Bismarck, N.D. (CSi)  – The North Dakota Highway Patrol is urging all motorists to travel with care on Monday. High winds are expected across the state.

During inclement weather, high-profile, long-load type, and permitted overdimensional vehicles have restricted travel. North Dakota law restricts movement for these vehicles when wind or other conditions may cause the vehicle or attachment to swerve, whip, sway, or fail to follow in the path of the towing vehicle.

 

 

Bismarck  (CSi)  The National Weather Service has issued an update to the 2017 spring flood outlook.

The Weather Service has been measuring moisture in the snowpack, and points out that a wet fall along with high winter snow pack has set the stage for near record runoff, in the Devil Lake Basin.  Devils Lake and Stump Lakes could rise 3 to 4 feet above current levels this spring.

It shows that the Upper Sheyenne River Basin west of Cooperstown, this winter has been exceptionally wet and snowy.

The area near Cooperstown into Baldhill Dam and Valley City proper is closer to normal for soil wetness and snow water content.

The fall of 2016 was the wettest over the entire Sheyenne River Valley since 2010-2011.

The 2017 threat is moderate to high for most river points but somewhat higher for eastern North Dakota tributaries.

Minor to moderate flooding is expected in most areas, with an increased risk for moderate to major flooding across east-central and northeast North Dakota.

The weather service says the remainder of the winter should continue to be cooler and snowier.

Temperatures from February thru April of 2017 is expected to have near to below average and precipitation near to above average.

 

 

Jamestown  (CSi)  The Stutsman County Narcotics Task Force made three arrests last Thursday in stemming from a search warrant served at a home in Northwest Jamestown.

The arrests Thursday afternoon by the Stutsman County Narcotics Task Force were made at in a residence located at 401 3rd Avenue,  Northwest.

 

Authorities expect more arrests in the investigation  stemming from the search warrant.

 

The Stutsman County Narcotics Task Force reports, that officers found methamphetamine packaged for sale and evidence of manufacturing concentrated tetrahydrocannabinol (THC), an ingredient in marijuana. Officers found around five  ounces of marijuana in the residence and several pieces of drug paraphernalia.

The three individuals were arrested for possession of methamphetamine with intent to deliver within 1,000 feet of a school, manufacturing a controlled substance within 1,000 feet of a school, possession of methamphetamine, possession of marijuana and several counts of possession of drug paraphernalia.

The three people  arrested have not yet been identified as the investigation continues.   No formal charges have been filed.

 

 

Jamestown  (CSi)  The Jamestown Police Department is warning Jamestown residents of a convicted sex offender, who has once again changed  Jamestown addresses.

Richard Vondal now resides at 455  2nd Street SW, Jamestown, ND

His vehicle is a 1997 Silver Ram 1500,pickup, with ND License Plate now, LV&RV.

He also has a 1991 Bronze Buick Park Ave, with ND License Plate LOB1

Vondal is a 68 year old white male, five feet, four inches tall, weighing 165 pounds with brown eyes and brown hair.

Vondal has been assigned a high risk assessment by the North Dakota Level Committee of the office of the North Dakota Attorney General.

He was convicted in September of 1999 in Morton County, ND District Court involving fondling at 15 year old girl.

Disposition: 10 years.

He was convicted of sexual assault in September of 1999 in Morton County, ND District Court.

Disposition:  five years, five years suspended.

He was convicted in July 1996 in Morton County, ND District Court of Gross Sexual Imposition.

Disposition: 30 days, two years suspended.

He was convicted in June 1987 in Grand Forks, ND County District Court of Gross Sexual Imposition involving a 12 year old girl.

Disposition: 15 years, 8 years suspended.

Vondal is currently on GPS Monitoring.

Vondal is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown  (CSi)  The AAUW Used Bookstore will be leaving the Buffalo Mall after nearly ten years and three different locations.  Due to the space needs of a new tenant who will be opening in the Mall in a few months, the bookstore was one of many stores who has to vacate.

Bookstore Coordinator, Kelly Krein says, “We really appreciate the Mall ownership for providing us with a space all these years. We regret that there is no longer a spot for us and our future is uncertain.”

The last day in the store’s current spot is February 28, 2017.  After that, for a month or two, the store will  be able to relocate in a space across the hall  as a transitional site for the remaining inventory and a place to store fixtures, etc. It is hoped that a new location in town might be secured and AAUW leadership is open to suggestions and ideas that could keep the store open elsewhere.

A huge inventory reduction sale is now in progress with most of the books being sold at a “two for the price of one” cost.  Those who have never been in the store will be surprised at the thousands of books all separated into different categories and priced individually.  Many are arranged alphabetically by author and shoppers find it very user friendly.  Special expanded hours until the end of February are every Thursday and Saturday, 11am – 2pm.

WATFORD CITY, N.D. (AP) — A Watford City man is dead after his pickup collided head-on with a semi-truck on an icy road in western North Dakota.

The North Dakota Highway Patrol says 30-year-old Isac Armando Zocarro was driving a Dodge pickup when he lost control on Highway 23 and crossed the center line Saturday morning, colliding with the oncoming semi.

Zocarro died at the scene. The semi driver was not hurt. The patrol says both drivers were wearing seat belts.

The crash happened 14 miles east of Watford City. The patrol says roads were icy and compacted with snow, and there was drifting snow at the time.

 

CROOKSTON, Minn. (AP) — A University of North Dakota instructor pilot and a student pilot are OK after engine failure forced their airplane to make an emergency landing in northwestern Minnesota.

The Polk County Sheriff’s Office and other authorities responded just after 6:30 p.m. Friday after the 2008 single-engine Cessna landed south of Crookston.

Authorities say the plane was about 900 feet in the air when the engine failed. The two pilots then made an emergency landing into a plowed field.

Twenty-two-year-old instructor pilot Joseph Gromek and 21-year-old student pilot Collin Bates, both of Grand Forks, North Dakota, were found outside of the plane and unhurt. They were the only people in the plane, which was lightly damaged.

The plane was released to UND’s Aviation Department.

 

 

BISMARCK, N.D. (AP) — North Dakota lawmakers will be busy this week introducing and voting on bills in their respective chambers, as the Legislature enters its second month.

On tap this week is a measure that would prohibit discrimination based on sexual orientation. The Republican-led Legislature has defeated similar legislation three times in the past eight years.

Other bills under consideration this week are some that have been spurred by the bitter dispute between Dakota Access protesters and law enforcement.

One proposal would increase the penalties for those involved in riots. Another would increase penalties for loitering.

 

 

BISMARCK, N.D. (AP) — North Dakota farmers and ranchers are set on a new Farm Bill to maintain the federal programs that help keep their operations going in tough times.

North Dakota Corn Growers Association executive director Dale Ihry says there’s a strong sense of need for a 2018 Farm Bill.

Corn growers held four meetings in the eastern half of the state last week to gauge what producers would like to see in U.S. farm policy. The issues brought up in those meetings will be shared with the corn growers’ national organization to form the group’s policy and lobbying agenda.

A priority for producers is maintaining, and possibly improving, crop insurance. One suggestion is restructuring how payments are calculated for the popular Agriculture Risk Coverage insurance program.

 

 

MINOT, N.D. (AP) — Minot police say the practice of serving alcohol at unlicensed premises has been on the rise, with at least two cases currently pending.

The Minot Daily News reports the two cases involve the hosting of late-night gatherings where alcohol was available in exchange for a donation. Liquor sales in Minot require both a state and city license.

One of the cases involved a man who was arrested following a police investigation into alcohol being served at a warehouse in south Minot. The other involves a motorcycle club accused of serving alcohol inside their clubhouse in exchange for donations.

The city’s liquor and gambling control committee is considering additions to city ordinances regarding liquor sales, including a provision to address the practice of giving away alcohol to attract patrons.

 

LITTLE ROCK, Ark. (AP) — A Hope, Arkansas, native is to become the first black chief judge of the 8th U.S. Circuit Court of Appeals

Judge Lavenski Smith, now of Little Rock, is to become chief judge of the St. Louis-based on March 11. He succeeds Judge William Jay Riley, whose seven-year term as chief judge is expiring.

The 58-year-old Smith was appointed in 2001 by then-President George W. Bush to the court that hears appeals from Arkansas, Missouri, Iowa, Nebraska, South Dakota, North Dakota and Minnesota.

Smith was in Washington last week for orientation and told the Arkansas Democrat-Gazette that he met with people ranging from information technologists to budgeting.

Court clerk Michael Gans said the position is routinely passed on to the next most-senior judge on the court who is 65 or younger.

LOS ANGELES (AP) — The Metropolitan Division currently has four of the top 10 teams in the National Hockey League, so it makes sense that it should win the All-Star game.Florida forward Wayne Simmonds and Blue Jackets forward Cam Atkinson scored five seconds apart as the Metropolitans turned a 3-2 deficit into a 4-3 win over the Pacific Division in the midwinter classic in Los Angeles.

Simmonds’ third goal of the day came with 5:02 remaining and prevented the Pacific from winning the All-Star game for the second consecutive year. Atkinson also had three goals after being a late addition to the Metropolitan roster.

The Pacific beat the Blackhawk-dominated Central Division team 10-3 in the first 20-minute semifinal. The Metropolitan team beat the Atlantic Division 10-6 in the second.

The Metropolitans scored three goals in 19 seconds during their semifinal, including two goals five seconds apart by Blue Jackets defenseman Seth Jones and Devils forward Taylor Hall.

ORLANDO, Fla. (AP) — Alex Smith and Andy Dalton threw touchdown passes as the AFC topped the NFC, 20-13 in the Pro Bowl at Orlando. Smith hit Delanie Walker for a 26-yard TD and Dalton found Travis Kelce (KEHL’-see) for a 23-yard score while the AFC was building a 20-7 lead. Lorenzo Alexander secured the victory by intercepting Kurt Cousins deep in AFC territory with just over a minute to play.

MELBOURNE, Australia (AP) — The first Grand Slam of 2017 could be remembered as the Old-stralian Open after both singles titles were won by 35-year-olds.

Roger Federer followed Serena Williams’ victory in the women’s final by outlasting longtime nemesis Rafael Nadal for the men’s championship. Federer was just 2-6 all-time against Nadal in Grand Slam finals before pulling out a 6-4, 3-6, 6-1, 3-6, 6-3 triumph.

Federer became the oldest man since Ken Rosewall in 1972 to win a slam. It’s his 18th career major title, his fifth at Melbourne and his first since 2012 Wimbledon.

Federer was on the ropes in the fifth set, falling down a break before he broke back in the sixth game. He took control by winning 10 straight points and saved two break points in the final game.

Both players were coming off long layoffs created by injuries. Federer was playing his first competitive tournament since taking six months off because of an injured left knee. Nadal had been sidelined for two months due to a left wrist problem.

 

PGA-FARMERS INSURANCE OPEN

 

SAN DIEGO (AP) — Spaniard Jon Rahm eagled two of his final six holes to win the PGA’s Farmers Insurance Open by three shots over Charles Howell III and C.T. Pan.

Rahm closed with a 5-under 67 that was capped by a 60-foot eagle putt from the back fringe of the par-5 18th. The 22-year-old became the youngest tournament champion and the first player in 26 years to get his initial PGA Tour title at Torrey Pines.

PARADISE ISLAND, Bahamas (AP) — Brittany Lincicome (LIHN’-sih-kohm) birdied the first playoff hole to beat fellow American Lexi Thompson in the season-opening LPGA event in the Bahamas. Lincicome fired a 5-under 68 on Sunday for a 26 under total, one off the tour record in relation to par.

Americans Stacy Lewis and Gerina Piller were third and fourth respectively.

QUEBEC CITY (AP) — The deadly shooting at a Quebec City mosque is being widely condemned, including by Germany and France. Six people were killed and eight were wounded in the shooting during evening prayers. Authorities report two arrests and say they don’t believe there are any more suspects. Canadian officials call it a terrorist attack against Muslims.

BAGHDAD (AP) — President Donald Trump’s immigration order has earned a “backatcha” from Iraq. Iraqi lawmakers have approved a “reciprocity measure” after Trump’s executive order temporarily banned citizens from Iraq and six other Muslim-majority countries from entering the United States. Two lawmakers say the decision is binding, though they couldn’t offer a vote tally.

MOUNTAIN VIEW, Calif. (AP) — Google has confirmed a USA Today report that it is bankrolling an initial $2 million for a crisis fund to go toward the American Civil Liberties Union, the Immigrant Legal Resource Center, the International Rescue Committee and the U.N. Human Rights Commission. With up to $2 million in matching donations possible, it could raise up to $4 million for the four immigrant rights organizations.

LONDON (AP) — “Fake news” is attracting the attention of British lawmakers. A British parliamentary committee is launching an inquiry today into the spreading phenomenon and will study “the widespread dissemination, through social media and the Internet” of phony news stories. Committee chairman Damian Collins says the trend is a “threat to democracy.” He’s asking for help from major tech companies.

MONROE, N.C. (AP) — Authorities in North Carolina are asking for help after seven dogs were found shot and killed along a rural road outside Charlotte. The Union County Sheriff’s Office said in a statement that the dogs were found with broken necks Friday. Deputies say the dogs had been there for some time. News outlets report the canines were hunting dogs and none of them had a microchip that could be used to trace them.
