Jamestown  (CSi)  The Jamestown City Fire Department responded to the Deer Ridge Apartments in Northeast Jamestown about 4:15-p.m., Tuesday to a call of smoke coming from a dryer vent.

The units did not detect a fire from within the building, and the smoke was coming from a smoker unit outdoors, on a patio.

Five city fire units and 26 fire fighters were on the  scene about 20 minutes.

 

 

Valley City (CSi)  The Valley City Commission met in Special Session Tuesday morning at 7-O’Clock at City Hall, to discuss   a Resolution creating 2017 City Owned Parking Lot Improvement District.

All members were present.

City Administrator David Schelkoph says this is a  multi-year project, with a Special Assessment District created, within the district, based on a percentage and includes square footage.  The cost with this project in the downtown area is $60,000, which is 10 percent of the project’s $600,000 to be shared in the Special Assessment District.

KLJ presented an over view of the project, and lots involved and the boundaries.

Parking lots will be in ADA compliance, and some will include a green space, and one will be in concrete.

A protest procedure will be in place for those affected, with letters sent out, and will include a public meeting, February 7th at 7-p.m. at City Hall.

Following the presentation, the City Commission then approved a Resolution approving preliminary engineering report and directing preparation of detailed plans, specifications and estimates of probable cost for 2017 City Owned Parking Lot Improvement District

The City commission then approved a Resolution Declaring the Necessity for 2017 City Owned Parking Lot Improvement District

Jamestown  (CSi)  Prairie Paws Rescue announces that the Paw-Sta Paw-Looza, and Ventriloquist Show is set for Saturday February 4, 2017, from 5-p.m., to 10-p.m., at the Knights of Columbus Hall, in Downtown Jamestown.

All proceeds will benefit animals in the care of Prairie Paws Rescue.

On Tuesday’s Wayne Byers Show on CSi Cable 2 Prairie Paws Rescue Founder and President, Kaye John said only a few tickets were remaining, and are sold in advance only.

Jamestown  (CSi)  The Jamestown City Council’s Finance & Legal, Building, Planning & Zoning Committee, and Civic Center & Promotion Committees met Tuesday evening at City Hall.  Council Member Brubakken was not present.

 

FINANCE & LEGAL COMMITTEE BUSINESS:

 

The committee recommends approving the request from JSDC for an additional $166,813 from Economic Development Funds to be used for Flex PACE funding with the City Share to be $133,450.40, and paid from the City Sales Tax Fund.

 

The committee recommends approving the request from JSDC for $25,000 in Economic Development Funds to be used for Capital improvements for the Center for Economic Development with the City Share to be $22,500, and paid from the City Sales Tax Fund. The balance of the costs will be shared by the building’s tenants. The basement conference room and the main boardroom will be undergoing improvements.

 

The committee recommends approval of the sales price for City owned property listed for sale for 2017.  Many of the lots are unbuildable, and do not have infrastructure.

BUILDING, PLANNING & ZONING COMMITTEE

 

The committee recommends approving the First Reading of an Ordinance to amend and re-enact a of the City Code

pertaining to Flood Damage Prevention.

 

The committee recommends entering into an agreement with SRF Consulting Group to provide Planning & Zoning Technical Services to the City for 2017, in the amount not to exceed $60,000.

CIVIC CENTER AND PROMOTION COMMITTEE

City Administrator Jeff Fuchs said a roof leakage issue at the Civic Center has occurred with water coming in between the lobby and the arena.

He says the leakage is happening stemming from ice build up on the roof, and melting forming ice dams.

He added that a contractor is working on the fixing the leak.

The meeting was shown live on CSi 67, followed by replays.

 

BELCOURT, N.D. (AP) — A North Dakota sheriff’s deputy who was shot and killed in the line of duty is being remembered as a cheerful person who could light up a room.

Twenty-nine-year-old Colt Allery died last week after he and three other Rolette County deputies exchanged gunfire with a suspect following a vehicle chase. The suspect also was killed.

Allery’s funeral service was held Tuesday in Belcourt, where he was honored by law enforcement officers from around the country as well as fellow Turtle Mountain Band of Chippewa tribal members.

Rolette County Sheriff Gerald Medrud said Allery had a warm heart and worked hard at his job. North Dakota Gov. Doug Burgum called Allery “a true warrior.”

Allery is the 57th law enforcement officer in North Dakota to be killed on the job.

 

 

WASHINGTON (AP) — President Donald Trump has signed executive actions to advance the construction of the Keystone XL and Dakota Access oil pipelines.

Trump tells reporters in the Oval Office that construction of the pipelines will be subject to the terms and conditions being renegotiated by the U.S.

Former President Barack Obama killed the proposed Keystone XL pipeline in late 2015, saying it would hurt American efforts to reach a global climate change deal. The pipeline would run from Canada to U.S. refineries in the Gulf Coast. The U.S. government needs to approve the pipeline because it crossed the border.

The Army decided last year to explore alternate routes for the Dakota Access pipeline after the Standing Rock Sioux tribe and its supporters said the pipeline threatened drinking water and Native American cultural sites. The Dakota Access pipeline is set to run from North Dakota through South Dakota and Iowa to Illinois.

 

 

BISMARCK, N.D. (AP) — President Donald Trump’s executive actions on the Dakota Access and Keystone XL pipelines are aimed at turning the disputed projects into reality, but it’s not clear how quickly that might happen.

Dakota Access is to carry North Dakota oil to Illinois. It’s nearly complete but stalled while the developer and the Army battle in court over permission for the pipeline to cross under the Missouri River in North Dakota.

The Keystone XL project was to bring oil from Canada to Nebraska. Former President Barack Obama halted it in late 2015 for environmental reasons.

Trump’s actions don’t immediately clear the way for construction, and opponents of the projects are likely to fight in court.

Both projects also have been the focus of intense protests, and Trump’s actions might reinvigorate those efforts.

 

 

WASHINGTON (AP) — An attorney for the Native American tribe that started the movement against the Dakota Access oil pipeline says it will continue its fight in court.

The Standing Rock Sioux is challenging federal permits at more than 200 water crossings along the pipeline’s route, with the primary fight focused on a reservoir near the tribe’s reservation in southern North Dakota.

Pipeline developer Energy Transfer Partners wants to route the pipeline under the Missouri River reservoir, but the Army Corps of Engineers has yet to approve it. That’s the only large chunk of construction left.

President Donald Trump issued an executive action Tuesday advancing construction of the pipeline. Tribal attorney Jan (yahn) Hasselman says if Trump’s action leads to approval of the lake-crossing, the tribe’s fight in court will continue but “the context will shift.”

Tribal Chairman Dave Archambault (AR’-sham-boh) says the pipeline was unfairly rerouted toward the Standing Rock reservation without the tribe’s consent. He says the pipeline route “risks infringing on our treaty rights, contaminating our water and the water of 17 million Americans downstream.”

 

 

(AP)  A new financial analysis says six of the country’s major energy-producing states have slipped into recession.

The report by S&P Global Ratings says a sharp decline in energy production and exploration over the last 18 months has caused revenue to plummet and job growth to stagnate. The states are Alaska, Louisiana, New Mexico, North Dakota, Oklahoma and Wyoming.

The budget troubles are not limited to just energy-producing states, although they are among the hardest hit. A recent Associated Press survey found that two-thirds of the states are currently dealing with a budget shortfall or expect to confront one in the coming fiscal year.

Experts say state economic growth has been slower than expected, with revenue in some places failing to meet projections or keep up with rising spending needs.

 

WASHINGTON (AP) — Employers significantly increased hiring in just three U.S. states last month, while five states reported large cuts.

The Labor Department says that job totals were little changed in the other 42. Unemployment rates fell noticeably in 10 states and rose in just one.

The weak gains in most states partly reflect a downshift in hiring nationwide. Employers added 156,000 jobs last month, down from 204,000 in November, and the U.S. unemployment rate ticked up to 4.7 percent from 4.6 percent. In the final three months of last year, hiring averaged 165,000 a month, down from 282,000 a year earlier.

In all of last year, half the states reported large job gains, while only two — Wyoming and North Dakota — lost a significant number of positions.

 

BISMARCK, N.D. (AP) — A former deputy U.S. marshal who is accused of peeping at women in dressing rooms plans to plead guilty to a federal child porn charge.

According to a plea agreement signed last week, Michael Rivera admitted to downloading pictures and videos of young girls from the internet. He admitted to having at least 36 sexually explicit pictures and 52 videos of girls from ages 6 to 11.

The  images were found on Rivera’s computer as police were investigating state allegations that he had recorded 19 women in store dressing rooms around Bismarck.

A plea hearing on the federal count is scheduled for Thursday. Rivera faces trial on the state charges Jan. 30.

PHOENIX (AP) — Andrew Wiggins sank an 18-foot pull-up jumper at the buzzer to give the Minnesota Timberwolves a 112-111 victory over the Phoenix Suns on Tuesday night.

Wiggins, who scored 31 points, made one of two free throws with 12.1 seconds remaining to put the Timberwolves up. P.J. Tucker sank two from the foul line to give Phoenix a 111-110 lead with 6.3 seconds left, just enough time for Wiggins’ game-winner.

Devin Booker overcame a slow start to make his last five shots, three of them 3-pointers, for 26 points for the Suns.

Tyson Chandler had a season-high 22 points and grabbed 17 rebounds for Phoenix. Eric Bledsoe added 18 points, including a three-point play that tied it at 109 with 1:05 remaining.

NATIONAL HOCKEY LEAGUE

DALLAS (AP) — Chris Stewart scored in the fifth round of a shootout, lifting the Minnesota Wild beat the Dallas Stars 3-2 on Tuesday night.

Stewart moved the puck to his backhand and slid the puck in under Dallas goalie Kari Lehtonen, who got a piece of it.

Patrick Eaves and Jamie Benn had scored for the Stars in the shootout, but Jason Pominville and Mikko Koivu matched them. Wild goalie Devan Dubnyk stopped Jason Spezza before Stewart’s shot won the game.

Dallas was the last NHL team to play a shootout game this season. The Wild improved to 2-2 in the tiebreaker.

The Stars had a two-man rush with about a minute left in the overtime, but Cody Eakin shot over the net.

Pominville and Koivu scored in regulation for Minnesota, and Dubnyk had 35 saves through overtime.

Eaves and Tyler Seguin scored for Dallas and Lehtonen finished with 31 saves.

MADISON, Wis. (AP) — Bronson Koenig scored 20 points Tuesday night and No. 15 Wisconsin shut down Penn State in the second half on its way to an 82-55 victory.

The Badgers (17-3, 6-1 Big Ten) started to shake off the Nittany Lions (11-10, 3-5) after Ethan Happ came alive.

He struggled in the first half, shooting 2 of 6 from the field, in part because Penn State’s Mike Watkins blocked him twice in the span of about 5 minutes.

But Happ asserted himself to open the second half, scoring on the Badgers’ first two possessions to spark a 13-2 run that put Wisconsin up 52-38 on Vitto Brown’s 3-pointer. They wouldn’t be threatened the rest of the way.

Brown finished with 16 points, while Happ added 14 and eight rebounds.

NFL-STEELERS-ROETHLISBERGER

 

PITTSBURGH (AP) — The Pittsburgh Steelers could be dealing with a major void in their offense very soon.

Two-time Super Bowl-winning quarterback Ben Roethlisberger (RAWTH’-lihs-bur-gur) is giving some thought to ending his career. He said during his weekly appearance on 93.7 The Fan in Pittsburgh that he is going to take some time to evaluate whether he wants to keep playing.

Roethlisberger turns 35 in March and has missed time in each of the last two seasons with knee issues.

Coach Mike Tomlin says Roethlisberger has mentioned his possible retirement to the coaching staff at various points.
