Bismarck (CSi) The National Weather Service has issued an update to the 2017 spring flood outlook.
The Weather Service has been measuring moisture in the snowpack, and points out that a wet fall along with high winter snow pack has set the stage for near record runoff, in the Devil Lake Basin. Devils Lake and Stump Lakes could rise 3 to 4 feet above current levels this spring.
It shows that the Upper Sheyenne River Basin west of Cooperstown, this winter has been exceptionally wet and snowy.
The area near Cooperstown into Baldhill Dam and Valley City proper is closer to normal for soil wetness and snow water content.
The fall of 2016 was the wettest over the entire Sheyenne River Valley since 2010-2011.
The 2017 threat is moderate to high for most river points but somewhat higher for eastern North Dakota tributaries.
Minor to moderate flooding is expected in most areas, with an increased risk for moderate to major flooding across east-central and northeast North Dakota.
The weather service says the remainder of the winter should continue to be cooler and snowier.
Temperatures from February thru April of 2017 is expected to have near to below average and precipitation near to above average.
DEVILS LAKE, N.D. (AP) — The first seasonal flood outlook from the National Weather Service shows there’s a good chance for flooding in the Devils Lake region this spring and summer.
The outlook says there’s a 50 percent change of the lake rising nearly 3 ½ feet, and a 25 percent chance it could exceed its record level of 1,454.3 feet in June 2011.
The weather service bases the outlook on a wet fall and heavy winter snow with a lot of water content. The agency will issue updated outlooks as the spring flooding season nears.
The record level came after nearly two decades of wet weather quadrupled the lake’s size between 1992 and 2011. The prolonged flooding swallowed up about 250 square miles of farmland and caused hundreds of millions of dollars in damage.
The three individuals were arrested for possession of methamphetamine with intent to deliver within 1,000 feet of a school, manufacturing a controlled substance within 1,000 feet of a school, possession of methamphetamine, possession of marijuana and several counts of possession of drug paraphernalia.
The three people arrested have not yet been identified as the investigation continues. No formal charges have been filed.
Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents of a convicted sex offender, who has once again changed Jamestown addresses.
Richard Vondal now resides at 455 2nd Street SW, Jamestown, ND
His vehicle is a 1997 Silver Ram 1500,pickup, with ND License Plate now, LV&RV.
He also has a 1991 Bronze Buick Park Ave, with ND License Plate LOB1
Vondal is a 68 year old white male, five feet, four inches tall, weighing 165 pounds with brown eyes and brown hair.
Vondal has been assigned a high risk assessment by the North Dakota Level Committee of the office of the North Dakota Attorney General.
He was convicted in September of 1999 in Morton County, ND District Court involving fondling at 15 year old girl.
Disposition: 10 years.
He was convicted of sexual assault in September of 1999 in Morton County, ND District Court.
Disposition: five years, five years suspended.
He was convicted in July 1996 in Morton County, ND District Court of Gross Sexual Imposition.
Disposition: 30 days, two years suspended.
He was convicted in June 1987 in Grand Forks, ND County District Court of Gross Sexual Imposition involving a 12 year old girl.
Disposition: 15 years, 8 years suspended.
Vondal is currently on GPS Monitoring.
Vondal is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) The AAUW Used Bookstore will be leaving the Buffalo Mall after nearly ten years and three different locations. Due to the space needs of a new tenant who will be opening in the Mall in a few months, the bookstore was one of many stores who has to vacate.
Bookstore Coordinator, Kelly Krein says, “We really appreciate the Mall ownership for providing us with a space all these years. We regret that there is no longer a spot for us and our future is uncertain.”
The last day in the store’s current spot is February 28, 2017. After that, for a month or two, the store will be able to relocate in a space across the hall as a transitional site for the remaining inventory and a place to store fixtures, etc. It is hoped that a new location in town might be secured and AAUW leadership is open to suggestions and ideas that could keep the store open elsewhere.
A huge inventory reduction sale is now in progress with most of the books being sold at a “two for the price of one” cost. Those who have never been in the store will be surprised at the thousands of books all separated into different categories and priced individually. Many are arranged alphabetically by author and shoppers find it very user friendly. Special expanded hours until the end of February are every Thursday and Saturday, 11am – 2pm.

CROSBY, N.D. (AP) — A trial for a Florida man accused of negligently causing a vehicle crash in North Dakota’s oil patch that killed a father and two children has been moved from Divide County to McKenzie County.
49-year-old William Koehler faces manslaughter charges that could land him in prison for 30 years. Northwest District Judge Robin Schmidt granted moving the trial on Tuesday.
Defense Attorney Tom Slorby requested the trial move because he says most of the potential jurors reached knew the victims’ family. Slorby also says more than half of the potential jurors were of the opinion that Koehler was guilty.
Koehler is charged with three counts of manslaughter. A trial for Koehler is expected to begin Feb. 6.
He could face up to 30 years in prison if convicted.
BISMARCK, N.D. (AP) — The North Dakota Legislature is considering measures that would prohibit the use of campaign contributions for personal use by politicians.
Democratic lawmakers are pushing a bill in the House, and a similar Republican-sponsored bill is being offered in the Senate.
The bills come after House Republicans two years ago rejected a similar bipartisan bill. That action drew criticism from proponents and was even lampooned by HBO comedian John Oliver.
Republican House Majority Leader Al Carlson says that attention has nothing to do with the GOP’s bill.
Democratic Rep. Gretchen Dobervich is the primary sponsor of the House bill. She says it doesn’t matter which version of the legislation is ultimately approved by lawmakers, as long as it’s clear campaign donations for politicians can’t be converted to income.
FARGO, N.D. (AP) — A Colombian man indicted in 2015 for dealing powdered fentanyl that led to overdose deaths in North Dakota has been extradited from Panama to Fargo.
Thirty-six-year-old Daniel Vivas Ceron is facing numerous charges, including conspiracy to distribute controlled substances resulting in serious bodily injury and death. He is scheduled to be arraigned Monday.
Authorities say Vivas Ceron operated a business that moved fentanyl and other similar substances from Canada and China into the United States. He allegedly shipped drugs to Brandon Hubbard, a Portland, Oregon, man who told police he could be the largest fentanyl dealer in the country. Hubbard was sentenced last summer to life in prison.
Investigators began looking into the trafficking of fentanyl following the overdose death in January 2015 of 18-year-old Bailey Henke, of Grand Forks

WASHINGTON (AP) — As President Donald Trump prepares to name his first Supreme Court nominee next week, Vice President Mike Pence is suggesting to abortion foes that it will be someone they will like. Pence addressed the crowd gathered for the annual March for Life in Washington Friday, and said the nominee will uphold what Pence called “the God-given liberties” in the Constitution. He also said the Trump administration will work to end taxpayer funding of abortion, and will use the money for “health care services for women across America.”
WASHINGTON (AP) — Although he suggested during the campaign that NATO is “obsolete,” Donald Trump is said to have reaffirmed an “unshakeable commitment” to the military alliance on Friday. That’s according to British Prime Minister Theresa May, who spoke to reporters after meeting with Trump at the White House. She says she and Trump also agreed that NATO members need to “invest properly to face our shared challenges together.”
WASHINGTON (AP) — Their meeting in Washington next week is canceled — but that doesn’t mean that Donald Trump and Mexican President Enrique Pena Nieto can’t talk to each other. Trump says he had a “friendly call” Friday with the Mexican leader — who canceled his Washington visit Thursday after Trump moved ahead with building a border wall. Trump had also tweeted that the meeting should be canceled unless Mexico was willing to pay for the wall.
NEW YORK (AP) — His mother says Robin Rhodes is a “very kind” man who goes out of his way to hire people of different races. But police say his treatment of an employee at Delta Airlines’ Sky Club at New York’s Kennedy Airport Thursday night was anything but kind. They say Rhodes kicked and insulted the 60-year-old woman, who was wearing a hijab while she was sitting in her office. The woman says Rhodes cursed Islam and shouted, “Trump is here now. He will get rid of you.” Rhodes is charged with assault, harassment and other crimes.
SACRAMENTO, Calif. (AP) — Prosecutors say police in Sacramento, California acted legally when they shot and killed a mentally ill man in July. Video showed that officers had first tried to hit him with their squad car. Joseph Mann was shot 14 times. The Sacramento County District Attorney’s Office said in its report released Friday that Mann had threatened officers and several civilians with a knife. The report says Mann was acting aggressively and under the influence of methamphetamine. His shooting set off protests. An April shooting of a mentally ill man also led to protests.
