that 20-year-old Cameron E. Korth of West Jordan, Utah, was arrested on a charge of maliciously conveying false information. It wasn’t immediately known if Korth had a lawyer who could speak on his behalf.

The hand-written note was found on United Airlines flight 231 Monday. Authorities say the plane landed safely in Denver and a search by police failed to find any explosives.

Prosecutors say Korth told the flight crew he found the note in an airplane lavatory, but investigators examined his handwriting and concluded he wrote it.

Korth was due in Denver federal court later Wednesday.

 

WASHINGTON (AP) —  President Barack Obama says he doesn’t think the expansion of LGBT rights in the U.S. is reversible.

Obama said as his final presidential news conference that society’s attitudes have changed too much to turn back the clock on these issues.

He says there’s still more work to do on the subject, but that acceptance by young people like his daughters has made a difference.

Obama also says he “could not be prouder” of the country’s transformation on these issues, most of it coming during his tenure as president.

He gives credit to individuals and couples who he says were courageous in saying “this is who I am and I’m proud of it.”

That, he says, helped open people’s minds and hearts and the legal system eventually caught up.

President Barack Obama is defending his decision to commute convicted leaker Chelsea Manning’s prison sentence, telling reporters that “justice has been served” in her case. Obama said in his final news conference as president that Manning has already served a “tough prison sentence” and it will not make people think that they won’t face punishment if they disclose vital classified information. Republicans have assailed the decision, saying it sets a dangerous precedent for national security.

 

WASHINGTON (AP) — Vice President-elect Mike Pence says President Barack Obama’s decision to commute Chelsea Manning’s sentence was a “mistake,” and is calling the convicted leaker a “traitor.” Pence says in an interview airing Wednesday night on Fox News  (CSi 32) that Manning’s actions compromised national security, endangered American personnel and compromised individuals in Afghanistan who were cooperating with U.S. forces.

WASHINGTON (AP) — President Barack Obama is thanking the journalists who have covered him in the White House, saying that “having you in this building has made this place work better.” He told White House reporters Wednesday, “You’re supposed to be skeptics. You’re supposed to ask tough questions.” Donald Trump’s transition team is considering holding briefings outside the White House briefing room, a proposal that is raising concern over whether it could result in limited White House access.

WASHINGTON (AP) — The Senate Armed Services Committee has overwhelmingly approved President-elect Donald Trump’s pick for defense secretary. The Republican-led panel voted 26-1 to recommend that the full Senate consider the choice of retired Marine Gen. James Mattis to run the Pentagon. Mattis retired from military service in 2013 after a 41-year career in uniform. Congress last week approved legislation that grants a one-time exception for Mattis from the law that bars former service members who have been out of uniform for less than seven years from holding the top Pentagon job.

BISMARCK, N.D. (AP) — The Army is planning to study the potential environmental impact of building the Dakota Access pipeline under the Missouri River in North Dakota. And the Standing Rock Sioux tribe is calling it “another small victory on the path to justice.” The tribe gets its drinking water from the reservoir under which the pipeline would run. A judge could still grant a request from the pipeline’s developer to block the study from moving forward.
