Jamestown (CSi) Jamestown Police is warning residents of a convicted sex offender living in Jamestown.
Damion Orton is a 22 year old white male, five feet nine inches tall weighing 173 pounds, with hazel eyes and brown hair.
Orton has no vehicle.
He has been assigned a high risk assessment by the North Dkaot risk level committee of the North Dakota Attorney General’s Office.
He was convicted of Gross Sexual Imposition involving a 14 year old girl, who was a runaway, and on drugs and intoxicated.
Conviction: December 2014 in Burleigh County District Court.
Disposition: 10 years…all but 11 month suspended, five years supervised probation.
Orton is currently on probation with North Dakota Probation and Parole.
Orton is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

The outside air temp at “walk time” was 12 degrees, followed by jumping into the 82 degree water, and then the long walk-run back to the warmth of indoors. As usual the participants were dressed in various themed costumes.

REYNOLDS, N.D. (AP) — A North Dakota prosecutor says the suspect accused of shooting at a state trooper did not take hostages before shooting himself in an apartment.
Ramsey County State’s Attorney Kari Agotness said in a statement Saturday that while other people were in the Devils Lake apartment with 23-year-old Daniel TwoHearts, “this was not a hostage situation.”
Police had said TwoHearts barricaded himself in the apartment with two other individuals. Police got the man and woman out and were negotiating with TwoHearts when he shot himself.
TwoHearts was airlifted to a hospital. His condition is not known.
The ordeal began Thursday night with an attempted traffic stop in Grand Forks. Authorities say TwoHearts fired at a trooper who was not hit and stole two cars, including one with a baby inside.
BISMARCK, N.D. (AP) — The North Dakota Legislature is marching toward its midsession break in about three weeks. If there’s one bill that could slow progress, it’s the new rules being written to oversee the state’s voter-approved medical marijuana law.
The 81-page bill is to be heard Wednesday in the Capitol’s largest hearing room.
The House and Senate earlier approved an emergency measure proposal to delay the law until the end of July. The measure was supported by both Republican and Democratic leaders.
The so-called North Dakota Compassionate Care Act won 65 percent voter approval in November. It allows the use of marijuana as medicine for people who suffer from one of several debilitating illnesses.
FARGO, N.D. (AP) — While North Dakota higher education officials wrestle with ways to handle significant cuts to the university system budget, the state’s new governor says it’s a good time to embrace a new approach.
Gov. Doug Burgum says the state’s 11 colleges and universities have the opportunity to deliver knowledge in a practical and affordable way. He says higher education is important to the state, but the university system should change its focus from structure to responding to “fundamental changes.”
Chancellor Mark Hagerott says the university system has a long-term plan called Envision 2030, which covers topics ranging from redefining what it means to be a traditional student, increasing collaboration and shared services, and changing course delivery methods like Burgum is promoting.
MINNEAPOLIS (AP) — After several dry springs, communities are keeping a wary eye on the Red River in case it’s due for another flood.
The region has been soaked with double the usual amount of winter rain, sleet and snow, prompting the National Weather Service to recently issue an early warning about potential spring floods.
Meteorologists say there’s a risk of moderate flooding around Grand Forks and East Grand Forks.
But officials say they’re confident the defenses they’ve built in the 20 years since the catastrophic flood of 1997 will protect their communities this spring. East Grand Forks Fire Chief Gary Larson tells the Star Tribune they don’t do much sandbagging anymore thanks to their flood protection system.
The National Weather Service will update its flood outlook at the end of February.
MINOT, N.D. (AP) — Building permit activity in Minot declined significantly in 2016, signaling an end to construction boom tied to post-flood and energy development.The Minot Daily News reports that city records show $71.5 million in permit activity last year was down nearly 56 percent from $161.2 million in permit activity in 2015.
Last year, commercial remodels and additions came to a combined total of $46.1 million in building permits. That compares to 2015’s combined total of $45 million.
Overall activity however dropped for residential and new commercial construction.
Residential building permits came to a total of $7.4 million in 2016, which compared with $29.4 million in 2015. Commercial construction permits totaled to $12 million, comparing to the total in 2015 of nearly $81 million.
WILLISTON, N.D. (AP) — Industry wide commodity price drops have been driving up the acreage of crops known as pulses nationwide, and the region encompassing northwest North Dakota and northeastern Montana at the epicenter of the growth.
A new scouting program is looking to guard against the development of crop diseases in pulses, which are legumes such as peas, chickpeas, lentils and beans.
The program aims to provide producers with advanced warning of issues such as insects and diseases. It is modeled after a statewide Integrated Pest Management survey that is already in place for barley, wheat, durum, soybeans and sunflowers.
Audrey Kalil helped start the western North Dakota pulse scouting program in 2016. She says the report gives producers an up to date report of what to expect.

HOUSTON (AP) — Tom Brady’s record fifth Super Bowl win was his finest.
New England’s star quarterback earned game MVP honors after leading a comeback from a record 25-point deficit for a 34-28 win over Atlanta in the first Super Bowl that went to overtime.
James White scored the game winner from two yards out on the only possession of the extra period as New England scored the final 31 points of the game.
Brady led the charge going 43 of 62 for 466 yards and two scores. His passing attempts and passing yardage set Super Bowl records. His fourth Super Bowl MVP award is also a record for the title game.
Brady shook off five sacks to lead New England to its fifth Super Bowl title in seven attempts, all under coach Bill Belichick. He becomes the winningest coach in Super Bowl history.
Brady started the comeback by hitting White for a five-yard pass for the running back’s first of three scores. White had a Super Bowl record 14 receptions for 110 yards.
Brady also connected on a touchdown pass to Danny Amendola before a White touchdown run with 57 seconds left. Both were followed by two-point conversion — one by White, one by Amendola — that sent the game to overtime.
Atlanta appeared to be on the way to its first Super Bowl win after Matt Ryan threw a six-yard scoring pass to Tevin Coleman in the third quarter for a 28-3 lead.
But New England’s defense took over, forcing a Ryan fumble that led to a touchdown and coming up with a key sack that took the Falcons out of field goal range while they held a seven-point lead in the fourth quarter.
Atlanta quarterback Matt Ryan was 17 of 23 for 284 yards and two scores a day after being named the NFL MVP.
Robert Alford returned a Brady interception 82 yards for a touchdown for the Falcons.
HOUSTON (AP) — President Donald Trump came close to being perfect on his Super Bowl prediction.
Trump called an 8-point win by New England during a Fox News interview taped Saturday that aired a few hours before the game.
They Patriots rallied from 25 points down to win by six points in overtime.
HOUSTON (AP) — Tom Brady thinks his Super Bowl jersey has been picked off.
The Patriots quarterback, selected the MVP of New England’s 34-28 victory over the Atlanta Falcons on Sunday night, couldn’t find his game-worn No. 12 jersey in the locker room after the big win. He told a Patriots equipment manager that he remembered placing it in his locker, adding that “someone stole it.”
After looking through his bags to no avail, Brady told owner Robert Kraft that “someone stole my game jersey.” Kraft told Brady: “You better look online.”
While Brady walked to the team bus, a reporter asked the quarterback if he had recovered the jersey. Brady said he hadn’t and added: “Yeah, it’s going to be on eBay at some point.”

MADISON, Wis. (AP) — Ethan Happ scored 20 points, Nigel Hayes added 15 and 10 rebounds, and No. 10 Wisconsin outmuscled Indiana to hold on for a 65-60 win on Sunday.
Happ was 8 of 10 from the field to help the Badgers (20-3, 9-1 Big Ten) win their seventh straight game. Maryland’s loss to Purdue on Saturday allowed Wisconsin to take a one-game lead in the conference over the Terrapins.
The 6-foot-8 Hayes joined the 6-foot-10 Happ to give Indiana problems in the paint. But the Badgers were plagued by mistakes or missed foul shots after building a 12-point lead midway through the first half.
Indiana (15-9, 5-6) stayed within a couple possessions of the lead for most of the rest of the way. Josh Newkirk’s two foul shots with 28.6 seconds left got Indiana within 60-57, but Wisconsin went 5 of 6 from the foul line from that point to seal the win.
The other top-25 games of the day involved ACC schools, with 12th-ranked North Carolina and No. 15 Florida State coming out on top.
Justin Jackson scored 16 points and the Tar Heels improved to 9-2 in the conference by dumping No. 20 Notre Dame, 83-76. Isaiah Hicks added 14 points in a game postponed a day and relocated to Greensboro due to a water shortage at Chapel Hill. V.J. Beachem scored 20 points for the Fighting Irish, who lost for the fifth time in six games.
The Seminoles rolled to a 109-61 rout of Clemson as Dwayne Bacon shot 6-for-9 from 3-point range while tying a career high with 29 points. Bacon had 18 points while FSU was building a 51-25 halftime lead. Florida State was 17 of 30 from beyond the arc in scoring at least 100 points in a conference game for the first time since 1999.
IOWA CITY, Iowa (AP) — Jordan Bohannon scored 15 points, Tyler Cook added 13 and Iowa held on for an 81-70 win over Nebraska on Sunday.
PGA TOUR-WASTE MANAGEMENT OPEN..
SCOTTSDALE, Ariz. (AP) — Hideki Matsuyama (hih-DEH’-kee maht-soo-YAH’-mah) has successfully defended his Phoenix Open title by winning the PGA event in a playoff.
Matsuyama took the tournament on the fourth extra hole, sinking a 10-foot birdie putt on the short par-4 17th to beat Webb Simpson. It was the same hole where the Japanese star closed out Rickie Fowler a year ago.
Matsuyama closed with a 5-under 66, parring the final three holes to match Simpson at 17-under.
GOLF-DUBAI DESERT CLASSIC
DUBAI, United Arab Emirates (AP) — Sergio Garcia shot a 3-under-par 69 to close out a wire-to-wire win at the Dubai Desert Classic. The Spaniard had never posted a top-10 finish in his previous seven Desert Classic appearances before finishing at 19-under. That was three strokes better than Henrik Stenson.

WASHINGTON (AP) — The Trump administration says it’s confident the president’s ban on refugees and travelers from seven predominantly Muslim countries will be reinstated after arguments before the 9th Circuit Court of Appeals. The Justice Department is to submit its arguments today. Lawyers for Washington state and Minnesota have already done so, claiming a reinstatement of the ban would “unleash chaos again.”
BRUSSELS (AP) — The European Union’s top diplomats have decided not to wait for clear signals from Washington, vowing today to uphold sanctions against Russia for destabilizing conflict-torn Ukraine. EU foreign ministers said their economic sanctions must remain in place until Russian President Vladimir Putin respects his promise to work for a cease-fire in eastern Ukraine and ensure that heavy weapons are withdrawn.
PARIS (AP) — The fight against fake news is going international. French journalists are teaming up with American internet giants Google and Facebook to fight propaganda and misinformation online, mirroring similar efforts in the United States and Germany. French daily Le Monde says the collaboration is an experiment. Google and Facebook have both been under increasing scrutiny over the spread of so-called fake news.
PHILADELPHIA (AP) — A shortage of rail cars is vexing commuters in Philadelphia today. The Southeastern Pennsylvania Transportation Authority, or Septa, pulled some cars from service for inspection after a crack was found on a main load-carrying beam on one car during regularly scheduled vehicle overhaul work. SEPTA says supplemental bus service is available.
MANILA, Philippines (AP) — Philippine troops are back on the offensive against communist rebels after the country’s president scrapped peace talks. The action by President Rodrigo Duterte came after the Marxist guerrillas abandoned their own truce and killed six soldiers and kidnapped two others in new flare-ups in the 48-year insurgency. The peace talks had made progress for months before going downhill fast recently.
