Our unseasonably mild temperatures will come to an end after Tuesday

with a transition to more normal wintertime temperatures. Rain is

expected to spread across the region Tuesday evening, then transition

to snow late Tuesday night and Wednesday from north to south. There may

be a period of mixed precipitation during this transition. By

Wednesday afternoon, snow totals are expected to range from 1 to

2 inches from Highway 2 south to Interstate 94. Some locally

higher amounts to 3 inches are possible, mainly from Watford City,

to around Minot and Rugby. Snow will taper to less than a half

inch south of Interstate 94 to the South Dakota border.

Motorists should use caution as travel may be hazardous at times

due to slippery roads.

More normal wintertime temperatures will remain over the area

through early next week. Highs are expected to be only in the 20s

to lower 30s with morning lows in the upper single digits and

teens.

 

 

Jamestown  (CSi)  The Jamestown Police Department is warning residents of a high risk sex offender living in Jamestown.

Nathan Paul McNelis resides at 1610 Business Loop East #14, Jamestown, ND

He presently has no vehicle.

McNelis has been assigned a high risk assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General’s Office.

He is a 29 year old white male 5 feet 20 inches tall, weighing 175 pounds with hazel eyes and brown hair.

Offense: First degree Rape, involving a juvenile male.

Conviction Date: February, 1999, in Brown County Juvenile Court

Disposition:  Juvenile custody until 21 years of age

McNelis is currently on probation with North Dakota Probation and Parole.

He is currently on GPS Monitoring.

McNelis is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown  (CSi)  The Jamestown City Council’s Finance & Legal, Building Planning & Zoning Committee, and Civic Center and Promotion Committee met Tuesday evening at City Hall.  Council Members Phillips and Gumke were not present.

 

FINANCE & LEGAL COMMITTEE BUSINESS:

The committee recommends the request for permission  from JSDC to hire a real property appraiser to establish the current market value of the FARRMS property owned by JSDC in Medina.  The cost of the appraiser will be paid by FARRMS.

The committee recommends approval of  the First Reading of an ordinance to annex the properties in conjunction with the planned  road from Menards to JRMC:

All property owned by John and Brenda Corell in the north half of Section 3, Township 139

North, Range 64 West, which has not previously been annexed

All property within the Anne Carlson Center 2nd Addition

 

The committee also  recommends approval of the first reading,  the confirmation of the assessments for the 2016 Sidewalk, Curb & Gutter District #16-11.

ORDINANCE

City Commissioners approved the First reading of an Ordinance to create a perpetual restrictive covenant for structures to be removed for Permanent Flood Protection Phase III, in accordance with the State Water Commission.

 

NEW BUSINESS

The City Commission Adopted a Valley City 100 Year Event Flood Protection: Citywide Planning Report.

City Adminstrator  Schelkoph said copies are available at City Hall, adding that public meetings input has been received.

 

Moved to a Special City Commission Meeting, March 7th  a contract renewal for City Administrator Dave Schelkoph, which will be discussed at the 4-p.m. Finance Committee Meeting, then forwarded to the 5-p.m., City Commission meeting.

 

Approved the  Barnes County Mutual Aid Agreement.  City Administrator Schelkoph said the agreement concerns entities working with each other.

 

Approved a Special Alcohol Beverage Permit Request for the Valley City Eagles at the ND Winter Show during March 4-11.

 

 

The City Commission considered a five year property tax exemption on 100% of the improvements to lots 4 & 5 & East 35’ of Lot 3, Block 1 NP East 3rd Addition to the City of Valley City, Barnes County (AKA 1017 East Main Street Valley City, ND) and a five year income tax exemption for Renaissance Zone applicant, Valley Bluff, LLC and designate it as VC-105.   Jim Knutson explained the Renaissance  Zone program is an incentive for development.  He asked that this exemption be approved.

The City Commissioners voted to approve.

 

The City commission  approved a Preliminary Engineering Agreement for Urban Roads Reconstruction Project on 3rd Ave SE in an amount not to exceed $44,500.

 

City Commissioners approved an Engineering Agreement for Geotechnical Evaluation for the Urban Roads Reconstruction Project on 5th Ave NW in an amount not to exceed $12,500. KLJ said both projects are in the near future.

 

Commissioners approved an alcohol beverage permit for the Valley City VFW, for the North Dakota Winter Show.

Fire Chief Gary Retterath reported a record low number of fire calls in 2016, and urges the public to stay aware of fire safety.

BISMARCK, N.D. (AP) — The North Dakota House has passed a package of gun-rights measures, including a so-called “constitutional carry” bill that would allow most people 21 and older to carry concealed firearms without a permit.

The House on Tuesday also approved a measure that allows carrying a gun in church if the church allows it. Another measure approved would allow firearms in schools for trained and permitted “armed responders.”

The bills now go to the Senate for consideration.

Representatives killed two gun measures on Tuesday. One would have allowed people with concealed carry permits to have firearms in government buildings. The other would have exempted North Dakota-made firearms, ammunition and accessories from federal regulation.

 

Wahpeton  (CSi)  The North Dakota Highway Patrol has identified the Wahpeton man who died Sunday after losing control of his vehicle on a Wahpeton city street, and striking a tree.

21 year-old Ryan Rosaaen of Wahpeton died in the crash around 11:50pm on Sunday, February 19th.

Rosaaen was pronounced dead at the scene. The crash remains under investigation by the Highway Patrol.

LAWRENCEBURG, Ky. (AP) — Senate Majority Leader Mitch McConnell has been getting some heated questions during a tour of Kentucky during the congressional recess. McConnell did not answer questions about the deadly raid in Yemen or coal jobs continuing to disappear, and instead thanked the questioners for their “speeches.” One woman shouted, “if you answer that, I’ll sit down and shut up like Elizabeth Warren.” She was referencing an event on the Senate floor earlier this month when McConnell ordered the Democratic senator from Massachusetts to sit down during the fight over Jeff Sessions’ confirmation as attorney general.

RICHMOND, Va. (AP) — Virginia Gov. Terry McAuliffe has vetoed a bill that would have restricted funding for Planned Parenthood clinics. The Democrat says it would harm tens of thousands of Virginians who rely on Planned Parenthood. The organization provides abortions as well as other health services such as cancer screenings. McAuliffe vetoed the same measure last year.

SAN FRANCISCO (AP) — The worst of the rain appears to be over, but flood worries continue to plague saturated California. Rescue workers are evacuating people from a San Jose neighborhood after it was inundated by waist-deep flood waters. Elsewhere, people living along the Tuolumne (too-AH’-loo-mee) river also are being warned of possible flooding.

NEW YORK (AP) — Wells Fargo’s board of directors said it is firing four senior managers as part of its investigation into the bank’s sales practices scandal. It also voted to deny any 2016 bonuses to the executives, and they will forfeit any unvested stock and stock options. The San Francisco-based bank has been under fire since it was discovered that employees opened up to 2 million bank and credit card accounts without customer authorization in order to meet lofty sales goals.

NEW YORK (AP) — New York City’s medical examiner has performed an autopsy on Russia’s ambassador to the United Nations but says the cause and manner of his death need further study. Vitaly Churkin fell ill in his office and died Monday, a day before his 65th birthday. Further study normally includes toxicology and other screenings that can take weeks.
