FARGO, N.D. (AP) — The National Transportation Safety Board will soon release the cause of a 2013 oil train derailment in eastern North Dakota.
The accident happened when a train carrying soybeans derailed in front of an oil tanker train near the small town of Casselton. It caused a series of explosions and the evacuation of hundreds of Casselton residents. No injuries were reported.
The incident contributed to a national discussion about the safety of moving oil by train.
NTSB investigators posted hundreds of pages of records on the derailment in 2015 and noted a broken train axle was found, but it wasn’t pinpointed as a cause.
NTSB spokesman Eric Weiss says results of the investigation should be released when the board meets next Tuesday.
BISMARCK, N.D. (AP) — North Dakota’s House has killed a bill that would have repealed North Dakota’s longstanding Sunday business restrictions.
The bipartisan measure aimed at lifting the state’s so-called blue laws was narrowly defeated 50-44 on Monday.
The National Conference of State Legislatures says about a dozen states have some form of Sunday sales laws, but only North Dakota prohibits shopping on Sunday morning.
North Dakota residents can order alcohol at a restaurant or bar late Sunday morning but must wait until afternoon to go shopping because of the ban that’s rooted in religious tradition.
North Dakota law once required most businesses to stay closed on Sundays. It was changed in 1985 to allow grocery stores to open.
The Legislature in 1991 allowed most businesses to open on Sundays but not before noon.
BISMARCK, N.D. (AP) — North Dakota law enforcement and state prosecutors are supporting a Republican-sponsored bill that would increase penalties for people involved in riots.
Rep. Todd Porter of Mandan told the House Judiciary Committee on Monday that the proposal is in response to the Dakota Access pipeline protests.
Among other things, the bill would increase the penalty from a misdemeanor to a felony for people charged with participating in a riot of 100 or fewer people.
Porter says the lesser charge isn’t enough.
North Dakota has been the center of protests against the $3.8 billion, four-state pipeline, in large part because of objections of the Standing Rock Sioux tribe in the southern part of the state. There have been more than 625 arrests in the region since mid-August.
BISMARCK, N.D. (AP) — North Dakota’s two largest universities have cautioned their international students not to travel due to President Donald Trump’s executive order on immigration.
Trump’s move temporarily bars refugees and citizens of seven predominantly Muslim nations from entering the U.S. The order has sparked widespread protest.
North Dakota State University late last week emailed students from the seven countries, urging them to meet with an adviser if they have plans to travel outside the U.S. The email says, “most likely, it will be recommended you do not leave.”
The University of North Dakota in a weekend Facebook post cautioned international students not to travel, “even to Canada.”
UND International Programs Director Katie Davidson said in an interview that international staff and faculty also are being urged to stay put.
BISMARCK, N.D. (AP) — President Donald Trump’s executive order on immigration means that more than 40 refugees scheduled to resettle in North Dakota in coming weeks won’t do so.
Trump’s order suspends refugee admissions in the U.S. for 120 days and indefinitely bars the processing of refugees from Syria.
Lutheran Social Services of North Dakota CEO Jessica Thomasson says nearly two dozen refugees were scheduled to arrive in North Dakota in the next week, and a similar number of refugees were scheduled to arrive during the rest of February. All of those trips are canceled.
Trump’s order also temporarily bars citizens of seven predominantly Muslim nations from entering the U.S. Thomasson says that means uncertainty about travel for hundreds of refugee families already settled in North Dakota.
OKLAHOMA CITY (AP) — Tribal representatives and environmentalists are promising an encampment similar to the ongoing protest against the Dakota Access pipeline in North Dakota to oppose the Diamond Pipeline planned from Oklahoma to Tennessee.
Mekasi Camp Horinek of the Ponca Nation and the Bold Oklahoma protest group said Monday there “definitely” will be an encampment in Oklahoma, but declined to say where or when.
Critics of the project say the pipeline threatens the environment, rivers and Indian burial grounds.
The 440-mile pipeline by Plains All American Pipeline and Valero Energy Corp. would extend from Cushing, Oklahoma, to Memphis, Tennessee, and cross 14 counties in Arkansas, where it has drawn opposition.
Plains spokesman Brad Leone says the company is committed to meeting or exceeding safety standards and minimizing environmental impacts.
WILLISTON, N.D. (AP) — An Ohio man who tracked down his former fiancee in North Dakota and kidnapped her at knifepoint has been sentenced to 10 years in prison.
Omar Toure was earlier found guilty of kidnapping, aggravated assault, terrorizing and reckless endangerment. He appeared in court Monday in Williston where Northwest District Judge David Nelson expressed concern over his apparent lack of remorse.
He drove from Columbus, Ohio to North Dakota in 2015, tracked down his fiancee, forced her into his car at knifepoint and drove her to Montana.
Defense attorney Keven McCabe says Toure plans to appeal.

SOUTH BEND, Ind. (AP) — The 21th-ranked Duke Blue Devils have posted back-to-back victories for the first time since early January. Duke defeated 20th-ranked Notre Dame 84-74 last night behind Grayson Allen’s 21 points. Jayson Tatum had 19 points and a career-high 14 rebounds.
NBA-CAVS
CLEVELAND (AP) — The Cleveland Cavaliers will be down one All-Star for the time being.
Kevin Love will sit out at least another game — and possibly more — because of recurring back spasms. The forward underwent an MRI on Monday, and although the team said the tests showed no structural damage, he will miss Wednesday night’s game against the Minnesota Timberwolves.
TRAVEL BAN-SPORTS
DENVER (AP) — The government has told the U.S. Olympic Committee that the travel ban put in place over the weekend by President Donald Trump shouldn’t impact athletes traveling to the United States for international events.
USOC leaders said the government told them it would work to ensure athletes from all countries would have expedited access to the United States for international competitions.
A World Cup archery event is scheduled for Las Vegas on Feb. 10.
Iran, one of the seven countries listed on the ban, fielded an archery team at last year’s Olympics, though its status for World Cup is not known.
The U.S. wrestling team travels to Iran next month for a World Cup event and the head of the federation said plans are still in place for that trip.
MLB…
NEW YORK (AP) — The Cardinals have been ordered by Major League Baseball to pay Houston $2 million dollars and give the Astros two picks in this year’s draft for an employee hacking the Astros. Commissioner Rob Manfred also banned former St. Louis scouting executive Christopher Correa for life.
Correa pleaded guilty to five counts of unauthorized access of a protected computer from 2013 to at least 2014 and last July was sentenced by a federal judge to 46 months in prison and ordered to pay the Astros $279,038.65 in restitution.
KANSAS CITY, Mo. (AP) — Free agent Brandon Moss has reportedly agreed to a two-year, $12 million contract with the Royals. A person familiar with the deal told The Associated Press about the move on condition of anonymity because Moss still must pass a physical to make the deal official.
Moss hit just .225 in 128 games with 28 home runs last season with St. Louis.
He is expected to take over for Kendrys Morales, who left the Royals as a free agent for a $33 million, three-year contract with the Toronto Blue Jays.
NFL-RAIDERS
LAS VEGAS (AP) — Casino mogul Sheldon Adelson has pulled out of a plan to build a $1.9 billion domed stadium for the NFL’s Oakland Raiders to move to Las Vegas.
In a terse statement, Adelson declared that he had been excluded from talks before the team sent a lease proposal last week to the public board that will own the 65,000-seat stadium.
Adelson had pledged $650 million and the Raiders $500 million, with the stadium authority putting up $750 million in Las Vegas tax revenues.
Nevada Gov. Brian Sandoval’s office says the proposal now is for the Raiders to invest $1.15 billion and accept operating responsibilities.
The Raiders had no immediate comment.
