BISMARCK, N.D. (AP) — The Army has formally ended further environmental study of the Dakota Access oil pipeline’s disputed crossing beneath a Missouri River reservoir in North Dakota.

The Army published notice Friday in the Federal Register that it’s scrapping the study launched last month by the Army Corps of Engineers. The study was ordered amid concerns from the Standing Rock Sioux and other Native American tribes that a pipeline leak beneath Lake Oahe would pollute drinking water.

President Donald Trump later pushed to advance pipeline construction. The Army gave Texas-based developer Energy Transfer Partners permission for the crossing on Feb. 8.

Pipeline opponents have continued to call for more study. The Indigenous Environmental Network says more than 100,000 comments have already been submitted.

The Standing Rock and Cheyenne River Sioux also are fighting the pipeline in court.

BISMARCK, N.D. (AP) — The North Dakota House has killed a bipartisan proposal that would let North Dakota voters decide once again whether to eliminate the state Treasurer’s Office.

The resolution failed 68-18 on Friday.

It was sponsored by Republican Rep. Mike Nathe of Bismarck and Democratic Sen. Tim Mathern of Fargo. The idea was to close the office and split its duties among other agencies.

The state treasurer manages cash for North Dakota agencies and distributes some tax collections to local governments.

North Dakota’s voters have defeated attempts to abolish the office in 2000 and 1984.

MINOT, N.D. (AP) — The latest flood outlook from the National Weather Service indicates there’s a minimal chance for the Souris River to reach major flood stage in North Dakota or to cause significant problems.

The  flood outlook issued earlier this month raised concerns because of heavy snowfalls earlier in the winter.

Snowpack in the area is still significant and carries enough moisture to be concerning, particularly if precipitation were to occur once the melt gets underway. But National Weather Service hydrologist Allen Schlag says the current weather outlook favors a manageable runoff.

The Souris River flooding in 2011 caused an estimated $1 billion in damage in northern North Dakota and prompted the evacuation of 10,000 people in Minot.

NEW YORK (AP) — Municipalities nationwide including New York, Los Angeles, Chicago, Minneapolis, and Skokie, Illinois, are urging a federal judge to continue blocking President Donald Trump’s travel ban. New York City’s chief lawyer filed papers Friday in federal court in Brooklyn on behalf of nearly three dozen cities. The filing says the ban against seven predominantly Muslim countries damages the economies and cultures of the cities. They also say it harms efforts to keep cities safe, including against terrorists. The White House has said the order is necessary to protect against terrorism.

SEATTLE (AP) — A federal magistrate has declined to release a man arrested by immigration agents despite his participation in a federal program to protect those brought to the U.S. illegally. And he’s referred the matter to an immigration judge. The arrest last week of Daniel Ramirez Medina thrust him into a national debate over the immigration priorities of President Donald Trump. Lawyers for Ramirez had asked the magistrate for his immediate release. Court documents filed by the government say Ramirez admitted to having gang ties when questioned by an immigration agent. His lawyers said the allegation was false.

WASHINGTON (AP) — The Pentagon says it sees signs that the Islamic State group is preparing for the loss of its de facto capital in Raqqa, Syria.
