Bismarck (CSi) Gov. Doug Burgum on Thursday reappointed Kathleen Neset of Tioga to the North Dakota Board of Higher Education.
Neset was first appointed to the board in June 2012 by Gov. Jack Dalrymple. She applied for a second four-year term and was among three finalists chosen by a nominating committee to be interviewed for the seat.
The state Senate still must confirm her appointment.
Neset is a geologist and president of Neset Consulting, which provides services to the oil and gas industry.
The higher education board oversees the 11 campuses in the North Dakota University System. The board consists of eight voting members appointed by the governor, including a student member, and two non-voting members who represent the system’s faculty and staff.
A second open seat on the board is expected to be filled next week.
CANNON BALL, N.D. (AP) — A federal judge won’t hear arguments from attorneys until next week on an effort by the Cheyenne River Sioux to block completion of the Dakota Access pipeline.
U.S. District Judge James Boasberg says he’ll hear arguments during a Monday status hearing that was already scheduled in the legal battle over the $3.8 billion pipeline to carry North Dakota oil to Illinois.
Energy Transfer Partners got the needed permission from the Army on Wednesday night to lay pipe under a Missouri River reservoir in North Dakota. Work started immediately on the last chunk of construction.
The Cheyenne River Sioux has asked Boasberg to stop the work while a lawsuit filed earlier by the tribe and the Standing Rock Sioux proceeds.
The Standing Rock Sioux tribe also has vowed to fight the construction in court.
CANNON BALL, N.D. (AP) -Law enforcement is on heightened alert for protest activity in the area where the developer of the Dakota Access oil pipeline is drilling under a Missouri River reservoir in North Dakota.
Energy Transfer Partners got the needed permission from the Army on Wednesday night to lay pipe under Lake Oahe. Work started right away on the last chunk of construction for the $3.8 billion pipeline to carry North Dakota oil to Illinois.
Opponents have camped in the area for months, often clashing with police. There have been nearly 700 arrests since August.
Highway Patrol Lt. Tom Iverson says there have been no incidents since drilling began, but law officers are ready.
ETP has its own security around the drill area, which isn’t accessible by road from the protest camp.
Jamestown Police Chief Scott Edinger, and Stutsman County Sheriff Chad Kaiser say that police officers and deputies will be sent to Morton County to assist the Morton County Sheriff’s Office as needed.
BISMARCK, N.D. (AP) — A trial is underway for a Bismarck man accused of using a gun to threaten his girlfriend and an older couple.
The Bismarck Tribune reports that 32-year-old James Vann’s trial began Wednesday. If convicted, he faces a minimum sentence of two years in prison.
The couple told investigators that Vann threatened them with a gun outside of a U.S. Foods after his girlfriend ran to them saying a man was trying to kill her. Vann allegedly fled the scene after he couldn’t enter the store.
Police say they found Vann hours later, after he called dispatchers and allegedly said he wanted to kill his girlfriend and police. He was arrested in Wahpeton.
His attorney says evidence shows Vann was concerned for his family, frustrated and experiencing momentary anger.
FARGO, N.D. (AP) — The settlement of a price fixing case could put a little cash in the pockets of those who bought Artic Glacier ice in North Dakota and Minnesota.

MINNESOTA-FLECK CONTRACT
MINNEAPOLIS (AP) — Minnesota coach P.J. Fleck’s five-year, $18 million contract comes with a hefty buyout if he is fired and substantial bonuses if the Gophers win big.
The university has released the details of the deal agreed to last month and set to be finalized this week. Fleck will make $3.5 million in his first season, with $50,000 annual raises over the remainder of the contract, which is valued slightly above the average for Big Ten football coaches.
If Fleck is dismissed without cause after one year, the university would owe him $9 million. The buyout figure drops to $3 million after three full seasons and $1.5 million with one year remaining.
Fleck would make an extra $250,000 if the Gophers win the Big Ten.

SEAHAWKS-WALSH
RENTON, Wash. (AP) — The Seattle Seahawks have signed former Minnesota kicker Blair Walsh.
Walsh spent five seasons with the Vikings before being released midway through last season.
Walsh is infamously remembered for missing a 27-yard field goal attempt in the closing seconds of a 2015 NFC wild-card game against Seattle that could have given Minnesota the victory. Walsh was 12 of 16 on field goals and 15 of 19 on extra points last season before being released.
The signing of Walsh could signal a kicking change for the Seahawks. Steven Hauschka is a free agent and had his own struggles last season. Hauschka has been Seattle’s kicker for the past six seasons, but was 33 of 37 on field goals and 29 of 35 on extra points during the 2016 regular season.
TWINS-PIRATES TRADE
PITTSBURGH (AP) — The Pittsburgh Pirates gave their bullpen another arm heading to spring training, acquiring reliever Pat Light from Minnesota on Thursday for a player to be named or cash.
Minnesota designated the 25-year-old Light for assignment on Feb. 6. Light appeared in 15 games for Minnesota in 2016, going 0-1 with a 9.00 ERA in 14 innings pitched. Light, a former first-round pick by the Boston Red Sox, was sent to Minnesota at the trade deadline last season in exchange for Fernando Abad.
To make room for Light, the Pirates designated pitcher Lisalverto Bonilla for assignment.
Minnesota also said first baseman Byung Ho Park cleared waivers, assigned outright to Triple-A Rochester and will attend big league spring training as a non-roster player. The 30-year-old hit .191 with 12 home runs and 24 RBIs in 62 games last season after the Twins paid his South Korean club, the Nexen Heroes, $12.85 million for negotiating rights and signed a $12 million, four-year contract. There is $9.75 million remaining.
MLB-MARLINS SALE
MIAMI (AP) — The Miami Marlins could be changing hands soon.
A person with direct knowledge of the negotiations tells The Associated Press that owner Jeffrey Loria has a preliminary agreement to sell the team to a New York businessman. However, the person adds that the deal could fall through because the final purchase price hasn’t been determined.
According to the source, the preliminary agreement was for a purchase price of about $1.6 billion, but that was before the prospective buyer did due diligence. The person says the final offer by the potential buyer could be much lower.
The 76-year old Loria bought the Marlins for $158.5 million.
NASCAR-CRAVEN ON DANICA
LOUISVILLE, Ky. (AP) — Former NASCAR driver Ricky Craven said Thursday that Danica Patrick is “getting long in the tooth” and her window to win a Cup race is starting to close.
The two-time Monster Energy Cup series race winner and ESPN analyst touched on several topics during a news conference for Kentucky Speedway, including Dale Earnhardt Junior’s return from a concussion and Carl Edwards’ decision to retire. Craven’s discussion of those drivers led to a mention of Patrick, who enters her fifth full-time Cup season still seeking her first victory.
Stewart-Haas Racing filed a $31 million breach of contract lawsuit against Nature’s Bakery last week, accusing the company of refusing to pay millions of dollars it owes the team to sponsor Patrick this season. Nature’s Bakery was scheduled to sponsor at least 20 races this NASCAR season, the second year of a three-year deal to be the primary sponsor for Patrick.
Patrick has been criticized off and on for years over her lack of wins in NASCAR. Craven explained that his comments were not meant to disrespect one of the sport’s most popular drivers, but he was simply stating the obvious in a sport in which sponsorship is predicated on results. And now is the time for the Stewart-Haas Racing driver to show them after 154 Cup starts. She turns 35 next month.

PEBBLE BEACH, Calif. (AP) — The AT&T Pebble Beach Pro-Am showed its mean side Thursday in high wind, rain and still no shortage of entertainment.
Clubhouse co-leaders Seung-Yul Noh, Joel Dahmen and Rick Lamb each finished at 4-under 68 at Spyglass Hill. Jordan Spieth (speeth) was one stroke back with two holes to play at Monterey Peninsula when play was halted.
Top-ranked Jason Day opened with a 69 at Monterey Peninsula.
COLLEGE FOOTBALL-MICHIGAN STATE-SUSPENSIONS
3 players, 1 staffer suspended amid investigation
EAST LANSING, Mich. (AP) — Three Michigan State University football players have been suspended from team activities and removed from on-campus housing.
The decision comes amid a sexual assault investigation following a complaint that the school says was made late last month.
Names of the players were not released by the school, which also suspended a staff member associated with the football program.

SAN FRANCISCO (AP) — Officially, the Justice Department is mulling its next move after the 9th U.S. Circuit Court of Appeals unanimously rebuffed its effort to reinstate President Donald Trump’s ban on travelers from seven predominantly Muslim nations. But President Donald Trump’s tweet moments after the ruling was more pointed: “SEE YOU IN COURT, THE SECURITY OF OUR NATION IS AT STAKE!” Another federal court will hear Virginia’s challenge today.
MOSCOW (AP) — The Kremlin says extending treaty limits on Russian and U.S. nuclear arsenals could be a topic of discussion if prospective talks between Washington and Moscow materialize. President Vladimir Putin’s spokesman, Dmitry Peskov, says the possibility will “depend on the position of our American partners” and require negotiations. He wouldn’t say whether the Kremlin favors extending the pact beyond 2021.
RALEIGH, N.C. (AP) — The court battle continues today in North Carolina over whether the Republican-dominated Legislature had the authority to reduce Democratic Gov. Roy Cooper’s ability to choose his Cabinet. A three-judge panel scheduled arguments on whether to extend their recent temporary block of a law requiring Senate confirmation of Cabinet secretaries. The law was passed just before Cooper took office.
FLINT, Mich. (AP) — A published report says residents of Flint, Michigan can expect state help with water issues for another few years. The Flint Journal reports that the state of Michigan plans to provide Flint residents with water filters and replacement cartridges for about three more years amid the city’s crisis with lead-tainted water. The filters and replacement cartridges will be provided as officials work to replace lead pipes.
